Opis:
The concept of inverse systems for standard and positive linear systems is introduced. Necessary and sufficient conditions for the existence of the positive inverse system for continuous-time and discrete-time linear systems are established. It is shown that: 1) The inverse system of continuous-time linear system is asymptotically stable if and only if the standard system is asymptotically stable. 2) The inverse system of discrete-time linear system is asymptotically stable if and only if the standard system is unstable. 3) The inverse system of continuous-time and discrete-time linear systems are reachable if and only if the standard systems are reachable. The considerations are illustrated by numerical examples.

Opis:
The article presents the Individual Autonomous System Navigation (IANS) supporting rescuer or firemen in terms of navigation. Basic assumptions, which such a system has to fulfill in terms of functionality and accuracy, are presented. The concept of the ISAN system is based on the implementation of inertial navigation system which the only one to permit fully autonomous functioning. Measurement sensors of the navigation system with microprocessor board are placed in the rescuer’s shoe. To limit the escalation of the navigation errors value, which in the case of inertial navigation rises exponentially, a procedure of navigation parameters upgrading at every step of the rescuer is introduced to the proposed system. This procedure guarantees the required accuracy of navigation achievement. The article describes a developed and manufactured demonstrator of the technology and presents main results of its research. The research conducted in a building consisted in walking on the same level several hundred meters in less than 10 minutes. A walking test with a change of walking height was also performed in order to estimate the accuracy of the vertical channel. Results of the demonstrator’s tests let us conclude that the error of navigation is below 1% of the travelled distance and the accuracy is linear in respect to time. The achieved accuracy is fully sufficient for a practical IANS application.
W artykule zaprezentowano Indywidualny System Autonomicznej Nawigacji (ISAN) wspierający działania ratownika lub strażaka w zakresie nawigacji. Przedstawiono podstawowe założenia, które musi spełniać taki system w zakresie funkcjonalności i dokładności. Koncepcję systemu ISAN oparto na wykorzystaniu nawigacji inercjalnej, która jako jedyna pozwala na w pełni autonomiczną pracę. Czujniki pomiarowe systemu nawigacji, wraz z pakietem przeliczającym, umieszczono w bucie ratownika. Aby ograniczyć narastanie błędów nawigacji, co w przypadku nawigacji inercjalnej ma charakter wykładniczy, wprowadzono do proponowanego systemu procedurę uaktualniania parametrów nawigacyjnych w każdym kroku ratownika. Pozwoliło to na osiągnięcie wymaganej dokładności prowadzenia nawigacji. W artykule opisano opracowany i wykonany demonstrator technologii oraz przedstawiono podstawowe wyniki jego badań. Badania przeprowadzono w budynku podczas kontrolnych przejść płaskich o długości rzędu kilkuset metrów, w czasie do 10 minut. Wykonano również badania przejść ze zmianą wysokości, w celu oszacowania dokładności w kanale pionowym. Wyniki tych badań demonstratora pozwalają na stwierdzenie, że dokładność tak prowadzonej nawigacji jest rzędu 1% przebytej drogi i ma charakter liniowy względem czasu. Uzyskane dokładności są w pełni wystarczające do zastosowania praktycznego ISAN.

Polish pension system has been severely changed in last years. However, it is still hard to find a purpose, for what these changes have been done. At the beginning of 1990 Polish pension system based on current payment (pass as you go system). In the end of 1998 a capital component was introduced. In the initial period of the mix system (pass as you go and capital) it was visible, that insured persons were not interested in self-building a capital for future pension payments. Due to this fact, special incentives were introduced. They were strictly associated with tax system, because these instruments introduced the possibility to minimize the tax base for those, who decided to save for own pension. This article analyses statistics dates concern these incentives and verifies the hypothesis, whether tax system shall create incentives for long-term saving plans.
Zmiany w polskim systemie emerytalnym wciąż trwają i obecnie trudno dostrzec kierunek, w którym one zmierzają. Wprowadzenie z końcem lat 90-tych ubiegłego wieku elementu kapitałowego skutkowało małym zainteresowaniem do dobrowolnego oszczędzania wśród ubezpieczonych. W konsekwencji ustawodawca zaczął wprowadzać zachęty do długoterminowego oszczędzania, które opierały się wyłącznie na rozwiązaniach ściśle związanych z systemem podatkowym. Przedmiotowy artykuł analizuje dane statystyczne związane z funkcjonowaniem tych rozwiązań. Weryfikuje również hipotezę, czy system podatkowy powinien być wykorzystywany do tworzenia długoterminowych oszczędności na przyszłą emeryturę.

The paper presents the principles of the Automated System for Management Depot. A combined, parametric-nonparametric identification algorithm for a special case of NARMAX systems is proposed. The parameters of individual blocks are aggregated in one matrix (including mixed products of parameters). The matrix is estimated by an instrumental variables technique with the instruments generated by a nonparametric kernel method. Finally, the result is decomposed to obtain parameters of the system elements. The consistency of the proposed estimate is proved and the rate of convergence is analyzed. Also, the form of optimal instrumental variables is established and the method of their approximate generation is proposed. The idea of nonparametric generation of instrumental variables guarantees that the I.V. estimate is well defined, improves the behaviour of the least-squares method and allows reducing the estimation error. The method is simple in implementation and robust to the correlated noise.

The main goal of the work was to create a project to implement an object recognition system into a modular didactic gear production system. The project shows how, thanks to the modular structure of the gear system, it is possible to easily add new elements to it, at the same time increasing its capabilities. At the beginning, the characteristics of the system were presented before the implementation, including a description of the production process that takes place in this system and all modules of the system were exchanged. Then the vision system for object recognition and all its components were described. The technical-organizational project of the implementation presented the concept of the deployment of the system modules and the principle of system operation after the implementation. A 3D model of all system components was also presented.

A watch officer in sailing a ship uses many kinds of navigational information to prevent marine disasters. Especially in coastal sea area such as narrow bay or port, many ships crowds and marine disasters tend to occur more often. In these regions, effective presentation of variety navigational information is very important. On other hand, a car navigation is very effective in road traffic, However, it is not used almost in sea traffic. Our objective in this paper is to apply a car navigation to ship sailing. Also, a marine navigation system proposed by us was compared with a car navigation system. In this study, authors tried some ways of utilizing car navigation technology for the sea. To improve navigational security and safety, we investigated whether car navigation systems could be applied to marine traffic. The applicability was evaluated through several comparisons of our navigation assistance device using GIS.

The media system in Ukraine is one of the most significant elements of the whole structure of the public relations, especially in the political sphere. In spite of the two great social uprisings in Ukraine, the influence of oligarchs on the policy was not successfully optimized. They exploit the media as the tool of their political game. Main hypothesis of the article: the media system is dominated by the interests of oligarchs who practically control the whole of it.
System medialny Ukrainy jest jednym z istotnych elementów całego układu relacji publicznych, szczególnie w sferze politycznej. Pomimo dwóch wielkich zrywów społecznych na Ukrainie nie udało się zoptymalizować wpływu oligarchów na politykę. Wykorzystują oni media jako narzędzie prowadzonej przez nich gry politycznej. Hipoteza główna artykułu brzmi: system mediów jest zdominowany przez interesy oligarchów, którzy praktycznie w całości kontrolują system medialny.
Аннотация: Медиасистема Украины является одним из важнейших элементов всей системы общественных отношений, особенно в политической сфере. Несмотря на два больших высту-пления общества, в Украине не удалось оптимизировать влияния олигархов на политику. Они используют СМИ как инструмент своей политической игры. Основная гипотеза статьи: в медиасистеме преобладают интересы олигархов, которые практически полностью контролируют медиасистему.

Analytical fault detection algorithms have the potential to reduce the size, power and weight of safety-critical aerospace systems. Analytical redundancy has been successfully applied in many non-safety critical applications. However, acceptance for aerospace applications will require new methods to rigorously certify the impact of such algorithms on the overall system reliability. This paper presents a theoretical method to assess the probabilistic performance for an analytically redundant system. Specifically, a fault tolerant actuation system is considered. The system consists of dual-redundant actuators and an analytical fault detection algorithm to switch between the hardware components. The exact system failure rate per hour is computed using the law of total probability. This analysis requires knowledge of the failure rates for the hardware components. In addition, knowledge of specific probabilistic performance metrics for the fault detection logic is needed. Numerical examples are provided to demonstrate the proposed analysis method.

The paper presents the structure and functional properties of the Advanced Monitoring and Diagnostic System 'AMandD' dedicated for large scale industrial processes. The system arose within the framework of research project 'CHEM' of 5th European Framework Programe. Up-to-date algorithms of modelling methods and fault detection and isolation applied in the system were described in the paper. Also a brief description of used IT solutions was presented. As a conclusion, the further direction of expansion, development and research were depicted.
W artykule zaprezentowano strukturę oraz właściwości systemu zaawansowanego monitorowania i diagnostyki procesów przemysłowych AMandD. System ten powstał w ramach projektu badawczego "CHEM", realizowanego w ramach 5 Programu Ramowego Unii Europejskiej. Omówiono wykorzystane w systemie nowoczesne algorytmy i metody modelowania oraz detekcji i lokalizacji uszkodzeń oraz zastosowane rozwiązania informatyczne. Przedstawiono także kierunki prowadzenia dalszych badań oraz rozwoju systemu.

While using automated learning methods, the lack of accuracy and poor knowledge generalization are both typical problems for a rule-based system obtained on a given data set. This paper introduces a new method capable of generating an accurate rule-based fuzzy inference system with parameterized consequences using an automated, off-line learning process based on multi-phase evolutionary computing and a training data covering algorithm. The presented method consists of the following steps: obtaining an initial set of rules with parameterized consequences using the Michigan approach combined with an evolutionary strategy and a covering algorithm for the training data set; reducing the obtained rule base using a simple genetic algorithm; multi-phase tuning of the fuzzy inference system with parameterized consequences using the Pittsburgh approach and an evolutionary strategy. The paper presents experimental results using popular benchmark data sets regarding system identification and time series prediction, providing a reliable comparison to other learning methods, particularly those based on neuro-fuzzy, clustering and \epsilon-insensitive methods. An examplary fuzzy inference system with parameterized consequences using the Reichenbach implication and the minimum t-norm was implemented to obtain numerical results.
