For almost two decades, since obtaining independence, Fiji has been viewed as an example of perfect and successful operating democracy. There had been many internationally recognised indicators proving the effectiveness of this political system, both for security and economic prosperity. Then, everything collapsed. While the explanation for the conflicts occured in the small island region is often summarized very sketchy in a general phrase „ethnic tensions”, in fact, the problems are far more complex. It has been pointed out that where such tensions do exist, they are usually accompanied by other factors, such as disputes over lands, economic disparities and a lack of confidence in the government’s ability or the willingness to solve the basic problems. Similar pattern can be observed in Europe and North America, where the institutional system was unable to survive in the past over petrified also in XIXth century traditional tribal structure. Liberal democracy is simply unable to deal and cope with problems generated by the society of different mentality and social attitudes. Nevertheless, Fijian axiological system is dominated by European protestant values, so the question should be raised: why Westerners from Europe, the United States, Australia, New Zealand failed to incorporate Fiji into the system of western alliances? Why did they leave an open and empty space for Russian and Chinese infiltration?

Opis:
Cooperation in the South Pacific region is unique due to the characteristics of its participants. Following the period of decolonization (1962-1980), countries in Oceania have radically changed. Achieving independence gave those nations international legal personality, yet complete independence from their former colonial powers. The following consequence was gaining an opportunity to draft, adopt and execute own laws in national and foreign policy. PICT (Pacific island countries and territories) have been expanding connections, political and trade ones, within the region since the 1960s when permanent migration of islanders and intra-regional transactions began. Migrations along with foreign aid are considered as the distinctive characteristics of the Pacific Ocean basin. Since the 1980s, the regional integration in Oceania, through establishing regional groupings and increasing the regional trade agreements number, took on pace and scope. The MIRAB synthetic measure (migration, remittances, aid, bureaucracy) has been used in analyzing the Oceania developing microeconomies. Last but not least, migration and foreign aid have been retaining the region from a deeper and more effective stage of regionalism.

This article aims to analyse the legal status of regional cooperation among the South Pacific countries and territories, as not every entity in the Pacific Basin possesses International law features of a state. Regionalisation, as well as regionalism, as illustrated by the example of the South Pacific region, is a new topic to examine, especially in the Polish and European literature. Therefore, this topic does need further and deeper analysis. First of all, both regionalism and regionalisation are international phenomena that were set against the process of globalisation only in the last two decades of the 20th century. Secondly, the Pacific Ocean became more dominant in geopolitics than the Atlantic Community at the beginning of 21st century. There are many publications regarding local cooperation mechanisms worldwide. Most of them, though, concern political and/or economic integration, and neglect the legal aspects of regional integration. The outcome of this article is nonetheless to present the contemporary legal statusof the South Pacific cooperation, though it is at the stage of regionalisation, while not yet regionalism – fully formalised and structuralised just as it is on the other continents.

This article reflects on the current context of social and health vulnerability, which has become a central issue in government agendas at all levels. They represent social, economic, environmental and health processes that generate a mixed exposure of the territory and the people who inhabit it, making some more vulnerable than others; on the other hand, these conditions are also reflected in the response capacity of each individual, household and society. The objective of this research is to determine the social vulnerability in health in the Mexican South Pacific region, using the official data from the Population and Housing Census of 2020, disaggregated at the municipal level. The variables or socio-spatial conditioning factors of health have been selected, which have been standardized using an omega index to obtain a synthesis indicator of all the variables used, applying a multivariate analysis technique called Spatial Classification Scores (SCS). It allows carrying out an integration of the variables used in a systematic way, which allows a better evaluation and understanding to identify areas with greater or lesser vulnerability. The Mexican South Pacific region is a territory of great diversity and complexity, both in the social as well as in the economic and geographical context, which is why at the national level is the region with the greatest social backwardness and with the worst health rates. The results show that the highest vulnerability values are located in Cochoapa el Grande, Metlatónoc (Guerrero) and San Simón Zahuatlán (Oaxaca), characterized by high deficiencies in health services, education, decent housing and employment.

Satellite navigation gains importance in sustainable development of modern civilisation. With the increasing number of GNSS-based technology and socio-economic systems and services, satellite navigation has become an essential component of national infrastructure. This calls for novel requirements on GNSS positioning perfomance, and increasing need for resilient GNSS development. Here we examined the impact of rapidly developing tropical cyclone on GPS positioning performance degradation, and the resulting impact on oceanic non-navigation and navigation GPS applications. We presented the methodology for indirect simulation-based GPS positioning performance evaluation through utilisation of experimental GPS observations, GNSS Software-Defined Radio (SDR) receiver, and a statistical analysis and framework we developed in the R environment for scientific computing. We identified alteration of GPS positioning error components time series statistical properties, and discuss the potential impact on GPS-based services essential for remote oceanic island communities. Manuscript concludes with the summary of findings, proposal for recommendations on improved GNSS resilience, and an outline for future research.

The paper reports the conference on Australia, organized by the Polish research association based in Cracow (Australia, New Zealand and Oceania Research Association, ANZORA). The 2020 edition was already the 12th conference entitled Australia in the Time of Crisis: Climactic, Cultural, Economic, and Political Solutions. This year, the co-organizing unit was the University of Łódź, as every year, ANZORA promotes Pacific Studies at different Polish universities. The hosting faculty was the Faculty of International and Political Studies, with its Chair of British Studies and the Commonwealth Countries, as well as the “Australian Studies” Scientific Association. The panelists came from numerous disciplines and eight academic institutions from Poland and three from abroad. In total, there were 21 presenters: young scholars, experienced academics, independent researchers as well as enthusiasts of the Australian continent. Besides the University of Bergen in Norway, foreign speakers represented the Université de Bourgogne in France and the Australian Embassy in Poland. Three diplomatic missions have taken the honorary patronage over the event. Those were the Australian Embassy, the Embassy of New Zealand, and the Polish Embassy in Australia. The supporting institutions were the University of Bergen, the Polish Geopolitical Society, and the Academy of European Careers Foundation.

Pacific Islands Development Forum (PIDF) was formally established through signing of an agreement in 2015. The two previous gatherings were informal and did not bring any legally binding documents. The 3rd summit, entitled “Building Climate Resilient Green Blue Pacific Economies” introduced not only the constituting agreement, being an international treaty, what in turn made PIDF an intergovernmental organization having its own legal personality, but also created the pivot for the new wave of the Pacific regionalism. The regional cooperation among the small island states is being made ineffectively and economically inefficiently due to many reasons. The most relevant of which are the over fragmentation of the existing regional organisations and constant creation of ad hoc institutions which have no personality, powers or sanctions for non-fulfilment of the jointly adapted agreements.
Forum Rozwoju Wysp Pacyfiku (Pacific Islands Development Forum – PIDF) zostało formalnie ustanowione przez podpisanie umowy w 2015 r. Dwa poprzednie spotkania były bowiem nieformalne i nie przyniosły żadnych prawnie wiążących dokumentów. Trzeci szczyt, zatytułowany „Budowanie odpornego na warunki klimatyczne zielono-niebieskiego Pacyfiku”, wprowadził nie tylko konstytuującą podstawę prawną, będącą wszak umową międzynarodową, co z kolei uczyniło z PIDF organizację międzyrządową posiadającą osobowość prawną, lecz także stworzyło podwaliny nowej fali regionalizmu na Pacyfiku. Współpraca regionalna pomiędzy małymi wyspiarskimi państwami jest nieskuteczna i ekonomicznie nieefektywna z wielu powodów. Najważniejsze z nich to nadmierne rozdrobnienie istniejących organizacji regionalnych oraz ciągłe tworzenie instytucji ad hoc, które nie mają osobowości prawnej, uprawnień ani sankcji za niewykonanie wspólnie przyjętych porozumień.

The article concerns the idea as well as the form of international cooperation between states and international organizations, illustrated by the example of the relationship between the European Union and the Pacific region. There is some useful literature on the subject but this needs be to completed. The influences of the world’s leaders collide on the Pacific Ocean, which gives this area primacy in geopolitical domination, slowly downgrading the Atlantic Community. The main purpose of the paper is, therefore, to research the possibilities and methods of legal and extrajudicial cooperation betweentwo continents which are very distant from each other. This work underlines the difference between official policy, presented by the regional intergovernmental organizations, and the individual policies of member states, who are not tied down by Brussels politics and may maintain their own foreign relations.

After the Cold War, international politics and economy of the Asia-Pacific region has changed tremendously. Regional economic integration accelerates up with the rapid increase of bilateral and multilateral free trade agreements between regional countries, whereas regional security is continually confronted with conflict flashpoints, including regional maritime sovereignty disputes. This article provides the recent development of regional economy and security with emphasis on maritime disputes in East China Sea and South China Sea and Trans-Pacific Partnership (TPP) and Regional Comprehensive Economic Partnership (RCEP) and discusses the possible challenges to Taiwan in these issues.
Po zimnej wojnie międzynarodowa polityka i gospodarka regionu Azji i Pacyfiku zmieniła się ogromnie. Regionalna integracja gospodarcza przyspiesza wraz z szybkim wzrostem dwustronnych i wielostronnych umów o wolnym handlu między krajami regionalnymi, podczas gdy bezpieczeństwo regionalne jest stale konfrontowane z punktami zapalnym konfliktu, w tym sporami dotyczącymi regionalnych suwerenności morskich. Artykuł ten przedstawia niedawny rozwój regionalnej gospodarki i bezpieczeństwa, z naciskiem na spory morskie w Morzu Wschodniochińskim i Południowochińskim oraz Partnerstwie Trans-Pacyficznym (TPP) i Regionalnym Kompleksowym Partnerstwie Gospodarczym (RCEP) i omawia możliwe wyzwania dla Tajwanu w tych kwestiach.

Presence-absence bivalve species data for each Early Jurassic stage along southeastern South America between 20 and 46°S present-day latitude were processed by a set of analytical methods to analyse the palaeolatitudinal patterns of diversity and distribution. The expected decrease in species diversity towards higher latitudes is punctuated by a consistent local diversity increase between 34 and 42°, especially evident during Pliensbachian and Toarcian times, which may be due to an abrupt change in palaeogeography at that latitude, coinciding with the Curicó direct connection to the open ocean and the establishment of an increased variety of habitats within the extensive Neuquén Basin. The proportions of systematic groups show relative increases towards both higher latitudes (Crassatelloidea, Nuculanoidea, Pectinoidea, Monotoidea, Inoceramoidea) and lower latitudes (Trigonioidea, Pholadomyoidea, Limoidea, Lucinoidea). Epifaunal bivalves were dominant during the Hettangian but by Pliensbachian–Toarcian times they were less common than infaunal ones, while semi-infaunal species had low diversities during the whole Early Jurassic. This study suggests that (a) large scale geographical conditions should be taken into account for the analysis of latitudinal diversity trends among benthonic faunas; and (b) latitudinal trends of some living bivalve lineages may have a longer and more complex history than previously thought.

The aim of the article is to analyze the relationship between Singapore and the People’s Republic of China in the light of the current policy of the President of the United States Donald Trump. The point of reference for the presented analysis is the foreign policy of the former President Barack Obama, based on the strategy known as “pivot to Asia” – the strategic turnabout of the United States to the Asia-Pacific region. One of its main objectives was the signing of a multilateral agreement on the establishment of a free trade zone, the Trans-Pacific Partnership (TPP), bringing together 12 countries. The main subject of the present analysis is to examine the impact of Donald Trump’s decision of January 2017 to withdraw from the TPP trade agreement on the relations between the remaining signatories of the agreement, as well as to examine Beijing’s actions, which may seek to increase its sphere of influence in Asia through the breakdown of TPP. The main part of the research is focused on the triangle politics concept in international politics, which will include China, Singapore and the United States. Besides the two largest economic powers, Singapore is included because of its membership in the TPP and ASEAN, and due to its strong economy and its population (predominantly) of Chinese origin it can be viewed as the “fifth column” or may otherwise play a role in the Greater China concept.
