This article draws from the work of Michel Foucault to reconstruct an understanding of social policy and ageing in contemporary Britain. In many ways, policy provides three trajectories for older people; first, as independent self-managing consumers with private means and resources; second, as people in need of some support to enable them to continue to self-manage and third, as dependent and unable to commit to self-management. Governmentality provides the theoretical framework through which to view policy and practice that is largely governed by discourses of personalisation.

Whereas the strong role of German trade unions influence in social policy during the expansion of the German welfare state is uncontested, its impact on the so called retrench- ment-period since the 1990s is doubtful. Several experts even predict the end of corpora- tism. Nevertheless, in this study we assume an expansion of social policy programs. The influence of unions rises simultaneously because of their growing power resources and other circumstances, which are analyzed systematically.

In reflection summary it can be stated that social policy is both a possibility and a barrier in the development of a new corporate culture-civilization, referred to as globalization. Main forces shaping the new global reality, and the face of social policy are: technical and scientific progress, international laws and education focused on raising awareness of global change. Quick pace of civilization reveals an inability to adapt to a wide range of society the realities of the world of IT and information, and consequently the phenomenon of exclusion and widening of social pathologies. The image shaping social policy sets out the special role of participatory unit. The implementation of the project of European integration reveals a large gap between the assumptions and practice of social life. Standards of social policy remain in the realm of vision, a declaration of hope, the boundaries between the real world and virtual information and disinformation and manipulation. An important role in this regard play the media, which in its action shall submit to the effectiveness of the delivering authentic information about contemporary social realities and social policy pursued in its various structural dimensions.

The article considers pertinent issues related to social policymaking and its implementation in Ukraine. Emphasis is placed on remuneration as the key element of ensuring citizens’ welfare and economic development of the state. Remuneration plays one of the most important roles in the economic system and ensuring a decent standard of living. The wage reflects the employee’s welfare level and should be correlated with the qualification level and productivity in the production spheres or determined according to the set qualification criteria, quality assessment system and efficiency of employees in non-production spheres. Low remuneration standards and low correlation between wages and productivity affect the motivation of the workforce and reduce its economic and labour activity. The analysis of the minimum wage and subsistence level as the categories defining the status and directions of economic and social policy of the state has been performed. The minimum wage has a decisive influence on many social and economic processes. A significant issue in Ukraine is that establishing the minimum wage in the legislation is made without objective analysis and taking into account the financial and economic conditions that should be the basis for the state social policymaking. The minimum wage directly affects the volume and structure of the expenditure part of state and local budgets, as it is one of the basic elements for making the payroll of budgetary institutions and organizations. For business structures, the minimum wage is an indicator that reflects the economic and social policy of the state, as well as a microeconomic category that affects their current business activities and the production and financial strategy making. Some aspects of the current social protection system in Ukraine have been described. One of the main issues in Ukraine is the excessive number of legislative acts regulating social protection matters. Another important issue is that a significant number of benefits and social transfers, which are stipulated in the legislation and guaranteed to the citizens, cannot be implemented due to lack of financial resources in the state budget. Today, one of the priority tasks of the state policy is to address issues of reforming the social protection system and the introduction of new efficient mechanisms for financing and managing the social services system. It has been noted about the need to develop and set in the legislation a system of social standards and norms, as well as the development of a standardised mechanism for determining the minimum wage and subsistence level based on and depending on the socio-economic development indicators.

The article herein discusses selected issues of the effectiveness of public governance model at the Province level of self-governance in regard to providing support services to persons with disabilities. Described herein are tasks for carrying out the policy of social inclusion of persons with disabilities that are the responsibility of the Province self-governance. Also described is the method for carrying out the said tasks and the most frequently used model of public governance. Discussed also are the critical challenges and flaws of the said model of public governance. Presented also are some suggestions for changes in regard to the discussed areas. The aim of the article is to analyze province social policy toward people with disabilities. The article also attempts to evaluate the methods used to implement it. The article is based on the analysis of legal acts regarding the social inclusion policy of persons with disabilities at the level of the province, with particular emphasis on the content of province programs on equal opportunities for people with disabilities and counteracting social exclusion and assistance in the implementation of tasks for the employment of disabled people. When writing an article, the dogmatic method was used in the analytical approach. The article proposes a thesis that the collaborative governance model used to implement the social inclusion policy of disabled people at the province level does not ensure sufficient control over the efficiency of using public funds, and thus does not guarantee the effective implementation of public tasks by non-public entities.

The tasks of the government and local authorities include developing and implementing strategies for solving social problems and preventing law violations related to the marketing, manufacture, conversion, processing and possession of substances the use of which can lead to drug addiction. Drug abuse is a worldwide problem. There are many causes of drug addiction and overcoming it is very difficult. It requires a lot of effort primarily from the addicted one, and support, patience and understanding from the family and people participating in the therapy. Many social welfare, non-government, health care institutions are involved in helping the addicts and their families, and in the development of drug abuse prevention programs. The aim of the present study is to present the phenomenon of drug addiction occurring in the Warmian – Masurian Voivodeship and the results of the implementation of drug prevention programs.

The Republic of Croatia and the Republic of Slovenia have shared a common political and economic history for centuries. Slovenia was more developed but was relatively closely trailed by Croatia in basic economic and social indicators as recently as the late 1980s. In the intervening three decades, the economic and social inequalities between Croatia and Slovenia have significantly increased and these two countries are in many ways at opposite ends of the spectrum among the members of the EU. This text acknowledges the traditional explanations of this result—i.e. the negative effect of the Homeland War in Croatia between 1991 and 1995 its human and economic sacrifices which were enormous compared to the very brief and limited conflict in Slovenia; and that Slovenia became a full member of the EU in 2004, whereas Croatia could reap the benefits of EU membership since only 2013. However, this text moves beyond these two arguments and proposes that there are additional explanatory variables for divergent tendencies in economic and social development. It analyses the institutional positions in Croatia and Slovenia (comparing them to the Visegrád countries), the growth models in Slovenia andbCroatia, and the way in which social policy was delivered since the transition in Slovenia and Croatia in order to show that a significant part of the explanation for these downward divergent trendsbin Croatia lies within the way these two main policies were prepared and implemented in those two countries.
Republika Chorwacji i Republika Słowenii od stuleci mają wspólną historię polityczną ibgospodarczą. Historycznie Słowenia była bardziej rozwinięta, ale Chorwacja pod koniec lat osiemdziesiątych XX w. zbliżyła się do Chorwacji pod względem podstawowych wskaźników ekonomicznych i społecznych. W ciągu kolejnych trzech dekad nierówności gospodarcze i społeczne między Chorwacją a Słowenią znacznie wzrosły i obecnie te dwa kraje znajdują się pod wieloma względami na przeciwległych krańcach wśród członków UE. Artykuł potwierdza klasyczne wyjaśnienia tego stanu, wskazując m.in. na negatywny wpływ wojny domowej w Chorwacji w latach 1991–1995 oraz członkostwo Słowenii w UEbod 2004br., podczas gdy Chorwacja może czerpać korzyści z członkostwa w UE dopiero od 2013 r. Artykuł wykracza jednak poza te dwa argumenty i proponuje dodatkowe zmienne wyjaśniające dla rozbieżnych tendencji w sferze gospodarczej i społecznej. Analizuje specyfikę instytucjonalną Chorwacji i Słowenii (porównując je z krajami wyszehradzkimi), modele wzrostu oraz sposób realizacji polityki społecznej od czasu transformacji w obu tych krajach. Dowodzi, że za rozbieżne tendencje w Chorwacji i Słowenii odpo wiada w dużym stopniu sposób przygotowania i wdrożenia polityki gospodarczej ibspołecznej wbtych dwóch krajach.

The article aims to demonstrate that today’s Poland needs a move toward the embracement of regionalism in social policy, and that this evolution must be supported by research as well as practical endeavours. The rationale can be sought in many external and, primarily, internal factors. The nation’s present living standard and level of awareness call for better coordination of institutional efforts, empowerment of regional governments, and social policies that are more closely attuned to local preferences. The question that remains open is to what extent this decentralisation should be a top-down process, and to what extent it should occur bottom-up, driven by independent initiatives undertaken by regional governments (with relevant regulations following in their wake). Either process entails devolving the decision making power to regions, enabling them to control social transfers, redistribute and allocate funds to social services, and adjust relevant policies to the region’s needs and potential. Under the redefinition of social policy proposed in this paper, the availability and the amount of social benefits are the two critical factors that, in conjunction, determine the value of what is termed as regional capital.
Celem artykułu jest wykazanie, że dalszy rozwój polityki społecznej w Polsce wymaga uwzględnienia regionalizacji zarówno w aspekcie poznawczym, jak i wdrożeniowym. Jest to powodowane wieloma czynnikami, tak zewnętrznymi, jak i — przede wszystkim — wewnętrznymi. Osiągnięty poziom życia i świadomości obywateli wymaga obecnie lepszej koordynacji działań instytucjonalnych oraz zwiększenia znaczenia władz regionalnych i dostosowania ich działań do preferencji mieszkańców regionu. Kwestią otwartą pozostaje charakter procesu zmian. Czy ma to być systemowa decentralizacja czy też autonomiczny rozwój inicjatyw i programów regionalnych i lokalnych wpływających na rozwiązania sys- temowe (zwłaszcza zaś na regulacje prawne)? W obu tych podejściach konieczne będzie zwiększenie samodzielności regionów w zakresie subsydiowania czy redystrybucji środków finansowych wspierających rozwój świadczeń, w tym zwłaszcza usług społecznych, a także ich lepszego dostosowania do potrzeb i możliwości ludności regionu. W przedstawionej koncepcji zmian polityki społecznej zakres i jakość świadczeń społecznych współdecydo- wały o wartości kapitału regionalnego.

Labour migration of people at productive age is a common practice in Western countries based on capitalist economy and parliamentary democracy. Post-accession migration from Poland is a mass phenomenon nowadays, having a double impact on the situation of the oldest family members: they face the need to undertake new versions of old traditional roles or – on the other hand – they are left alone, often in deteriorating health conditions and without assistance in everyday routines. The aim of this analysis is to provide recommendations for social policy on possible solutions supporting and supplementing the care offered for old persons in the situation of migration of their adult children. The analysis is based on the existing data and reports.  Recommendations proposed in the article are directly and indirectly related to forms of care which should be provided to older adults. Aid and assistance are viewed as a chain of interrelated processes; for example, higher digital competences of older adults would allow them to communicate with their families abroad and would help them to be independent in shopping or fixing financial and administrative affairs, as they could do this online.

The article is devoted to the analysis of the directions and mechanisms of adapting the social policy of Belarus to the demographic, migration, communication and technological challenges of modern society. The purpose of the article is to search for social policy mechanisms aimed at developing human potential and stimulating the social activity of citizens. The author analyses the directions of the state’s social policy in the absence of the reproduction of labor resources, an increase in the demographic burden on the ablebodied population, an uneven distribution of labor resources, the emigration of skilled personnel, growth in automation and robotization of production, and a growing need to build effective communication between the government and the population. The article provides an extensive analysis of statistical information, sociological research data, the legislative framework, methods and social technologies of social policy. As a result of the study the author comes to the conclusion that it is necessary to search for new mechanisms for implementing social policy in various fields. Therefore, in the field of demography, it is advisable to search for indirect measures to increase social guarantees for women in order to stimulate fertility, and transform the pension system in order to reduce the demographic burden on the working population. In the field of migration, it is advisable to take government action to prevent the outflow of highly qualified specialists abroad and to return of students who have received education abroad. In the field of social and labor relations existing personnel technologists should be improved and objective methods for evaluating the effectiveness of employees based on a competency-based approach should be introduced. In the field of communication between society and the state it is necessary to inform the public about the current state policy and to organize public discussions of the state initiatives before making them.

Social policy has the ideal of cohesion and inclusiveness of all citizens, but it has to “play” an active role in creating opportunities for them. It encopmasses in itself primarily a balance between economic efficiency and social solidarity distribution, and strives towards a  consensual social model in which the government and the opposition generally agree on the fundamental priorities of society.              Starting from July 1st, 2013, Croatia has been a member of the European Union. What experiences can that country bring to European Union? In spite  of the differences between the European countries becoming more and more expressed and bigger, there is a common element: a conscience that  social justice and social reconciliation could contribute to an economical development and that are not just an expense; but the  opposite: an economical development that  must contribute to social reconciliation.              In the process of the preparation for this work and during the process of  its realization, I used the methods of reading a lot of literature, including professional books, professional journals and legislation literature. Social policy has been for years one of my major fields of interest, so some facts I knew already.              My research goal is to examine the development so far of the social policy in Croatia, to detect the most important conditions which are necessary to develop  high-quality social policies, to discover which are strong sides, and which are weak sides of the Croatian social policy, and therefore what is important to strongly develop, and what is redundant and/or old-fashioned, to throw away or neglect.

Goal – the aim of the paper is to present the fundamental institutional changes which took place in the Polish social policy between 1918 and 1956, i.e. from regaining independence to the end of the Stalinist period in Poland. Therefore, the paper will present both the processes that constitute the construction of the social policy system, embedded in the European tradition and capitalist economy, and the process of dismantling of that system carried out by the communists at the end of the 1940s and at the beginning of the next decade, which imitated the Stalinist model of social activity of the state. Research methodology – the paper has been prepared with the use of a number of research methods in the field of humanities and social studies, necessary for the proper reconstruction of institutional changes which took place in the Polish social policy in the discussed period. The research has been based on the query of the archival sources, printed and legal, as well as specialist press and research papers. Score – the construction of the social policy system, which began in 1918, was not completed in the interwar period, but strong institutional foundations for such a system were created. After the World War II its reconstruction was, understandably, based on the pre-war rules. Political and systemic changes, which took place in Poland after communists gained full power, meant even greater nonuniformity between the institutional solutions, which stemmed from capitalism, and the model of socialism built in the late 1940s. Along with this process, social policy also underwent salinization and, as the result of institutional changes at the beginning of the 1950s, it had completely different functions than in the capitalist economy. It was objectified and it became an instrument of economic policy aimed at socialist industrialization and collectivization of villages. Its main task was no longer to solve social issues but to meet social needs. This new role, resulting from the Stalinist system, meant significant impoverishment of social policy and limiting the effectiveness of the state activity on social life.

The unfavorable demographic situation and the falling number of births resulted in an increased interest among Polish politicians in introducing tools to social policy that would reverse this negative trend. Implemented to social policy by Prawo i Sprawiedliwość Party in 2016, the “Family 500+” benefit has become such a tool. According to the government’s intention, this financial aid for families with children aims to reverse the decline in the number of births observed for many years and reduce the scale of poverty among families with the most complex financial situation. After several years of the “Family 500+” Program in force, it is difficult to clearly define whether the goals were achieved and whether the expenses for financing the program were adequate to the results. The aim of the article is an attempt at the assessment of the functioning of the Family 500+ Programme. Both the statutory assumptions of the programme, the costs of its functioning, and its results so far were analyzed. The central part of the analysis covered the period 2016–2019.

The problem of social security is closely related to meeting the needs of residents with a focus on inequalities between different groups at both the regional and local levels. Meeting the needs requires the existence and proper operation of certain institutions that solve social issues. It could be said that this is an area linked to and dependent on social policy, which has no clear definition in literature. Without a doubt, in the context of the development of security the essential elements of that policy are such as social policy, labor protection, employment, health, housing, educational, cultural and environmental protection, prevention and combating social pathology, population, family, policy considering the youth and old people. It is obvious that this kind of policy is limited to providing no equivalent benefits.
