The paper deals with the topic of research and development investments and its use in small and medium-sized enterprises SME’s operating in the electronic industry. The aim of the article is to find out the impact of innovation activities on enterprises, especially the influence of the sources of funding for the research activity. The Czech Republic is the geographic segment to be explored. A chapter on theoretical issues is followed by a description of the current situation in the Czech Republic and abroad, and access to legal support for research and development in the business sector. Primary data collected from a survey are analysed in the analytical part. The statistical data processing was done using Statistica 12 software. Some SME’s of chosen group of manufacturing industry focus on research and development performed by their own means, and they searched for the possibility of financing the research from various sources.

Opis:
Is creativity a given by nature? Is this a legitimate question of all people that realize the value of creativity and hope to find more of it in each human being as often as possible? By learning more and more about creativity, we can better discover its direct connection to a certain domain. It is considered to be the aptitudes, knowledge, and personality characteristics that sustain and lead to creative thinking – to the creative behavior needed to have a creative a specific background to the developing domain. Different domains need to have different personality abilities, knowledge, aptitudes, and characteristics. The tests applied to the students belonging to engineering study programs increase the conviction that creativity is lacking in their knowledge abilities. The engineering profession is realized by means of a solution projection that has appeared, and creativity is the instrument that is used by engineers in solving their problems. The tests results have shown modest creative abilities that are valid for the students of both the universities of Romania as well as in Poland. More than that, although they belong to a promising generation (“the Y generation”), the modest dimension of their creativity is exclusively due to the modest system of education in promoting creativity. Solutions are at the hand of academic management: by means of bettering of the engineering curricula, of bettering the didactic behavior of the academic staff, and by means of sustaining the creativity concept in an engineering education.

Opis:
The issue of stability controlling cutting slopes is particularly important in clay-shale slopes, a typical expanding sedimentary layer with poor engineering geological conditions and mechanical characteristics. Therefore, research on the causes of failure and remedies for clay-shale cutting slopes is required to serve as an overview for handling and preserving clay-shale slopes in identical conditions. However, the trusted information about the need for further related clay shale research and clay shale in slope stability has yet to be specifically presented. This review study summarizes the published research for clay shale beginning in 1980, presents a bibliometric analysis to examine the published research based on year and country, and provides various study trends in cluster diagram using the VOSviewer program. The analysis also summarized some key goals, effective methodology, and significant findings from the most recent studies to extract information from them that would benefit future research. In conclusion, the results show the need for developing research to fill the knowledge gap regarding clay shale, landslide, and clay mineralogy. In addition, the clay shale slope analysis has revealed the need for additional research into dynamic force and its deformation.

One of the characteristic features of modern world are migrations of people. They are caused either by social or economic and political reasons of respective states and regions of the world. Population processes constitute, at present, a global problem. In the consequence of population’s number fast increase and the irregular economic development of the world, they still remain as an actual research question. An universal regularity of present migratory processes is a decrease of birth rate along with improving the life conditions. The highest birth rate can be observed in the poorest countries. Depopulation tendencies occur, in turn, in economically developed countries. Apart from economic factors, the differences in population increase, are also influenced by social and cultural conditions of a certain region, and the evolution of political system and programs of ruling elite. Greatly diverse is also, so called, the “quality” of contemporary migration. It is presented alike by poor, uneducated people and highly educated specialists from different fields of social and economic life.

Competitiveness involves a variety of factors, however recently special attention has been paid to innovative solutions that have become crucial for the development of firms and economies. Due to the fact that there are many market failures identifi ed within research and development activities, many theorists, entrepreneurs and politicians accept granting R&D&I state aid to companies assuming that it should simultaneously contribute to the enhancement of innovation and, consequently, competitiveness of the EU economy. The paper is aimed at assessing the focus of state aid policy on research, development and innovation in the light of theory and practice (based on the recent experience). To this end we will analyse theoretical arguments for interventions supporting R&D activities, legal bases and criteria of admissibility for state aid for R&D&I, as well as, importance of R&D&I public aid in the EU Member States. The analysis of legal changes in conditions of admissibility of aid granted for research, development and innovation confirms that such aid belongs to the concept of improved economic competitiveness, also of the EU industry. However, like any government intervention, the aid should target only enterprises with real development potential and only when they are faced with market failures. As regards a position of state aid to R&D&I in public spending, remarkably, in the times of economic crisis more developed countries with higher GDP engaged more public budget resources into R&D&I activities.

Opis:
The aim of this paper is to investigate how EU how EU state aid policy addresses the problem the problem of the additionality of state aid for research, development and innovation. The methods used include a literature review of both theoretical and practical studies and document analysis. The formalistic approach taken in the majority of cases in the ex-ante state aid control requires further studies on the actual effects of implemented state aid measures. A variety of methods have been developed to identify the causal impact of aid and to address the problem of selection bias properly. Recent studies largely apply propensity score matching and strive to identify different types of additionality as well as the relationships between them, acknowledging that behavioural additionality plays a critical role in understanding the long-term impact of public interventions.
Celem niniejszej pracy jest ustalenie, jak kontrola unijna podchodzi do problemu wsparcia państwa na badania, rozwój i innowacje. Zastosowano metody zarówno analizy literaturowej jak badań praktycznych i analizy dokumentacji. Formalistyczne podejście przyjęte w większości przypadków kontroli ex-ante pomocy państwa wymaga dalszych badań na temat rzeczywistych skutków wprowadzonych środków. Zostało opracowanych wiele metod w celu określenia wpływu doraźnej pomocy i rozwiązania problemu stronniczej selekcji. Najnowsze badania stosuje się głównie po to, aby dążyć do identyfikacji różnych typów wsparcia, a także relacji między nimi, uznając, że zasada behawioralnego wsparcia odgrywa kluczową rolę w zrozumieniu wpływu długotrwałej interwencji publicznej.

One of the important and open issues in modern businesses is the financing of research and development R&D activities, treated as an instrument of research and development policy. Maintaining the competitiveness of business entities requires the systemic creation and implementation of innovations, which requires expenditure on R&D activities. The aim of this paper is to identify the level, dynamics and structure of expenditures on R&D activities in Poland and in Polish businesses. The time range of the study covers the years 2015–2019 (or 2017–2019 in the analysis of expenditures in the enterprise sector), the scope concerns the financial aspects of R&D activity on a national scale and in the sector of Polish enterprises, and the sources of the data for analysis are publications of Poland's Central Statistical Office (Statistics Poland). The study applied the following methods: a critical and cognitive analysis of literature in identifying the research problem, a descriptive and comparative method in presenting the problem, a statistical method in calculating percentage shares, and a projection method in proposing model solutions. Overall, the analysis found a relatively low level and dynamics of expenditures incurred on R&D in Poland and in the enterprise sector. Therefore, R&D policy among Polish enterprises can be described as conservative and ad hoc in nature.

The future production of new types of transportation for land, sea and air, based mainly on research, development and innovation in new materials and new types of energy according to environmental standards, will be very difficult unless they are structured around their advanced concept development through relationships management between all actors in a supply chain for manufacturing and distribution. The future of design and development of new vehicles also must incorporate innovative models for the supply chain Management, composed of key business processes that cut across the global supply chain and where the critical success factor is the degree of integration of these processes between customers and suppliers throughout the value chain, linking all actors involved in research and development, prototyping, manufacturing, marketing and aftersales. The future of the new products will also depend on efficient and competitive processes, so it will be essential to design an information management and product flow throughout the supply chain, closely linking the processes of customer relationship Management, suppliers management, order fulfilment, flow manufacturing in a Lean environment and research, development and innovation to the merchandising of the new products. In the future, we need perfect plants for the production of new vehicles and will depend on the degree of efficiency and profitability across different supply chains, this is, the competence won't be between companies, but between supply chains, and if we design an efficient and competitive chain from the same initial development, then will have lasting, safer and greener new vehicles.

The article presents the historical background and development of unmanned land platforms in selected countries, including Russia, Germany, the US and Poland. The author points out the technical problems of combat use of unmanned land platforms, among others, related to the difficulty of operating in the field, control of armaments, and their lower effectiveness compared to unmanned aerial vehicles. In his opinion, the most desirable directions for the development of unmanned land platforms in the areas of operations support and logistics, and the need to turn to higher-weight platforms. In conclusion, the author postulates the thesis that full autonomous combat use of unmanned land platforms is likely to be economically unjustified as well as unprofitable in terms of the combat value of these vehicles in the next few to several years. The author points out the need to develop this technology and use a technological benchmark mainly of US solutions.

New areas of activities of Polish Research Institutes, competitiveness, measures of successes of Research Institutes, model of Research Institute, way to international cooperation are presented in the paper. At present Polish industry looking for well educated graduates, therefore Polish universities are flourishing. Foreign owners and clients became sources of new technologies. It is easy to justify choice of these solutions. International cooperation gives opportunity for achievement global R&D competition. It also gives opportunity for young well educated graduates to work in Poland. Successes of Research Institute demand double measures. It means necessity to measure two success elements: economy success and professional success. Modern research institute can be compared to professional sport club. Such sport club members, there are people hungry for knowledge and job successes, ready for heavy work, greedy for fame. This similarity creates new innovative management conception of Research Institutes in Poland. The paper presents in particulate Institute of Aeronautics, Some data concerning the Institute of Aeronautics illustrate its possibilities scientific-research, the possibility of working out novel of products and the international cooperation within the framework of bilateral agreements and European Programs.
