Public participation is a critical aspect in the planning, also spatial planning. Its role is changing dramatically as it is present not only in social development but also tackles issues connected with cultural, educational. The most important element in participation is the will to do it – to engage in the process of planning the of life, of new urban communities, and how it is taking place in the planning process at different levels/ scales. There is a need to strengthen the public participation in the Egyptian context. Consequently, there are many cases in public participation related to the different levels (metropolitan, city, action area), connected to urban issues, besides, the sectoral issues related to economic development and societal needs. Thus, there is still a gap between existing national policies and their implementation at local level. The important question is how to achieve the local needs with strategies prepared on upper-level agencies. The main problem, in addition to the environmental issues is the regional disparities, poverty illustrated by low human development index. The research aim is to determine general framework and rules of citizen participation in Egypt by illustrating many cases from Egyptian context, and to examine the process and assess their effectiveness and the paper will end with the policy changes.

From the point of view of social policy, the need of security is considered as the indispensable part of functioning and development of every society. Citizens’ participation avers that the inhabitants will have the possibility of taking part in making decisions about their own surrounding, which results in development of the sense of security. The actions taken in the social space initiate the existence of the selfaware civil society. This article’s main aim is to discuss the possibilities of assuring the social security through civil commitment and their active participation in the public life. The formal instruments that occur in the system of Polish law (i.e. a participation in the open debate, a participation in the elections, a legislative initiative) have been analyzed. Those instruments enable to the residents the participation and codecision making and, what follows, they contribute towards forming broadly defined security.

Increasing real public participation in governance and decision making is one of the greatest challenges of modern democracies as well as of these countries seeking to elevate their level of decision making and effective participation of public and citizenship in these processes. The widely dissemination and usage of communication technologies as well a greater pressure from the public for a greater accountability towards their governors, changes the shape and tools of governance, by changing initially the philosophy of and mindset of decision makers and policy maker as well. At the same time, this calls for a revolutionary way of powers distribution in governance processes by bringing more power in the hands of public, starting by an increased transparency and aiming a real and functional participation. The case of Albania, certify how policy makers good will and successful application of best practices, can accelerate democratic processes and increase resources for a better decision making and decision application as well. The paper makes a historic and political reconstruction of the OGP process and practices by projecting the effects and potential outcomes of this governance philosophy in the Albanian social tissue and set up, taking in consideration of the political system and the governance philosophy in Albania 2011-2012.

This report is a comprehensive study of Norwegian and Polish spatial planning systems. It focuses on land-use part of planning and shows basic similarities and differences between those two planning policies. The aim of this report was to study and analyze the planning systems in both countries. During the preparation of this report, authors posed the following questions: – What kind of relations are there between all the planning levels stated in the legislation procedure as well as in practice? – Which planning documents concern land-use management? – What are the main trends of spatial management in urban areas? – How in practice does public participation in spatial planning process look? During the research authors attempted to answer those questions by using different methods. Firstly, professional documentation has been investigated. The main data sources were planning legislation and documents (including maps), as well as professional literature. Secondly, informal interviews were conducted. Fifteen interviews with planning researchers and with local and regional planners were carried out in Norway. Interviews were informal, however, they were based on previously prepared key-words list. Besides the analysis of the planning system in both countries, the report also includes two case-studies. In this report Oslo and Kraków were taken into consideration. In the report an emphasis was put also on environmental issues in spatial policy, public participation and privatization process of planning.

Sustainable mobility planning is a new approach to planning, and as such it requires new methods of public participation, data collection and data aggregation. In the article we present an overview of Public Participation GIS (PPGIS) methods with potential use in sustainable urban mobility planning. We present the methods using examples from two recent case studies conducted in Polish cities of Poznań and Łodź. Sustainable urban mobility planning is a cyclical process, and each stage has different data and participatory requirements. Consequently, we situate the PPGIS methods in appropriate stages of planning, based on potential benefits they may bring into the planning process. We discuss key issues related to participant recruitment and provide guidelines for planners interested in implementing methods presented in the paper. The article outlines future research directions stressing the need for systematic case study evaluation.

Authentic interpretation of laws is an interpretation of legal provisions that, due to their lack of clarity or misinterpretation in their application, is provided by the parliament. Unlike the legislative procedure, which is conducted, as a rule, in two (exceptionally three) readings, a proposal for giving an authentic interpretation is discussed in one reading. Starting from the understandings of some authors that the act of authentic interpretation of laws is contrary to the principle of democratic pluralism, and that it lacks the necessary level of democratic control and citizen participation, the author examines whether the Croatian parliamentary law enables public participation in the procedure for authentic interpretation of laws and, if so, what legal instruments can be used to implement it in parliamentary practice. To this end, the paper analyzes several relevant constitutional, legal, and procedural provisions of the Croatian parliamentary law, with reference to a parliamentary practice. Given the fact that the procedure for authentic interpretation in the Republic of Croatia, the Republic of Northern Macedonia, the Republic of Slovenia and the Republic of Serbia is regulated in a similar way by the rules of procedure of their respective parliaments, the relevant regulations of the latter three countries on the possibility of public participation in this procedure are analyzed as well. It was concluded that Croatian parliamentary law enables public participation in the procedure for authentic interpretation, through the instruments of petition, information and involvement in working groups and working bodies, and the same instruments, with certain specifics, are recognized in the parliamentary law of the latter three countries.

The paper presents a review of contributions to the scientific discussion on modern methods and tools for public participation in urban planning. This discussion took place in Obrzycko near Poznań, Poland. The meeting was designed to allow for an ample discussion on the themes of public participatory geographic information systems, participatory geographic information systems, volunteered geographic information, citizen science, Geoweb, geographical information and communication technology, Geo-Citizen participation, geo-questionnaire, geo-discussion, GeoParticipation, Geodesign, Big Data and urban planning. Participants in the discussion were scholars from Austria, Brazil, the Czech Republic, Finland, Ireland, Italy, the Netherlands, Poland, the United Kingdom, and the USA. A review of public participation in urban planning shows new developments in concepts and methods rooted in geography, landscape architecture, psychology, and sociology, accompanied by progress in geoinformation and communication technologies. The discussions emphasized that it is extremely important to state the conditions of symmetric cooperation between city authorities, urban planners and public participation representatives, social organizations, as well as residents.

The aim of the paper is to present forms of involving citizens, their groups, and organisations in the sphere of local administration activity and to answer the question whether a participatory model of public management is present in the Polish local government. The article presents the evolution of relationship between public administration and citizens, and forms of citizen involvement in decision-making, provision of public services, and governance enabling citizens to have a real impact on public affairs. Results of the analysis indicate that Poland has a formal-institutional base for public participation, but the social reality does not support a thesis that a participatory model of local governance is actually used. The article employs an institutional and legal approach and an analysis of the literature.
Celem opracowania jest zaprezentowanie form angażowania obywateli, ich grup i organizacji w sferę działań administracji samorządowej oraz próba udzielenia odpowiedzi na pytanie, czy w polskim samorządzie terytorialnym funkcjonuje partycypacyjny model zarządzania publicznego. Artykuł przedstawia ewolucję relacji między administracją publiczną a obywatelami oraz formy angażowania obywateli w proces decyzyjny, świadczenie usług publicznych i rządzenie umożliwiające obywatelom realny wpływ na sprawy publiczne. Wyniki analiz wskazują, że w Polsce istnieją formalno-instytucjonalne podstawy dla partycypacji publicznej, ale rzeczywistość społeczna nie daje podstaw do formułowania tezy o realnie funkcjonującym partycypacyjnym modelu zarządzania w samorządzie terytorialnym. W artykule zastosowano podejście instytucjonalno-prawne oraz analizę piśmiennictwa.

Despite many novelties in participation: participatory budgeting, citizens jury, deliberatice poll etc. the engagement of different stakeholders’ groups in the decision making processes concerning detailed planning issues (local spatial management plans, water management plans, the preservation management plans of the Natura 2000 sites) is usually based on the organization of open discussion meetings. The study looks at the social consultations regarding acceptance of local spatial management plans managed by Poznań City Hall and consultations concerning the preparation of water management plans managed by Regional Water Management Board in Poznań. The comparative analysis served to exhibit similarities and differences between the processes in terms of legal conditions, the organization of meetings, the length and the scale of the process and the actors engaged.

This paper describes an application of three-dimensional (also “3D”) models respectively to selected types of citizen participation. Detailed descriptions of those types are in the beginning of paper, because they are a starting points to consider using 3D models in public participation in urban design and spatial planning. In this paper, the selected software, that supports urban planners in preparing, carrying out and evaluate of participation process, has been discussed. The aim of this paper is to present the application of various tools, which allow generation of 3D models, suitable to selected methods of participation.

The inclusion of various stakeholders in the cities transformation process is currently one of the most important and the most difficult aspects of spatial planning. Planning practice, however, shows that there is much to be done to ensure that the participation is fair, just and useful for making optimal spatial decisions. The article draws attention to the fact that the organization of public participation process in planning procedures requires appropriate selection of participants and adequate methods. Inclusion of the local community in spatial planning, based only on the fulfillment of their demands, expressed in the comments to the draft documents, does not lead to rational solutions in spatial planning. Expectations of different parties to participation processes are often divergent. Particularly controversial is social participation in the planning of agricultural land conversion, changing the status of farmland from agricultural to residential, in the suburban zones. It is difficult to select participants and land owners are not interested in any proposals that would improve the spatial structure of the transformed areas (for example in the process of land consolidation and division). These problems will be presented on the example of public consultations conducted by the author in the planning procedures for the communes of Jabłonna and Wólka Mlądzka in Otwock, located in the agglomeration of Warsaw.

In spite of widespread support from the population of most member countries for European Union policy, including support for sustainable development, in many EU countries, the levels of acceptance of new environmental protection programmes have been and, in particular in new member states, still are considerably low. The experience of the countries which were the first to implement union directives show that they cannot be effectively applied without widespread public participation. The goal of this study was, using the example of Poland, to assess public acceptance of the expansion of nature conservation in the context of sustainable development principles and to discover whether existing nature governance should be modified when establishing new protected areas. The increase in protected areas in Poland has become a hotbed of numerous conflicts. In spite of the generally favourable attitudes to Nature that Polish people have, Nature 2000 is perceived as an unnecessary additional conservation tool. Both local authorities and communities residing in the Natura areas think that the programme is a hindrance, rather than a help in the economic development of municipalities or regions, as was initially supposed. This lack of acceptance results from many factors, mainly social, historic and economic. The implications of these findings for current approach to Nature governance in Poland are discussed.

This paper is an introduction to studies of Urban Beautification Societies (“UBSs” in the plural) active in times of Galicia’s autonomy (1867–1914). The Societies were community organisations set up in many cities and towns across Galicia from the 1880s onwards with a view to improve the aesthetic in public urban space. To Galicia, years of its autonomy yielded years of considerable expansion of civic freedoms, including the re-enacted right to association. Formed by individuals with university education, UBSs were popular throughout Galicia, their structure frequently reflecting the local cross-section and specificity of social strata. Established in large, medium-sized, and small cities and towns (such as Cracow and Lviv; Przemyśl; Wadowice and Wieliczka), they attempted to reach their goals chiefly through establishing urban parks and green squares (often as not with accompanying infrastructure, such as tennis courts or bowling alleys); planting trees in market and other public squares and along communication routes; developing aesthetically pleasing small architecture; and taking initiative to erect monuments and install commemorative plaques, usually commissioned with eminent artists. The latter – in large cities in particular, where art communities were large and powerful – were occasionally UBS co-organisers and members, and thus capable of considerable influence over any Society activities, potentially including publishing, graphic artists and painters especially prominent therein.

Co-creation of public policy can be considered a democratic innovation, all the more so as this approach seems to secure the possibility of „redefining what is democracy”. Understood this way, it is a direct source of changes in urban governance systems. Hence, the essence of the considerations is reflection on co-creation as a principle regulating the current urban governance practices and public participation in Berlin. The subject of the analysis in the empirical part of the paper is the Sozialer Zusammenhang („Social Cohesion”) Programme implemented since 2020. The aim is to present the specificity accompanying co-creation with citizens and evaluate the solutions’ effectiveness. Particular attention is paid to the key issue of what institutional arrangements support co-creation in a specific local context, i.e., at the neighbourhood level, and to discuss to what extent they can be considered effective public participation.

The effectiveness of representative democracy in South Africa is questionable, given the lack of confidence in the Parliament and the recurring service delivery protests, which indicate that citizens' opinions are unheard. Due to this, the Members of Parliament (MPs) devise strategies such as democratic innovation to involve citizens in policymaking as the platform for deliberation. Given this context, the paper discusses public participation in policymaking and how declining confidence in the Parliament necessitates democratic innovations as a panacea for increasing citizens' participation in Parliament activities. The paper also identifies dilemmas that occur in public involvement. Data was generated by interviews (with 16 MPs), observation of plenary debates, minutes of the Parliament, Hansard, minutes of Select and Standing Committees, and Parliamentary speeches. Findings suggest that despite the complexity of implementing public participation in South Africa, the Parliament has made significant progress since 1994 in widening democratic innovation to facilitate public participation. However, disadvantaged people continue to be marginalized from policymaking. The paper suggests that there is a need for political education and public participation in policymaking to strengthen democratic institutions in South Africa.
Skuteczność demokracji przedstawicielskiej w Republice Południowej Afryki jest wątpliwa, na co wskazują powtarzające się protesty dotyczące świadczenia usług publicznych, potwierdzające, że opinie obywateli są niesłyszane, oraz brak zaufania do Parlamentu. W związku z tym posłowie opracowują strategie stanowiące przykład demokratycznych innowacji, które mają zaangażować obywateli w kształtowanie polityki publicznej jako platformy do dyskusji. W tym kontekście w artykule omówiono udział społeczeństwa w tworzeniu polityki publicznej oraz to, w jaki sposób spadek zaufania do Parlamentu stanowi przesłankę tworzenia demokratycznych innowacji jako sposobu na zwiększenie udziału obywateli w działaniach Parlamentu. W pracy zidentyfikowano również problemy, które dotyczą zaangażowania publicznego. Wyniki badań sugerują, że pomimo złożoności procesu zwiększania zaangażowania społecznego w Republice Południowej Afryki Parlament od 1994 r. poczynił znaczne postępy w poszerzaniu demokratycznych innowacji wykorzystywanych w tym celu. Niemniej jednak osoby znajdujące się w niekorzystnej sytuacji nadal są marginalizowane w procesie kształtowania polityki publicznej. W artykule wskazano potrzebę edukacji politycznej i udziału społeczeństwa w tworzeniu polityki publicznej w celu wzmocnienia instytucji demokratycznych w Republice Południowej Afryki.
