The main problem of paper was formulated as follows: What should be the structure of the Fleet Monitoring System and Personnel Management, taking into account national and international legal regulations and existing threats? The following specific problems resulted from the mentioned problem: What advantages and disadvantages have identified vehicle monitoring systems in the world and in Europe? What should be the functional, communication and physical structure of the Fleet Monitoring System and Personnel Management? What should cover the requirements of devices included in the system? Main hypothesis: The Fleet Monitoring System for Vehicles and Personnel Management should ensure proper, undisturbed organization of transport, monitoring of means of transport and threats, which depends mainly on the professional competences of employees, and secondly on the technical condition of infrastructure and road fleet. While submitting the main hypothesis to the process, detailed hypotheses were formulated: Professional competences of employees (KZP) are a key element of the smooth functioning of the system. The technical condition of the infrastructure (STI) has a significant impact on the smooth functioning of the system. Requirements for devices should include standards, standards and modern solutions in the field of ITS (Intelligent Transport Systems).

Research background: The fundamental conclusions about the relationship be-tween personnel management and organizational performance can be also applied to personnel management in primary and secondary schools,  which play an important role in the society. There is no doubt that headmasters, deputy headmasters and other school managers who want to achieve excellent performance of their schools, must pay special attention to management of all employees (including teaching and non-teaching staff) because their abilities, motivation and performance determine the desired results of schools. Purpose of the article: The purpose of the article is to define particular categories of man-agers in Czech primary and secondary schools and specify their responsibilities and competencies in personnel management in order to propose an optimal organization of personnel management at Czech schools. Methods: Achieving the purpose of the article is based on the analysis of available scientific literature and the results of the authors' questionnaire survey on the organization of personnel management at Czech primary and secondary schools. The survey was conducted from January to March 2017. The respondents were headmasters, deputy headmasters and other managers of Czech primary and secondary schools. The relevant data were obtained from 90 respondents. The data analysis was based on the calculation of relative frequencies and the evaluation of the dependence of responses using contingency tables and chi-square tests of independence. Findings & Value added: The findings show that responsibilities for managing teaching and non-teaching staff at Czech schools belong not only to headmasters, but also to other managers at schools, including deputy headmasters, head teachers, heads of school clubs, heads of school canteens, educational consultants, school psychologists, treasurers, or school caretakers. Anyone who influences and directs others in the organization should be involved in personnel management and participate in various personnel management activities related to employee selection, appraisal, compensation or training. The significant competencies of headmasters and other managers in personnel and school management include managerial competencies (the ability to manage others), personal competencies (the ability to manage yourself), or professional competencies (the ability to manage the school).

Many research studies on personnel management are focused on commercial enterprises. This study seeks to understand the components of personnel management that are applied in social enterprises. The main aim of the study is to identify the components of personnel management used in social enterprises based on the obtained data and to propose possible solutions for the given enterprises in this area. The research used the qualitative method of a structured interview in social enterprises in the Slovak Republic; while evaluating the interview, a phenomenographic approach was employed, hence the answers were analyzed, then interpreted and a specific system was created in the obtained set of opinions and knowledge. A difference was assumed in the components of personnel management in social enterprises compared to ordinary commercial enterprises, especially in the components such as motivation, education and remuneration. The results of the research will contribute to the knowledge and proper implementation of the personnel components that are needed in social enterprises, which play a large role in their development and success.

Recruitment and selection of new employees are key business activities if enterprises are to provide for long-term, sustainable and quality production. The lack of regulation in this area through labour relation laws in Slovakia (the legislation in the labor code is too general) has led to an increasing number of cases negatively affecting employees’ legitimate interests as well as an increasing number of disputes claiming compensation for non-material damage. Therefore, the employee selection procedure has become a complicated process with much uncertainty for an employer. The aim of this paper is to analyse and assess the process of recruitment, selection and dismissal in the context of hidden legislative limitations and to highlight practical issues linked to the management of these processes by enterprises.
Rekrutacja i selekcja nowych pracowników są kluczowym przedmiotem działalności, jeśli przedsiębiorstwa mają zapewnić długofalową, zrównoważoną produkcję wysokiej jakości. Brak regulacji w tym zakresie poprzez przepisy dotyczące relacji pracy w Słowacji (przepisy w kodeksie pracy są zbyt ogólne) doprowadził do wzrostu liczby przypadków negatywnie wpływających na uzasadnione interesy pracowników, a także coraz większej liczby sporów o odszkodowania za szkodę niematerialną. Dlatego procedura selekcji pracowników stała się skomplikowanym procesem z wielką niepewnością po stronie pracodawcy. Celem niniejszego opracowania jest analiza i ocena procesu rekrutacji, selekcji i zwolnienia w kontekście ukrytych ograniczeń legislacyjnych oraz wyróżnienie konkretnych zagadnień związanych z zarządzaniem tymi procesami w przedsiębiorstwach.

The article explores megatrends in management, related to the transition to digital technologies in all spheres of the economy and production in the COVID-19 pandemic. The main contribution to the analysis of the current state of digitalization HR in business. The possibilities of a set of processes and methods of interaction with information in the formation of a strategy of people’s management, are investigated. This is achieved through the use of integrated mobile applications and the automation of HR processes. From the results, the methodology for determining the severity of competences, indicators of behavior are proposed, the strengths and weaknesses of the company’s staff management system in the COVID-19 conditions are taken into account. The practical usability of work is due to the proposed competency-based approach, which makes it possible to increase the efficiency of personnel selection, taking into account key macro-competencies that find an applied form through appropriate behavioral indicators.

People should be at the centre of attention within knowledge-based economics. The leaders of each enterprise ought to focus on providing the best conditions for their employees’ professional and individual development and treat them with respect in terms of their dignity and needs. In contemporary literature two notions in perceiving people in organisations are noticeable. The first one treats employees as ‘resources’ which have to be properly used or as ‘capital’ that should bring a decent return on investment. The second notion derives a lot from Christian philosophy and sees the human as a person who treats work as a way to realize his calling and thus is able to take responsibility for the decisions made and actions taken. Acting in a constantly changing environment, people have to be flexible and able to take advantage of emerging opportunities and avoid threats. Within this process it is not a matter of being a human ‘being’ but rather becoming, which means that they are incessantly developing their potential. Although it is hard to predict human behaviour, the main task for managers is to lead in a way that will help employees use their full potential for both their own and the company’s benefit.

The issue of work-life balance (WLB) refers to the inability to reconcile duties at work with family obligations as both environments put evident pressure on a person. This leads to imbalance which is a source of personal stress and low productivity. Hence, one cannot hide the fact that the effects of this imbalance can be very burdensome in financial and strictly organizational terms and for workers themselves. The aim of this paper is to propose a systemic solution in the organization so that employees can reconcile work and private life favourably.
Problematyka work-life balance (WLB), dotyczy niemożności pogodzenia wymagań związanych z funkcjonowaniem w pracy i w rodzinie (presja obu środowisk), która prowadzi do nierównowagi, będącej źródłem stresu osobistego i niskiej wydajności w obydwu środowiskach. Nie da się więc ukryć, że skutki tej nierównowagi mogą być bardzo uciążliwe pod względem finansowym i stricte organizacyjnym dla przedsiębiorstwa, jak i dla samych pracowników. Celem niniejszej pracy jest przedstawienie propozycji rozwiązania systemowego na rzecz godzenia życia zawodowego i prywatnego przez pracowników.

Opis:
Life cycle (or stage) models were developed to study organizational growth. The primary objective of applying such models is to determine the relevant outcomes (e.g. management, HR, etc.) for the different stages of organizational growth on the basis of contributing factors. The authors research, conducted in 2007, sought to discover how companies (subsidiaries of multinational companies as well as indigenous Hungarian small-, medium-, and large-sized enterprises) have adapted to the accelerating changes in the economy over recent years, and what kinds of change might be expected in the employment and personnel management practices of these organizations at specific stages of the life cycle models. This paper presents the theoretical background and empirical findings of this research.

The modern turbulent environment and threats to resources of an organization create uncertainty. The conditions of organizational functioning, including complexity and dynamics of change, give rise to searching for ways of counteracting the “generalized uncertainty”. The development of the trend and practice called “risk management” is undoubtedly one of the ways. The phenomenon grows in importance, which results in more entities using this man-agreement method. Taking into consideration the unquestioned and key human factor for all the processes, also the ones involving risk, the efficiency of the personnel function determines the efficiency of organization management. Cohesion of risk management and human resource management constitutes a synergistic success of an organization at a strategic, tactical and operational level and guarantees both the company and employee development.
