In this article, the author presents a claim that, in parallel to the end of mass parties, it is possible to observe the progressing decline of elites within political parties. This phenomenon manifests itself on the following three levels: 1) a theoretical level-less and less attention is paid to elites in the theory of political parties as their place is being taken over by other approaches, in particular leadership theory; 2) a terminological level-the notion of elites is being removed from analyses devoted to political parties and supplanted by other terms such us “leaders.” They are sometimes considered as the synonyms of the word “elite”; 3) a factual level-there are strong reasons to presume that the decline in the importance of elites within political parties is an objective phenomenon related to the general revaluations taking place in contemporary political parties. Such revaluations cause changes in the distribution of power within political parties-party leaders and narrow groups of decision makers gain in importance at the expense of elites.

The objective of this paper is to determine the scale of influence of the media (both traditional and social) on party preferences. The complicated contemporary media ecosystem, in which the boundaries between traditional and internet media are blurred (internet versions of newspapers), news coverage is increasingly de-professionalized (emergence of civic journalism), verification of information becomes increasingly problematic (fake news) leads to a number of theoretical and methodological challenges. Theoretically, the paper uses the model in which mass media act as a factor triggering the emergence of latent views. Empirically, the effort is undertaken to cover the whole universe of information sources, including both print and electronic media, both traditional and internet sources. The analysis determines citizens’ sources of information, tracks consistencies in selecting particular categories of sources (thus outlining ‘information bubbles’), correlates sources with party preferences and measures generalized attitudes to media categories. The study is undertaken on a sample representative for adult Polish population, fielded with CAWI methodology.

Electoral Action of Poles in Lithuania-Christian Families Alliance
Opis:
The purpose of this article is to present the analysis of the election results of Lietuvos lenkų rinkimų akcija-Kriščioniškų šeimų sąjunga (LLRA-KŠS, Electoral Action of Poles in Lithuania-Christian Families Alliance) in Lithuania’s Parliamentary election 2016. The article presents a short review of the development of Lithuanian-Polish relationship. Several new events took place before Parliamentary election 2016 and had a certain impact on it. First of all, constituency borders were changed in Lithuania, what in general was very advantageous for LLRA-KŠS. Secondly, geopolitical and security situation in Russia changed dramatically because of its aggression in Ukraine and it also revealed prokremlin’s orientation of LLRA-KŠS that in turn had a very negative impact on the party’s image. Probably due to this LLRA-KŠS received about 10,000 votes less. This drop was most significant in Vilnius city but had an immaterial effect in the constituencies controlled by LLRA-KŠS. Nevertheless, the election reveals another important fact that voters in Vilnius district value not only candidates' nationalities (as it might be expected) but also their origin and bonds with local communities.

From the perspective of the political party, defining the sources and funding models are very important issues. Defining the legal standards, which provide in particular the certain and secure political parties funding, in a right manner, enables to direct their main activity on the more substantive areas. The subject area of the sources and models of political parties funding causes a great deal of emotions and controversy, not only among the political class, but also among the representatives of the science world and scholars. While the issue concerning the scope and amount of the funds has been revived at almost every single local, parliamentary or presidential elections, the analysis of and debate on the systemic solutions have been continued permanently.
Niezwykle ważnym z punktu widzenia funkcjonowania partii politycznych zagadnieniem jest określenie źródeł i modelu ich finansowania. Odpowiednie sformułowanie norm prawnych zapewniających w szczególności pewne i stałe źródła finansowania partiom politycznym pozwala skierować ich główną aktywność na bardziej merytoryczne obszary. Tematyka źródeł i modeli finasowania partii politycznych budzi wiele emocji i kontrowersji nie tylko wśród klasy politycznej, ale także w gronie przedstawicieli nauki i doktryny. O ile samo zagadnienie źródeł i wysokości środków odżywa przy okazji praktycznie każdych wyborów samorządowych, parlamentarnych czy prezydenckich, o tyle analiza i debata nad rozwiązaniami systemowymi trwa w zasadzie permanentnie.

This paper conducts a semantic network analysis of Scottish political party manifestos from the 1999, 2003, 2007 and 2011 elections to predict coalition formation. A manifesto is a tool of political communication that represents a party’s ideology and discusses issues considered crucial for each election. Semantic analysis of party manifestos represents an innovative method for examining the relations among political parties. Parties that are closer in the semantic network have a greater potential to form political coalitions. Semantic distances and two-mode semantic network analysis also proved to be a viable method for describing a country’s political climate and power structure, without requiring prior knowledge of country’s political makeup, and without pre-conceived notions. The results indicate that a semantic analysis of political party manifestos can be used to predict coalitions, but factors other than semantic similarity must be considered. Semantic network analysis provides an accurate picture of the distribution of power and centrality of issues for any given election.

According to the Constitution or laws, individuals today have extensive political rights closely associated with the right to vote. Here is meant the active and passive right of voting. Membership in a party is not only because of the desire, but also for the fact that the party gives individuals the possibility of career progress, further realization of their political rights. The purpose of this paper is to present the development of political parties and individual rights, not only in Albania, but also combined with the European experience. In this paper we will focus on how political parties have evolved as well as the political rights of individuals after the independence in 1912. The development of political parties in Albania has passed in two stages in the communist system where only one party was known and in the democratic system where was recognized political pluralism. Highlighting the role of political parties, as an important promoter of the functioning of state and of the coverage of the political rights of individuals, makes this study important.

This article aims to reconstruct the functioning of political parties that was present during the establishment of the foundations of the democratic system and political practice, from the “Velvet Revolution” to the creation of a competitive party system with a dominant political party – Movement for Democratic Slovakia (HZDS) set up by Vladimir Mečiar; who served as prime minister in the years 1993–1998 (including a hiatus in 1994) greatly affecting the state internal and international policy, and held the post of the sole chairman of the party until its dissolution. V. Mečiar’s rule was marked by the interweaving of the elements of the wave of democratization with the reverse wave of de-democratization. The pro-democratic and undemocratic tendencies displayed by Mečiar were determined – apart from objective factors – by the personality traits of the prime minister: his commanding and charismatic leadership style, authoritarianism, making public decisions in a ruthless manner devoid of impartiality, or violations of democratic norms and values. Apart from its scientific purpose, this article may also fulfil a practical function allowing the possibility of using the research findings in social practice/politics.

The purpose of this article is to present the scope of authority of party leaders in selected Polish political parties. The study included the following parties: Civic Platform (PO), Law and Justice (PiS) party, the Democratic Left Alliance (SLD), Polish Peasants’ Party (PSL), Your Movement (TR), Right Wing of the Republic Polish (PR), the New Right (NP) and the Greens. The article addresses the problem of electing a leader of party. The importance of exclusive competence (the powers that belong only to a leader) of the leaders of the Polish party is analyzed. The leader of party may on their grounds decide in certain areas of action of the party. This applies in particular to internal structure, staffing party, the nomination of candidates for election as well as disciplining party members. In most of the subjected parties the leaders have a broad range of rights including the exclusive character. According to the author, some of these powers undermine democratic nature of the party structure.

The article analyzes the influence exerted by the limitation of legal opportunities for public contestation in the 2000s on the scope of mobilization and the repertoire of public contestation practices. The term ‘public contestation’ is used to describe forms of individual and collective political activity focused on criticizing, denying and resisting the current government project, including by introducing alternative projects. The public contestation includes constructive actions of political actors not related to causing damage or disposing of political opponents. The paper is based on political and legal analysis and on some elements of event analysis. In the 2000s, the scale of public contestation on discursive and protest platforms was smaller than over the next decade, which did not create any needs for detailed regulation of such activities. At the same time, changes in political and legal opportunities in the electoral and party field were quite intense throughout 2000–2020. The most popular forms of public contestation were public events (in 2011–2018), as well as discursive activity on the Internet and in mass media (after 2018). During the above mentioned period, we see the biggest changes in legal opportunities in this field and increasing penalties for respective violations. The electoral field shows the pendulum dynamics: decreasing and increasing opportunities in 2000–2011 and 2012–2019, respectively. A meaningful factor of narrowing legal opportunities for public contestation is the potential financial, organizational and information support of public contestation practices by foreign entities.

The author undertakes to discuss the problem of rivalry strategies of political parties in elections to the Citizens’ Assembly of the Free and Hanseatic City of Hamburg. The broadness and multidimensional character of the subject area requires moving beyond the limits of political science and entering other related domains, like broadly-conceived historical sciences, also reaching for a number of establishments within legal-historical domains. Firmly grounded historical, legal, polity-related and political aspects of the unification of Germany in the context of German federalism, encouraged and obligated the author, to attempt to bring the above problem up to date. I think that thanks to a broader analysis of elections to the Hamburg Citizens’ Assembly over the last 50 years, the real state of the problem area can acquire a fuller context, with an emphasis on the foundations of local government functioning. To prepare this paper I made use of Polish and German sources published by Polish, American and German researchers. Polish and German literature offered a valuable source to become acquainted with the history and the foreseeable future of Hamburg’s local government, in particular – the assumptions behind territorial and functional reforms, the evolution of which we have been able to follow in the Federal Republic of Germany since the 1970s.

Since 2002 in Poland voters in the local government elections can directly elect the head of the rural municipality, mayor and city president. Local elections, in Polish conditions, are treated as an arena favourable for local committees, often non-party. However, it should be noted that many analyses show that the higher the level of self-government, the more important the committees of political parties are. The increase in the participation of political parties in the election competition is also noticeable in medium and large cities. The author decided to check whether the cities with poviat status of the Silesian Voivodeship favour party committees or rather a committee unrelated to any political parties. For this purpose, the participation and effectiveness of these committees in local elections of cities presidents with poviat rights of the Silesian Voivodeship in 2002-2018 was analysed. The study confirmed that the level of politicization in elections is increasing, however, the effectiveness of party committees in the election of city presidents is lower than the effectiveness of local committees. In addition, political parties are more active and influential in larger cities.

The aim of the article was to analyze the program initiatives of Zbigniew Ziobro’s Solidary Poland in the years 2012–2014 – a time before the political party became a part of the United Right, a Frankenstein’s monster cobbled together as a result of the agreement between Law and Justice and Poland Together Jarosław Gowin (Agnreement). In the first part of the article, the author presents the program proposals of the political party, while in the second part, he discusses the activities of its members by presenting the initiatives taken in relation to the election program. At the end of the article the author summarizes the activity of the political party.
Celem artykułu była analiza inicjatyw programowych Solidarnej Polski Zbigniewa Ziobro w latach 2012 – 2014 zanim partia polityczna weszła w skład Zjednoczonej Prawicy, powstałej w wyniku porozumienia pomiędzy Prawem i Sprawiedliwością oraz Polską Razem Jarosława Gowina (Porozumienie). W pierwszej części artykułu, autor przedstawia propozycje programowe partii politycznej, natomiast w drugiej omawia działalność jej członków poprzez zaprezentowanie podejmowanych inicjatyw w odniesieniu do programu wyborczego. W zakończeniu artykułu autor podsumowuje działalność partii politycznej.

The article focuses on populism, a phenomenon topical in the socio-political life of many countries. While it has a significant influence on the politics of countries with relatively little experience of functioning democratic institutions, populism is quite clearly visible also in the modern political space of old democracies. There is a distinct link between exacerbation of socio-economic problems and increasing attractiveness of populism. An important factor contributing to the emergence and growth of populist influences is the inability of political establishments, including fully democratic ones, to respond effectively to changes and new challenges.
