    The article aims to analyse the development of social entrepreneurship in the entrepreneurial ecosystem’s context based on the example of three countries: Poland, Italy and North Macedonia. The theoretical framework for the analysis and interpretation of the results is determined by new institutional economics and entrepreneurship theories. In turn, the empirical part is based on the analysis of selected indicators on the development of social entrepreneurship; a diagnostic survey has also been carried out among stakeholders (representatives of entities related to social entrepreneurship), and young people in Poland, Italy and North Macedonia. The analysis allows for the of the leading research hypothesis which assumes that one of the most essential and basic elements of the social entrepreneurship ecosystem is knowledge, and its low level within society is a barrier to its development. To make the most of its potential, and increase employment in social enterprises, it is essential to integrate social entrepreneurship with mainstream entrepreneurship and business education.

    Knowledge and innovation are of paramount importance in creating the development process. Higher education institutions, according to the concepts of knowledge economy and human capital, play an important role in boosting the region’s creativity and creative change. The triple helix model emphasizes the role of universities as one of three actors (along with government and business), which affect the functioning of the region. A platform for partnership between the three communities: the regional authorities, academia and business are the Regional Innovation Strategies. The activities of universities in the innovation economy and the links with regional systems of innovation may be supported by the EU Structural Funds. Reducing the innovation deficit between European regions is a key task for the Cohesion Policy. The EU Structural Funds are the main source of funding for the purposes of the Regional Innovation Strategies. This article aims to study the impact of projects implemented by the universities of Eastern Poland, co-financed by the EU funds, on the innovation of the region. A well-functioning network of links and cooperation between public authorities, scientific institutions and businesses is needed in order to create regions of knowledge and innovation. Only such a structure supported by different sources of funding is likely to succeed and thus create competitive and innovative area.
    Wiedza i innowacje mają ogromne znacznie w kreowaniu procesów rozwojowych. Umiejętność tworzenia i wykorzystywania wiedzy dla produkcji i przenoszenia jej do procesów innowacyjnych stały się głównym czynnikiem konkurencyjności rynkowej. Szkoły wyższe, zgodnie z koncepcjami gospodarki opartej na wiedzy czy kapitału ludzkiego, odgrywają istotną rolę w pobudzaniu regionu do kreatywności i twórczej zmiany. Z kolei model potrójnej helisy podkreśla rolę uniwersytetów jako jednego z trzech aktorów (obok administracji i przedsiębiorstw), którego działania przekładają się na funkcjonowanie regionu. Platformą partnerskiej współpracy między tymi trzema środowiskami: władzami regionalnymi, środowiskiem naukowym i biznesem mają być Regionalne Strategie Innowacji. Działania uczelni w obszarze innowacyjności gospodarki i jej powiązania z regionalnymi systemami innowacji wspierane mogą być przez fundusze strukturalne Unii Europejskiej. Celem artykułu jest analiza oddziaływania projektów realizowanych przez uczelnie wyższe Polski Wschodniej, współfinansowanych przez fundusze UE, na innowacyjność regionu.

    Celem artykułu jest próba oszacowania, w jaki sposób priorytety polityczne Unii Europejskiej są odzwierciedlane w budżecie UE. Pytania na temat celów budżetu oraz zasad, które regulują wykorzystanie finansów publicznych w Unii, są powiązane z szerszymi pytaniami o charakter UE i jej ewolucję. Artykuł jest przyczynkiem do debaty na temat polityk i finansów publicznych Unii Europejskiej oraz pokazuje relacje między procesem kształtowania polityk Unii a jej budżetem. Rozwój wydatków budżetowych następuje wraz z rozwojem polityk unijnych. Istnieje przy tym współzależność między politykami Unii; wszystkie obszary polityki współdziałają ze sobą, co jest szczególnie widoczne w budżecie UE. Wiele obszarów polityki UE ma charakter regulacyjny i małe wymagania dotyczące wydatków budżetowych, z wyjątkiem administracji. Unia Europejska posiada znaczącą odpowiedzialność tylko w stosunku do jednego obszaru istotnego dla wydatków publicznych – spraw gospodarczych. Jednakże wiele programów i funduszy UE realizuje tak wiele różnych ambitnych celów, że często są one nieadekwatne do dostępnego budżetu. Stosunkowo niewielki rozmiar budżetu UE sprawia, że przepisy i zalecenia (sfera regulacyjna) mają większe znaczenie niż wydatki budżetowe w osiąganiu priorytetów politycznych.
    The focus of this paper is on the EU budget and the changes in European policies. The basic objective of the paper is to assess how the political priorities of the European Union are reflected in the EU budget, mainly on the expenditure side. Questions about the purpose of the budget and the principles that govern the use of public finances in the Union are linked to wider questions about the nature of the EU and its evolution. The paper contributes to the theoretical debates on European policy and public finances, but also provides policy insights on the relationship between the EU policy process and the budget. The development of budgetary expenditures follows the development of EU policies. Hence this paper detects the interrelationships among the policies of the Union; all policy areas interact with one another, which is particularly visible in EU budget. Many areas of EU policy are regulatory in nature and have few requirements for spending, except for administration. The EU has a significant responsibility in relation to only one area important to public expenditure: economic affairs. However, EU spending programmes pursue a multiplicity of grand objectives, often unrelated to the available funding. The relatively small size of the EU budget makes the EU’s rules (the regulatory sphere) matter more than the EU’s expenditures in attaining political priorities.
