International stability norms included in the Code of Intact Stability 2008 adopted by IMO on 4 December 2008 constitutes the latest set of international requirements on intact stability of ships. However the requirements included in the Code, part of them compulsory (Included in the Part A of the Code), other only recommended (included in the Part B of the Code) are considered as not totally sufficient to assure safety of ships. Because of that, IMO decided that there would be the necessity to develop so called new generation stability criteria covering certain identified hazards, such as parametric resonance, loss of stability in the wave crest broaching, dead ship condition and excessive accelerations when rolling .Those criteria, or rather stability norms, are under development since 2008.The present approach, the work on which is well advanced, is however, not fully satisfactory and several important problems were discovered. This approach may need to be reconsidered or supplemented. The author in the paper presented discusses the weak points of the current approach and proposes possible different approach in order to make future ships safer from the stability point of view.

Nowadays the time of the smart ship is at the door. This is the result of the new, Fourth Industrial Revolution that is fast approaching. The Fourth Industrial Revolution is the result of an enormous increase in information being acquired, stored, processed, and transmitted The effect of this has been smart domestic appliances, robots, telephones, production machines, and other objects, visible everywhere in everyday life. There are obviously many advantages to the introduction of smart vehicles and attempts to introduce smart cars into traffic are already in progress. Smart ships are also currently attracting much attention. RINA organized three international conferences on this subject in a short space of time. An attempt to send a fully autonomous experimental ship across the Atlantic is already in progress. Although technically it would be possible to already build smart ships, there are many practical problems to be solved before they could be put into operation. Apart from purely technical problems there are problems of the economy, safety, security, and environmental protection as well as legal and political problems. There are also important problems regarding employment, training, and human relations. Questions are now being asked as to whether smart ships would be fully autonomous, remote controlled, or manned with a skeleton crew, and who will ultimately be responsible for the ship in question and how smart ships will affect sea traffic. Some of these problems have been discussed in this paper.

Countries’ geographic characteristics have an important effect on health, and they are plausibly uncorrelated with other determinants of wealth. This paper uses two climate variables – population-weighted temperature and precipitation – to obtain instrumental variables estimates of the effect of health on wealth.

The concept of utilizing association rules for classification has emerged in recent years. This approach has often proved to be more efficient and accurate than traditional techniques. In this paper we extend the existing associative classifier building algorithms and apply them to the problem of image classification. We describe a set of photographs with features calculated on the basis of their color and texture characteristics and experiment with different types of rules which use the information about the existence of a particular feature in an image, its occurrence count and spatial proximity to classify the images accurately. We suggest using association rules more closely tied to the nature of the image data and compare the results with those of classification with simpler rules, taking into consideration only the existence of a particular feature on an image.

Present stability regulations developed over the years by IMO reached definite conclusion with the adoption of the Revised Draft of the Intact Stability Code. The criteria included there are design criteria of the prescriptive nature, based mainly on statistics of stability casualties. Currently IMO is considering development of criteria based on ship performance. Concept of such criteria is, however, at present not agreed. The criteria are working comparatively well with regard to the majority of conventional ships, however advent of very large and sophisticated ships of non-conventional features caused that those criteria may be inadequate. The author advances the idea consisting of application of safety assessment and risk analysis using holistic and system approach to stability. Safety against capsizing (or LOSA accident) is a complex system where design, operational, environmental and human factors have to be taken into account. Although this seems to be a very complex task, in the opinion of the author it may be manageable and could be applied for safety assessment of highly sophisticated and costly ships.

Inland waterways vessels operate in waters of restricted depth and restricted width with cross-section of the waterway of different profile. These conditions affect hydrodynamic forces acting on the vessel and in consequence they affect their operation. There are several hydrodynamic effects present in inland waterways. Restricted depth and cross-section of the canal or river affects resistance of the vessel and hydrodynamic characteristics of the propeller and in consequence propulsive efficiency. Another effect is caused by modification of pressure distribution around vessel body resulting in change of draft, so called squat. Finally in narrow fairway lateral forces on the vessel are created and in case of non-symmetrical position of the vessel, those forces are also non-symmetric and causing that the vessel is pushed to one side. This affects safe handling of the vessel and requires understanding and skill of operator. This problem is discussed in the paper.

Currently, ship operators (ship masters and pilots) are trained on ship simulators, either Full Mission Bridge (FMB) simulators, or Manned Model (MM) simulators. Both types of simulator increase an operator’s skill in manoeuvring a ship, and both incorporate the impact of hydrodynamic forces on the handling characteristics of a simulated ship. However, all forces affecting manoeuvring are the result of flow patterns that build up around the hull. These flow patterns may have extremely complex effects on many practical manoeuvres. Recent advances in hydrodynamic theory allow the impact of hydrodynamic forces on manoeuvrability to be simulated quite accurately so long as the simulated ship is moving straight ahead or performing standard manoeuvres. These advances also allow the simulation of such external influences as bank effects, shallow water effects, and canal effects, as well as the effect of the passage of other ships in the immediate vicinity. With a measure of simplification, these effects can be incorporated in FMB simulators. They can also be simulated by MM simulators provided both the models and training areas are properly prepared. As they are now, training simulators do not contribute to a trainee’s understanding of the way in which flow patterns develop or of the forces they create. This article discusses this deficiency and proposes a solution for it. Several examples of specific manoeuvring scenarios are used to illustrate the solution.

Opis:
Tanker casualties that happen from time to time in the world cause serious damage to environment with disastrous effects. In particular, casualties of tankers “Prestige”, “Erika” and “Nakhodka” where ships were seriously damaged, broken in the middle or separated into two parts showed that salvage operations in many cases were not effective. Such casualty in the Baltic Sea, that is closed area, may lead to the total destruction of the environment. The paper describes a proposed system of preventing marine environment pollution from damaged tankers. Problems related to towing of damaged tankers to the safe harbour or area, that consist an important element of the system, are discussed in more detail with reference to model tests of towing of damaged tanker performed at Iława Training and Research Centre for Ship Manoeuvrability.
Katastrofy zbiornikowców, które zdarzają się co jakiś czas, powodują poważne szkody w środowisku morskim. W szczególności katastrofy zbiornikowców „Prestige”, „Erika” czy „Nakhodka”, gdy statki zostały poważnie uszkodzone, przełamane w połowie lub rozbite na dwie części, wykazały, że akcja ratownicza w wielu przypadkach nie była efektywna. Gdyby taka katastrofa zdarzyła się na Bałtyku, które jest morzem zamkniętym, mogłoby to spowodować całkowite zniszczenie życia w morzu. W artykule zaproponowano system zapobiegania zanieczyszczaniu morza przez uszkodzone statki. Problemy odholowania takich statków do bezpiecznego portu czy akwenu, stanowiące ważny element systemu, omówiono szczegółowo w powiązaniu z badaniami holowania uszkodzonego zbiornikowca przeprowadzonymi w Badawczo-Szkoleniowym Ośrodku Manewrowania Statkami w Iławie.

The paper presents the problem of utilization of extruded polystyrene wastes by its secondary use as filler for cement composites. Wastes were obtained from a company carrying out thermomodernisation works in the form of shapeless, undersized construction waste. The remains of the boards were crushed and separated using the sieve method. The basic technical parameters of thus prepared waste were assessed in terms of its use as a lightweight aggregate for concrete. The technical properties of wastes were compared with those of traditional aggregates used in concrete composites. During the research work, the samples of a cement composite were produced in which the waste served as a filler. In successive test series, the waste constituted 30, 50 and 100% of the aggregate substitution in the mix. Comparative samples without waste were also made. The results showed that the waste could potentially be used to produce lightweight cement composites with high strength parameters.

The article aims to analyse the concept of normativity within the philosophy of weak thought developed by Gianni Vattimo. Weak thought refers to the idea of weakening the existence in the era of metaphysical demise, as well as a challenge to the Cartesian concept of the subject. This philosophical tradition does not entirely abandon moral normativity. Vattimo proposes a weak notion of normativity, i.e. persuasion, without claims of universal applicability. Weak normativity derives from dialogue and respect for tradition, as well as recommends compliance with specific moral principles. However, it does not consider their applicability to be universal. This kind of normativity is established on the basis of cultural heritage, agreement and social contract.

The paper presents the concept of performing model tests in open waters. This concept was realized in the Ilawa Experimental Station arranged on the shore of the Jeziorak Lake in 1956. Since then model tests of high-speed craft, manoeuvrability and propulsion characteristics of conventional seagoing ships and inland waterways push tugs-barges systems have been performed there. New concepts of how to perform the tests were developed. The advantages of performing model tests in open waters were stressed and future possible applications suggested. The activity of the experimental station that belonged to the Technical University of Gdańsk greatly contributed to.

The beginning of twenty-first century is characterized with important changes in world shipping and exploitation of ocean resources. Three important trends are clearly visible: environment protection, safety and economy. They materialize in important changes in the structure of world fleet where some existing ship types are going to disappear and new ship types emerge. Increasing the size of some ship types is another visible tendency. Stress on environment protection has serious impact on the hydrodynamic characteristics of ships whether with regard to safety zero accident rate is the goal. Important challenges to ship hydrodynamics caused by those tendencies are discussed in the paper.

Tanker casualties cause often serious environment pollution with disastrous effects. The important issue is to perform successful salvage operation and in order to do so, it is necessary to forecast the exact position of the disabled ship at each point of time. Programme of research was installed in the Ilawa Ship Handling Research and Training Centre (SHRT) with the aim to develop a computer code for prediction of the path of disabled tankers after casualty in various damage conditions, partially flooded or broken down in parts. Those are realistic situations that may happen after collision or serious damage to the hull as did show casualties of tankers ERICA or PRESTIGE. Mathematical model of ship drifting motion under the influence of wind, waves and sea current was developed that, requires, however, knowledge of force coefficients, in particular hydrodynamic and aerodynamic force coefficients for damaged ship. Model tests intended to estimate these coefficients were performed in the towing tank where the model was in different damaged conditions. Developed computer code is intended to be validated by tests of the large model in semi-natural scale in natural wind and waves on the lake. Suitable testing methodology and measuring system were developed and preliminary tests were performed in the lake Silm in SHRT where the model was drifting freely in intact condition or with partially flooded compartments, heavily trimmed to the bow.
Wypadki tankowców powodują często poważne zanieczyszczenia środowiska morskiego mające katastrofalne skutki. Ważnym zagadnieniem jest przeprowadzenie działań ratunkowych zakończonych sukcesem. W tym celu niezbędne jest określenie pozycji unieruchomionego statku w każdym okresie czasu. Badania przeprowadzone zostały w ośrodku manewrowania statkami pod Iławą. Celem było stworzenie kodu komputerowego pozwalającego na predykcję trasy uszkodzonego tankowca, częściowo zalanego lub przełamanego. Sytuacje te są bardzo prawdopodobne i mogą się przydarzyć po kolizji lub poważnym uszkodzeniu kadłuba statku. Przykładem są wypadki tankowców „Erica” i „Prestige”. Stworzono matematyczny model statku w dryfie, który poddany został działaniu wiatru, falowania oraz prądów morskich. Model wymaga również znajomości współczynników sił hydrodynamicznych oraz aerodynamicznych dla poszczególnych modelów uszkodzenia statku. Testy modelowe, mające na celu określenie tych współczynników, zostały przeprowadzone na modelu holującego tankowca, dla różnych typów uszkodzenia. Opracowany kod komputerowy sprawdzono za pomocą testów na dużym modelu w skali naturalnej, w warunkach naturalnych, przy wietrze i falowaniu na jeziorze Slim. Odpowiednia metodologia testowania oraz system pomiarowy zostały opracowane i wstępnie przetestowane na jeziorze Slim w ośrodku manewrowania statkami. Model dryfował swobodnie w nienaruszonym stanie lub z częściowo zalanymi przedziałami, z dużym trymem na dziób.
