Opis:
Creating content providing systems and programming database connections, queries, and complex web platforms are primarily the tasks of information technology. However, the professional and content-related preparation of service engineering and the customisation and effective use of content providing systems belong to the librarians’ competences and therefore constitute an interdisciplinary area of our training. The so called Content Development Working Group of the Institute of Library and Information Science of the Faculty of Humanities at Eötvös Loránd University has, therefore, had a dual purpose since the mid-2000s. On the one hand, it involves future librarians in projects yielding tangible outcomes for the professional community, thus helping the students acquire competences relating to various aspects of the librarian profession through motivating and creative work. On the other hand, the working group studies and analyses the instruments of content provision, especially network-based information services. The results obtained through joint research and the display platform created are also published as a complex project, thus introducing students into the network-based forms of research support and scientific information provision. As an integral part of a modern librarian’s duties is to inform social media users of existing digital collections, within the framework of the programme we also test the effectiveness of libraries’ social media presence through short excerpts of our sample projects. Bearing all the above in mind, this paper aims to provide a detailed description of (1) the content development projects, (2) the experimental research projects and (3) the collaborative projects of the Content Development Working Group devised to enhance trainee librarians’ interdisciplinary competences. The study also highlights how the outcomes of the projects are integrated into the disciplinary (BA and MA) degree programmes of the Institute. To demonstrate the broader context of the undertaking, the study also includes a short section on the educational aspects of e-books and e-publishing and presents some of the internationally recognised results, the international connections and the future plans of the Centre for Digital Humanities founded in the Institute in 2017.

This paper aims to profile Brazilian Information Science journals and compare their quality and impact indicators, be these traditional or altmetrics indicators. It is an exploratory and descriptive research, with quantitative analysis of 23 journals, analysed in accordance with their Qualis (2013-6) assessment, their h and g indices from Google Scholar Metrics and their altmetrics data from Facebook for the period 2011 to 2016. The Qualis assessment was obtained from the Sucupira Platform, the indices from Harzing’s Publish or Perish, and the altmetrics through the Facebook Application Programming Interface (API). The results show that the journals were created between 1972 and 2011, that they are edited by universities and that the most adopted frequency of publication is biannual (52%), followed by quarterly (39%). Regarding the national quality indicator Qualis, 73% of the journals fall within the higher stratum of B1 to A1. Regarding impact, 30.4% of the journals have an h-index greater than 10, and only 13% have a g-index greater than 20. Regarding their altmetrics, 34.7% have a Facebook altmetric value greater than 1,000 interactions. It can be concluded that the position of the journals vary if applied to the Qualis assessment system, the h and g indices and Facebook altmetrics. The journal that displays the greatest coincidence between the national index, and those of Google Scholar Metrics and the Facebook altmetrics was Encontros Bibli which is classed as Qualis A2, h-index 11 and g-index 17, and 2,261 interactions on Facebook.

The modern information environment is dynamic and characterized by the speed with which multimedia content is created, collected, contributed to and shared. Users have access to documents which are part of large, changing and diverse sets of data, whose effective processing can lead, and frequently does lead, to new knowledge being discovered. However, the overwhelming majority of the resources available today require specialized tools and techniques for identifying, searching, collecting and organizing the large volumes of data. This also applies to data directly related to the activities of institutions dealing in information or the field of information science, especially the theory and practice of accessing, searching and collecting documents. The purpose of this article is to present selected issues and challenges related to exploring the possibilities offered by big data from the perspective of information science, the activities of libraries and the information resources they offer. Based on a critical analysis of the relevant literature and with use of inductive reasoning, experiments and observations, selected aspects of digital document accessibility and classification are presented, in addition to issues related to searching and identifying resources using tools currently offered by libraries (in particular discovery systems).

The paper focuses on information dimension in the structure of Information and Communication Technology architecture and searches for better models to describe the structure of blue force information, especially from Enterprise Architecture (EA) approach. Enterprise Architecture has been developed better to communicate the complex structures of military capabilities. Major EA frameworks (TOGAF, DODAF, NAF) recognize the layer of information between business and technology. Nevertheless, in practice, the focus tends to turn more to the technology as has happened in several Command, Control, Communications, Computing, Information, Surveillance, and Reconnaissance (C4ISR) or Enterprise Resource Management (ERM) programs. The paper develops a tool for architects to use in measuring the maturity of information management in the current military organization and in defining the possible paths of evolution in information management available for military. The outcome is a roadmap that describes the evolution of past and probable future for military information management and explains different drivers and constraints on roads. The roadmap is tested against experiences gained from several C4ISR, and ERM focused military transformations. The overall research approach is following the hypothetico-deductive model, and the roadmap part is applying the theory of evolution in sociotechnical systems. Since information is essential for cognitive level sense making, decision making, and learning, Enterprise Architects should include information maturity in their roadmaps of technical and business process development. The roadmap for military information management is to help the analysing of the current situation and provide possible paths towards future stages aligned through business, information, and technical layers.

Information and Communications Technology (ICT) has made major advances in linking physical dimension through information to cognitive dimension as described by John Perry et al. (2004) in their model for Information Superiority. The information technology linkage between the physical and cognitive dimensions has created new ways of effect both for the red and blue force. The paper focuses on the information dimension and searches for better models to describe the structure of blue force information, especially from the Enterprise Architecture (EA) approach. Enterprise Architecture has been developed to better communicate the complex structures of military capabilities. Major EA frameworks (TOGAF, DODAF) recognise the layer of information between business and technology, but in practice, the focus turns more to the technology as has happened in several Command, Control, Communications, Computing, Information, Surveillance, and Reconnaissance (C4ISR) and Enterprise Resource Management (ERM) programmes. The paper develops a tool for architects to use in measuring the maturity of information management in the current military organisation and in defining the possible paths of evolution in information management available for the military. The outcome of this paper is a roadmap picturing the evolution of military information management. Enterprise Architects may use the roadmap in analysing and developing both C4ISR and ERM capabilities in military organisations. The primary research question for this paper is: What may cause so many failures in defining Enterprise Architecture at information management level and then in implementing C4ISR and ERM tools? The paper first defines six stages for management of unstructured information from various former studies and information architecture models (Cook, 1996). The basic stages of evolution of unstructured information are defined as print, file, page, social media content, semantic content, and intelligent content. These six stages and a generic military structure are processed through an evolutionary model derived from evolutionary theory for technical development described by Joel Mokyr (1998). The Mokyr model helps to recognise the paths of evolution, the forces that may influence the development and the ways that have been taken in achieving goals. The outcome is a roadmap that describes the evolution of past and possible future for military information management and explains different drivers and constraints on roads. The roadmap is aligned with other similar roadmap tools Enterprise Architects are using. The roadmap is further tested against experiences gained from several C4ISR and ERM focused military transformations. The overall research approach follows the hypothetico- deductive model (Brody, 1993) and the roadmap part applies the theory of evolution in sociotechnical systems (Bertalanffy, 1969). Military organisations have followed the general evolutionary path (print – file – page – social media content – semantic – intelligent content) in developing their management of unstructured information. The general path includes two definite leaps that require more effort: 1) from files to pages, and 2) from unstructured content to more structured content. There have also been more discrete shortcuts together with downgrades defined by cultural and doctrinal powers of the force. Meanwhile, it is possible to accelerate evolution by taking shortcuts. A consistent effort to change technology, processes, and people at the same time is needed when, for example, taking force from publish-pull pages to semantic information management. It might be easier to start with structured information and then, gradually, include unstructured information. Strong forces may also pull back already achieved development if the change has not been made to stick properly. Losing the thin trust for shared information management early in implementation may prevent individuals from sharing for a long time. Not providing the expected level of availability of the service for the knowledge base may lose the confidence of process owners. Since information is essential for cognitive level sense making, decision making, and learning, Enterprise Architects should include information maturity in their roadmaps of technical and business process development. The roadmap for military information management is to help analysis of the current situation and provide possible paths towards future stages aligned through business, information, and technical layers. The research in this paper only covers the approach of evolution. The systems and business strategy approached are studied in other papers. This article does not illustrate the integrated roadmap of business, information, and technology, which can be found in further papers by the writers. The research is based mainly on qualitative data in proving the roadmap. There is room for further assurance when the information sharing cultures of the military are enabling it.

The history of Greek libraries can be divided into 3 phases. The first phase, lasting until 1994, was the longest. It was characterized by traditional organization, poor services, understaffing, shortage of licensed librarians and low social status. European exchange programmes together with the EU financing, brought most Greek libraries into their 2nd phase (1995–2009), which was characterized by modernization, automation, innovation, internationalization and qualified personnel. This phase lasted less than 2 decades, yet, its effects were spectacular for a number of libraries. These were the libraries funded by the government and the EU, which implemented strategic programmes of development. They thrived. However, faced with economic problems, organizations, including libraries, were obliged to reduce the number of their employees and cut budgets. For the last five years Greek libraries have been undergoing their 3rd, unpredictable phase, during which their achievements may be lost due to the lack of funds and staff redundancies. This paper focuses on the 2nd phase of development. At present, libraries have only two alternative options: further improvement or deterioration.
Dzieje bibliotek greckich można podzielić na 3 etapy. Pierwsza faza, trwająca do 1994 r., trwała najdłużej. Cechowała ją tradycyjna organizacja, słabe usługi, brak licencjonowanych bibliotekarzy i niski status społeczny. Europejskie programy wymiany oraz finansowanie UE przyczyniły się do rozwoju bibliotek greckich w czasie drugiego etapu (1995–2009), który charakteryzował się wprowadzeniem modernizacji, automatyzacji, innowacyjności, internacjonalizacji i zatrudnieniem wykwalifikowanego personelu. Ten etap trwał niecałe 2 lata, jednak jego efekty były spektakularne dla wielu bibliotek. Były one finansowane przez rząd i UE, które wprowadziły strategiczne programy rozwoju. Dzięki temu biblioteki rozwijały się. Jednak w obliczu problemów gospodarczych i organizacyjnych zostały zobowiązane do zmniejszenia liczby pracowników i cięć budżetowych. W ciągu ostatnich pięciu lat biblioteki greckie są w trakcie trzeciego, nieprzewidzianego etapu, podczas którego ich osiągnięcia mogą zostać utracone z powodu braku funduszy i zwolnień pracowników. Artykuł koncentruje się na drugiej fazie rozwoju. Obecnie możliwe są tylko dwa alternatywne rozwiązania: dalsza poprawa lub pogorszenie sytuacji bibliotek.

This paper discusses the concept of information formulated by Michael (Michał) Heller. Heller—a philosopher, theoretical physicist, cosmologist, and theologian—provided a complex image of information and its role in nature, which is rarely found in studies of information. Heller posited that the laws of nature may be interpreted as information, or as providing information, presenting this as a complementary view to scientific structuralism (not discussed in this paper). According to Heller, the informational content of a structure in nature is inversely proportional to that structure’s degree of freedom. The more constrained or complex a structure is, and the less likely it is to exist, the more information it contains. In Heller’s view, the concept of information in Shannon’s Theory of Communication (ToC) is inadequate for expressing the notion of information beyond a numerical measure of a signal structure. Information in Heller’s research closely aligns with the concepts of Jacquette’s and Perzanowski’s combinatorial ontology (concepts not discussed in this paper) and the general theory of information (GTI) of Mark Burgin, although Heller did not explicitly make these connections.

The data of individual sector on environmental science is compiled in information technology (IT) through database software known as Environment Information (EI). Environment information is an easy accessible database in individual sector, where people can know both new research scope and impact on environment. In this paper, individual research area, data format and beneficial aspects on environmental science is tabulated for EI. There are several research areas in which the data viz. ecology and ecosystem, biodiversity and conservation of important species, health hazards by diseases, health care facilities, toxicological aspects, wastes types, source generation and management, alternative energy generation facilities, environment education and awareness etc. It is a conceptual approach to gather knowledge of environment related problems and prospects and can easily make a database for the intellectuals, academicians, scientists, regulatory authorities, policy makers, researchers, students etc. These help to know benefits in research area, regulatory process, decision making and proper environment management. People can easily access compiled database in an individual sector of environment science.

The article focuses on the phenomenon of open innovation (OI), which is a peculiar contrast to so-called closed innovations that assume that the process of creating new values requires control to guarantee success. The main assumptions of Open Innovation are the creation of multi-departmental capitals that bring together businesses, organizations, and research units dedicated to the common goal of creating and developing innovative products. The role of networks and stakeholders was discussed in the context of the introduction and use of external knowledge, access to new markets of skills, knowledge and others.
