In development of road transport, particular attention should be paid to services that integrate cooperating and automated vehicles, in which there is a visible potential for reducing energy consumption and exhaust emissions. There is also a need to create a unified architecture which will facilitate the data flow between new components in ITS. The article proposes new functional areas in the FRAME architecture focused on the interoperability of ITS services, including the progressive autonomy and electrification of transport means. The available literature on the subject was reviewed at the national and global level, and legislative changes regarding electromobility or legal framework relating to autonomous vehicles were taken into account.

During the previous EU financial perspective (2007 - 2013), we observed an intensification of the development of transport management systems using ITS services in Polish cities. One of the biggest territorially and functionally system is Tri-city TRISTAR system, the implementation of which was completed in 2015. The concept of the TRISTAR system and its architecture was developed in the years 2002-2007. Currently, we can observe the intensification of the development of C-ITS services, allowing for the exchange of information between the vehicle and the infrastructure or other vehicles. The existing transport management systems were not prepared, e.g. to communicate with vehicles, and use of Floating Car Data. For this reason, it is necessary to verify the architecture of the systems and indicate the directions of development, allowing them to adapt to the current state of technology and new ITS services. The article presents directions for the development of the TRISTAR system in functional, physical and logical terms. Directions of activities will be indicated to allow the system to be adapted to provide C-ITS services.

The article presents the essential issues and algorithm of the methodology of a four-step transportation model, which was constructed in order to carrying out a household interview survey. The results of this research are source data for determining the travel behaviour of the users of transportation systems, including intelligent transport systems (ITS). The presented issues regarding the survey methodology also concern the specifics of the study area, an urban agglomeration area. The examples particularly relate to an urban agglomeration with the nature of a conurbation, namely, the Upper Silesian Agglomeration in Poland.

In recent years we can see intensifying implementation of Intelligent Transport System (ITS) measures in Polish cities and on national roads. The architecture of the National Traffic Management System (KSZR) will enable the implementation of a uniform, integrated and intelligent ICT system to launch ITS systems that are the most important for drivers and the General Directorate for National Roads and Motorways (GDDKiA). This paper presents the current state of the implementation of the ITS services on national roads in functional, physical and logical terms and the premises for the KSZR’s development. The description of the state of the development of ITS services on national roads was compiled within the framework of the RID 4D “The impact of the usage of Intelligent Transport Systems services on the level of road safety” research project, funded by the National Centre for Research and Development and the General Directorate for National Roads and Motorways.

The aim of the article is to present the issues related to the use of the transport model for ex-ante evaluation of the functional and operational configuration of ITS. Variants of ITS configuration have been presented based with use of ITS user needs from FRAME methodology and with use of ITS user services implemented in cities of Poland. The structure of the transport model on strategic level of traffic management has been presented in the context of the following impact of ITS configuration: changes in the use of paths in network, changes in the use of transport system modes, changes in the destinations of trips, and changes in the number of trips for various purposes. The results of transport model enable a comparison, using an incremental method, results of transport decisions of users, obtained in specified forecast horizons for the ITS variants of configuration. Structure of transport model presented in article is suitable for strategic level of traffic management with long-term results. While transport models for tactical level of traffic management with medium-term results, and for operational level of traffic management with short-term results are used to determine the characteristics, describing traffic conditions in a transport network, for example expected smoothness of traffic flows, and to determine dynamic characteristics describing for example information spread processes in dynamic traffic networks.

The purpose of the article is to analyze and assess the situation of the market for environmental goods and services in the EU as well as the formation of its support and regulation system. Methodology: The market for environmental goods and services has experienced the dynamic growth and development in the last two decades, especially in economically developed countries. The research concerns the peculiarities of the development of the organic products market, sources of support for the development of organic production in the EU. The research uses the  desk  research  method,  which  provides a possibility  of  using  a  wide  range  of materials  in  various  areas  and  periods. Additionally, relevant legal acts, official documents and reports were used in the study. Results of the research: The structure of certified agricultural lands in the EU is thoroughly analyzed in the article. Emphasis is placed on the study of the EU market for organic products development peculiarities, which include a constant growth of demand for these products and their rising prices. The main elements of the ecological goods and services market regulation system are also characterized. The conclusions contained in the article refer to the possibility of using one of these instruments: financing from the European Agricultural Guarantee Fund and the European Agricultural Fund for Rural Development, crediting, venture financing, green bonds, fundraising, crowd funding, crowd landing as well as own means of enterprises. Generally, financial support should be more flexible and tailored to the needs of beneficiaries.
Celem artykułu jest analiza i ocena sytuacji na rynku towarów i usług środowiskowych w UE oraz kształtowania się systemu wsparcia i regulacji tego rynku. Metodyka: Rynek towarów i usług środowiskowych wykazuje dynamiczny wzrost i rozwój w ostatnich dwóch dekadach, zwłaszcza w krajach rozwiniętych gospodarczo. Badania dotyczą specyfiki rozwoju rynku produktów ekologicznych, źródeł wsparcia rozwoju produkcji ekologicznej w UE. W badaniach wykorzystano metodę desk research, która stwarza możliwość wykorzystania szerokiej gamy materiałów z różnych obszarów i okresów. Wykorzystano akty prawne, dokumenty urzędowe i raporty. Wyniki badań: W artykule przeanalizowano strukturę certyfikowanych gruntów rolnych w UE. Nacisk kładziony jest na badanie rynku UE pod kątem specyfiki rozwoju produktów ekologicznych, wśród których jest stały wzrost popytu na te produkty i rosnące ceny. Scharakteryzowano główne elementy systemu regulacji rynku towarów i usług ekologicznych. Wnioski zawarte w artykule odnoszą się do możliwości skorzystania z jednego ze wskazanych instrumentów: finansowanie z Europejskiego Funduszu Rolniczego Gwarancji i Europejskiego Funduszu Rolnego Rozwoju Obszarów Wiejskich, kredytowanie, finansowanie przedsięwzięć, zielone obligacje, fundraising, crowdfunding, crowdfunding, środki własne przedsiębiorstw. Wsparcie finansowe powinno być bardziej elastyczne i dostosowane do potrzeb beneficjentów.

Services sum up to 70 % of EU’s GDP, and just 20 % of cross-border trade of the European Union – partly due to the unjusti! ed regulatory and administrative burdens implied on different levels of member states administration. The existence of those barriers has stimulated the works on the directive freeing the service sector and implementing a number of rules that may potentially become milestones of integration, compared only to such “history making” moments as Single European Act or Maastricht Treaty."The freedom to provide service outside the country of establishment’ principle, previously known as the ‘country of origin’ rule, carries this revolutionary impetus. It will allow a service provider be settled in one EU member state and deliver a service (personally or by delegated employees) in another one with all the legal consequences, especially: some aspects of taxation and social security contributions. Unsurprisingly, it has become one of the most controversial legal acts debated in the last decades Europe-wide. This principle may, to a large extend, undermine the foundations of welfare state, especially in the Western part of continental Europe, as it may force the regulated capitalism oriented countries (like Scandinavian ones) to verify their social policies accordingly to competition pressure coming from lower social standards member states. This may, as it is speculated in this paper, fuel the harmonising of social policies on Community level. Free movement of services was introduced fifty years ago, however it has been usually interpreted from the consumers’ perspective: free access to the service by service consumer relocation or trans-border trading. Service provider relocation was tolerated only when accompanied with establishment in the consumer’s country. The Service Directive, following the logic of previous European Court of Justice verdicts, introduces – on the secondary law level – the freedom to be established in another country than the country where the service is provided. This practical challenge is examined theoretically on the grounds of neofuncionalist rationale, as the discussed directive, by its supporters called: the greatest improvement of the internal market since its creation, can act as an empirical proof of neofunctionalism theory applicability. Implementing this approach, especially the revitalised spillover mechanism, is an efficient theoretical vehicle showing satisfactory exploratory power, as well as allowing speculations about the future development on the edge of politics and economy within European integration process. It also highlights the behaviour of supranational actors creating ‘stress among the states’ to progress the integration into the desirable direction (cultivated spillover). The deliberations in this paper are rooted in exempli! cations of so far practices infringing the free movement of services rule, as well as enriched with some argumentation for and against this form of directive (transformative decisions and legitimacy / democracy de! cit). The arguments used are deeply rooted in ! nal version text of the directive accompanied by interpretation of major principles. In the conclusive part author summarises that theoretical legacy of neofunctionalism – in the case of the Service Directive – seems to be adequate and the deductive argumentation based on it positively veri! es the potential of the theory.

Access to knowledge and technology is necessary for the proper functioning of a competitive economy. The fastest and most efficient way to obtain and relay information is through the use of electronic media, particularly the Internet. Therefore nation-states should take steps to ensure the free flow of information and fair access to it through the Internet. One of the means to achieve this goal is net neutrality – a regulation, mandating the equal treatment of all sites, platforms and services available on the Web. For the purposes of this paper, achievements of the school of law and economics have been utilized, the behavioural method in particular. The method is used to examine legal rules through the prism of expected social response, i.e. behaviour of addressees of the rule being analyzed, with the assumption that they are guided by a rational desire to fulfill their own economic interests to the fullest extent possible. The author reviewed the arguments presented in scholarly literature, put forward by representatives of economic, legal and IT sciences, both opponents, as well as advocates of net neutrality. An emphasis was put on arguments taking the traits of the Internet as a two-sided market into account. The critical analysis of the aforementioned arguments has led the author to the conclusion, that abandoning the principle of net neutrality creates conditions for companies that are favoured by Internet Service Providers to become more competitive in an undeserved manner. This increase in competitiveness would not involve a higher quality of services or a lower price, so it would be detrimental to consumers. As a consequence, new monopolies may be created or existing ones may become more entrenched. Net neutrality was on the books in the USA from 2015 to 2017, based on a regulation issued by the FCC. This regulation was recently repealed

This paper explores a range of health care seeking actions adopted by Polish migrants living in London. It is based on the in-depth interviews with 62 Polish migrants who resided in London in 2007 and 2008. The study reflects experiences of a diverse group of participants encompassing individuals of different ages, family circumstances and employment statuses. It uncovered a number of actions such as avoiding contact with any health services, self-medication, utilising Polish private doctors in London, and accessing public health services in Poland and London. These services and strategies were often used successively, concurrently or interchangeably depending on individual’s assessment of their situation and circumstances at the time of experiencing a particular medical need. The research uncovered a prominence of transnational health care seeking practices as most participants continued to access at least some form of health care in Poland. It also noted the impact of the length of stay, knowledge of English and labour market position on patterns of health care use. Engagement with the British National Health Service (NHS) was characterised initially by lack of knowledge of the system resulting in meandering between different institutions. There was also a sense of cultural unease and mismatch of expectations characterising doctor-patient encounters. However, the pathways of access and attitudes towards the NHS began to change as migrants learned their way through the English health care system. This underlines an importance of taking into account a longitudinal dimension in studies of migrant health care seeking behaviour.
