    Rosja zawsze była aktywna militarnie; jednak obecny reżim próbuje połączyć instrumenty siły twardej i miękkiej. Stosunki rosyjsko-gruzińskie charakteryzują napięcia i starcia. Prozachodnia polityka zagraniczna Gruzji powoduje zaniepokojenie Kremla. Pomimo że Federacja Rosyjska ma silną pozycję na Kaukazie, z uwagi na jej obecność wojskową w regionie, polityka stosowania siły inteligentnej uzyskała długotrwałą legitymizację. Takie środowiska jak pro-rosyjskie organizacje pozarządowe, inteligencja kulturowa i duchowieństwo promują pojęcia wspólnej kultury i wspólnych wartości. Podobne promowanie zazwyczaj towarzyszy negatywnej narracji skierowanej ku liberalnemu Zachodowi.
    Russia has always been active militarily; however, the current regime attempts to combine hard power with soft power tools. Russian-Georgian relations are wrought with tensions and clashes. The Western-oriented foreign policy of the latter causes worries in the Kremlin. Although the Russian federation has a strong standing in the Caucasus region, prominently due to its military presence there, the smart power policy is enacted to gain long lasting legitimacy. The mediums, such as pro-Russian non-governmental organizations, cultural intelligentsia and the Church clergy, promote the notion of a common culture and shared values. This promotion is usually accompanied by negative narratives directed towards the liberal West.

    Najważniejsze procesy technologiczne, które rozpoczęły się w drugiej połowie XX wieku, wynikający z nich znaczący wzrost roli informacji oraz zmiany we wszystkich obszarach życia społecznego doprowadziły do transformacji stosunków władzy. Zjawisko to objawia się użyciem mediów społecznościowych, wzmocnieniem mechanizmów zaangażowania społecznego w proces decyzyjny i wprowadzeniem demokracji elektronicznej. Wśród współczesnych naukowców nie ma zgody w kwestii oceny wskazanych zmian – badacze dzielą się na cyberoptymistów i cyberpesymistów. Z takiej perspektywy w artykule omówiono specyfikę transformacji władzy w Gruzji i jej efekty społeczno-polityczne.
    The most significant technological processes which began from the 2nd half of the 20th century and were followed by a significant increase of the role of information, changes in all areas of social life, led to transformation of power relations. The above-mentioned phenomenon was demonstrated by introduction of social media, enhancement of mechanisms of social involvement in the decision-making process and introduction of electronic democracy. There is a difference of opinions in connection with the above-mentioned transformation results among the modern scientists which is expressed in the form of narratives of „cyber optimist” and „cyber pessimist” researchers. In this regard, peculiarities of power transformation in Georgia and its socio-political results are addressed in the article.

    The current article presents an overview of the European Union's conflict settlement mechanisms in Armenia, Georgia and Moldova and discusses their impact on these countries' Europeanisation in the framework of the Eastern Partnership. A comparative analysis suggests that the EU's conflict resolution capacity is largely dependent on the significance attached to conflict by the partner countries and the applicability of the EU's soft power mechanisms.

    The foreign policy choices of Armenia, Georgia and Moldova have been largely shaped by the power balance between the European Union and Russia. The EU’s normativity in regional integration was opposed by Russia’s hard power approach. Although the potential benefits of the integration drove Armenia, Georgia and Moldova to sign a framework agreement with the EU, the latter’s inability to pro-vide security guarantees has reduced the EU’s attractiveness leaving the future of the Eastern Partnership uncertain.
