PURPOSE: The aim of this paper is to analyse the latest research carried out to identify the risk management tools that farmers should possess to be effective and achieve success in their businesses. To this end, a review of the literature was conducted through the most relevant subjects, categories, countries, journals, and cited authors and articles, as well as visualising the interrelations through the co-occurrence of key terms. DESIGN/METHOD: A systematic review of the literature and a bibliometric mapping of the publications indexed in the Web of Science Core Collection (WoSCC) and Scopus was conducted using VOSviewer software. During the search process, 472 references from WoSCC and 704 from Scopus databases, for a search period from 2014 to 2023, were obtained. After a thorough reviewing process, the final number was 100 articles collected in 74 journals and written by 320 authors for WoSCC; and 136 articles, 90 journals and 435 authors for Scopus. RESULTS/FINDINGS: Our study indicates that farmers’ risk management requires the acquisition of knowledge of risk management tools, specifically differentiating between on-farm and off-farm instruments, and the training competences necessary for their implementation which are acquired both through their business management and others developed during the work in the crops, farming and agroindustry. Based on co-occurrence frequencies of key terms, several term maps provide visual representations of the latest research in the Agricultural Risk Management Tools (ARMT) and, more specifically, of the grouping around five main clusters, namely Strategy Decisions on Adaptation to Climate Change, Risk Impacts on Agricultural Production, Attitudes towards Risk Management Tools, Agricultural Policy and Risk Management, and Farms Management Systems and Models.

Due to urban sprawl, the demand for land has increased for the purpose of construction. It is unlikely that soil available at different construction sites will be suitable for designed structures. For improving the load-bearing capacity of the soil, different soil binders are used, which are present in distinct states. In this review, the authors have collected details about various binders, which are generally used in the soil stabilization, and their effect as a binding agent on the soil. In this article, the authors tried to review different traditional binders. After studying various research articles, the authors found that lime, ground-granulated blast slag (GGBS) polypropylene, polyurethane grouting, and asphalt mix are frequently used binders. However, the authors also gathered information about the negative environmental impact of these traditional soil binders, which led to the need for alternatives to these commonly used soil binders. To diminish this issue, different alternate hydraulic and non-hydraulic binders are discussed. The authors found alternatives to cement and lime with the alkali-activated material consisting of Na2O and silica modulus and belite-calcium sulfoaluminate ferrite, which is also known as "Aether™." According to the research, both alternatives emit 20–30% less CO2 into the environment and also improve the compressive strength of the soil. The various studies promotes bitumen modification. Incorporating 20-mesh crumb rubber and bio-oil into the bitumen reduces its viscosity and improves its fatigue value. When waste oil is mixed with asphalt, it revitalizes the bitumen, improves fatigue resistance, and increases compressive strength. The soil particles treated by Eko soil are held together by enzymes, which give them the same strength as cement. Apart from that, low-carbon binders such as basic oxygen furnace slag, bamboo fiber, enzyme-based soil treatment, zebu manure for stabilization, and lignin-contained biofuels and coproducts are discussed. Replacing these traditional binders helps with energy savings. All waste products are recycled, and energy is saved by not manufacturing traditional binders. Additionally, energy is saved, which is required to avoid the detrimental effects of these conventional binders, making them energy-efficient alternate binders. The authors also summarize the methods used, impacts, and changes that occur in soil properties after using substitutes in place of traditional binders. From the review, the authors determined that different binders have various properties in terms of chemical and physical compositions, and they show different variations in terms of strength when added to soil with low bearing capacity or poor stability.

In most countries, controlled landfills are currently the most common disposal method for municipal solid wastes (MSWs). Despite many benefits, the generation of heavily contaminated leachate with substantial differences in both chemical composition and flow rate represents a major drawback. The realization of this has compelled authorities to adopt ever more stringent establishment of pollution control requirements. Landfill leachate is a serious problem in the treatments of municipal solid wastes using landfills methods. This leachate is usually heavily contaminated, but little attention is paid to its treatment. Optimal treatment of leachates to completely decrease the harmful environmental impacts is today’s challenge. However, the complex composition of leachates makes it challenging to formulate general recommendations. Leachate variability, particularly over time and within sites, suggests that the most appropriate treatments are adaptable, universal, and simple. Landfill leachate is characterized by high biological and chemical oxygen demand and is usually composed of undesirable ingredients such as inorganic and organic pollutants. Landfill leachate varies with landfill age and content, decomposition methods, hydrological and climate conditions. Recirculation of leachate does not affect alterations in the degree of bio-degradability of the waste. During landfill operations, recirculation of leachate is often applied to help stabilize landfill degradation. Leachate recirculation is widely used in practical engineering, and recirculation using vertical wells is one of the more effective methods.

Hassi Messaoud oil field is one of the most important fields in Algeria and the world, because it covers an important quantity of total Crude Oil Production in Algeria. Furthermore, two-thirds of this oil field is underexplored or not explored. Therefore, the drilling process of petroleum wells in this field is a continuous process that results in significant drilling waste. This implies that enormous noxious quantities of drilling waste are produced daily that require treatment via solidification/stabilization (S/S) process before being landfilled. These types of wastes have pollution concentration that significantly exceeds the safety standards. In this study, we focus on the factors affecting the solidification/stabilization treatment of the drill cuttings obtained from Hassi Messaoud oil field and the process optimization. The solidification/stabilization is performed using the cement as binder, and sand, silicate, organophilic clay and activated carbon as additives. The study has been divided into two steps: (i) Determining the optimum ratio of each element used in the S/S process for the organic element (hydrocarbon) elimination, (ii) Combining the optimum ratios found in the previous step to determine the optimal mixture. The obtained results in the first step showed that the optimum ratio for the cement-to-drill cuttings mass ratio is 0.09:1. For the additives-to-drill cuttings mass ratios are 0.04:1, 0.006:1, 0.013:1 and 0.013:1 for the sand, sodium silicate, organophilic clay and activated carbon, respectively. An optimum formula is found whose main finding shows that the hydrocarbon content of our sample is dropped from 9.40 to 1.999%. Many tests’ results such as matrix permeability, resistance to free compression and heavy metals rate before and after S/S process were investigated before landfilling. Besides that, in the light of outcomes achieved by this assessment, these harmful cuttings can be converted into a useful product that helps in reducing the environmental foot prints.

The European Union (EU) represents a certain partnership and alliance between states and countries. It is not governed as the United States of America, nor intergoverned as the United Nations. Member States of the EU are sovereign countries united to become privileged and globally successful. Every enlargement of the Union is significant, but the fifth enlargement has been recognised, so far, as the most significant, showing the unification of Eastern and Western Europe. However, the most significant enlargement is yet to come with the Western Balkan countries becoming Member States of the EU (Serbia, Bosnia and Herzegovina, Montenegro, Albania, Kosovo and North Macedonia), considering the political and economic situation of the region. The European Commission has proposed the Stabilization and Association Process (SAP) for South East Europe, as the most significant frame for the EU to ensure relations with the Western Balkan countries and to direct its overall enlargement policy to this part of Europe. Associations of the Western Balkans are usually negative, referring to weak economic development, wars and political instability, which have led to the pre-accession strategy for the EU membership known as the Stabilisation and Association Agreement (SAA). The aim of this paper is to present the progress of the Western Balkan countries towards the EU membership, their current state, and the problems they face on that path and to explain the SAP and the SAA.

This work explains a novel method of producing activated carbon using laser treatment. Acrylic coated glass samples were developed by padding a glass non-woven sheet in 30% acrylic fibre solution (PAN solution) from waste acrylic bathmats. Samples were then dried and cured at different temperatures. After curing, stabilisation was performed at 230 °C with a heating rate of 50 °C hr-1. Infrared laser irradiation was performed on the stabilised web using a commercial pulsed infrared laser for carbonisation. The resultant acrylic glass carbon composite (AGCC) was characterised with the help of x-ray diffraction analysis, energy dispersive w-ray, and a scanning electron microscope to determine the increase in crystallinity as well as the percentage of carbon and surface roughness of the carbon glass composites. The adsorption capacity of the activated carbon (AC) glass composite prepared was determined by changing process inputs like the concentration of dye, the amount of AC glass composite, the agitation speed and pH. The results were analysed through different adsorption isotherms. It was established that the Freundlich model can more effectively describe results due to the development of heterogeneous surface characteristics. The kinetics of adsorption were studied using first order and second order models.
W artykule zaprezentowano nowatorską metodę wytwarzania węgla aktywnego za pomocą obróbki laserowej. Próbki szkła powlekanego akrylem opracowano przez wyściełanie arkusza włókniny szklanej 30% roztworem włókien akrylowych (roztwór PAN) z odpadów akrylowych mat łazienkowych. Próbki następnie suszono i utwardzano w różnych temperaturach. Po utwardzeniu przeprowadzono stabilizację w 230 °C z szybkością ogrzewania 50 °C/godz. Na stabilizowanej wstędze przeprowadzono naświetlanie laserem podczerwonym przy użyciu komercyjnego impulsowego lasera na podczerwień do karbonizacji. Otrzymany kompozyt akrylowo-węglowy (AGCC) scharakteryzowano za pomocą rentgenowskiej analizy dyfrakcyjnej, energii dyspersyjnej w promieniowaniu oraz skaningowego mikroskopu elektronowego w celu określenia przyrostu krystaliczności oraz zawartości procentowej węgla i chropowatości powierzchni. Zdolność adsorpcyjną przygotowanego kompozytu szklanego z węglem aktywnym (AC) określono zmieniając parametry wejściowe procesu, takie jak stężenie barwnika, ilość kompozytu szklanego AC, szybkość mieszania i pH. Wyniki przeanalizowano za pomocą różnych izoterm adsorpcji. Ustalono, że model Freundlich'a skuteczniej opisuje wyniki dzięki rozwojowi niejednorodnych charakterystyk powierzchni. Kinetykę adsorpcji zbadano za pomocą modeli pierwszego i drugiego rzędu.

This paper presents a simple and novel method of producing an activated carbon (AC) non-woven web from acrylic waste derived from discarded bathmats converted into a nonwoven web by a carding and needle punching machine. After stabilisation at lower temperature, carbonisation of the stabilised web was performed in a muffle furnace. The carbonisation temperature, the holding time of the activated carbon web at the final temperature, the heating rate to reach the final carbonisation temperature and the number of steps adopted for developing the carbon web were optimised using the grey relational analysis (GRA) approach to get optimum responses of the surface area of the web, electrical conductivity and electromagnetic shielding. The results demonstrated a large improvement in electrical conductivity as surface resistivity decreased from 134.21 Ω.mm to 0.28 Ω.mm, and the corresponding electromagnetic shielding increased to 82.63 dB when the temperature of the carbonisation, the holding time and number of steps were increased. The surface area in the AC web was increased from 73 m2g-1 to 210 m2g-1 with an increase in the carbonisation temperature, the holding time and number of steps to reach the final temperature. The optimisation technique used in this work could be successfully used in cost and error reductionwhile producing an AC web. The optimised AC web was characterised by Brunauer, Emmett and Teller (BET), X-ray diffraction characterisation and elemental analysis (EDX) in order to determine changes in its structure, surface area, degree of crystallinity, inter-layer spacing and proportion of different elements. The AC web developed can be effectively employed as interlining in apparels because of its flexibility and eco-friendly electromagnetic shielding, as it works on the principle of the absorption, reflections and internal reflections of electromagnetic radiations.
W artykule przedstawiono prostą i nowatorską metodę wytwarzania włókniny z węgla aktywnego (AC) z odpadów akrylowych pochodzących z wyrzuconych dywaników łazienkowych przekształconych we włókninę za pomocą zgrzeblarki i igłownicy. Po stabilizacji w niskiej temperaturze karbonizację stabilizowanej wstęgi przeprowadzono w piecu muflowym. Temperatura karbonizacji, czas utrzymywania wstęgi węgla aktywnego w temperaturze końcowej, szybkość nagrzewania do osiągnięcia końcowej temperatury karbonizacji oraz liczba kroków przyjętych do opracowania sieci węglowej zostały zoptymalizowane przy użyciu metody szarej analizy relacyjnej (GRA), tak aby uzyskać optymalne odpowiedzi pola powierzchni wstęgi, przewodnictwa elektrycznego i ekranowania elektromagnetycznego. Wyniki wykazały dużą poprawę przewodności elektrycznej, ponieważ rezystywność powierzchniowa spadła z 134.21 do 0.28 Ω.mm, a ekranowanie elektromagnetyczne wzrosło do 82.63 dB, gdy temperatura karbonizacji, czas utrzymywania i liczba kroków zostały zwiększone. Pole powierzchni we wstędze AC wzrosło z 73 m2g-1 do 210 m2g-1 wraz ze wzrostem temperatury karbonizacji, czasu przetrzymywania i liczby kroków do osiągnięcia temperatury końcowej. Technika optymalizacji zastosowana w pracy może być z powodzeniem stosowana do redukcji kosztów i błędów podczas produkcji sieci AC. W celu określenia zmian w strukturze, powierzchni, stopniu krystaliczności, odstępach międzywarstwowych i proporcjach elementów dokonano analiz Brunauera, Emmetta i Tellera (BET) oraz charakterystyki dyfrakcji rentgenowskiej i analizy elementarnej (EDX) Opracowana siatka może być skutecznie stosowana jako wkładka w odzieży ze względu na jej elastyczność i przyjazne dla środowiska ekranowanie elektromagnetyczne, ponieważ działa na zasadzie pochłaniania i wewnętrznych odbić promieniowania elektromagnetycznego.

Recent works aimed to investigate geotechnical properties of Transitional Group A-2-7 (TGA-2-7) soil affected by the use of hydrated lime and fly ash class F, by-products from quarries and a cement factory in Jordan, to compensate for the gap in the granular distribution. Host soil was exposed to various proportions of fly ash and lime powder. The blended specimens were subjected to different tests related to index properties, including Atterberg limits, compaction properties and California bearing ratio. The results demonstrate that 2% fly ash led to a reduction in the plasticity index from 19% to 10%, while lime powder reduced it from 19% to 13%. A sufficient improvement of maximum dry density was observed at 20% lime addition and increased from 15.11 kN/m3 to 16.29 kN/m3. California bearing ratio that measures the strength soil linearly increased up to 10% induced by 20% lime addition.

The administrative model of competition law enforcement is the prevailing model in the EU Member States. Although Member States are free to choose between the administrative and the judicial model or their combination, many of them opted for the administrative model taking the EU model as an example. The same is valid for the candidate and potential candidate states of Western Balkans. The new Directive 2019/1 deals with the issue of safeguarding the fundamental rights in competition proceedings in general terms only, while stabilisation and association agreements lay down the rule of law as a fundamental principle, but do not say much regarding the features of the competition enforcement model. Candidate countries did not consider the rule of law requirements when designing their competition enforcement models. Competition authorities combine investigative and decision-making powers, preventing them from impartial decision-making. Rules on the appointment, that is, election of members of decision-making bodies, and the limited term of office, made competition authorities susceptible to political influence. Administrative courts are in charge of disputes initiated against decisions of competition authorities in the second instance. Limitations on applying full jurisdiction proceedings, and the modest expertise of administrative law judges in competition law, prevent courts from dealing with the merits of competition cases. Hence, effective judicial control of decisions of competition authorities is missing. The European Commission should monitor the observance of fundamental legal principles in competition law enforcement when assessing the readiness of candidate states to join the EU.
Le modèle administratif d’application du droit de la concurrence est le modèle qui prévaut dans les États membres de l’UE. Bien que les États membres puissant choisir entre le modèle administratif et le modèle judiciaire ou leur combinaison, nombreux sont ceux qui ont opté pour le modèle administratif en prenant le modèle de l’UE comme modèle. La même remarque vaut pour les pays candidats des Balkans occidentaux. La directive 2019/1 traite la question de la sauvegarde des droits fondamentaux dans les procédures de concurrence en termes généraux seulement, tandis que les accords de stabilisation et d’association posent l’État de droit comme principe fondamental, sans toutefois en préciser les caractéristiques du modèle d’application des règles de concurrence. Les pays candidats n’ont pas tenu compte des exigences de l’État de droit lors de la conception de leurs modèles d’application des règles de concurrence. Les autorités de concurrence combinent des pouvoirs d’enquête et de décision, les empêchant ainsi de prendre des decisions impartiales. Les règles de nomination, c’est-à-dire de l’élection des membres des organes de décision, et la durée limitée du mandat, ont rendu les autorités de la concurrence sensibles à l’influence politique. Les tribunaux administratifs sont en charge des procédures engagées contre les décisions des autorités de la concurrence en deuxième instance. Les limites imposées à l’application des procédures de pleine juridiction et la modeste expertise des juges administratifs en matière de droit de la concurrence ne permettent pas aux tribunaux de traiter au fond les affaires de concurrence. Il manque donc un contrôle juridictionnel efficace des décisions des autorités de concurrence. En conclusion, la Commission européenne devrait vérifier le respect des principes juridiques fondamentaux en matière d’application du droit de la concurrence lorsqu’elle évalue l’état de préparation des pays candidats à l’adhésion à l’UE.

The aim of the paper is to examine the role and place of the fiscal stabilisation policy in the European Monetary Union (EMU) from the perspective of the theory of optimum currency areas (OCA). We examine the theoretical underpinning for the policy to mitigate the economic fluctuations in a monetary union, and answer the questions of whether fiscal integration is a prerequisite for the “optimality” of a currency area and at what level of governance a stabilising fiscal policy should be conducted. We conclude with a short revision of how OCA theory is applied to the project of monetary and economic integration in the European Union (EU) and some conclusions for future development and research.
Celem artykułu jest ocena znaczenia stabilizacyjnej polityki fiskalnej dla prawidłowego funkcjonowania Unii Gospodarczo-Walutowej (UGW) z perspektywy teorii optymalnych obszarów walutowych. Rozważamy kwestię polityki stabilizacyjnej w unii walutowej, integracji fiskalnej jako jednego z kryteriów optymalności obszaru jednowalutowego oraz problem organizacji polityki fiskalnej w unii walutowej. Następnie przechodzimy do ukazania wykorzystania (?) wniosków płynących z teorii optymalnych obszarów walutowych w procesie budowy unii walutowej w Unii Europejskiej. Kończymy wskazaniem kierunków rozwoju badań nad stabilizacyjną funkcją polityki fiskalnej w UGW.

Research background: The choice of the issue of international competitive-ness of economies as the research problem addressed in this paper has been mainly dictated by the changes observed in the nature of the development of EU economies and the need to assess the competitiveness of the Polish economy. It is time to evaluate and learn from the largest enlargement in the history of the EU which took place in May 2004. An assessment of changes in the state of EU economies, including the Polish economy, is in the centre of research interest of many scientists. National competitiveness is the subject of a great deal of research and economic studies. Integration and globalisation processes in the world economy are the main reasons for the popularity of this topic. The efficient use of sources and factors determining the competitiveness of economies, sectors and enterprises is associated with prosperity over the long term. One of the methods based on the observation of selected basic indicators of economic competitiveness is the method of analysis called the macroeconomic stabilisation pentagon. The method illustrates the extent to which the government achieves five macroeconomic objectives. It is very difficult, if not impossible, to meet all these objectives at the same time. The difficulty of meeting all these goals concurrently is due to the fact that they are more or less competitive rather than complementary. The proposed assessment of competitiveness based on the developed model of macroeconomic stabilisation pentagon is a unique approach in terms of discussion of country's competitiveness. This approach significantly distinguishes the current study in comparison with standard international reports on competitiveness such as the Global Competitiveness Index or the EU Regional Competitiveness Index. Purpose of the article: The main aim of the paper is to assess the competitiveness of EU economies in the years 2005-2018, based on a selected set of diagnostic variables referring to the concept of macroeconomic stabilisation pentagon. The paper also formulates a detailed list of four research hypotheses. Methods: In order to characterise the competitiveness of the European Union economies, including the EU-15 and EU-13 groups, as well as the Visegrad group, six diagnostic variables affecting the economic situation of individual EU countries were analysed. The variables for analysis were chosen so as to reliably describe the competitive position of a given country, at the same time referring in a substantive sense to the concept of macroeconomic stabilisation pentagon. The linear ordering of objects was made using the reference Hellwig method. The selected method enabled the development of competitiveness rankings of EU Member States in the years 2005, 2009, and 2018. Findings & Value added: The comparative analysis of the main macroeconomic indicators conducted in the paper forms the basis for assessing the current state of the EU economy in relation to other countries. In the paper, the authors depart from the standard elaboration of 'magic pentagon.' Instead, they apply the variables used in the macroeconomic stabilisation pentagon analysis to develop competitiveness rankings of EU Member States. The con-ducted empirical study has confirmed that the 15th anniversary of EU member-ship had a decidedly positive impact on the level of economic development of the EU-13 countries.

The history and traditions of Polish-Ukrainian military contacts are as rich as the relations between the two nations. Intensive military cooperation dates back to the mid-16th century and is connected with the pursuit of the military capabilities of the Cossacks. The next chapter of Polish-Ukrainian military cooperation started just after the end of the First World War. The state authorities, analysing the political and military situation, noticed the importance of Ukraine for the future balance of power in Europe and its impact on Poland’s security in the east. The leader of the Ukrainian National Republic (UNR), ataman Symon Petlura, had a similar approach. The need for joint action in the face of growing threat led both parties to intensify negotiations and to sign a political and military agreement. The findings made on 14 January 1992 during the visit of the Minister of Defence of Ukraine, Colonel Konstantin Morozov, to Poland should be regarded as the beginning of contemporary military contacts with Ukraine. In formal terms, the legal basis for cooperation was the agreement on this matter, signed on 3 February 1993 in Kiev. In its framework, both parties agreed to develop, inter alia, training and training-operational cooperation. It was intended to be implemented through contacts between units stationed in the border regions, transferring the main effort to the lower levels of command.

Decentralised fiscal policy conducted until the outbreak of 2008 crisis (but also after that period) and the lack of an efficient system of monitoring the financial situation of eurozone Member States caused the problems of peripheral countries (PIIGGS group), i.e. Portugal, Italy, Greece, Spain, Ireland and Great Britain, to be emphasised and aggravated. Although the EU has been using various methods and measures to prevent macroeconomic stabilisation, the risk of instability is still big. It is justified and necessary to expand these measures with new, extended indicators, which would measure the states' macroeconomic situation in a more detailed manner and thus, limit the possibility of this balance to be affected. One of the suggested additional measurement methods is the macroeconomic stabilisation pentagon. This study will analyse and assess PIIGGS countries (as being potentially in danger of destabilisation) on the basis of the model of macroeconomic stabilisation pentagon and indicate the potential risk for the European Union's further integration.
Efektem zdecentralizowanej polityki fiskalnej, prowadzonej do czasu wybuchu kryzysu z 2008 roku (ale również i po tym okresie) oraz braku skutecznego systemu monitorowania sytuacji finansowej państw członkowskich w krajach strefy euro, było wyeksponowanie i nasilenie trudności państw peryferyjnych (grupa PIIGGS): Portugalii, Włoch, Grecji, Hiszpanii, Irlandii i Wielkiej Brytanii. Pomimo zastosowania przez UE różnych metod i środków zapobiegających stabilizacji makroekonomicznej – ryzyko niestabilności wciąż jest duże. Zasadnym i koniecznym wręcz jest rozszerzenie tych środków o nowe, rozbudowane wskaźniki, mierzące w sposób bardziej szczegółowy sytuację makroekonomiczną krajów, a tym samym ograniczających pole naruszeń tej równowagi. Jedną z proponowanych, dodatkowych metod pomiaru jest metoda pięciokąta stabilizacji makroekonomicznej. W wyniku analizy w opracowaniu oceniono państwa z grupy PIIGGS (jako potencjalnie zagrożone destabilizacją), na podstawie modelu pięciokąta stabilizacji makroekonomicznej oraz wskazano potencjalne ryzyko dla dalszej integracji Unii Europejskiej.

The theoretical analyses of requirements for the weapon stabilisation systems, being important element of remotely controlled weapon modules, make it necessary to conduct the analyses as far as the possibilities to measure and assess the weapon stabilisation system operating parameters. In order to properly approach this issue the article presents the requirements for the weapon stabilisation systems and theoretical analyses of the operating parameters of the automated control systems (ACS). The requirements for weapon stabilisation systems, defined in the literature, make it necessary to conduct ACS technical parameter analyses from the point of view of experimental testing of stabilisation system. The article presents also the 3rd generation stabilisation scheme. The analysis of the parameters (theoretical parameters) of the automated control systems was made from the viewpoint of the control quality assessment. The few years of experience in the weapon stabilisation system and the analysis of the theoretical parameters, presented in the second chapter, conducted for the needs of the article's third chapter, enable to conduct theoretical analyses and to propose parameters which should be determined during experimental testing of the weapon stabilisation system.
