For quite some time now an increasing number of voices can be heard in the public space regarding the decline of child and adolescent psychiatry: shortage of specialists, shortage of hospital wards and permanently insufficient financial support of this branch of medicine. However, in all the media hum about this problem and in the debates about how to solve it. are we not losing sight of its essence?

Aim. The main objective of this investigation is to explore perceived lack of Lithuanian STEM labour force supply. It is often believed that education systems are the bottleneck of economic growth and that by increasing the supply of STEM (science, technology, engineering, mathematics) graduates we will get more and better payed jobs. But a growing body of evidence suggests that in many STEM fields there is an adequate supply or even oversupply of STEM majors. Still, technologically advanced capitalist countries advocate for more STEM workforce regardless of an overcrowded market. Echoing foreign neoliberal trends, Lithuanian education policy makers are on the same STEM shortage hype-train, and reforms are full steam ahead. Methods. To explore perceived lack of Lithuanian STEM labour force supply an assessment of STEM graduates’ (n=3720) occupational destinations one year after graduation and average salaries in those professions was conducted employing a descriptive statistical analysis. Results. Findings show that there is no general shortage of STEM labour supply; the majority (54% n=2023) of all recent STEM degree holders in Lithuania do not work in STEM jobs. The majority of graduates usually do not reach national average income one year after graduation. Conclusions. Persuasion of students to study STEM degrees based on better labour market outcomes is misleading and possibly unethical. The principal theoretical implication of this paper is the acknowledgment that low STEM graduate employment does not necessarily signify a failing education system. Rather, this is an opportunity to look beyond human capital and labour market discourse which, arguably, prevents STEM education to realize its revolutionary potential.

Employers signal difficulties in sourcing technically-educated staff. They often engage, though to a limited degree, in cooperation with vocational schools to mitigate this difficulty. One of the reasons for the limited involvement of enterprises in cooperation with schools is the difficulty in assessing the benefits that it may bring. The aim of the study in the article was to develop and initially verify a model for evaluating the results of supporting secondary technical schools by manufacturing enterprises. The article features a multiple case study using several types of interviews, a distributed questionnaire and an analysis of secondary sources. The study was conducted in cooperation with four large manufacturing enterprises. The result of the research is a more thorough understanding of the possibilities and limitations in evaluating the results of support for schools. This support should translate in enterprises into more effective and efficient management of the competences of the future.

Opis:
The aim of the study is to analyse changes in the size of the population of nurses in Poland in the years 2004–2014, considering changes in their employment and the phenomenon of ageing. The analysis is based on the data published by the Central Register of Nurses and Midwives of the Central Statistical Office (GUS) and the Organisation for Economic Co-operation and Development (OECD). Nurses are the largest professional group in the healthcare sector. In 2014, only above 70% of licensed nurses were professionally active. The percentage of employed nurses compared to the number of licensed nurses varied between the lowest ratio of 65.1% in 2005 and the highest ratio of 71.7% in 2012. The latest ratio of 2014 was 70.9%, which was slightly lower compared to the highest ratio in 2012. The average age of a Polish nurse in 2008 was 44.19 years, increasing by about six years to 50.1 within the analysed period. The population of nurses aged above 65 years is almost 4.5 times bigger compared to the youngest age group, which is 21–25 years. Thus, 2/3 of the population of nurses are 41–60 years of age and nearly 85% are over 40. For two years (2000 and 2014), the number of practising nurses per 1000 inhabitants places Poland in the fifth bottom position among the European countries, which shows a significant reduction in patient access to nursing services. In Poland, the profession of nurses has no replacement generation. The article presents the shortage of professionally active nurses in Poland. The existing register of nurses does not contain complete information necessary to evaluate the current situation in Poland. There is a strong need to improve the tracking system of the register of nurses to accurately monitor the number of nurses in Poland The shortage of professionally active nurses and their ageing necessitates immediate action to reduce the shortage by increasing the appeal of the profession among young people and by encouraging nurses to return to the profession. It is also necessary to take action to delay the retirement of those nurses who want to work longer and to use their potential. This is also particularly important because of the gap in experience, which is going to become apparent the nearest future.

The objective of the logistics management is to guarantee the stock level required for the adequate handling of production at the lowest possible level of costs and risks. The main purpose of the paper is to present the relations between stock level and risk of shortages. As a result of the research, the introduction of the safety stock is the solution to cover the effects of the uncertain factors in the supply chain. The theoretical approach of the model assumes a deterministic operational environment, in practice, however, there are several unpredictable factors influencing the operation of the production company. By using the periodic and continuous review models, the paper presents the effects of demand changes and stochastic length of replenishment time on the risk of stock availability. We need to quantify a service level which determines the accepted probability of the shortage occurrence.

The growing population and the development of industries in all countries of the world have created a very important and complex issue for water supply to cities. Today, many parts of the world are facing the problem of water shortage and this problem cannot be easily solved. In addition to the proper use of water resources and preventing the loss of natural water, the establishment of regional water supply networks is effective in meeting the future needs of the people. A water distribution network (water supply network) is a set of interconnected pipelines used to transport and distribute water in a complex. In designing the water distribution network, factors such as the type of water distribution network, water pressure, water velocity, design flow, minimum pipe diameter, pipe material and many other factors should be considered. In this study, we have tried to design the water supply network of a part of Balikpapan city in Indonesia. The design method led to the determination of pressure values in the connection nodes, pipe diameters, flow rate and velocity in the pipes. All the existing criteria are considered in the design of the water supply network. Although this study has been implemented for a specific study area, it can be of great help to designers in designing the water supply network.

Nowadays, transplantation is regarded as a routine method of treatment. Transplantation can greatly improve quality of patients life. Despite its undeniable effectiveness transplantation medicine still suffers from many problems. One of the most severe is the problem of shortage of organs. The shortage of organs is a problem with which to a greater or lesser extent, is struggling today the vast majority of countries in the world. However, transplantation rates in Asian countries are lower than in the other regions of the world. The results of the research indicate that the shortage of organs in the Asian countries affected by a variety of factors. To fully exploit the potential of this method of treatment in Asian countries it is necessary to change the general social attitude. The systematic dissemination of knowledge, increase the funds transferred from the state budget, the introduction of independent central coordinating bodies and amend the existing laws may contribute to the development program of post-mortem donations and thus, influence the limit problem shortage of organs in the Asian countries.

Over the last decade, numerous studies have appeared in books and journals addressing the climate change impacts on water quantity and quality of the Euphrates and Tigris River Basins. When one focused to these studies it can be seen that several studies link the Syrian uprising and subsequent outbreak of civil war to the drought. it also seems that when the current civil war is over, the most important need will be implementation of a basin wide sustainable water management policy. Therefore this requires more cmprehensive studies on current situation and future threats of the basin. Some of the researches have stated in their recently published articles that, “a severe drought occurred by human-induced climate change and a mass migration of drought-affected farmers fled to Syria’s, then the influx of migrants exacerbated unemployment and inequality in the cities, contributing to civic unrest over a nonresponsive government”. Most researchers agree that climate change contributed to the drought in Syria and civil unrest crisis. Recent studies have also noted that there has been an natural declining trend in Tigris and Euphrates Streamflows That means that changes in flow are more closely related to natural diplomacy features than with human interventions in Tigris and Euphrates Basins. All this abovementioned results are alarming invitations to all riparian states in the Middle East to create a new hydro diplomacy.

The supply chain of spare parts is the intersection between the supply chain, the after-sales and the maintenance services. Some authors have tried to define improvement paths in terms of models to satisfy the performance criteria. In addition, other authors are directed towards the integration of risk management in the demand forecasting and the stock management (performance evaluation) through probabilistic models. Among these models, the probabilistic graphical models are the most used, for example, Bayesian networks and petri nets. Performance evaluation is done through performance indicators. To measure the appreciation of the supply of the spare parts stock, this paper focuses on the performance evaluation of the system by petri nets. This evaluation will be done through an analytical study. The purpose of this study is to evaluate and analyze the performance of the system by proposed indicators. First, we present a literature review on Petri nets which is the essential tool in our modeling. Secondly, we present in the third section the analytical study of the model based on bath deterministic and stochastic petri networks. Finally, we present an analysis of the proposed model compared to the existing ones.

Research background: The commitment to increasing the volume of agricultural production remains the main strategy for food supply in Ukraine. In fact, such an approach does not solve the problem of the limitation of food's physical availability. It works quite the opposite way, as there is a guaranteed food loss and waste, worsened environmental situation and decreased level of economic availability of food. Purpose of the article: According to the results of the empirical study, the volume of food shortages has been determined as a result of food loss and waste, food surpluses in case of compliance with the rational consumption norms and zero food loss and waste, as well as potential social benefits from reducing food loss and waste. Methods: The research of the limitation of the physical availability of the different types of products as a result of food loss and waste was carried out according to the methodology developed by the authors. In particular, for the group of products in which the consumption deficit is established in a small number of regions - the main indicator is the "production surplus in the conditions when the rational consumption norms and zero food loss are met"; for the group of products in which the consumption deficit is established in the vast majority of regions - the main calculation indicators are the "production shortage in the conditions when the rational consumption norms and zero food loss are met" and the "specific gravity of the consumption shortage, which occurs as a result of food loss and waste". Findings & Value added: The obtained results are crucially important for shaping of the food security policy. Reducing of the food loss and waste has positive social consequences through the expansion of the physical availability of food, which, under other conditions, leads to greater economic availability of products, as well as contributes to the gender equality and poverty reduction for rural residents.

Ogród deszczowy to zaprojektowany w krajobrazie miasta system gromadzenia, zarządzania i zagospodarowywania wód opadowych.
A rain garden is a designed in city landscape system of collecting, managing and developing storm water. In a rain garden plants, soils filter storm water naturally, removing nutrients and other pollutants. Rain gardens may be as simple as an enhanced swale in the backyard, or they may involve more extensive planning and engineering with under drains in the urban space. In addition to reducing and filtering storm water runoff and increasing groundwater recharge, rain gardens provide many other educational, aesthetic and ecological benefits. To exploit advantages of this garden form it is necessary to know the design features and phases of preparing garden. In planning and locating rain garden we took several factors into consideration: choosing place, preparing place and choosing plants. Many benefits for environment in local and global scale gives using correct vegetation, especially native plants. Plants and soil filter storm water naturally, removing pollutants.

Studies from various countries indicate that one of the most important issues recently affecting the labour market is skills mismatch and skills shortage. This paper presents the results of imbalances on the Polish labour market in the period 2010–2014. The research took a unique approach by comparing data on positions and skills from both the demand and supply perspectives in order to deduce the impacts on skills shortage and skills mismatch. It examined a wider range of skills as compared to other similar approaches and further referred them to positions for which they were requested by employers. The findings were then juxtaposed with the opinions of job seekers for the same positions. Based on the results, the paper presents a set of recommendations for public policies designed to address those problems. The findings of this research are consistent with similar studies in other countries, thus emphasising the applicability of the method and the findings in a broader context.
