Opis:
The subject of our article is the examination of 'working chance instead of support' programs. The basic element of the analysis is a questionnaire, which was filled in by the local governments and non-governmental organizations in the region of Northern Hungary. The results are analyzed with statistical methods (correlation, regression analysis etc.). The main goal is to get significant information, appraise the experiences of 'The Way to Work' Program, disclosing of development chances, presentation of settlement differences derived from the size. Finally we formulate suggestions to a sensitive employment policy.

Rural poverty appears in several European regions, particularly in post-socialist countries effected by a rapid transformation of socioeconomic system. In the past decade, rural regions may have reacted to challenges of contradictory processes. Migration trends are heterogeneous; unemployment, underemployment and lack of labour power are existing problems at the same time, in the same locality. In addition, the nature of poverty has changed recently. Traditional forms of pauperization are combined with helplessness and inability for future planning and saving up. Goods and status symbols of the consumer society have high importance in families with low incomes and high debt. The aim of this paper is to describe some crucial processes triggering the transformation of family life in rural Hungary by means of a qualitative research conducted in the South Transdanubian region of Hungary. We explored the actual problems and challenges from the viewpoints of local experts (social workers and mayors) and mothers from families connected to local social systems. We also aim to examine family attitudes to labour market, services and consumption, the most important factors effecting socioeconomic conditions of deprived social groups.

Family Policy in Germany The family policy of the past ten years has been influenced mainly by three (discourse) events: (1) by the discussion of demographic change and the continuing low birth rate of 1.4 children per woman on average, (2) by the debate on the link between educational success and social origin, particularly under the impression of the negative results for Germany compared to other OECD countries in the PISA studies, and (3) by the challenges of increasing paid occupation among women and the insufficient compatibility of work and family life, which were communicated in the political sphere not least by EU targets as part of the Lisbon strategy.Family policy in Germany has therefore advanced from a “niche subject” to an important policy field. In alignment with the “family policy triad” (BMFSFJ 2006) consisting of monetary benefits, infrastructure measures and time policy, various measures have been taken since 2005, whereby the first two fields (money + infrastructure) form the focus of the present article.The traditionally high financial and tax-related benefits used in family policy (regulated via federal laws) have been modernized in part (e.g. child benefit, parental benefit), yet also continue the classic direction of the federal German model (e.g. income splitting for tax purposes for married couples, contribution-free insurance for marriage partners, double system of child benefit and tax allowance for children). Particularly the inability to tackle child poverty effectively and the strong focus on marriage in German federal family policy remain largely untouched.With regard to infrastructure measures (competencies on the state level, implementation by local authorities), since 2005 the act for the expansion of daycare and the child support act on the federal level have introduced the expansion of public childcare for children under three in particular, thus launching further-reaching steps towards early-childhood education and improved compatibility of working and family life. Here too, however, alongside questions of social selectivity in the field of early-childhood education and quality assurance for care outside the home, the objective must be to link paid employment with needs and necessities for care work for women and men, and to ensure high quality care.At least three weak points in the construction of German federal family policy are responsible for these desiderata: firstly, the conflict of competencies within the federalist structures, between the federal, state and local authority levels; secondly, the lack of coordination between family policy and other policy fields such as labour market, education and equality policy; and thirdly, the historically caused insufficient tackling of social inequalities in German family policy.

Currently, we very often deal on the Internet with the publication of links, so-called hyperlinks, that direct to the protected content. Posting hyperlinks on websites creates a possibility of accessing works. This issue is of crucial importance to the operation of the Internet because hyperlinks can be used in a way infringing copyright. Internet users are frequently unaware of the fact that their acts can infringe copyright to a work. We should pay attention to the fact that posting hyperlinks to websites containing works protected by copyright evokes doubts as to the qualification thereof coming to the question if every posting of the hyperlink should be treated as using the work or is there any additional criteria that should be fulfilled. For this reason, national courts make requests to the Court of Justice of the European Union for a preliminary ruling about the content of copyright law. What is more, the member states’ national courts have to settle cases of complex factual circumstances concerning communication of digital content to the public. This caused the need for a closer look at the publication of a hyperlink guiding to the page containing the copyrighted work as communication to the public and verification of accordance to the law referring to communication to the public on the Internet with jurisprudence practice. The main target of the consideration is an attempt to answer the question whether the publication of a hyperlink on a website leading to a protected work constitutes communication to the public. To answer this question, the article analyzes the rulings of the Court of Justice of the European Union, national courts of the EU Member States and Polish courts as well as doctrine representatives’ opinions. On this foundation, the distinct elements concerning the publication of a hyperlink on a website within the context of communication to the public have been indicated.
Współcześnie w Internecie bardzo często mamy do czynienia z publikacją odesłań, czyli tzw. hiperlinków, prowadzących do chronionych treści. Poprzez umieszczanie na stronach internetowych hiperłączy tworzy się możliwość uzyskania dostępu do utworów. Materia ta dotyka problemu o kluczowym znaczeniu dla działania Internetu, ponieważ hiperłącza mogą być wykorzystywane w sposób naruszający prawa autora. Internauci często nie są świadomi, że ich działanie może naruszać prawa autorskie do utworu. Należy zwrócić uwagę na to, że zamieszczanie hiperlinków do stron internetowych, na których znajdują się utwory chronione prawem autorskim, wywołuje wątpliwości kwalifikacyjne sprowadzające się do odpowiedzi na pytanie, czy każde umieszczenie hiperlinku będzie stanowiło postać korzystania z utworu czy też konieczne jest spełnienie dodatkowego kryterium w tym zakresie. W związku z tym sądy krajowe zwracają się z pytaniami prejudycjalnymi o treść tego prawa do Trybunału Sprawiedliwości Unii Europejskiej. Także sądom krajowym państw członkowskich przedstawiane są do rozstrzygnięcia złożone stany faktyczne, które dotyczą udostępniania treści cyfrowych. Z tego względu pojawiła się potrzeba bliższego przyjrzenia się zagadnieniu publikacji hiperlinku do strony, na której znajduje się chroniony utwór, w kontekście jego publicznego udostępniania i zweryfikowania określonego przepisami prawa do publicznego udostępniania utworu w Internecie z praktyką orzeczniczą. Głównym celem rozważań jest próba odpowiedzi na pytanie, czy publikacja na stronie internetowej hiperlinku odsyłającego do chronionego utworu stanowi publiczne udostępnianie. Aby na nie odpowiedzieć, w opracowaniu analizie poddano orzeczenia Trybunału Sprawiedliwości Unii Europejskiej, sądów krajowych państw członkowskich Unii Europejskiej oraz sądów polskich, a także poglądy przedstawicieli doktryny. Na tej podstawie wskazano charakterystyczne elementy dotyczące publikacji hiperłącza na stronie internetowej w kontekście publicznego udostępniania.

There has been a long-standing discussion in Poland about the efficient and effective functioning of the social welfare and integration system. The transformations it has been undergoing for years in connection with the possibilities of benefiting from the EU funds and as a results of its attempted reforms and rationalisation demonstrate that the issue of professionalising the social worker profession is actually of little interest to anybody, despite the fact that this is a regulated profession with quite a strong presence in the current scientific discourse. If performed in a professional manner, methodical social work is a very important tool which may significantly contribute to increasing the efficiency and effectiveness of social interventions, thereby improving the quality of the public sphere in this segment. In this context, an important role is played by evaluation, understood as analysing the value of a specific action – with reference to social projects and programmes. Of particular importance here is the latest generation evaluation, which makes use of action research, thereby increasing the chances to raise the level of social participation and simultaneously reduce the problem of social exclusion. On the other hand, it is necessary to note the crucial role that evaluation may play in reinforcing and sustaining the professional identity of social workers, especially in the face of the constant changes and reforms of the social welfare system.

Estimating the value of public construction works in Poland and the Czech Republic. The article outlines the legislation concerning the methodology of estimating the value of works in Poland and the Czech Republic. In both countries it is necessary for the public investor to respect the law governing public procurement, which defines the structure of compulsory documents needed for the tender documentation, but not directly the way of their preparation. In both countries, though, there exist model proceeding schedules for the calculation of the value of a public procurement for construction works. To illustrate and compare the calculation methods a sample calculation of the procurement value is presented for a selected thermal efficiency improvement project.
Wycena zamówień publicznych na roboty budowlane w Polsce i Republice Czeskiej. Roboty budowlane są realizowane w dwóch podstawowych systemach. Pierwszy to system tradycyjny, gdzie zamawiający rozdziela projektowanie od wykonania (tzw. system Design-Bid-Build). Drugi system to Zaprojektuj i Buduj (Design & Build), gdzie wykonawca zarówno projektuje, jak i zgodnie z własnym projektem realizuje roboty budowlane. W obydwu przypadkach zamawiający publiczny jest zobligowany do wyznaczenia wartości zamówienia zgodnie z obowiązującymi przepisami prawnymi. W artykule przedstawiono porównanie przepisów prawnych dotyczących metodologii szacowania wartości zamówienia na roboty budowlane w Polsce i Czechach. Szczególną uwagę zwrócono na metody stosowane w przypadku zamówień realizowanych w systemie tradycyjnym. Zaprezentowany przykład obliczeniowy pozwala na określenie podobieństw i różnic w sposobach kalkulacji w obydwu krajach.

La crisis hiperinflacionaria de 1989-1990 en Argentina inaugura un período de lucha entre diferentes fracciones de capital por la orientación del rumbo económico del país. Esta lucha cristalizará también en las instituciones del Estado, particularmente en el Ministerio de Economía, quien irá definiendo la orientación de las políticas públicas de acuerdo a la relaciónde fuerza que prime en ese momento. De este modo los grupos concentrados locales serán beneficiados en una primera etapa para luego ser desplazados por la banca acreedora. Este conflicto de intereses se resuelve tras la entrada del país en el Plan Brady cuando se conforma unaalianza entre las distintas fracciones de capital contra el trabajo. El programa de privatizaciones encarado por la administración Menem y las políticas de ajuste estructural dictadas por los organismos de crédito internacional son dos de los fenómenos que contribuyen a la confluencia de estos sectores, precarizando la situación de miles de trabajadores argentinos.

Trainings as well as their impact on employability and employees’ performance have been the subject of interest of theoreticians and practitioners of management for a long time. However, according to the literature study, the outcomes of employees’ trainings also depend on the applied style of leadership as well as on the quality of relationships between supervisors and subordinates. This paper tries to answer the question: what are the relationships between transformational leadership, the quality of supervisors’ relationships with subordinates, employees’ trainings and employability, employees’ quality and effort of work in public organizations? This aim will be achieved by presenting the results of literature study and empirical research carried out in public organizations.

The article is a summary of three quantitative research projects carried out in the years 2017–2018 taking into account a set of analogous questions. Their collective aggregation allows the attempt to present the profile of a Polish PR specialist with the indication of the main activities undertaken while performing daily professional duties. The research has shown that media relations and e-PR play a key role in everyday professional work. Nevertheless, a PR specialist in Poland has to deal with many task areas, which are often related to the dynamic development of new technologies, such as relations with influencers. In the analyses, the key diagnostic element was the measurement of professional experience and information regarding employment aspects. Respondents constituted both specialists working in PR agencies as well as in other domestic companies and institutions. The article contains a list of activities presented in statistical terms that are related to work in the PR industry.

This article discusses the process of national economic transformation, pointing out its positive and negative aspects. It goes on to examine the specifics of non-profit organizations and the essence of volunteer work. What is stressed is that modern day volunteer work is a form of shaping and stimulating a readiness to act while simultaneously being an expression of public action. In pointing out the circumstances of the development of volunteer work, it is looked at as a tool for mollifying and limiting the negative effects of transformation as well as the ancillary phenomena that impede economic, social, and civilizational development. It is for this reason that the concept of volunteer work should involve continuity of action.

Objectives: The core aim of this paper is to improve our knowledge base on the innovation process comparing how public and private organisations can develop abilities to innovate in order to cope with the challenges created by the changing priorities of the political market, the intensification of global competition and the higher speed of the technological changes. The authors intend to identify and compare the creative/learning capabilities of the workplaces in the EU-27 countries. Research Design & Methods: In testing empirically the various types of jobs our analysis uses the data sets of the fourth (2005), fifth (2010) and sixth (2015) waves of the European Working Conditions Survey (EWCS). The EWCS is a crosssectional survey taken in every five years since 1990, organised by the European Foundation for the Improvement of Living and Working Conditions (Eurofound, Dublin). The recent editions of this survey cover more than 40,000 workers in the EU member states and in various other European countries (Eurofound, 2017). We used a cluster analysis in order to identify three clusters of jobs in Europe and their prevalence in different countries and country groups. Findings: The data from the European Working Condition Surveys (2005, 2010 and 2015) shows that in the public administration boosts creative workplaces in all countries. The ability of organisations to mobilise their internal resources into efficient and dynamic routines depends on intangible resources (e.g. creativity) and less on such traditional tangible factors such as physical or financial sources. Powering public sector innovation is inhibited by the following major factors: unfavourable institutional settings; weak innovation leadership; lack of systematic knowledge of the innovation process; and a shortage of the systematic data collection at both the EU and Member State levels. Implications & Recommendations: The increasing rate of creative jobs may speed up the implementation of the “High-Engagement Civil Services” to improve both efficiency and quality of work in the public sector. A more profound and evidence-based understanding of the innovation processes at the workplace level would allow us to exploit the full potential thereof in terms of positive impacts on both employment and job quality. Contribution & Value Added: Despite the fact that innovation studies have been at the heart of socio-economic research for decades now, relatively little attention has been paid on innovation in the public sector. This research topic has gained more importance only in the 2010s and thus there is often a lack of empirical evidence for this sector, which plays a crucial role in all developed economies as a major employer as well as the main actor shaping the regulatory environment. This article attempts to present and assess the adequacy of the solutions in the directive on work-life balance for parents and carers in the context of the problems and challenges faced by the Polish public administration in human resource management. The directive’s solutions are analyzed from the perspective of post-pandemic reality, demography, changes in the structure of society and equality, and growing numbers and activation of women in the labor market. An example of applying the WLB policy in the Polish civil service was also presented.

This article explores the concepts of dignity at work and worker voice in the public workplace during a period of surging neoliberal austerity intended to reduce taxes, government regulations, and public services. I ask how the changing landscape of public employment in the neoliberal era has created new and exacerbated existing threats to dignity at work and how workers have responded to such threats. The question is answered by exploring how and why an unlikely group of workers in Smalltown chose to use their collective voice on the job to organize a union. Using ethnographic methods, I am able to look at the strategies of public workers coping with a changing work environment in real time. The case of Smalltown offers a window into the interplay of the global and the local by examining how macro-level neoliberal forces can shape workers’ micro-level responses to attacks on their dignity at work. The findings reveal how neoliberal attacks on public workers in particular settings can trigger collective responses that confront not merely austerity but other threats to dignity as well. This study informs our understanding of dignity at work and worker resistance in the post-Great Recession economy.
