This article seeks to analyze the factors constraining the development of strategic marine emerging industries and the deficiencies in China’s strategic marine emerging industry development policies. Learn from the successful experiences of overseas strategic marine emerging industry development policies. We will study and construct a policy framework for the development of strategic marine emerging industries in the new era, guided by the scientific concept of development and enhanced by the capacity of independent innovation. Provide policy recommendations for actively promoting the development of strategic marine emerging industries. At the same time, it provides theoretical and methodological reference for the formulation and implementation of China’s strategic marine emerging industry policies. On the basis of reviewing relevant theories of industrial policy, this article first defines China’s strategic emerging industries and clarifies the connotation of China’s strategic marine emerging industry development policies. Then, the paper conducts detailed analysis on the development policies of strategic marine emerging industries at home and abroad, and summarizes the experience of overseas strategic development policies for marine emerging industries. Finally, combining the above-mentioned comprehensive analysis, with the guidance of the scientific concept of development, the development strategy and concrete development policy of China’s strategic emerging industries in the ocean are proposed.

Marine economy is a new economic form, emphasizing new development concept, new operation mechanism and management mode. In recent years, marine economy shows rapid growth, and marine industry presents a clustering development trend. The industrial linkage effect, industrial agglomeration effect and industrial radiation effect of the marine industrial cluster are important motive forces for the development of coastal cities. The marine industrial cluster takes coastal cities as the development platform and space, while the coastal cities achieve rapid and sustainable development based on the marine industrial cluster. The synergetic and coupling development of the marine industrial cluster and coastal cities is an important way for the promotion of industrial competitiveness and urban competitiveness. This paper developed a measure to identify the marine industrial cluster, designed the evaluation index of coupling of marine industrial cluster and coastal cities development from two perspectives of industrial linkage and spatial agglomeration, taking Shandong province, a typical coastal province in China, as an example, it studied the situation of the marine industrial cluster based on input-output data and data of marine enterprises of coastal cities, based on which it explored the coupling relationship between marine industrial cluster and coastal cities of Shandong province.

Today the Polish marine industry demands multi-step conversion of its companies into future-oriented enterprises. The article presents some results of the multifaceted analysis of this branch of the Polish economy. Main attention is devoted to identification of the critical barriers to its modernization. It is shown that such purpose as increase of competitiveness requires the correct assessment of various obstacles to innovative changes. Moreover, it is recommended the scenarios approach to the risk minimization of quantitative transformations and qualitative changes in the Polish marine industry. Various scenarios forecasting obstacles impacts are presented. Special attention is focused as on the decision-makers willingness to innovative changes, as on eventual techniques for fruitful overcoming the barriers to accelerated development of the Polish marine industry. Proposals are illustrated by numerous results of fulfilled investigation.

The paper consists from two parts and generalizes traditional approaches to innovative transformations in various sectors of the EU marine industry. It is shown that shipping companies should permanently adapt and keep their business in sync with marketable changes and be ready to competitive struggle within the global economy. The critical solutions are determining the functional parameters of merchant ships at earliest stages of theirs structural designing, as and reengineering. Author offers a conceptual framework of the co-evolutionary approach to reengineering maritime transport. This problem-solving approach examines targeted ships in topological aspect as the multilayered configurations composed of various-of-a–kinds components, and in functional aspect as multicoalitional compositions. Basic attention focuses on identification of various constrains to innovative activity and choice of improvement strategies, for turning the European marine industry into the high competitive system. For completeness, in paper are presented three particular measures for an estimation of maritime transport success.

The role of intellectual organizations in the formation of professional competence, social adaptability and volitional qualities of workers of marine industry is actual in terms of growth of natural and man-made emergency situations, unstable socio-economic environment. Opis:
Hydrodynamic shape optimization plays an increasingly important role in the shipping industry. To optimize ship hull and propeller shapes for minimum total (friction+wave) calm-water resistance and maximum open water efficiency, respectively, the main particulars of a hull and propeller model are considered as design variables. The optimization problem is performed by using an integrated hull-propeller system optimization problem (HPSOP) code in a multi-level and multi-point methodology in early-stage ship design. Three numerical methods with variable fidelity are employed to carry out the hydrodynamic performance analysis of a ship’s hull and propeller. A ship and its propeller are selected as initial models to illustrate the effectiveness of the proposed optimization procedure. The numerical results show that the developed technique is efficient and robust for hydrodynamic design problems.

The paper discusses the possibilities of modelling the bi-directional reflectance distribution function (BRDF) in sea areas polluted by oil. Three sea basin models are considered: a coastal one free of oil, one polluted by an oil film and one polluted by an oil emulsion. The following concentrations of oil were compared: for the film, 1 cm3 of oil per 1 m2 water surface, for the emulsion 1 cm3 of oil in 1 m3 of water. The optical properties of Romashkino crude oil were taken into consideration, as were various angles of incident solar light. The conversion of BRDFs into a directional distribution of the optical contrast of polluted areas is demonstrated.

Maritime transportation is the essence of international economy. Today, around ninety percent of world trade happens by maritime transportation via 50,000 merchant ships. These ships transport various types of cargo and manned by over a million mariners around the world. Majority of these ships are propelled by marine diesel engines, hereafter referred to as main engine, due to its reliability and fuel efficiency. Yet numerous accidents take place due to failure of main engine at sea, the main cause of this being inappropriate maintenance plan. To arrive at an optimal maintenance plan, it is necessary to assess the reliability of the main engine. At present the main engine on board vessels have a Planned Maintenance System (PMS), designed by the ship management companies, considering, advise of the engine manufacturers and/or ship’s chief engineers and masters. Following PMS amounts to carrying out maintenance of a main engine components at specified running hours, without taking into consideration the assessment of the health of the component/s in question. Furthermore, shipping companies have a limited technical ability to record the data properly and use them effectively. In this study, relevant data collected from various sources are analysed to identify the most appropriate failure model representing specific component. The data collected, and model developed will be very useful to assess the reliability of the marine engines and to plan the maintenance activities on-board the ship. This could lead to a decrease in the failure of marine engine, ultimately contributing to the reduction of accidents in the shipping industry.

This study is focused on the issue of digital neural networks’ implementation in the context of maritime industry. Various algorithms of such networks in the terms of the marine technologies have been reviewed in the current study in order to evaluate the effectiveness of the methodology and to propose a new concept of an artificial neural network’s application in this way. Fire-detection system simulation based on the thermal imagers’ data input had been developed to assess the efficiency of the concept suggested with a multi-layer perceptron (MLP) algorithm integrated into the designed 3d-model.

Today, the shipping industry faces important environmental challenges to reduce the impact of sea transport to the marine environment. In order to enhance compliance and encourage safe and efficient maritime operations, the implementation of a safety culture in both shore organisation and on board ships has been advocated. Similarly, it can be argued that a conscious ‘greening’ of an organisation’s culture may be necessary in order to meet legislative and societal demands, as well as embrace environmentally responsible values, beliefs and behaviours. The present pilot study describes the development and evaluation of a model designed to capture attitudes and perception among seafarers with regards to proactive environmental work in the shipping industry. The overall aim of the model is to enable measurement of the extent to which a ‘green culture’ is present within the shipping industry, and to identify factors that either facilitate or act as barriers to a green culture. Evaluation of the model was done through qualitative individual and focus group interviews with, in all, 13 active Swedish seafarers during the autumn of 2014. The findings show that the model captures the sought after mechanisms fairly well and shows some promise. Future work is needed to further refine and test the model in a larger setting, in order to provide a robust picture of the seafarers’ view on ‘green’ shipping.

Ship Inspection Report Programme (SIRE) addresses concerns about sub-standard shipping in oil industry. As a part of the risk assessment physical inspection of the oil tanker is performed by accredited SIRE inspector and resulting report is available to charterers, ship operators, terminal operators and government bodies. In this article SIRE inspection is described and compared with other non-mandatory and mandatory inspections on oil tankers. Some potential consequences of tanker over-inspections are discussed.

W artykule przedstawiono organizację pracy przy wydobywaniu surowców energetycznych spod dna morskiego, pokazując, jak szerokie jest spektrum prowadzonych prac dla zapewnienia prawidłowej eksploatacji złóż podmorskich. Wyszczególniono również infrastrukturę wykorzystywaną podczas tych działań. Scharakteryzowane zostało środowisko morskie jako determinant działalności na polu eksploatacyjnym.
The article presents work organization in off-shore drilling. It shows the wide spectrum of work necessary for proper exploitation of undersea deposits. It also lists infrastructure elements used in this activity. It characterizes the marine environment as a factor in off-shore drilling.
