Opis:
An 27Al magic angle spinning (MAS) nuclear magnetic resonance (NMR) study of nominally pure and Cr-doped yttrium-aluminum garnet (Y3Al5O12 and Y3Al5O12:Cr) crystals is reported. It has been shown that the doping by Cr of the Y3Al5O12 crystals leads to the variation of the occupation by Al atoms both octahedrally and tetrahedrally coordinated sites of the garnet lattice.

Density functional theory (DFT) results of calculations of the mixed thorium and uranium dioxide Th1-xUxO2 for the following mole ratio x = 0, 0.25, 0.75 and 1 are presented and discussed. "Ab initio" calculations were performed using the Wien2k program package. To compute the unit cell parameters the 12 atom super-cell were chosen. The lattice parameters were calculated through minimization of the total energy by the change of lattice parameters and atom displacement within the unit cell. Calculations were performed for five different exchange energy approximations EXC with and without corrective orbital potential U, and obtained lattice constants are presented graphically and compared with experimental data. It is established that the initially assumed oxygen location within the unit cell plus or minus 0.25 of the mixed compounds are not their equilibrium positions. The oxygen atoms within the unit cell undergo dislocation in the (111) direction. So, the distances oxygen-uranium are smaller than the distances oxygen-thorium. The change of local structure is presented graphically and appropriate parameters values are given in Table. The bulk modulus and the cohesive properties are also counted and shown graphically.

Opis:
Local governments in the Western Balkan countries are dependent on central governments’ transfers, with low fiscal autonomy and limited efforts for own-source revenue mobilisation. The paper identifies that besides central government transfers, other significant factors in determining municipal own-source revenues include central and local public investment, current expenditures, human development index, and population density. Municipal own-source revenue is adversely affected by intergovernmental transfers, implying their de-incentivising effect in collecting local revenues. Local capital expenditure is a significant and strong determinant with a higher strength than central government investments, suggesting their importance for local fiscal autonomy. The human development index as a composite measure, unlike GDP per capita, positively affects the municipal fiscal autonomy.

We study the local structure of a separated point \(x\) in the generalized Orlicz-Lorentz space \(\Lambda ^{\varphi }\) which is a symmetrization of the respective Musielak-Orlicz space \(L^{\varphi }\). We present criteria for an \(LM\) point and a \(\mathit{UM}\) point, and sufficient conditions for a point of order continuity and an \(\mathit{LLUM}\) point, in the space \(\Lambda ^{\varphi }\). We prove also a characterization of strict monotonicity of the space \(\Lambda ^{\varphi }\).

Opis:
Amorphous Ni-P alloys were prepared via electroless plating and annealing at 200°C at different times to obtain different microstructures. The effects of low-temperature annealing on the properties of amorphous Ni-P alloys were studied. The local atomic structure of the annealed amorphous Ni-P alloys was analyzed by calculating the atomic pair distribution function from their X-ray diffraction patterns. The results indicate that the properties of the annealed amorphous Ni-P alloys are closely related to the order atomic cluster size. However, these annealed Ni-P alloys maintained their amorphous structure at different annealing times. The variation in microhardness is in agreement with the change in cluster size. By contrast, the corrosion resistance of the annealed alloys in 3.5 wt% NaCl solution increases with the decrease in order cluster size.
Amorficzne stopy Ni-P otrzymane metodą powlekania bezprądowego wyżarzano w temperaturze 200°C w różnych czasach, w celu otrzymania zróżnicowanej mikrostruktur. Badano wpływ mikrostruktury wyżarzanych stopów amorficznych Ni-P na ich odporność korozyjną w roztworze 3,5% wag. NaCl. Wyniki wskazują, że wielkość klastra w wyżarzanych stopach amorficznych Ni-P najpierw zmniejszyła się, a następnie zwiększyła wraz z czasem wyżarzania. Odporność badanych stopów na korozję jest ściśle związana z wielkością klastra, mimo, że stopy te po wyżarzaniu w różnych czasach zachowują strukturę amorficzną. Odporność wyżarzanych stopów amorficznych Ni-P w roztworze 3,5% wag. NaCl zwiększa się wraz ze zmniejszeniem się klastra.

The article provides a scientific analysis of the regulation of the powers of district state administrations in the field of land management. It was determined that the normative securing of the functions of the district authorities in land management, as well as the regulation of environmental safety requires unification, since in the basic laws the norms differ in content and formulation. These powers need to be reflected in the structure of the district state administration, in accordance with the basic law of administration (the structure of the public authority must correspond to the functions). In order to study the practice, the structure of 40 district administrations of different regions of Ukraine was analyzed; it was found that the actual structure does not correspond to the functional load, which is enshrined in the legislation. It is such inconsistencies that make it impossible to move to the second stage of decentralization, which is already taking place at the legislative level.

Opis:
Article describes the issues of shaping the structures of local government administration considering new concepts of public management. Attention will be focused on governance, which determines two paradigms of public administration: public administration aimed at cooperation and organized in a network manner. Will evaluate the degree of their impact on the structure of local government administration in Poland. Further considerations will aim to identify the relationship between the quality of governance and administrative structure of local government. The quality of governance is recognized (by the World Bank) in six dimensions of good governance, which is a function of appropriately shaped bodies. Striving to meet the criteria of good governance may involve restrictions on the use of cooperation and networking paradigms.
Artykuł podejmuje problematykę kształtowania struktur administracji samorządowej w świetle nowych koncepcji funkcjonowania sektora publicznego. Uwaga została skoncentrowana na współzarządzaniu, które wyznacza dwa paradygmaty administracji publicznej: administrację publiczną ukierunkowaną na współpracę oraz zorganizowaną w sposób sieciowy. Ocenie poddany został stopień ich wpływu na kształtowanie struktury administracji samorządowej w Polsce. Dalsze rozważania miały na celu identyfikację związku pomiędzy jakością rządzenia a strukturą administracyjną samorządu terytorialnego. Jakość rządzenia ujmowana jest (za Bankiem Światowym) w sześciu wymiarach dobrego rządzenia, które z kolei jest funkcją odpowiednio ukształtowanych instytucji. Dążenie do spełnienia kryteriów dobrego rządzenia może wiązać się z ograniczeniami w stosowaniu paradygmatów współpracy i sieci.

Classical economists have claimed that selfish behaviour and competition are the most efficient way of resource allocation. Their concept of fairness according to one’s work was treated as the universal formula of resource allocation very much defined by the individualistic perspective. However, the concept of sustainable development refers to the idea of fairness according to the needs of both present and future generations. This paper presents the sustainable perspective of fairness that postulates new forms of energy consumption related to the concepts of solidarity or social economies. The perspective is contrasted with the example of Friedman’s view, a famous advocate of market economy, to illustrate the differences and consequences for socio-economic development. Both the fairness systems are just in the terms of formal justice, despite the dispute regarding their fairness formula; and this paper presents a strategy to the consumption of energy based on a reference point, which utilizes these two formulas to allocation energy resources. Additionally, this study seeks to present the role of the new socio-technical structures, which provide opportunities to create a wide range of goals beyond the narrow targets of energy production from renewables, including reduction of social and economic inequality or generation of social capital and resilient economies.

Opis:
A challenge for developing acoustic metamaterials (AMMs) is considering the application of broadband muffling and load bearing capacity simultaneously. In this paper, a honeycomb based graded AMM muffler is proposed, which can widen the attenuation band and improve the structural stiffness without any external device by means of integrated design. Firstly, the acoustic and mechanical characteristics of the muffler unit cell are theoretically and numerically studied, and the graded muffler is designed based on these characteristics. The numerical results show that the graded muffler widens the attenuation bandwidth of the unit cell, and the simulation also shows that the graded muffler has greater stiffness than the uniform one. The stiffness driven muffler provides new possibilities for the design of advanced metamaterial with simultaneous sound insulation and load bearing performances.

The paper provides an overview of the shape of the bridge piers, including the Indonesian approach. Universal principles of piers construction are provided, however the construction solutions placed in tropical climate conditions are determined by regional factors, such as considerations of resistance to earthquakes, tsunamis or frequent floods. The exemplary shapes of the pillars in the plan and the ways of their foundation are presented as a result of the analysis of English, Polish and Indonesian language literature. The economic role of bridge is emphasized in the context of Indonesian archipelago, where it constitute a central component of transportation system. The damage to the bridge is becoming particularly severe for the economy of the Indonesian archipelago. Therefore other climate invoke different engineerig problems. Structural solutions, which in a way respond to adverse climatic conditions are mainly using proper reinforcement in the case of piers, the drainage systems with a higher drainage capacity and metal components anti-corrosion treatment. Factors that should be considered in the design of the bridge pier shape, size, and configuration could be variously grouped and presented. From this study, following criteria can be distinguished: stability, location, seismic load, stream pressure, aesthetic, collision risk.

Changes that occur on the local level can explain the processes on the population level and, at the same time, are the driving force of species adaptation. This manuscript reports data about genetic diversities of the fungus Schizophyllum commune on the level of a local population. Objects of the study were dicarious cultures of S. commune collected from 38 basidiocarps grown on the territory of Holosiivskyi National Nature Park, Lysa Hora Regional Landscape Park and Feofaniya forest parcel (Ukraine). Results showed similarity of genetic variability of S. commune in different local populations. The heterozygote deficiency of some loci that was discovered might have resulted from new forms of allozymes that have not become widespread or due to small population sizes. The degree of differentiation of genes between local studied populations was moderate due to the high flow of genes. The absence of spatial structuration of genotypes is established, and the Mantel test showed a lack of interconnection between the genetic component and the geographical coordinates of the samples. It has been suggested that wind direction and terrain are the factors that influence the genetic structure of local populations.

The aim of the paper is to analyse and evaluate the financial structure of local infrastructure projects in Poland, divided into types of local governments, as compared with the financial structure of both global and European infrastructure projects. The research is based on secondary data from statistics published by specialised periodicals and agencies, as well as on data included in budget implementation reports published on the website of the Ministry of Finance. The analysis covers the financial structures of infrastructure projects on the global and European scale in the years 2015, and in Poland in the years 2015-2016.

In this paper, the hybrid method connects the ultrasonic spraying method with a injector of complex cooling micro-jet system is presented. The use of properly constructed injector allows for local and selective cooling of the coating structure immediately after spraying process. The construction of injector is the subject of patent in Polen. The presented new technology gives practical possibility of control of coatings structure. This is the kind of positive feedback between the technology process and obtained product (the quality of the process increases the quality of the final product). The initial experimental investigations, presented in this paper, show, that the obtained coatings structure is: fine-dispersion of the grain, with a lower porosity, good compactness and adhesion to the substrate.

Magnetic and Mossbauer measurements were performed for Mn2.xFexP0.5As0.5, 0.5 less-than or equal to x less-than or equal to 1.0. It was shown that with decreasing Fe content magnetic interaction significantly weakens. Low temperature magnetic structure could be explained as a superposition of ferromagnetic and antiferromagnetic contributions to the whole magnetic moment of the alloy.
