W artykule zwrócono uwagę na zagadnienie „spójności informacji”, które w procesie decyzyjnym nabiera szczególnej wagi. Częste zakłócenia tejże spójności są powodowane przez ludzi oraz urządzenia techniczne. Wyróżniono zakłócenia przypadkowe i celowe. Zakłócenia przypadkowe związane są ze zdarzeniami losowymi, a zakłócenia celowe są efektem niedozwolonych działań ludzi. Ujęcie takie zastosowano do analizy zadań poszczególnych faz zarządzania kryzysowego. W wyniku analizy stwierdzono, że w realizacji tych zadań występują głównie przypadkowe zakłócenia spójności informacji.
Highlighting the ambiguity of the information notion, the authors refer to C. Berman who discusses the information in four following meanings: as a thing, as a measurable size, as a potential and as a change. The article turns to the idea of information consistency, which in decision making process becomes especially important. Frequent disruptions of that consistency are caused by humans and by technical devices. The authors distinguished the accidental and intentional disruptions. The accidental disturbances are strongly connected with occidental events and mean the damage and destruction of information due to disasters such as fire, flood (including flooding because of broken water supply and sewage system), tremors (due to the earthquake, war, explosion of gas and explosive materials) as well as due to disturbing magnetic field or electromagnetic fluctuation. Intentional distortions are the result of improper human activities including the people who are not authorized either to carry out certain activities or to information access. The authors distinguished computer crimes, economic spying, sabotage and code breaking. This treatment was applied to extreme situations that is to emergency situations and the authors analysed the tasks of every single phase of crisis management. While the tasks are carried out, there occur considerable disturbances, mainly unintentional interference of information consistency. - Źródło:
