Opis:
In this paper we present new method of computer text analyser and computer Polish speech (words) generator. In the described computer program the grammatical characteristics of Polish speech and accents in some words have been taken into consideration. All users' actions are commented by artificial, computer voice. The group of blind students of University of Silesia have examined and tested the presented final program for over one year. Described software tool has in a lot of cases better parameters than others, commercial products.

The article is an amended version of the Marek Nowicki Memorial Lecture presented at Warsaw University in 2014. It discusses the contemporary meaning of the right to free expression, concentrating on the basic principles of free speech as well as the limits of the right. In this context, the article pays special attention to British, Polish and European practice (particularly with respect to cases that are relevant for Poland). The specific topics tackled by the author include: free speech and the problem of criminalization of certain acts (e.g. the offence of defamation of public officials), hate speech, freedom of expression and the right of an individual to protect his or her good reputation (including the issue of libel laws), freedom of expression and the right to privacy (including the right to prior restraint on publication), free speech and internet, and the right to privacy versus national security.

The modern linguistics is gaining a more and more anthropocentric markedness. This contributes, among others, to increased interest in language awareness. This paper is intended to provide both an overview and a systematisation. The threads it touches upon concern three issues. The author defines the very notion of language awareness, outlines the operating mechanisms of the mental base of speech, and identifies the subjects to whom language awareness may be attributed. Language awareness needs to be considered a separate mental structure being a fragment of the general human awareness. The structure has a dual nature. Some of its reserves are innate components, others are contents and dispositions obtained in the course of individual development. Both are responsible for language acquisition, coordinate language activities, and substantiate various judgments regarding speech as a portion of the collective life, i.e. a product of culture and a culture-building measure. The contents composing the broadly defined individual language awareness at the same time create the cognitive sphere, the pragmatic sphere, and the affective sphere. Obviously, specific language decisions are influenced by collective linguistic views. The speaker always gives in to supraindividual rules, which are an outcome of the states of collective consciousness.

The essay presents freedom of speech from the perspective of international law regula-tions. The phenomenon of terrorism is one of the most asymmetrical, amorphous and hybrid threats to international security and human rights. The author discusses freedom of speech in the context of anti-terrorism measures. Freedom of speech is a legal and axiological framework of democratic society. The media constitute an important source of information about social pathologies and threats. Terrorists use the media to depreci-ate the law and the state, and to generate chronic fear in society. The essay stresses the fact that a rational and informed approach to human rights should serve as a reference point for anti-terrorism. However, one cannot limit individual freedom in an arbitrary way. Public discourse helps reach an objective perception. This prevents the creation of a multiplied image, pseudo-reality and “double standards” for freedom of speech.

This paper describes audio-visual speech recognition system for Polish language and a set of performance tests under various acoustic conditions. We first present the overall structure of AVASR systems with three main areas: audio features extraction, visual features extraction and subsequently, audiovisual speech integration. We present MFCC features for audio stream with standard HMM modeling technique, then we describe appearance and shape based visual features. Subsequently we present two feature integration techniques, feature concatenation and model fusion. We also discuss the results of a set of experiments conducted to select best system setup for Polish, under noisy audio conditions. Experiments are simulating human-computer interaction in computer control case with voice commands in difficult audio environments. With Active Appearance Model (AAM) and multistream Hidden Markov Model (HMM) we can improve system accuracy by reducing Word Error Rate for more than 30%, comparing to audio-only speech recognition, when Signal-to-Noise Ratio goes down to 0dB.

Censorship is a special case of media control. In the authoritarian system it is preventive censorship as well as press licensing that constitute a characteristic symptom of this control. In law, the notion of censorship has not been defined: therefore one has to refer to doctrines and jurisdiction. In the Polish law, a clear ban on preventive censorship, understood as making publishing or broadcasting a certain message dependent on the prior consent of a public authority, was included in Article 54 Section 2 of the Constitution. This regulation constitutes, in the area that it regulates, a development and confirmation of the freedom of the press and other media rule expressed in Article 14 of the Constitution. Additional provisions of the press’s freedom of speech in the context discussed here are formulated in Article 3 of the Press Law. Although it does not refer directly to preventive censorship, the ban it expresses is supposed to prevent the actual infringement on the freedom of the press by preventing its print and distribution. As for the issues discussed here, what may be controversial is the approach limiting the introduction of preventive censorship only to public administration institutions. The Constitutional Tribunal in its verdict from 20 July 2011, referring to the use of publication ban within proceedings to secure claims in claims against mass media concerning the protection of personal rights (Article 755 Paragraph 2 of the Code of Civil Procedure) stated that the judicial power is not the administrative power. Therefore, the courts’ activity cannot be considered as using censorship, but rather as monitoring the law being obeyed in the preventive meaning. And as for the regulations included in the European Convention on Human Rights, its Article 10 (as well as its other regulations) does not directly refer to the issue of controlling or obstructing publications, especially press releases. This question, however, has been the subject of many rulings of the European Court of Human Rights.

Through a close reading of a small section of Sources of the Self: The Making of the Modern Identity, this paper aims to highlight what is, in the author’s view, a particularly significant aspect of Charles Taylor’s conception of the constitution of selfhood. Namely, its entanglement in speech. “We don’t have selves in the way we have hearts and livers”, Taylor argues. We ‘have selves’ through the constant effort of articulation, which we are only capable of because we learned it from and with others in what Taylor calls the original situation of conversation. If the human ability to speak is the underlying feature behind self-interpretation, morality, and community – all important components of identity in Taylor’s view – then the very way we ‘have language’ will strongly impact the way we ‘have selves’. Language theory must thus become an important element of considerations on human identity and selfhood.

The regress of liberal democracy in the world has been progressing for years and the number of countries with the full democracy index is decreasing [Economist Intelligence Unit 2018, 2019; Freedom House 2018]. One of the serious threats to the rule of law and the human rights in modern democracy has become discriminatory legalism which is both strategy and weapon [Weyland 2013]. In order to weaken or marginalize the opposition and “rebellious” citizens, public authorities apply discriminatory legal instruments and democratic rules depending on who they are concerned with. Public authorities do this because of political views and use exclusion rhetoric, a language of hatred, stigmatizing all “strangers”, at last use hate speech on the Internet and beyond. The weaponization of hate speech is a convenient instrument for political struggle and the fight against inconvenient opponents. Hate speech is also used by far-right and nationalist organizations in the public sphere, which operate in an atmosphere of consent to their radical behaviour. Political hate speech plays an important role in the discriminatory legal strategy. Poland is included in the group of countries with flawed democracy (Article 7(1) TEU since 2017). The authorities introduced changes in law (which were defined as the “Frankensteinisation of legislation” by the Parliamentary Assembly of Council of Europe [PACE] in 2019), democratic institutions and the prosecution applies a discriminatory legalism strategy. This problem is highlighted by the current Commissioner for Human Rights which is an independent institution in the field of fighting hate speech (except a few independent media and NGOs informing about the hate speech phenomenon). Many of hate speech cases are discontinued or not taken up by the prosecution. The numbers of cases of hate speech and hate incidents are increasing but the Polish authorities use the underreporting mechanism. The Ombudsman warns that only 5% of cases are reported to the police. The language of hatred and contempt used by the authorities in Poland has become the weaponization in the fight against citizens as political opponents: LGBT+ community, refugees, political opponents, independent judges and others.

In this article, I contend that the multicultural view of diversity found in management diver sity literature and diversity training programs diminishes our understanding of diversity. It reduces diversity to differences and assumes that the goal should be including, bridging, accommodating, and managing these supposed differences. Diversity is psychologized, depoli ticized, and biopoliticized. It becomes merely a means to an end. The end being superior organi zational outcomes in terms of utility and functionality. I contend that an ecological perspective makes for a more constructive and expansive view of human diversity. I discuss the contours of this emergent perspective and the many ways in which it expands our understanding of human diversity. Ultimately, I contend looking at diversity from an ecological perspective makes for a richer understanding of the relationship between diversity and the human experience.

W artykule podjęty został problem: mowa nienawiści a Kościół katolicki. Poprzez analizę tekstów prasowych i internetowych zajmujących się tematyką katolicyzmu, ukazano różnorodne podejścia do terminu mowa nienawiści, jak i jego stosowania. Na podstawie cytowanych opinii przedstawicieli Kościoła zaprezentowano opisywany termin, nawiązując do kwestii wolności słowa czy mowy pogardy. Podjęto również wątek kontrowersji związanych z nieobecnością Kościoła katolickiego w ważnych dyskusjach i raportach podejmujących temat grup narażonych na nienawistne ataki słowne. Na zakończenie nawiązano do wychowawczej roli Kościoła w odniesieniu do reguł komunikacji międzyludzkiej.
The article addresses the following issue: hate speech and the Catholic Church. By analyzing press and internet texts dealing with the subject of Catholicism, various approaches have been shown to the term hate speech as well as its use. Based of the quoted opinions of the Church's representatives, the term presented referring to the freedom of speech or the speech of contempt. There was also a controversy over the absence of the Catholic Church in important discussions and reports addressing groups vulnerable to hate speech attacks. At the end the article refers to the educational function of the Church for keeping the rules of interpersonal communication.

The new technologies are fundamentally changing the culture of human rights, including the right to freedom of speech, by lowering the level of sensitivity to their violation and making people gradually accustomed to systemic restrictions not only on the right to privacy but also on the sovereignty of the nation. The dependence on new information and communication technologies is transforming the constitutional identity of the democratic state ruled by law, without formally changing the existing constitution. Mowa nienawiści jest niewątpliwie zjawiskiem wieloaspektowym. Można ją ujmować z kontekście prawnym i prawa pracy, politologicznym, kulturowym, pedagogicznym, lingwistycznym i socjologicznym. W aspekcie prawnym mowa nienawiści może zostać ujęta z punktu widzenia ochrony praw człowieka, z punktu widzenia karnoprawnego i cywilnoprawnego. Jest zjawiskiem globalnym, dynamicznym, wzbudzającym wiele kontrowersji i dyskusji. W niniejszym artykule zostanie podjęta próba zdefiniowania mowy nienawiści w ramach doktryny prawa karnego oraz poza doktryną prawa karnego, a także zostanie omówiona problematyka wzrastającej tendencji do stosowania mowy nienawiści na stadionach oraz wyniki badań przeprowadzonych wśród kibiców na Śląsku, wyniki głosowania na konferencji „Bezpieczny Stadion” w kontekście bezpieczeństwa na stadionach, a także wskazane zostaną działania zapobiegawcze w tym zakresie.
Hate speech is undoubtedly a multi-faceted phenomenon. It can be approached from the legal and labor law, political, cultural, pedagogical, linguistic and sociological contexts. In legal terms, hate speech can be understood from the point of view of the protection of human rights, from the point of view of the criminal and civil law. It is a global phenomenon, dynamic, arousing much controversy and discussion. This article will attempt to define hate speech as part of the criminal law doctrine and beyond the criminal law doctrine, and the issue of increasing tendency to use hate speech at stadiums, results of research conducted among fans in Silesia will be discussed and preventive actions will be indicated.
