    Celem artykułu jest przedstawienie finansowania oraz realizacji prac naukowo-badawczych w Polsce oraz USA, determinujących współpracę uczelni z przemysłem, w kontekście budowy innowacyjnej gospodarki. Zaprezentowano model finansowania oraz realizacji prac naukowo-badawczych w Polsce oraz USA, jako kraju, który przoduje w zakresie współpracy uczelni z przemysłem. Omówiono podmioty zaangażowane w proces innowacyjny w Polsce oraz USA. Wskazano źródła finansowania prac naukowo-badawczych w obu krajach. Badania przeprowadzono z wykorzystaniem metody desk research. W oparciu o przeprowadzoną analizę zaproponowano działania mające na celu zwiększenie zaangażowania uczelni w proces tworzenia innowacji w Polsce.
    The goal of the article was to describe the methods of financing research and development activities in Poland and United States. The funding of cooperation between academia and industry is needed for continuing development of the knowledge-based economy. The USA is one of the world leaders in the cooperation between a university and industry. The article also describes the involvement and role of all cooperating partners in creating an effective innovativeness network in the Poland and USA. The paper also includes an analysis of the financial resources available for research and development project in the USA and Poland. The article described is library research. Based on an analysis of research and development projects in both countries, the article offers some ideas for improvement in the better utilization of the potential of academic institutions to meet the research and development goals of the knowledge-based economy.

    Opis:
    The methodology to assess technology readiness is currently the key instrument in supporting the decisions to finance research and development projects. It was originally used in the area of aviation and space technologies, where the requirements connected with reliability and resilience to extremely difficult conditions are very high. Nowadays the methodology is used in Poland in the evaluation of research and development activities related to commercial market that is characterized by massive diversity. The need to apply this methodology in the process of commercializing new products is indicated in this study.

    According to intelligent design theory, certain biological and cosmic phenomena were designed by an intelligent being, which could be just as well natural and supernatural. This design is to be scientifically detectable in basically similar fashion as in the case of the effects of the purposeful activity of man. However, critics pose an objection that unscientific character of this theory is discernible in that it is not useful for science because it does not inspire new scientific research and thus it is stopping the progress of science. It is claimed that this theory could easily explain any phenomenon, referring to the category of „intelligent design”, and in this case the word „explanation” has ironic overtone. It is indicated also that proponents of intelligent design theory do not publish the results of their research in renowned scientific journals. This objection could be answered in twofold way: methodological and sociological in character. According to the first answer, science does not depend solely on inspiring new research but also on offering a new view of the known facts, and the design conclusion could be made and justified independently of whether it enables to gain knowledge of its maker or method of its accomplishment. The second answer is that development of novel theories is in large degree hampered by the resistance of the defenders of an orthodox theory, and of established understanding of science, who basically do not display tolerance for revolutionary theories. The mechanisms such as the procedure of reviewing of articles or financing of research projects system, controlled by the defenders of status quo, are of great importance in that case. The chances to receive the grants which could facilitate and accelerate the development of a new, going against the status quo theory, as well as to publish articles inspired by this theory in recognized scientific journals are minuscule, and the change of such situation requires the change of the preference pattern in the world of science.

    Both the size of appropriation as well as their distribution have had a profound impact on the shape and activities of the science sector. The creation of a fair system of distribution of public resources to research that will also facilitate the effective implementation of the pursued scientific policy goals represents a major challenge. The issue of the determination of the right proportions of individual distribution channels remains critical. Despite this task being the responsibility of the State, establishing cooperation in this respect with the scientific community is desirable. The implementation of solutions that raise the concerns of scientists leads to system instability and reduced effectiveness which is manifest among others in a lower level of indicators of scientific excellence and innovation in the country. These observations are pertinent to Poland where the manner in which scientific institutes operate were changed under the 2009–2011 reform. A neoliberal operating model based on competitiveness and rewarding of top rated scientific establishments and scientists was implemented. In light of these facts, the initiation of research that will provide information on how the implemented changes are perceived by the scientific community seems to be appropriate. The aim of this article is in particlar presenting how the project model of financing laid down under the reform is perceived and what kind of image has been shaped among Polish scientists. In order to gain a comprehensive picture of the situation, both the rational and emotional image was subject to analysis. The conclusions regarding the perception of the project model were drawn on the basis of empirical materials collected in a qualitative study the specifics of which will be presented in the chapter on methodology. Prior to that, the author discusses the basic models for the distribution of state support for science and characterises the most salient features of the system in place in Poland. To conclude, the possible implications of the shaped image of the project model on the national science system will be presented.
    Na kształt i działalność sektora nauki przemożny wpływ wywiera zarówno wielkość alokowanych środków, jak i sposób ich dystrybucji. Stworzenie sprawiedliwego systemu podziału środków publicznych na badania, który jednocześnie pozwoli w efektywny sposób realizować wytyczone cele polityki naukowej, stanowi poważne wyzwanie. Kluczową kwestią pozostaje określenie właściwych proporcji poszczególnych kanałów dystrybucji środków. Chociaż zadanie to znajduje się w gestii państwa, pożądane jest podjęcie w tym zakresie współpracy ze środowiskiem naukowym. Wprowadzanie rozwiązań, które budzą sprzeciw naukowców powoduje bowiem, że system jest niestabilny i osiąga mniejszą skuteczność, co przejawia się między innymi niższym poziomem wskaźników doskonałości naukowej i innowacyjności kraju. Powyższe spostrzeżenia zyskują na aktualności w Polsce, gdzie na mocy reform z lat 2009–2011 zmianie uległy zasady działania instytucji naukowych. Wprowadzono neoliberalny model funkcjonowania, którego podstawą jest konkurencyjność i premiowanie najlepiej ocenianych jednostek naukowych i naukowców. W obliczu tych faktów zasadne wydaje się podjęcie badań, które dostarczą wiedzy o tym, jak dokonane zmiany odbierane są przez środowisko naukowe. Celem niniejszego artykułu jest w szczególności przedstawienie, jak postrzegany jest ustanowiony w wyniku reform projektowy model finansowania i jaki jego wizerunek ukształtował się w oczach polskich naukowców. Aby uzyskać kompletny obraz sytuacji, przeanalizowano zarówno wizerunek racjonalny, jak i emocjonalny. Wnioski dotyczące postrzegania modelu projektowego wysunięto na podstawie materiału empirycznego zgromadzonego w badaniu jakościowym, którego szczegóły zostaną zaprezentowane w rozdziale metodologicznym. Wcześniej zaś autorka omówi podstawowe modele dystrybucji środków publicznych na naukę oraz scharakteryzuje najistotniejsze cechy systemu funkcjonującego w Polsce. Na zakończenie zaś przedstawione zostaną implikacje, jakie ukształtowany wizerunek modelu projektowego może mieć dla krajowego systemu nauki.

W artykule zastosowano analizę materiałów źródłowych, studium przypadku, metodę bibliograficzną.
    The main purpose of the article is to bring the reader closer to the issues of financing research and development works in the field of rail transport from the perspective of the institution benefiting from funds allocated for science, i.e. the Railway Research Institute. The analysis of source materials, case study and bibliographic method were used in the paper.
