    Opis:
    Purpose: The goals of the paper was a comparative analysis of educational systems as well as educational standards and funding in Poland and the United States. This was done for the purpose of identifying the best practices in both systems. Design/methodology approach: Two educational systems, Hazleton (PA-USA) and Rybnik (Poland) were analyzed from the perspective of the structure of education, educational standards and funding. The sources of information included, but not limited to the Polish Ministry of Education, Hazleton Area School District, Pennsylvania Department of Education and the United States Department of Education. Findings: The educational systems in Poland and the United States have more similarities than differences. The subjects being taught as well as the educational standards are similar. The educational system is more uniform throughout Poland because it is centrally administered by the Ministry of Education. The Performance scores of students are slightly higher in Poland. This is true in Mathematics, Reading and Science. The educational system in the United States is neither uniform throughout the country nor throughout the state of Pennsylvania. It may also vary from one school district to another school district. Research Limitations: The research limitation was the comparison of one school district Hazleton, PA (USA) with the school district in Rybnik (Poland). No competency testing was done by the authors in either of the school districts. Student competency comparison was done by using the standardized testing data obtained from the Ministry of Education (Poland) and the Department of Education (Pennsylvania). Practical Implications: A comparative analysis of the educational systems in Poland and the United States may allow for identifying the best and most effective practices which could be implemented in both countries. Social Implications: The educational system in the United States allows for dual enrollment (high school and university at the same time). Piloting a similar model in Poland would have significant social implications. Originality/value: Identifying the best and most effective educational practices in Poland and the United States is critical for planning improvements and developing a best practices model.

    Opis:
    The aim of the paper is to apply methods in the financial management of public decision-making units in the educational services industry in Slovakia that is represented as NACE Rev. 2 85.42.0 - Tertiary education. The paper provides a closer look at the funding of public universities in Slovakia from 1989 to the present. The idea is to deal with the position of public universities and the development of the entire tertiary education. Attention is paid to financial and non-financial indicators of the tertiary education sector, retrospective financial analysis of public universities in Slovakia and their competitiveness. Results of such or similar analyzes with a focus on the public higher education sector are absent. The results show that the funding of public universities in Slovakia is at a low level compared to selected EU countries. The Technical University of Kosice, Pavol Jozef Safarik University in Kosice, and Comenius University in Bratislava represent the ranking of the best decision-making units of the tertiary education system at the national level. Universities in Slovakia must adapt to the needs of the future; otherwise, a large group of the unemployed will increase in a few years. Cooperation between universities and businesses at national and international level is important, all on the issue of paying attention to the goals of sustainable development.
    Celem artykułu jest zastosowanie metod w zarządzaniu finansami publicznych jednostek decyzyjnych w branży usług edukacyjnych na Słowacji reprezentowanej jako NACE Rev. 2 85.42.0 - Szkolnictwo wyższe. Artykuł przedstawia bliżej finansowanie uniwersytetów publicznych na Słowacji od 1989 roku do chwili obecnej. Chodzi o zajęcie się pozycją uczelni publicznych i rozwojem całego szkolnictwa wyższego. Zwrócono uwagę na wskaźniki finansowe i niefinansowe sektora szkolnictwa wyższego, retrospektywną analizę finansową uczelni publicznych na Słowacji oraz ich konkurencyjność. Brak jest wyników takich lub podobnych analiz skupiających się na publicznym sektorze szkolnictwa wyższego. Wyniki pokazują, że finansowanie uczelni publicznych na Słowacji jest na niskim poziomie w porównaniu z wybranymi krajami UE. Uniwersytet Techniczny w Koszycach, Uniwersytet Pavola Jozefa Safarika w Koszycach oraz Uniwersytet Comeniusa w Bratysławie stanowią ranking najlepszych jednostek decyzyjnych systemu szkolnictwa wyższego na poziomie krajowym. Uniwersytety na Słowacji muszą dostosować się do potrzeb przyszłości; w przeciwnym razie za kilka lat powiększy się liczna grupa bezrobotnych. Ważna jest współpraca między uczelniami a przedsiębiorstwami na poziomie krajowym i międzynarodowym, wszystko w kwestii zwrócenia uwagi na cele zrównoważonego rozwoju.

    Opis:
    The purpose of this article is to investigate peculiarities of educational potential investment in the context of Ukraine's population. This paper focuses on the analysis of the growth rate of total education expenditure, the tendency of changes of total education expenditure indicators in Ukraine in 20072015. This paper aims at comparing the cost structure according to financing agents and sources. We also analyse the number and enrolment of students in higher educational establishments according to state financing. Moreover, this paper defines the basic problems of the current system of education financing in Ukraine and the ways of its elimination.
    Celem niniejszego artykułu jest zbadanie cech edukacyjnego potencjału inwestycji w kontekście ludności Ukrainy. Artykuł poświęcony jest analizie tempa wzrostu całkowitych wydatków na edukację i tendencji zmiany zagregowanych wskaźników wydatków na edukację w Ukrainie w latach 20072015. Przedstawiono strukturę kosztów finansowania oraz przeanalizowano ilość studentów w uczelniach wyższych, zgodnie z państwowym finansowaniem. Określono podstawowe problemy istniejącego systemu finansowania edukacji w Ukrainie i sposoby ich rozwiązywania.

    Intencją autorów jest przyjrzenie się obecnemu kierunkowi reform szkolnictwa wyższego w Polsce przez pryzmat zrealizowanej nordyckiej utopii, czyli tych rozwiązań systemowych dotyczących szkolnictwa i uniwersytetów, do których w sensie ideowym i strukturalnym zmierza także polskie szkolnictwo wyższe. Mimo wieloletniej tradycji wykorzystywania uniwersytetów do realizacji idei egalitaryzmu i utylitaryzmu społecznego w myśl założeń państwa opiekuńczego, państwa nordyckie w ciągu ostatnich dwudziestu lat stopniowo zmieniły politykę szkolnictwa wyższego i poczyniły znaczące kroki w kierunku zastąpienia modelu kontroli państwa nad szkolnictwem wyższym modelem luźniejszego nadzoru państwowego nad tym sektorem. Przeszły zatem wcześniej niż Polska zmianę, którą teoretycy umiejscawiają w szerszym kontekście ewolucji humboldtowskiego modelu szkolnictwa wyższego w kierunku modelu anglo-amerykańskiego. Niniejszy tekst dotyczy głównych aspektów i linii podziału między systemem anglo-amerykańskim i humboldtowskim w odniesieniu do dwóch metaobszarów funkcjonowania szkolnictwa wyższego, tj. zarządzania i finansowania. Zestawienie proponowanych rozwiązań polskich z wprowadzonymi już rozwiązaniami w krajach nordyckich ma na celu ukazanie skomplikowania i większej złożoności tego procesu niż mogłoby to wynikać ze schematycznych opisów typów idealnych.
    The authors’ intent is to examine the current direction of reforms in Poland’s higher education in the light of the fulfilled Nordic utopia, i.e. the systemie Solutions in school education and universities which Poland’s higher education is aiming for, ideologically and structurally. Despite many years of tradition in employing universities as a tool to establish the idea of egalitarism and social utilitarianism within a welfare State, Nordic countries have gradually modified their higher education policies in the last twenty years, making significant steps towards replacing the State control model with a more loose State supervision over the sector. Therefore, they went ahead of Poland in making a change which theoreticians put in a broader context of evolution from the Humboldtian to the Anglo- American model of higher education. The paper focuses on key aspects and dividing lines between the Anglo-American model and the Humboldtian model, making a reference to two meta-areas of higher education i.e. management and funding. The proposed Polish Solutions are juxtaposed with the already-implemented Nordic Solutions in order to show that this process is more complex than one might assume on the basis of formulaic descriptions of ideal types.
