    Zagadnienie oceny stanu obiektów technicznych nabiera szczególnego znaczenia głównie w fazie eksploatacji, ze względu na uwarunkowania ekonomiczne i ekologiczne. Stosowane obecnie urządzenia diagnozujące stan obiektów, takich jak pojazdy samochodowe, ograniczają się jedynie do pomiarów. Sprawy znacznie się komplikują, jeżeli chodzi o stan, w jakim był obiekt przed np. wypadkiem lub, jaka jest prognoza, co do dalszej jego eksploatacji. W artykule omówiono problematykę tworzenia systemu doradczego dla badań diagnostycznych obiektów technicznych.
    The problem of technical objects state gathers special meanings mainly in exploitation phase, with regard on economic and ecological conditions. Currently practical diagnostic mechanisms of objects state, such as car vehicles, restrain only to measurements. Matters become complicated considerably, about state, in which object was found before accident for instance, or how is prognosis, regarding its further exploitation. In this article the matter of problems of advisory system creation for diagnostic investigations of technical objects was under discussion.

    Over the last decade the Global Positioning System has become a global, multifunctional tool which provides services that are an integral part of U.S. national security as well as the security of other highly developed countries. Economic development, transport security as well as homeland security are important elements of the global economic infrastructure. In 2000 the United States acknowledged the growing significance of GPS for civilian users and stopped intentionally degrading accuracy for non-military signals that are known as “Selective Availability”. Since then, commercial applications of satellite systems have been proliferating even more rapidly, and therefore, their importance in everyday life has greatly increased. Currently, services that depend on information obtained from the Global Positioning System are the driving force behind economic growth, economic development and the improvement in life safety. This economic development would not be possible without the financial and political support of the US government to maintain the operation of the GPS system. Therefore it is important to have knowledge about the intentions of the US government how system GPS will be developed in the future. Decisions taken in the last 3 months are the subject of this article.

    Opis:
    Rapid expansion of 5G affects a number of sectors, including vehicular communications relying on cooperative intelligent transportation systems (C-ITS). More specifically, in the context of the Internet of Vehicles (IoV), a particular emphasis is placed on modern cellular V2X (C-V2X) technologies aiming to further improve road safety. This work originates from the detailed scope of the ongoing 5G-DRIVE research project promoting cooperation between the EU and China, with the aim of demonstrating IoV services that rely on vehicle-to-infrastructure (V2I) communications. With the C-V2X approach serving as a point of departure, we analyze and describe a specific green light-optimized speed advisory (GLOSA) use case, for which we provide a detailed descriptive framework, a proposed architectural framework for trials, as well as specific KPIs for the joint assessment of trials between the EU and China. We also discuss the context for performance test procedures to be conducted as part of the intended trials. GLOSA provides end-users with short-term information on upcoming traffic light status to optimize traffic flows, help prevent speed limit violations, improve fuel efficiency, and reduce pollution.

    W pracy przedstawiono rolę doradztwa rolniczego we wdrażaniu koncepcji trwałego i zrównoważonego rozwoju oraz w upowszechnianiu nowych funkcji współczesnego rolnictwa i obszarów wiejskich. W literaturze naukowej od kilkunastu lat dyskutuje się głównie o wielofunkcyjności obszarów wiejskich (multifunctionality of rural areas), rozumiejąc przez to dywersyfikację ekonomiczną wsi, a więc zwiększenie możliwości zatrudnienia w działalności pozarolniczej na obszarach wiejskich. Natomiast wielofunkcyjność rolnictwa (multifunctionality of agriculture) jako zagadnienie społeczno-ekonomiczne jest zagadnieniem mało rozpoznanym i niedostatecznie uwzględnianym w badaniach naukowych. O ile bowiem produkcyjne (rynkowe) funkcje rolnictwa są nam wszystkim dobrze znane, to funkcje pozarynkowe (non-commodity outputs of agriculture) stanowią trudność, jeśli chodzi o ich identyfikację i klasyfikację, biorąc pod uwagę nierynkowe efekty rolnictwa w sferze gospodarczej, społecznej, kulturowej i przyrodniczej. W kontekście tej problematyki pojawiają się nowe wyzwania dla doradztwa rolniczego, które powinno odegrać wiodąca rolę we wdrażaniu idei rozwoju zrównoważonego oraz upowszechnianiu pozakomercyjnych funkcji rolnictwa. Dostrzeżenie i docenienie wielofunkcyjności rolnictwa skłania więc do ochrony i wspierania rolnictwa w ramach Wspólnej Polityki Rolnej UE jako szczególnego działu gospodarki.
    The paper presents the role of agricultural advisory services in implementing the concept of sustainable development and in promoting new functions of contemporary agriculture and rural development. For several years in the scientific literature one has been discussing mainly multifunctionality of rural areas, understanding it as economic diversfication of countryside, namely increase in employment opportunity in agricultural activity in rural areas. On the contrary, multifunctionality of agriculture as a socio-economic problem is an issue hardly recognized and insuciently considered in scientific studies. As far as production (market) functions of agriculture are well known to all of us, o-market functions (noncommodities outputs of agriculture) constitute a diculty, as far as their identification and classification is concerned, taking into account non-market e ects of agriculture in economic, social, cultural and natural sphere. In the context of these issues, there are new challneges for agricultural advisory services. It should play a leading role in implementing the idea of sustainable development and in promoting non-commercial functions of agriculture. Thus, perception and appreciation of multifunctionality of agriculture induces to protect and support agriculture under the European Union’s Common Agricultural Policy, as a special sector of the economy.

    W opracowaniu zaprezentowano rolę rządu w kreowaniu polityki wobec doradztwa rolniczego, ze szczególnym uwzględnieniem jej znaczenia dla warunków realizacji usług doradczych. Na podstawie dokumentów podsumowujących działania grupy roboczej Systemu Innowacji i Wiedzy Rolniczej (CWG AKIS) w ramach Stałego Komitetu ds. Badań w Rolnictwie (SCAR), w tym raportu SWG AKIS „Systemy Wiedzy i Innowacji Rolniczej Ku Przyszłości – Dokument „foresight”, w odniesieniu do obszaru usług doradczych przedstawiono sposób podejścia do realizacji usług doradczych. Zwrócono także uwagę na synergie między celami realizowanych usług doradczych, a polityką rządu wobec doradztwa rolniczego oraz funduszami wspierającymi interaktywny model innowacji w doradztwie rolniczym. Przedstawione propozycje powinny przyczynić się do budowy efektywnego systemu doradztwa rolniczego, skutecznie wspierającego rozwój sektora rolno-spożywczego i obszarów wiejskich.
    The study presents the role of the Government in the creation of farm advisory policy, with particular emphasis on its importance to the conditions for the implementation of advisory services. On the basis of the documents that summarize the activities of the Working Group of the Agricultural Knowledge and Innovation Systems (CWG AKIS) within the framework of the Standing Committee on Agricultural Research (SCAR), including SWG report AKIS “Knowledge and Innovation Systems of farming to the future – the foresight“, in relation to the consultancy services shows you how to approach implementation consulting services. Attention was also on the synergies between the objectives pursued and the Government policy advisory services with the funds and advisory support interactive model of innovation in agriculture. The proposals should contribute to the construction of efficient farm advisory system, effectively supporting the development of the agro-food sector and rural areas.
