In the second part of the 20th century “welfare state” model became a recognizable part of social-economic policy in majority of Western countries, called west civilisation countries. Remarkable achievements of this model like: generous social care programs, free education and healthcare systems, complex and universal state support for the families, supplementary payments for them and egalitarian way of income distribution distinguish it from other countries and civilisations. For many years this model was recognized as undoubted achievement of Western civilisation. However, changes in the global economy at the turn of 20th and 21st centuries influenced the “welfare state” policy, which started to be interpreted as a barrier in economic growth. Nowadays, for many people it seems to be a kind of dilemma either to choose dynamic economic growth or rich social state contribution to its society.

The co-creation/co-production paradigm received significant attention in the last decades from Public Administration managers, officials, and scholars as a viable tool to overcome the limits of the New Public Management framework. Some scholars recognise that co-creation can be the basis for building an alternative administration model called New Public Governance. Other research found that co-creation is an innovative practice in the social investment policy frame. A more recent EU research project examines the idea and practice of co-creation in public services informed by lived experience pilots in 10 European countries. This paper presents the Italian case as an example of an institutional configuration open to the citizens’ participation in the co-design of public services. The paper is organised as follows. In the first paragraph, we illustrate the recent development of the legislation concerning the participation of citizens and civil society organisations in designing and delivering public services and/or management of common goods. The second paragraph deals with a deep analysis of “grey material” and scientific publications concerning the history, evolution and future perspectives of the “Shared Administration” procedures. The third paragraph presents a case study of collaboration between citizens, Third Sector/Civil Society Organisations (TSO/CSO) and public administration at the local level (Municipality of Bologna). The conclusive paragraph summarises the key findings of our study.

Social policy has the ideal of cohesion and inclusiveness of all citizens, but it has to “play” an active role in creating opportunities for them. It encopmasses in itself primarily a balance between economic efficiency and social solidarity distribution, and strives towards a  consensual social model in which the government and the opposition generally agree on the fundamental priorities of society.              Starting from July 1st, 2013, Croatia has been a member of the European Union. What experiences can that country bring to European Union? In spite  of the differences between the European countries becoming more and more expressed and bigger, there is a common element: a conscience that  social justice and social reconciliation could contribute to an economical development and that are not just an expense; but the  opposite: an economical development that  must contribute to social reconciliation.              In the process of the preparation for this work and during the process of  its realization, I used the methods of reading a lot of literature, including professional books, professional journals and legislation literature. Social policy has been for years one of my major fields of interest, so some facts I knew already.              My research goal is to examine the development so far of the social policy in Croatia, to detect the most important conditions which are necessary to develop  high-quality social policies, to discover which are strong sides, and which are weak sides of the Croatian social policy, and therefore what is important to strongly develop, and what is redundant and/or old-fashioned, to throw away or neglect.

The motive for choosing the topic in the presented article is the deep dichotomy between prosperity and poverty that still exists in the modern world. After World War II, this problem did not decrease, given the clear economic, social and political division into highly-, medium- and under-developed countries. The latter in the UN nomenclature are described as “developing” rather than the previously used name: Third World countries. The main aim of the study is to indicate the scientific achievements in these areas of Nobel Prize winners affecting welfare policy and eradication of poverty within the dynamically developing “welfare economics”. Considerations in this regard—in a reasoned way—are preceded by a discussion of the population theory of T. R. Malthus, as well as a presentation of income disparities in the light of the theory of distribution. Even before World War II, the authors V. Pareto, A. C. Pigou and A. Bergson made achievements in analyzing welfare economics in pioneering theoretical studies. Contemporary research on these topics is also presented, which was carried out by last year’s Nobel Prize winners E. Duflo, A. Banerjee and M. R. Kremer dealing with the economics of the development of the poorest countries. An outline of the welfare state concept adopted after World War II in some Western countries is presented. Welfare policy and eradication of poverty in the poorest countries is described, based largely on the results of research by Nobel Prize winners.
Motywem wyboru tematu w prezentowanym artykule jest wciąż występująca we współczesnym świecie głęboka dychotomia między dobrobytem a ubóstwem. Po drugiej wojnie światowej problem ten nie zmniejszył się, mając na uwadze występujący wyraźny podział ekonomiczny, społeczny i polityczny na kraje wysoko, średnio i słabo rozwinięte. Te ostatnie w nomenklaturze ONZ określane są jako „rozwijające” wobec poprzednio używanej nazwy: kraje Trzeciego Świata. Głównym celem opracowania jest wskazanie na dorobek naukowy w tych dziedzinach noblistów mających wpływ na politykę dobrobytu i zwalczania ubóstwa w ramach dynamicznie rozwijającej się „ekonomii dobrobytu”. Rozważania w tym zakresie – w sposób zasadny – poprzedzono omówieniem teorii ludnościowej T.R. Malthusa, a także przedstawieniem zróżnicowań dochodów w świetle teorii podziału. Osiągnięcia ekonomii dobrobytu w prekursorskich opracowaniach teoretycznych jeszcze przed drugą wojną światową odnoszą się do autorów V. Pareto, A.C. Pigou i A. Bergsona. Przedstawiono również współczesne badania na te tematy przeprowadzone przez ubiegłorocznych noblistów E. Duflo, A. Banerjee i M.R. Kremera, zajmujących się ekonomią rozwoju krajów najuboższych. W zarysie wskazano na przyjętą po drugiej wojnie światowej w części krajów zachodnich koncepcję państwa dobrobytu. Przedstawiono politykę dobrobytu i zwalczania ubóstwa w najuboższych krajach, opartą w dużej mierze na rezultatach badań laureatów Nagrody Nobla.

The family as the smallest social entity underlies each society and fulfils three basic functions: procreative, educational and economic. Among others, deteriorating economic conditions, i.e. high unemployment rate, low salary, increase of both running and educational costs are the main problems that face contemporary families. Expansion of pathological phenomena e.g. alcoholism, drug addiction, violence within the family, and crime can lead to the breakdown of the family. Other threats to the family persistence are disintegration of an extended family, lowering number of children per family.

The social exclusion is impossibilities determined in categories of participating in relevant aspects of the, economic, political social life and the cultural given society. The poverty is being related to persons, families or groups of people, of which resources (financial, cultural and social) they are limited in such a step, that the level of their life is lowering beyond the accepted minimum in the country of residence. A homelessness is both a cause and effect of other states of the poverty, lack of motivation, rejecting moral norms, lack of the ability, too pathological having socially recognised features. A poverty and a homelessness are one of social important issues of contemporary world which requires preventive concrete actions preventing of coming into existence of this phenomenon in order not to lead to the social exclusion.

This paper addresses the issues related to higher education in selected EU Member States and its contribution to the creation of wealth. Special emphasis was placed on the shape of education policy in selected countries through an analysis of the main indicators characterizing the same. The paper raises a number of questions which are important from the point of view of social policy: these questions relate to the policy of higher education funding and attempts to isolate and identify the relationships between higher education funding and the situation of people with higher education on the labour market. In the first part of this paper, the author presents the phenomenon of welfare by taking into account its measurement, especially those measures that relate to education related elements. Then the author indicates the relationship between education, especially its availability, and the process of wealth creation in the economy. In the empirical part of the paper an analysis is carried out on the basis of available and comparable indicators for selected EU Member States and conclusions are drawn based on the indicators.

This article, through the prism of immigration policy models proposed by Stephen Castles (1995), Steven Weldon (2005) and Liah Greenfeld (1998), discusses those aspects of Norwegian immigration policy that refer directly to children. Areas such as employment, education, housing and health care influence the situation of an immigrant family, which in turn affects the wellbeing of a child. However, it is the education system and the work of Child Welfare Services that most directly influence a child’s position. Analysis presented in this article is based on the White Paper to the Norwegian Parliament, and data that were obtained in expert interviews and ethnographic observation in Akershus and Buskerud area in Norway, conducted between 2012 and 2014. The article raises the question whether the tools of immigration policy used by social workers and teachers lead to integration understood as an outcome of a pluralist or individualistic-civic model of immigration policy or are rather aimed at assimilation into Norwegian society, attempting to impose the effect of assimilation or the collectivistic-civic policy model.

The topic of the article is the situation of the Roma ethnic group in Poland as beneficiaries of assistance activities in the broad sense of the term – both of the social welfare system, as well as education and labour market institutions. In the first part, a short description of the Roma community in Poland will be presented on the background of other countries of the region, with particular emphasis on their social and living situation and moral changes. The situation of Roma living in Poland as clients of the social welfare sector will be described further along with challenges and dilemmas for social work and designing sectoral policies, including labour market and education, resulting from working in a culturally different environment from the majority society. In the context of multiculturalism policy implementation, the issue of potential possibilities of adapting national social policy to the specific needs and cultural requirements of the Roma ethnic minority will be discussed, as well as examples of good practices will be presented. The text is based on existing data sources, as well as partly on the author's own research conducted due to being prepared PhD dissertation and her personal experience in working with Roma in Małopolska and Upper Silesia.

The paper focuses on short run macroeconomic dynamics triggered by dem and side shocks. In particular, the paper analyzes, in a general equilibrium framework, the impact of transitory demand side shocks on the behavior of macroeconomic variables and examines the relevance of policy instruments during downturns in economics activity. The paper establishes that transitory shocks can have persistent effects. It shows that stabilization is desirable even if shocks are transitory in nature. In particular, the article reveals that debt financed government spending is a diable stabilization tool and can improve welfare at all horizons even though it inhibits physical capital formation.

In this paper we claim that the Swedish model should be perceived by a dynamic relation between its two pillars, namely economic and welfare policies. It is this relation that explains its creation, evolution, and recent transformation. Also, the Swedish model was not only an economic or social project, but it concerned a society as a whole. This is why it were not the policies themselves that defined what the model was, yet rather their relationship toward the supreme goal of creating classless society of welfare. Political and economic toolbox changed in the 90s, but adherence to egalitarian and welfare values has not entirely vanished Thus we believe that we should rather speak of a continuation of the Swedish welfare state model in changing external conditions and a change of policy measures than of a radical shift in policy aims and values.

The process of creating the basic assumptions of the social policy of the Second Republic was extremely complicated and a coherent vision of the state's involvement in solving social issues was developed only in the thirties. At that time there was a clear definition of the Polish social policy framework. The final design included the issue of employment, social security, welfare, immigration and health care. An important factor in the development of social policy objectives was their dependence on economic conditions and the related development of methods for solving the ever changing social issues. With time, the modernization efforts were more and more important, due to them the Polish social policy was supposed to become more modern and focused on the removal of not only the effects but also the causes of the problems in society.

The undeniable fact is that various social sciences and other disciplines constitute the research perspective which relates to the practice of a multidimensional phenomenon. The welfare state is an excellent example of such notion, which in its nature unifies many theoretical and practical positions. It seems, however, that the economic and political dimensions of the welfare state (as conceptual or pro-social proposals) are disproportionately exposed both on the basis of scientific reflection and pragmatic approaches used by the institutions of the state. This tendency to think in economic and political terms, which incidentally is maintained for several decades, represents: (a) only one side of a complex nature of social welfare, and (b) a significant reductionism, leading to the elimination of sociological, cultural, educational, and psychological consequences of the functioning of the welfare state. This article is designed to reverse the trend of the dominant perception of the construct of the welfare state in economic and political terms, and replace it with the highlight of the mainly sociological dimension of this phenomenon (the welfare state sociology). However, it does not mean abandonment of the economic and political dimensions in general, as they are an integral part of the issue.

This article is based on a narrow definition of civil dialogue, which includes interactions between the bodies of public administration and non-governmental organisations (NGOs). The models of civil dialogue present in the basic units of local government (communes-Polish: gmina) were compared with the precepts of the European model of good governance. The author describes local civil dialogue in Poland (on the basis of existing data) and presents the results of his own research. These results show the approach of non-governmental organisations to social consultation with large municipal self-governments, as well as the reasons why NGOs avoid transparent forms of political communication.
