The regional development of Siberia faces some difficulties nowadays and they are thought to be the result of historical development. According to American authors, Clifford Gaddy and Fiona Hill (“The Siberian Curse”), as well as some Russian scientists, such problems stem from the period of Soviet abusive colonization of Siberia, or even earlier – from the period of monarchy. But it is essentially hard to realize the situation of Siberia from the perspective of Moscow, let alone from abroad. It is also difficult to imagine the huge differences in territorial proportions, contrasts in Siberian regions, and distances between cities. So it is not acceptable to use non-geographical, dot methods in solving regional problems of Siberia. In fact, the regional problems are very complicated and multilateral, and we should study them with an open mind. Development of Siberia, the Eastern and Northern territories, was not something special in Soviet times. It was based on the whole country large-scale development plans and strategic objectives

Opis:
Supporting smart specialization, taking into account regional potential, makes sense in the case of probable, significant increase of a competitive advantage in the region. This should result in economic growth. In turn, countering dispersion of the EU support by indicating smart specialization of a given region, constituting one of the policy objectives for regions, does not guarantee development of these specializations, and therefore, economic growth. One must remember that development of given specializations is a result of the local-level processes, which determine the market and at the same time being the main stimulant for their formulation. The strategic objective should be the introduction of such a system which will generate innovations, taking into account the advanced technologies and their diffusion into less developed areas. Flexibility should be an important aspect, understood as the capacity of specific areas to modify the use of their own potential. It is important to shape and promote pro-innovative and proentrepreneurial stances. Designating smart specialization and supporting it with the EU funds cannot be a goal in itself, but a carefully considered and prudent financial policy.

The aim of the work is to identify effects of the process of revitalization in the space of a region. The authors examine the results which were achieved on closing the realization of revitalization projects in the years 2007-2013 in Opolskie Voivodeship. They also undertake an attempt to determine their significance for the perspective shaping of the regional development policy. The research was conducted on the basis of the analyses of: applications of revitalization projects co-financed within the Regional Operation Program for Opolskie Voivodeship in the years 2007-2013, local revitalization programs in the cities of Opolskie Voivodeship, focus studies conducted in 12 cities of the region, as well as survey research carried out among representatives of all local government units in the voivodeship. The results of the studies point to the fact that the attained effects of revitalization only partially were in accordance with the assumptions of the conception of revitalization and its idea. It is indicated that cities, mainly medium-sized and large, are privileged regarding the range of generating positive changes which result from revitalization and that economic effects are marginalized.

This article aims to discuss the objectives and instruments of the European regional policy with particular reference to the current period of its programming. Programming is a particular feature of the implementation of the Community policy, therefore this study is also intended to present a short overview of the programming of this policy in Poland. The main information about the existence and evolution of European regional policy is presented. Special attention is given to its political programming (tasks and spheres of financial intervention), especially budget programming. The main purposes of solidarity policy in Poland are presented. Its programming tools which are implemented according to the main document, which characterises directions of financial support from the EU, are given. This document entitled the National Strategic Frames presents a diagnosis of the social and economic situation of the country and the intentions of its regions towards development of solidarity. It contains a chapter about financial resources sharing according to operation programs as well as a description of the realization system.

In the last ten-odd years we have been observing a discussion held in the European Union on the change of the regional policy paradigm in terms of its objectives, priorities, tools and the geographical scope of intervention. Changing development conditions require modification of the European cohesion policy model, the main priority of which still is to equalize the level of development of regions in the Community Member States. At the turn of the centuries we can see changes in the way the European cohesion policy is implemented and also the orientation of the equalization policy (which compensates the social and economic backwardness of regions) towards the development policy (which supports competitiveness, takes advantage of the endogenous potential for development and eliminates various barriers). Such policy is to contribute to a more effective use of the potential for development in the entire Community to stimulate growth, employment and cohesion. This paper aims at attracting attention to the evolution of the European cohesion policy model towards a place-based policy.

The article is aimed at analyzing the effects of the European Union regional policy to remove the disparities in the development of its member states. The analysis makes use of both European Commission reports and research carried out by the European scientific institutes in order to answer the question why the differences in the level of the member states' and particular regions' development do not decrease at all (regions), or decrease at a very slow pace (countries). It is not easy to answer the question due to the lack of tools accurate enough to measure the results of that regional policy. The present analysis enables the authoress making the following conclusions: 1) Funds spent on the cohesion policy should support the improvement of the quality of administration and established law to a greater extent than they have so far; 2) The effects of the cohesion policy in Poland will determine the future cohesion policy in the European Union; 3) It seems that Polish regions are strongly motivated and well prepared to absorb the funds offered within the cohesion policy. This potential should be used to increase Polish influence on the course of the European Union regional policy reform.

Artykuł ten podejmuje próbę naszkicowania trzech tez (Kukliński 2001b): 1) Model społecznie motywowanej polityki regionalnej był dominującym zjawiskiem XX wieku. 2) Model globalnie motywowanej polityki regionalnej będzie dominującym zjawiskiem XXI wieku. 3) Transformacja starego modelu polityki regionalnej w nowy model dokonuje się w warunkach okresu „burzy i naporu” lat 1980–2020. Przejście od starego do nowego modelu polityki regionalnej jest związane nierozłącznie z transformacją modelu polityki kohezyjnej, którym operuje Unia Europejska. Chodzi o zastąpienie modelu mechanicznej polityki spójności modelem organicznej polityki spójności.
In this paper I try to outline 3 theses: 1) In the experiences of the XX century the model of socially minded regional policy was the dominating phenomenon. 2) In the experiences of XXI century the model of globally minded regional policy will be the dominating phenomenon. 3) The transformation from the old to the new model is taking place in the great Sturm und Drang Periode of the years 1980–2020. The shift from the old to the new model of regional policy is firmly linked to the parallel transformation of the cohesion policies designed and implemented by the European Union. This is the shift from mechanically to organically minded cohesion policies.

The purpose of the article is to demonstrate the close relationship between regional development and territorial marketing, which based on the implementation of the marketing concept focuses on creating regional and local products and their effective positioning towards potential buyers. The presented thesis is a result of reflection on using regional marketing in creating regional policy, based on consideration of the specific features of the region which marketing specialists are supposed to know in order to create a marketing plan for the respective region. Further, the marketing plan may be used in the political strategy of regional development based on the satisfaction of the residents’ needs and their individual development. The care of politicians, who fulfil their functions following the election by the citizens, and the development of residents would coexist with the creation of regional development. The phenomena should be closely interrelated. When describing the interrelation from a scientific perspective, it must be said that synergy of the indicated types of activity depends on a series of facts and correlations which fall within various scientific domains. Therefore, there is a need for multidisciplinary approach. The authors of the article hypothesize that management of regional development should be supported by the professional use of regional marketing, taking into account the assumption that each organization should shape its impact system by analysing its needs, already used solutions and the needs of its stakeholders. The views expressed are based on the analysis of selected literature.

This study summarizes aspects of Serbian regional policy with special focus on regions and the development of the regional institutions. The study emphasizes the importance of the issue in the Republic of Serbia in 2010, with the ambition to join the European Union. With the enactment of the new Law on Regional Development and the legal framework five NUTS 2 regions were created. The Ministry of Economy and Regional Development is responsible for the institutional coordination of the regional policy. Regional Development Agencies are at the intermediate level of institutional hierarchy. After the regionalization of Serbia, the Autonomous Province of Vojvodina remained a whole and unified NUTS 2 region with complex and developed regional institutions.

The paper critically discusses several widespread views about regional development and how it can be stimulated by regional policy. It is argued that in the current development paradigm it is neither possible nor expedient to achieve regional convergence, which in effect would lead to a deep change in understanding the very assumptions of the EU Cohesion policy. It is indicated that external stimuli do not lead to an accelerated growth in lagging regions, which is especially true in the case of infrastructural projects, especially those which are related to incidental events, like expositions or sports championships. One of the most broadly used models for an ex ante evaluation – the HERMIN model – is also discussed.
