The article analyzes the content of the Polish journal Common Heritage („Wspolne Dziedzictwo”) published in Krzemieniec (Ukraine) in 2001-2004. The considerations are divided into four subject fields: the presentation of the journal, the religious life of the Polish Catholic community, the Polish historical and cultural past, and the daily life of Krzemieniec and its inhabitants. The main part of texts traces and searches for a place of the Polish community of 220 persons in the town of 22,000 inhabitants, and refers to issues which bring to-gether or differ from each other the Polish and Ukrainian nations, even the veiled case of the Wolyn slaughter which is usually eliminated from every day conversations.

The article presents the process of introduction of double naming to the Cieszyn lands, later to Zaolzie. It presents this process in the space of time from the middle of the 19th century to the present day. It devotes attention to the time of the Austro-Hungarian Empire, the interwar Czechoslovak Republic, post-war Czechoslovakia and the contemporary Czech Republic. In the context of dual naming, it draws attention to the legislative solutions of individual governments and to the use of dual naming in practice during specific periods. The article does not avoid describing sensitive issues such as the destruction of bilingual signs with double names of places and streets, or the growing wave of aversion towards Poles.

The monograph called Identita v literatuře Těšínska (Identity in the Literature of Czech Těšín Region) deals with the works of the Polish national minority in this region, especially with the literature after the World War II. The author also deals with the reception of works by Czech and Polish authors and the translation activities of the Polish minority. Particular studies bring specific results of Martinek‘s expert research and give an inspiring reflection of the topic being discussed. The book thus adequately follows the author‘s earlier work on the literature of Těšínsko, especially on the works Identita v literatuře českého Těšínska. Vybrané problémy (Identity in the Literature of Czech Těšín Region. Chosen Problems), 2009, and Życie literackie na Zaolziu 1920–1989 (Literary Life at Zaolzie 1920–1989), 2008, and a number of other partial studies.

The following text is an attempt at an analysis of the condition of the Polish minority in Ukraine. The subject of discussion is the tension appearing in relations between minority groups, the country where they live in and their foreign homeland. Loyalty to each of these two countries requires giving up part of their identity. From the perspective of the history of the twentieth century, the author reflects on the (im) possibility of consolidating the Polish movement in the context of the revolutionary events in Ukraine which took place in 2014. The author attempts to apply the principle of triangulation of sources, using the knowledge acquired during qualitative research in Ukraine conducted among the Polish community in February, July and August 2014 and also on the basis of other quantitative studies of a comparative nature conducted among minorities living in Ukraine, including the Polish one and its equivalent in Poland.

The aim of this paper is to present a new object of linguistic research, namely the entirety of publishing activities (mainly textbooks) intended for the Polish minority living in the USSR. This paper is divided into two parts. In the first section, the author shows the historic and political kontext of this publishing activity for Polish citizen speaking Polish in the interwar period. Thanks to autonomy, there appeared the possibility of education in Polish and publishing of textbooks for the Polish education, which was a part of the Soviet Union’s schooling system – the most important tools for the indoctrination and sovietisation of all nationalities, including the Polish minority. The second part presents the textbook entitled Elementarz by Balk and Charszewska, published in Moscow in 1940 and intended for learning Polish to children starting primary school education. The paper focused on the description of how propaganda and ideology were implemented in the Polish-language textbooks (eg. portraits of Stalin, Lenin, short readings contained difficult, clearly political context for young children). In the second part some distinctive features in the field of syntax, inflexion and lexis found in Elementarz are also presented. Analysis shows that deviations from the general Polish are not numerous (only 12 items). Most of them represents sovietisms – lexems denoting new objects and phenomena of Soviet reality, mainly borrowed from Russian (eg. kołchoz, szturmowo).

Artykuł dotyczy mediów etnicznych, produkowanych dla mniejszości i przez mniejszość narodową. W szczególności interesuje mnie rola mediów etnicznych w kontekście funkcjonowania mniejszości narodowej posiadającej własne państwo, a zatem takiej jak m.in. mniejszość polska w różnych krajach. W artykule przedstawiam modelowe ujęcie mediów etnicznych, aby skonfrontować je z sytuacją mediów aktualną dla części skupisk Polaków należących do mniejszości polskiej zagranicą, szczególnie z obszaru Europy Środkowo-Wschodniej. W ramach uniwersalnego podejścia odnoszę się do głównych sposobów finansowania mediów mniejszości i ich konsekwencji, szerokiego wachlarza funkcji mediów etnicznych, a także niezbędnych warunków, aby osiągnęły one swoje różnorodne cele wpływające na rozwój mniejszości. Ze względu na zmiany technologii medialnej, zestawione zostaną szanse i zagrożenia płynące z rozwoju internetu i narzędzi wirtualnej komunikacji. Tę modelową część zestawiam z sytuacją, kiedy nie ma woli odbioru mediów przez młodych przedstawicieli mniejszości w przypadku ich ograniczonej atrakcyjności. Rodzi to pytanie o sens i przyszłość mediów etnicznych oraz ich realne możliwości wpływania na budowanie mniejszości, a także o przyszłość samej mniejszości, która z tych mediów dobrowolnie i świadomie rezygnuje.
This article concerns ethnic media, produced for and by a national minority. In particular, I am interested in the role of ethnic media in the context of the functioning of a national minority with its own state, i.e. such as the Polish minority abroad. I present a model approach to ethnic media in order to confront it with the current media situation for some Polish minority communities abroad, especially from the Central and Eastern European area. Within the framework of a universal approach, I address the main ways in which minority media are funded and their consequences, the wide range of functions of ethnic media, as well as the necessary conditions for them to achieve their various goals affecting minority development. Due to the change in media technology, the opportunities and threats of the development of the internet and virtual communication tools will be juxtaposed. I will contrast this model part with the situation when there is no willingness of young minority representatives to receive ethnic media. This raises the question of the meaning and future of ethnic media and their real possibilities to influence the construction of minorities, as well as the future of the minority itself, which voluntarily and consciously abandons these media.

W niniejszej publikacji dokonano analizy sytuacji prawnej i faktycznej mniejszości polskiej w Republice Łotewskiej. Została ona przeprowadzona w oparciu o metody dogmatyczną i prawnohistoryczną. W jej toku ustalono, iż jej status prawny opiera się na nielicznych przepisach konstytucyjnych, w znacznej mierze bowiem wypływa z ustawodawstwa zwykłego i bilateralnych umów. Regulacje te wpisują się w pełni w zasadę demokratycznego państwa prawa. Mniejszość polska spotyka się przychylnym społecznym nastawieniem wobec swojej identyfikacji narodowej. Proces integracji jest oceniany jako wzorcowy i stanowi przeciwwagę dla wpływów rosyjskich. W publikacji zwrócono uwagę na kwestie związane z językiem, szkolnictwem i mediami – jako nośnikami kultury i wiedzy o państwie ojczystym. Zidentyfikowano następujące problemy z jakimi zmaga się mniejszość polska: trudna sytuacja ekonomiczna, zanik posługiwania się językiem polskim w przestrzeni prywatnej oraz brak wystarczającego wsparcia i zainteresowania losem Polaków na Łotwie ze strony polskich decydentów.
This publication analyses the legal and actual position of the Polish minority in the Republic of Latvia. It was conducted on the basis of dogmatic and legal-historical methods. In the course of the analysis it was established that the legal status of the Polish minority is based on few constitutional regulations and to a large extent it is derived from ordinary legislation and bilateral agreements. These regulations fully comply with the principle of a democratic state of law. The Polish minority receives a favourable social attitude towards its national identity. The integration process is assessed as exemplary and constitutes a counterbalance to Russian influence. The publication focuses on issues related to language, education and media - the carriers of culture and knowledge about the motherland. The following problems of the Polish minority have been identified: a difficult economic background, a decrease in the use of Polish in the private sphere and the lack of sufficient support and interest in the fate of Poles in Latvia on the part of Polish decision-makers.

The article provides an overview of the social situation of Polish minorities in Latvia, Lithuania, Belarus and Ukraine. In 1946–1948, the Polish authorities made efforts to encourage the re-emmigration of Polish miners with their families from Lupeni in Romanian Transylvania, who were descendants of 19th-century economic emigrants from Galicia. These activities were mainly carried out by the Central Board of the Coal Industry in Katowice, reporting to the Ministry of Industry. After arduous negotiations with the Romanian authorities, over 600 people came to Poland from Lupeni and settled in Kędzierzyn.

The aim of this paper is to explore the issue of Polish communities in Central Asia. The first part of the article provides some basic historical and socio‑demographic characteristics of Poles and people of Polish descent in this region. Next, the author discusses the characteristics and living conditions in subsequent eras (deportation and war time, post‑war Stalinist period, Khrushchev’s and Brezhnev’s rule, perestroika). The final section examines the situation of Poles in the newly independent post‑Soviet states. Stryj jest miastem znajdującym się w obwodzie lwowskim, około 75 km na południe od Lwowa. Z myślą o mieszkającej tam ludności polskiego pochodzenia zajęto się edukacją i krzewieniem wśród niej polskiej kultury, historii i tradycji. Obecnie zajmuje się tym m.in. Towarzystwo Kultury Polskiej Ziemi Lwowskiej. Celem organizacji jest przede wszystkim zrzeszanie mniejszości polskiej, ale również dbanie o zachowanie i propagowanie wśród jej członków polskiej kultury, historii i tradycji. Celem niniejszego artykułu jest omówienie sytuacji językowej wspólnoty polskiej na podstawie trzech wybranych biografii językowych. Materiał językowy stanowią wywiady przeprowadzone z dwu- lub wielojęzycznymi przedstawicielami poszczególnych pokoleń podczas odbywającej się w lipcu 2018 roku ekspedycji dialektologicznej.
Striy is a city in the Lviv region around 75 kilometers south of Lviv. Polish culture, history and tradition have spread there through the Polish community living in the area. Currently, the Association of Polish Culture of the Lviv Land is one of the organisations involved in the process. The organisation aims to bring together the Polish minority, but also engage their members in cultivating and propagating Polish culture, history and tradition. The main aim of the present article is to discuss the linguistic situation of the Polish community on the basis of the three chosen linguistic biographies. The linguistic data, gathered in July 2018 during a dialectological expedition, comprises interviews conducted with bilingual or multilingual representatives of particular generations.

This article presents the barriers of communication between members of two social groups - native Englishmen and Polish emigrants. The concepts of communication and their barriers were introduced. The Polish minority was defined, and the paradigm of symbolic interactionism was described, along with the grounded theory. The correlation between the level of prejudice and communication was investigated, as well as between the level of language skills and communication again. For this purpose, the triangulation of survey, interview and observation methods was used. The research sample was found using the snowball sampling and middle-class respondents of various ages have been surveyed. A disproportionately large number of English respondents have showed a high level of tolerance. Ultimately, correlation between prejudice and communication, nor between language proficiency and communication have not been found.
Niniejsza praca przedstawia problematykę komunikacji pomiędzy członkami dwóch grup społecznych – rodowitymi Anglikami i polskimi emigrantami. Przybliżono pojęcia komunikacji i ich barier. Zdefiniowano mniejszość polską i opisano paradygmat interakcjonizmu symbolicznego wraz z teorią ugruntowaną. Zbadano istnienie korelacji między poziomem uprzedzeń a komunikacją, a także pomiędzy poziomem zdolności językowych i ponownie komunikacją. Użyto w tym celu triangulacji metod ankiety, wywiadu i obserwacji. Próbę badawczą odnaleziono metodą kuli śnieżnej i zbadano respondentów w zróżnicowanym wieku z klasy średniej. Nieproporcjonalnie duża ilość angielskich respondentów wykazała się wysokim poziomem tolerancji. Ostatecznie nie stwierdzono korelacji pomiędzy uprzedzeniami a komunikacją ani pomiędzy poziomem znajomości języka i komunikacją.

Nauczanie języka polskiego jako obcego ma długoletnią tradycję zarówno w kraju, jak i za granicą. W obecnym czasie na Białorusi można mówić o dłuższym kryzysie studiów polonistycznych z uwagi na silny kontekst polityczny. Przedmiotem artykułu jest przedstawienie polityki językowej oraz jej wpływu na obecną sytuację społeczno-demograficzną mniejszości polskiej mieszkającej na Białorusi w oparciu o dane spisu powszechnego przeprowadzonego w 2019 roku.
Teaching Polish as a foreign language has a long tradition both at home and abroad. At present in Belarus, one can talk of a longer crisis in Polonistic studies due to the strong political context. The main topic of this article is a review of Polish language policy and an overview of the current socio-demographic situation of the Polish minority living in Belarus based on the census data conducted in 2019.
