    The European Commission put a growing emphasis on the territorial and integrated approach to policy support addressed in the frame of regional policy. In a special way this process refers to cities along with their functional environment. In Poland the National Spatial Development Concept 2030 has introduced the concept of functional areas, among others – Functional Urban Areas (FUAs). There is also a new tool – Integrated Territorial Investment (ITI) – for FUAs in the EU programming perspective of 2014-2020. The scope of the article includes FUAs of regional and sub-regional centers in Pomeranian Voivodeship. The objectives of this paper are: to identify the diversity of projects planned for FUAs; to identify factors that integrate the projects mentioned above. The following main methods have been applied: analysis of documents; typology of projects proposed for implementation concerning their subject and integrating factors. Territorial agreements basing on regional operational program were a formula of development planning in the researched FUAs, more liberal than the formula of ITI. In 95% projects integrating factors can be identified (as hypothesis) and classified. The projects relate to many fields, the most to energy efficiency, health and transport.

    W artykule przedstawiono rozwiązania instytucjonalne przyjęte w poszczególnych polskich aglomeracjach na potrzeby adaptacji do wymogu utworzenia tzw. związków Zintegrowanych Inwestycji Terytorialnych (ZIT) w europejskiej perspektywie finansowej na lata 2014–2020. Zjawisko analizowane jest w świetle mechanizmów tworzenia i funkcjonowania struktur współ- pracy metropolitalnej oraz koncepcji europeizacji. Rozważaniom przyświeca założenie, że wcześniejsze – mniej lub bardziej udane – próby instytucjonalizacji współpracy w polskich miejskich obszarach funkcjonalnych wpływają na proces tworzenia i funkcjonowania w nich związków ZIT. Artykuł przedstawia dyskusję na temat możliwych scenariuszy, analizuje ich zalety oraz wady, by na tej podstawie przedstawić prognozy co do dalszego działania poszczególnych związków ZIT.
    The paper focuses on the institutional solutions adopted in different Polish urban regions as a response to the requirement to create the so-called ITI instrument in the framework of 2014–2020 EU financial perspective. This phenomenon is analyzed in the light of the mechanism of launching and functioning of metropolitan cooperation structures and the concept of Europeanization. The authors assume that former – more or less successful – attempts to institutionalize such cooperation in Polish urban functional areas influence the process of creation and functioning of ITI cooperation.

    Opis:
    The purpose of the article is to present the functioning of a new European Union instrument – Integrated Territorial Investment (ITI). The instrument promotes spatial cohesion and affects local and regional economies. Its aim is to make it easier to run territorial strategies that need funding from different sources. The article describes the use of ITI on the Municipal Functional Area of Bydgoszcz and Toruń. The use of ITI, in line with the European Commission's assumptions, should lead to a closer cooperation between units forming an urban functional area. It also should motivate them to solve current problems together, and enable the use of common values - historical, geographic and natural in the Kujawsko-Pomorski region.
    Celem artykułu jest przedstawienie funkcji nowego narzędzia Unii Europejskiej – Zintegrowanych Inwestycji Terytorialnych (ZIT). Instrument wprowadzony przez UE służy do wspierania spójności przestrzennej oraz wpływa na gospodarki lokalne i regionalne. Problem ukazany został na przykładzie Miejskiego Obszaru Funkcjonalnego Bydgoszczy i Torunia. Wykorzystanie tego narzędzia, zgodnie z założeniami Komisji Europejskiej, ma skłonić do zacieśnienia współpracy pomiędzy jednostkami tworzącymi miejski obszar funkcjonalny oraz zmotywować je do wspólnego rozwiązywania aktualnych problemów, a także umożliwić wykorzystanie wspólnych walorów – historycznych, geograficznych i przyrodniczych regionu kujawsko-pomorskiego.

    The basic thesis of the paper was that territorial organization of public administration should change in relation to the development of urbanization. Its high dynamics in recent years tends to reflect on the transformation of administrative division of the state. Especially noteworthy in this regard is metropolitan areas status. As a result of metropolisation and suburbanisation, their role in the settlement system of Poland rises, but is not reflected their position in the system of territorial management and planning. For many years, under discussion is an empowerment of the metropolitan areas, which are integrated themselves through cooperation of local government and external suport measures, such as Integrated Territorial Investments.
    Podstawową tezą pracy jest stwierdzenie, że organizacja terytorialna administracji publicznej powinna zmieniać się w relacji do rozwoju procesów osadniczych. Ich duża dynamika w ostatnich latach skłania do refleksji nad przekształceniami podziału administracyjnego kraju. Na uwagę zasługują kwestie uregulowania statusu miejskich obszarów funkcjonalnych szczególnie dużych miast, określanych jako obszary metropolitalne. W wyniku procesu metropolizacji i suburbanizacji ich rola w systemie osadniczym Polski rośnie, czego jednak nie odzwierciedla ich pozycja w systemie zarządzania terytorialnego ani planowania przestrzennego. Od wielu lat trwają dyskusje nad upodmiotowieniem obszarów metropolitalnych, które integrują się poprzez współpracę samorządową oraz zewnętrzne środki wsparcia, takie jak zintegrowane inwestycje terytorialne.

    The Goals of the National Urban Policy of Poland (2013) is the new document, which designed to shed light on the role of central government in urban policy development. Urban policy on the national level assigned a specific set of priorities. The paper explores how national urban policy and urban regional policies can have a profound impact on urban areas. The region (voivodship) is potentially the key level of government to integrate all policies (EU, national, regional and local) for more coherent urban outcomes.

    The main aim of this article is to analyse the role and importance of Integrated Territorial Investment (ITI) as the instrument for the management of transport security in the four largest cities of Lower Silesia: Wrocław, Wałbrzych, Legnica and Jelenia Góra. The doubt concerning the potential connected with using ITI is reasonable in the sense that it creates a completely new, previously unknown, mechanism for the implementation of EU cohesion policy. The conducted analysis, covering the level of strategic management, does not allow for a full confirmation of the formulated hypotheses, for two reasons. Firstly, only three out of the four cities in question (Wrocław, Wałbrzych and Jelenia Góra) use ITI in the management of transport security. Secondly, although the use of ITI complements the assumptions of Poland’s National Urban Policy (NUP), which highlights the importance of strategic programming and a multimodal approach in the management of transport security, the scale of this usage is the same as in the case of those cities with integrated, detailed transport strategies, as well as cities without such strategies.

    Miasta, także małe, oddziałują na otoczenie wiejskie w dużej mierze poprzez dojazdy do miast do pracy i usług. Tak powstają tzw. miejskie systemy dzienne. Powiązania systemowe powodują, że ich kształtowaniu towarzyszą problemy, których zasięg przekracza granice gmin lub skala właściwa do ich rozwiązywania przekracza kompetencje jednej gminy. Autor analizuje te problemy oraz możliwe miejsca ich rozwiązywania, porównując planowanie strategiczne rozwoju powiatów i miejskich obszarów funkcjonalnych. Wykazuje też, że najlepszym miejscem rozwiązywania niektórych z tych problemów byłoby planowanie przestrzenne powiatów, nieistniejące w obecnym systemie planowania przestrzennego w Polsce.
    Towns, also small, affect the rural environment considerably by commuting to towns to work and services. So are the so-called daily urban systems. The system links cause that in their development there are problems which range exceeds the boundaries of the communes or the scale appropriate for problem solving exceeds the competences of one municipality. The author analyses these problems and the places of problems solving, by comparing the strategic planning for the development of counties and functional urban areas. The author shows, that the best place to solve some of these problems would be spatial planning of counties, not existing in the present spatial planning in Poland.

    The article presents preliminary results of research on the effectiveness of cohesion policy in relation to functional areas that benefit from integrated territorial investments. Assuming that all local government units in their strategies assume economic development based on the development of entrepreneurship, an attempt was made to assess the impact of investments on their development. At this stage of the research, the investments of local governments in terms of value were taken into account without considering their types and structure as well as sources of financing. Initially, the purpose was to examine whether the scale of these investments translates into the economic sphere: into the development of entrepreneurship. To assess the differences in the level of entrepreneurship in 2012 and 2016, the analysis of quantitative changes in business entities, the dynamics of their number and the synthetic indicators were used. The basis for the calculation of synthetic indicators were the methods of taxonomic analysis, that is, a simple aggregate measure, the Hellwig taxonomic development pattern method and the positional method using the Weber median. The Theil standardised index was used to examine the level and structure of spatial inequalities of gmina investment expenditures and enterprises’ investments. The research indicated the specificity of the Rzeszów Functional Area (ROF) both in comparison with the voivodeship and similar functional areas in eastern Poland. However, these are still insufficient means to increase the cohesion of the entire area and fully activate its endogenous potential.
