Opis:
Vision monitoring system cameras have been merging into the landscape of public places in Polish agglomerations for over a decade. Their spread neither has been publicly discussed nor it has been examined what is their effectiveness in crime prevention and as an irrefutable proof in criminal proceedings. Also the legislator has long failed to attempt to regulate this sphere – which not only in theory can be in conflict with the right to privacy. Similarly, no financial analyses of creating and maintaining complex systems have been made. The article presents research from selected countries (United Kingdom, Spain, Germany, and Poland) on preventive effectiveness of video surveillance systems based on police and other service statistics as well as victimisation studies of inhabitants. The problem of economic analysis of the systems of this type in public areas of big cities on the example of the research by M. Spriggs and A. Gill (United Kingdom) is also discussed. An attempt of cost calculation of the greatest Polish system functioning in Warsaw is also made. It includes both material and social costs. They are compared with potential and actual profits from the use of the system and accompanied by a short survey of research on the effectiveness of video surveillance systems. Warsaw has been chosen because of the size of the system and relatively greatest availability of financial data and reports from Zakład Obsługi Systemu Monitoringu m.st. Warszawy (Surveillance System Administration Office of the Capital City of Warsaw). The article summarises the descriptions of administrators’ and system owners’ reactions to the results of the studies.

Opis:
This is the first article in the criminological literature to describe armchair detectives, i.e. non-professionals who solve criminal cases as a hobby. The phenomenon is mainly discussed in the context of contemporary means of communication, including the internet and social media. While these are increasingly important, this article focuses on more “traditional” types of activity as well. Citing examples from Poland and abroad, the authors come up with their own typology of this highly diversified group. The authors distinguish six ways in which armchair detectives engage in solving detective puzzles: 1) recognizing a person, place or thing; 2) reporting an incident; 3) OSINT; 4) the classic “Oh!”; 5) expert knowledge and skills; 6) and cold cases. The authors also discuss the benefits and threats posed by armchair detectives. These are analyzed from the standpoint of both law enforcement and the common good within the broad meaning of the term. The summary includes a suggestion that the phenomenon be studied under the paradigm of evidence-based policing. Their proposal is to empirically check the extent to which armchair detectives help detect crime and how effective their help is in investigations.

Opis:
Social media are used on a daily basis by public administration agencies in interactions with the public. The benefits of this form of contact have also been recognized by the Police, which maintains fan pages on the most popular social media sites. However, to date there has been no deeper reflection neither about the legal grounds for public authorities’ social media presence, nor about principles which they should obey while running their social media profiles. Using the Police as an example, this article discusses the legal basis for maintaining profiles of public administration agencies in social media. Authors analyze the issue within the framework of existing law and the views of scholars and commentators, confronting them with the legal basis provided by the Police departments. The article presents de lege ferenda conclusions regarding the so-called soft law.

Forensics and criminalistics at the end of 20th century won a lot of public attention thanks to popular TV series, such as CSI: Crime Scene Investigation. It has fueled new programs in forensics worldwide. Paper presents practical approach to teaching criminalistics at the Department of Criminalistics, University of Warsaw. Brief description of differences in defining forensics and criminalistics are followed by presenting the development of hands on criminalistics class called CSI: Warsaw. Benefits and downsides of implementing such approach are discussed.
