The analysis includes an attempt to represent various remarks associated with the electoral engineering, based on the experience of the Republic of Czech, where brand-new electoral system was adopted in the early 90s. Constitutional engineering was used at first as an instrument of analysis determining if modifications of the former electoral system are possible and how would various revisions influence performance of particular political party’s interests. The analysis led to a conclusion that there is no universal patent for electoral systems. There are no guarantees that the same regulation would function in the exact same manner as it does in the Republic of Czech and in the Republic of Poland, not even mentioning other countries located in different regions or continents. It is obvious that every country requires a sovereign decision in respect to the electoral system. Therefore, proposals of so called specialists suggesting taking over regulations following the British system (relative majority), Irish system (single transferable vote formula), or German system (personalisierte Verhältniswahl) should be rejected. Rejection of the above-mentioned proposals stems from the fact that a particular electoral system will function differently in every country, depending on various circumstances.

Opis:
The paper focuses on the definition of innovation and innovation process from the historical and today’s perspective of the Massag engineering company. In order to analyse the innovation process, a SWOT analysis was performed, and, based on the results obtained, the correlation between the results of the analysis and the statistics of innovation activities in the Czech Republic was made. Within the historical analysis of the company, key innovation milestones were identified and described. The main finding was the combination of the use of different types of innovation activities, which plays an important role in terms of the access to innovations and it is necessary to take innovation as a whole, composed of sub-types of innovation that permeate the whole society. The results of the SWOT analysis showed that the main factor that affects the success of the organization and innovation is the long history of the company and knowledge of the markets. This is reflected in the long-term and quality customer relationships. These established contacts with other companies engaged in engineering production are strengths, which are today reflected in the opportunities for further development of the company. The correlation between results and statistics shows that SMEs are forced to innovate because they are under constant pressure from competitors and the market. Therefore, innovation activities are essential for these companies and play a significant role in their current and future competitiveness.

In 2017, the new funding formula for distribution of block grants for Polish universities came into force. Based on the figures, we discuss the impact of the new funding formula on block grants for universities. Besides the analysis of both size and structure (partition into different components) of the grants, we present accurate calculations concerning gains or losses for individual universities resulting from the introduction of elements of the algorithm such as: a reduction of the student component if the student-academic staff ratio is greater than 13, multiplication of the staff component by the academic category (based on the evaluation of the research activity) or benefiting the university for enrolling foreign students. The new funding formula provides powerful and fast-acting incentives, and so will have a great influence on the higher education system in Poland.

The aim of this paper is to present legal restrictions related to religious ceremonies during the Covid-19 pandemic, which are not currently in force in Poland but are being applied in selected European countries. The study examines the possible extent of their acceptance by believers in Poland, a country with persistently high levels of religious observance. It transpires that negative evaluations prevail in the case of the following restrictions: advanced registration for participation in religious services, the possibility of only vaccinated persons participating in services, and singing being prohibited. On the other hand, a more positive view was taken of designating specific places that can be occupied in the place of worship, and the requirement for all attendees to wear a mask (including priests and leaders of religious practices). The research revealed a general tendency for those who participate more frequently in religious practices to view restrictions more negatively.

This paper describes the technology for the production of precursors (space holder material) used to form the complex internal structure of cast metal foam. The precursor material must exhibit sufficient refractoriness, resist contact with liquid metal and at the same time should exhibit good collapsibility after casting. With regard to the greening of foundry production, the focus of this paper was on materials that could exhibit the above properties and at the same time do not have a negative impact on the environment. In this paper, the technology for the production of spherical precursors from a self-hardening mixture with a geopolymer-based binder system is described and verified. The motivation for the choice of material and all the sub-steps of the process - molding into the core box, tumbling, including the necessary accompanying tests of the mechanical properties of the core mixture being verified - are described.

Life sciences, a field closely intertwined with human biology and physiology, employ various research methods, including morphology studies and quantitative analysis through non-destructive techniques. Biological specimens often consist of three-phase structures, characterized by the presence of gas, liquid, and solid components. This becomes crucial when the chosen research methodology requires the removal of water from samples or their transfer to a cryostat. In the current research, mechanical and topographical examination of cartilage was performed. The materials were generously provided by the Department of Anatomy at the Medical University of Silesia, thereby eliminating any concerns regarding their origin or ethical use for scientific purposes. Our research methodology involved the application of atomic force microscopy (AFM), which minimally disrupts the internal equilibrium among the aforementioned phases. Cartilage, recognized as a ‘universal support material’ in animals, proves to be highly amenable to AFM research, enabling the surface scanning of the examined material. The quantitative results obtained facilitate an assessment of the internal structure and differentiation of cartilage based on its anatomical location (e.g., joints or ears). Direct images acquired during the examination offer insights into the internal structure of cartilage tissue, revealing morphological disparities and variations in intercellular spaces. The scans obtained during the measurements have unveiled substantial distinctions, particularly in the intercellular ‘essence’, characterized by granularities with a diameter of approximately 0.5 μm in ear cartilage and structural elements in articular cartilage measuring about 0.05 μm. Thus, AFM can be a valuable cognitive tool for observing biological samples in the biological sciences, particularly in medicine (e.g. clinical science).
