The article discusses the issue of the official assessment of the police. It covers the theoretical aspects of periodic appraisal of employees and presents the study results on the official assessment of police officers. The first part of the article deals with the essence of the employee appraisal and its impact on the subfunctions of human resource management system. It demonstrates the classification of criteria and assessment methods and describes the employee review-related risks. Methodological assumptions, the result analysis and conclusions from the conducted studies have been contained in the further part of the article. The aim of the studies was to diagnose the assessment system of police forces. The studies were conducted at one of Municipal Police Stations in Wielkopolskie voivodeship. They were carried out within the research project on the management of uniform services. The performed studies were of a pilot character and will encompass a greater number of respondents. The main method of the conducted studies was a diagnostic survey. As a result of the studies performed, it was found that the system of official assessment required fundamental changes. The existing assessment system proved not to have performed one of its basic functions, namely it does not provide reliable information on the quality of work performed by police officers.

The article aims to present considerations and attempts to answer the questions, what dimension – trust, loyalty, commitment and specific expectations or qualifications – influences the process of staffing authorities of the Police and what dependencies and relationships with other organizational processes constitute the basis of personal decisions in Ministry of Internal Affairs and Administration. The work presents partial results of surveys of areas associated with politicisation of the Police, especially at the management level, their reception and perception in terms of institutional efficiency of formation. Research was carried out by a survey (quantitative using paper standarised questionnaire) in two research groups: students and police officers, led to interesting results. Their presentation should be a supplement to subsequent disputes about apoliticism and human resources management in the Police. Peculiarly for further development of research on apoliticism of the Police and causes profound changes in post-election times in higher management staff of the Police, is the lack of such studies of this undoubtedly credible problem.

The article, based on an analysis of police records, the author’s own experience and available literature, presents the development of medical rescue in the Polish Police in the years 1990–2019. The article also gives examples of police rescue operations, which indicate police offi cers’ professional preparation to help other people in a state of sudden health emergency. On the basis of the analysis of the collected relevant literature, the author has adopted a hypothesis that the medical rescue service of the Polish Police, after many years of transformations, has become an essential element of the daily service of Polish Police officers.

The concept of ’organisational culture’ can be described based on numerous approaches nowadays. This underlines the fact that it is a significant issue within work and organisational psychology. However, the growing scope of organisational culture and subculture types shows not only its significance, but also the appearance of its explanations in a wide spectrum. The extensive research of organisational culture is related to the trend that there is a growing interest of organisational development and human resource professionals in a deeper understanding of human behaviour in organisational settings, and the factors influencing it. Organisational culture includes communication with clients (in the case of police, citizens) and the relating approach system. The organisational culture cannot be considered basically “good” or “bad”. There are external and internal metrics and requirements that reflect the state of a given organisation: they indicate the quality and quantity of value creation, the organisation’s acceptance in its environment as well as its necessity in the society. The organisational culture is optimal if it serves the organisation’s tasks, objectives, the fulfillment of its duties, an the maintenance of its expedience, as well as if it is supportive, creative and facilitating. In an optimal organisational culture, the interests are enforced between the groups and people in the organisation in a peaceful way, their work is effective and successful, all conditions are ensured, the staff is satisfied, and the organisation’s output is accepted, recognised and required in its external environment. These organisations are acknowledged by the citizens and operate in accordance with their environments.

The article presents the statements of the police chiefs from the last twenty-eight years, i.e. from the moment of police establishment in 1990 to 2018. At that time, sixteen senior officers were the chiefs of the Polish police. The subject of the analysis concerns the views of police authority on the functioning and organisation of the police service. The author of the article undertook the effort of presenting the transformation of the Polish police force from the perspective of the opinions of the Police Chief Commanders. He analyzed these opinions critically.

In 2003–2005, the Police Academy was in the process of losing its academic status as a centre designed to prepare police executives. According to the adopted assumptions, the Academy was to become an institution preparing police personnel at the basic and specialist levels. In May 2004, the new Commandant-Rector, on the basis of opinions of the police community, research conducted in the Academy, and his own experience in service in various police units, prepared a plan to maintain the status of a university, and develop the university as a training and scientifi c centre. Thanks to the enormous work done by the school personnel and police offi cers from all over the country supporting the Academy, and thanks to the support obtained from many scientifi c centres, the programme was implemented very quickly. Comprehensive assistance was also obtained from the regional authorities and Members of Parliament from all political backgrounds. The Police Academy in Szczytno as a public service university was included in the new Higher Education Act. After a few months, the effects of these undertakings prompted the management of the Ministry of the Interior and Administration, and the National Police Headquarters to make a decision on granting the school a new statute appropriate for a higher education institution, restoring university structures and enrolling new students for previously suspended undergraduate studies for police offi cers. All of the undertakings encountered unprecedented interest.

Opis:
The fundamental rights and freedoms, as the highest values in a democratic society, need to be adequately protected, thus states create the mechanisms to protect them. This mechanism of protection of fundamental rights and freedoms also includes the police, especially the Police Force, whose primary task is to protect the life, health, fundamental rights and freedoms of citizens and individuals in the Slovak Republic. The role of the Police Force defining the basic aspects forms the content of this study, with a further focus on the tasks performed by the police. Following the above, the study focusses on the activity of police officers, carrying out service actions and interference with fundamental rights and freedoms. The procedure of the police in carrying out service actions tends to be the subject of further examination due to their appropriateness and legality. This issue is considered highly serious in the society, and recently it has been a subject of not only scientific discussions in the Slovak Republic. Currently, the Academy of the Police Force in Bratislava is carrying out a research project which focussing on service actions with the cooperation of the police experts. The core material is presented in the paper, which aims to point out the basic organisation and activities of the Police Force as the authority responsible for the protection of fundamental rights. The emphasis is put on the selected issues of the police while interfering in human rights and freedoms. Chronologically, from general to specific matters, the paper introduces fundamental rights and freedoms and the police interventions into this area. Theoretical research is supplemented by practical cases, conclusions and possible recommendations for the police practice by the use of several methods, in particular analysis, abstraction and deduction.

The necessity of cooperation is dictated by steadily increasing number of threats, which creates the need for continuous cooperation of numerous entities which, by law, possess the ability to support each other in counteracting these threats remaining in the scope of cognizance of cooperating entities and elimination of the consequences of these threats. On the basis of the agreements, the SFS cooperates with various entities involved in rescue operations, including the Police. Cooperation of the SFS and the Police exists in the area of joint rescue operations, public order enforcement, evacuation, training and exercises, as well as in the scope of prevention. Given the data on cooperation so far, it should be stated that most frequently the cooperation between the SFS and the Police occurs in relation to handling road accidents. In the Polish legal system, permanently perfected, there are various standards regulating the sphere of state security, ensuring which on an appropriate level is one of numerous conditions for the secure existence of the state. Improvement of said system is dictated by the common belief that the security was not, is not, and, undoubtedly, will never be a fixed term, but one that must be constantly strived for. The predominant role in this process is played by public administration, including the State Fire Service. Preparation of the State Fire Service to fully and effectively fulfil the connected with it duties is possible primarily due to the proper organization of cooperation.

Undoubtedly, serving as a police officer is associated with a high level of occupational stress. The stressfulness of this profession, which keeps increasing every year, results from several reasons, of which the most important ones include frequent participation in difficult and sometimes dramatic situations, endangering one’s own life and the lives of others, making quick decisions, bearing the burden of a potentially unjustified use of weapons, and exposure to trauma and other traumatic experiences of other people. The high level of stress related to the profession of a police officer is also associated with other factors, such as low wages, shifts, or paperwork. This paper looks at the notion and consequences of burnout among police officers on the example of the Krakow Constabulary. The study rests on a detailed survey of 110 officers based on the application of the ANOVA method of analysis of variance.

The most general perspective on the legitimacy of a social institution relies upon theacceptance that the legitimised subject has a right to govern, and that the governed recognise that right. Understanding it this way, legitimacy can be analysed from twoperspectives: normative when it concerns objective criteria that permit evaluationwhen the institution is legitimate (normative foundations for its appointmentsand rules for its functioning); and empirical, when it pertains to the awareness ofcitizens that a particular institution is legitimate. Over the last 25 years, a numberof important works on the subject of legitimacy of the police were understood viaempirical means. Based upon these, one can differentiate two opposing approachestowards police-citizen relations. Although both rely on collaboration, they indicatealternate conditions which might determine this. The first approach instrumentallycharacterises itself as achieved by citizens using a cost-benefit analysis of the results ofworking with the police; citizens are more amenable to co-operation when the possiblebenefits are higher than the incurred costs. From this perspective, citizens accept theactivities of the police and declare a willingness to work with them, if in their eyes thepolice are applying realistic sanctions towards people who disturb the norms of the law,are fighting effectively against criminal and undesirable behaviours, and are treating allcitizens in an equal manner. Different motives for working with the police accompanycitizens in their attitudes to trials. In this case, co-operation results from internalrecognition of the legitimacy of the police by citizens. If citizens believe their policeto be legitimate, they will be more inclined to co-operate with them and obey the law.Legitimacy results here, above all, from the conviction that the police are fulfilling theirduty in a just procedural manner.The most empirically-supported research into attitudes about trials has beendetermined by the American model by T.R. Tyler. Legitimacy in his view assumes trusttowards police by citizens and their internal convictions about service in regards totheir recommendations. Understood this way, legitimacy is strongly determined by thefairness of police procedures, and is itself an essential influence on the willingness ofcitizens to co-operate with the police and their readiness to abide by their laws.After a period of domination in police research about the concept of legitimacybeing strongly linked to procedural fairness, there were attempts at revising andmodifying this theory. An alternative to Tyler’s definition of police legitimacy wasproposed by British researchers J. Jackson and B. Bradford. In their view, the police’slegitimacy is formed from three elements: internal conviction about police services,shared social value of the police, and the legality of the police’s activities. However,to independently differentiate, police legitimacy produces here the same effects as inTyler’s concept, and so determines for citizens their willingness to co-operate with thepolice and their readiness to abide by the law.Presented in the following study of research on the legitimacy of the police,a methodology is given for testing both of the previously-mentioned concepts, i.e.Tyler’s model, where trust of the police is a basic element of legitimacy, and Jacksonand Bradford’s model, where trust is treated as a separate social phenomenon, thoughit is linked with the legitimacy of many related factors. The fundamental goal of thepresented research determined however to attempt answering questions about whichtheoretical principles of the procedural model of police legitimacy, including former ARCHIVES OF CRIMINOLOGY 379foreign research within this scope, do they find applied in the Polish socio-culturalcontext. Polish research was undertaken in 2013 under the auspices of the internationalresearch project “Legitimacy Policing and Criminal Justice in Central and EuropeanEurope” amongst 374 law students from various academic centres via an online survey.The research had an exploratory character and was to establish a starting point forfurther research into the legitimacy of the police in Polish society.

Maintaining a positive image is the responsibility of many institutions, as it brings immeasurable benefits, the most important one being public trust. This is why, shaping of the reputation requires multidimensional ventures on different levels of activity. Measures undertaken by the police to build their positive image are therefore an extremely important element of their functioning. For that reason, the research problem was stated in one question: What factors influence the positive image of the Police in Lębork? The aim of the study was not only to present theoretical issues concerning the formation of the image of the police, but above all to articulate factors that have a significant impact on its positive formation. The study used theoretical and empirical research methods, i.e. analysis of literature, analysis of activities undertaken by the District Police Headquarters in Lębork and inference as a cognitive factor of the subject under analysis. The results of the research indicate that the positive image of the police is determined by such factors as: commitment, personal culture and interpersonal skills of the police officers. At the same time, it can be concluded that the positive image is a derivative of the effectiveness of their ability to ensure public safety. The perception of the police by the citizens depends mainly on the predisposition and professional preparation of officers to perform their duties, therefore one could conclude that the recruitment to the formation should be carried out with the application of rigorous recruitment and selection methods. The positive image of the police will also be strengthened as the sense of security among the society increases.
