This study proposes to apply an automated lexical analysis to the European Security Strategy of 2003, entitled “A Secure Europe in a Better World”, and the European Union Global Strategy of 2016, entitled “Shared Vision, Common Acton: A Stronger Europe”. The findings are not limited to supporting the predominant interpretations of scholars and experts, but aim at exploring the usefulness of text mining techniques in the interpretation of EU documents. Furthermore, the conclusions drawn from the lexical analysis are discussed in the light of complex systems theory, which may be beneficial for the proper understanding of the concept of resilience (mainly its multidimensional nature) and its subsequent operationalization. The last part of the paper includes an in-depth analysis of the EU rhetoric on the UN fora (period: 2014–2019) regarding the concept of resilience, in particular its linkages with human rights.

The Treaty of Lisbon gave new institutional ideas regarding EU external actions which were the basis for taking further steps in strengthening the effectiveness of the EU as an international actor. The EU Global Strategy for Foreign and Security Policy – EUGS (2016) was prepared as a response to the need for a stronger Europe in times of crisis. The new strategic document together with its institutional framework places a question over EU diplomatic capability in its implementation. The aim of this paper is to analyze relations between the assumptions of the EUGS and EU diplomatic potential, with special emphasis on the European External Action Service. The author poses the following research questions: what are the institutional challenges in implementing the EU Global Strategy for Foreign and Security Policy? What are the capabilities of the EU diplomatic system in responding to global threats and challenges? What are the roles of the European External Action Service and member states in implementing EUGS priorities?

For more than sixty years American grand strategy is based on the conviction that external environment is of fundamental importance for US core interests in security, prosperity and domestic liberty. There was the foundation for containment policy and after the cold war succeeding presidents on this conviction have based their deep engagement in world affairs. In XXI century as American supremacy has been steadily diminished, Washington is still ready to lead the world, but wants to share with partners the burdens of keeping it in order. The idea of partnership isn’t put into words explicitly. It emphasizes burden-sharing between US and the partners, sometimes is about the transfer of crisis-management capacity and it has sought to advance American leadership as well. European states – NATO and EU members – are seen as indispensable Washington’s allies, densely connected with the US through transatlantic partnership. Due to community of values and the convergence of strategic interests, and because of its own peculiarity EU is not and won’t be America’s strategic rival. After few years of diminished interest in old continent, when president B. Obama focused his attention on domestic policy and on problems in other world’s regions, since March 2014 he has decided to take the initiative in European affairs. Russia’s aggression towards Ukraine has serious consequences for Washington’s European and global strategy. In Europe there is increased request for US leadership. From American point of view it might come with expectations, that the allies will be eager to strengthen their cooperation with Washington in other regions, especially in Asia.

The article studies the consistency of the global strategy for the EU with the concept of the Union as a normative power. There are concerns, that putting interests above values could compromise the EU’s moral attractiveness. Introduction of “principled pragmatism” as a way of enhancing the resilience of states could question the promotion of democracy as an aim of foreign policy. The comparison of EU global strategy with the NATO Warsaw summit communiqué suggest the latter organisation acquires the features of normative power hitherto associated with the European Union.

Artykuł jest poświęcony motywacjom przyświecającym rozwojowi chińskiego programu kosmicznego. Nakreślona zostaje odpowiedź na pytanie, dlaczego Chiny lecą w kosmos. Tym samym w referacie zaprezentowano obecne i przyszłe użycie technologii kosmicznych, a w ramach tego użycie broni ASAT, kwestię Tajwanu i rolę Stanów Zjednoczonych w tym zakresie.
The article discusses the motivations behind China’s cosmic program. The author attempts to answer the question why China wants to probe the moon. This issue is considered from the civil and military perspective. The article also presents the current and future use of cosmic technologies, including the use of the ASAT weapons, the issue of Taiwan and the role of the U.S. in this respect.

The drafting process of the EU Global Strategy published in June 2016 has differed distinctively from the formulation of the European Security Strategy in 2003 mainly because of its consultative character. The coordination of the process was ensured by the High Representative who brokered between interests of individual Member States. Looking through the lens of deliberative intergovernmentalism, the paper examines patterns and channels of the cooperation between Poland and the EEAS throughout the strategy–making process. It attempts to shed light on the officially repeated claims on the Member States’ ownership of the document and their active participation in the consultations. The article argues that only with national diplomacies as strategy–makers, the document would have a chance to enhance the EU’s ’will to project power’ in its neighbourhood and beyond. However, the salience of the new strategy among the high political level in the Member States reveals to be crucial for a sustainable contribution to the deliberative policy formulation.

W zakresie bezpieczeństwa, oprócz tradycyjnego zakotwiczenia w NATO, udziału w misjach ONZ i prób rozwijania europejskiej Wspólnej Polityki Bezpieczeństwa i Obrony (WPBiO), Niemcy realizują własną strategię wobec państw wschodzących, w której można wyróżnić dwa komponenty: współpracę poprzez dialog, doradztwo i ekspertyzę oraz handel uzbrojeniem.
Global power shifts and the shaping of a multipolar world order with the new category of emerging/developing states/powers are reflected in the German foreign policy, focused on seeking and building new partnerships. In the security field, besides the traditional pillars of NATO, UN Peacekeeping operations and Common Security and Defence Policy of the EU, Germany pursues its own strategy towards emerging states, containing two components of different nature and based on various justifications: cooperation through dialogue, consulting and expert assessment, as well as arms exports.

European perspectives on recent migration fl ows are heavily biased towards the Malthusian and evolutionist view of many classical western social thinkers. Although it may serve as a purely descriptive tool to outline the present relations between Europe and the outside world (specifi cally the Middle East and North Africa), it certainly doesnot provide any solid base for designing projects which might free human beings from further subjugation, poverty and entrenched inequality – precisely the reasons behind the recent migration crisis to the EU. We argue here that the way the EU perceives and deals with the recent fl ow of migrants (refugees and others) is based on an outdated perception that does not allow for providing valid solutions to real problems. Therefore we present the undercurrent logic behind the political designs, point out defi ciencies, and illustrate a possible new approach by discussing the EU’s migration policy and border management, as linked to the EU security and defence policy. The current migration crisis would never have emerged if not for the lack of stability in the Middle East and North Africa, which neither the EU nor UN nor NATO was ready or able to remedy. The beginning of putting together a viable EU migration policy and border regime will depend on rethinking the security policy, decision-making and capacity, and abandoning the Malthusian perception of the world is a start.

Najbliższe sąsiedztwo i zachodzące tam procesy stanowią znaczące wyzwanie dla Unii Europejskiej od początku jej istnienia. W ostatnim czasie występują tam nakładające się na siebie kryzysy i przeobrażenia, mające istotny wpływ na cały region, ale też warunkujące kształt polityki zagranicznej i bezpieczeństwa UE. Zaliczyć do nich należy trwający od 2014 r. konflikt zbrojny we wschodniej Ukrainie, aneksję Krymu przez Rosję, a w konsekwencji destabilizację samej Ukrainy i całego regionu. Celem artykułu jest odpowiedź na pytanie o kierunek redefinicji polityki zagranicznej i bezpieczeństwa Unii Europejskiej w jej sąsiedztwie, na podstawie nowo przyjętych dokumentów strategicznych, takich jak Globalna Strategia Unii Europejskiej w 2016 r., jej pierwotna wersja – Europejska Strategia Bezpieczeństwa, oraz ściśle z nimi powiązana rewizja Europejskiej Polityki Sąsiedztwa z 2015 r. Artykuł stanowi odpowiedź na podstawowe pytania badawcze: W jakim stopniu Unia Europejska w nowo przyjętej Globalnej Strategii dokonała przeformułowania swojej roli i tożsamości w świecie? Jakie są podstawy, cele i zakres przeobrażeń polityki Unii Europejskiej wobec jej sąsiedztwa zarówno w aspekcie teoretycznym, jak i praktycznym? Czy korekta polityki sąsiedztwa UE jest pomocna w kontekście dokonywanych zmian w regionie?
The immediate neighbourhood and the processes that are taking place here represent a significant challenge for the European Union from its very beginning. Recently there have been overlapping crises and transformations that have a significant impact on the whole region, but also on the shape of EU foreign and security policy. These include the armed conflict in eastern Ukraine from 2014, annexation of the Crimea by Russia, and consequently the destabilization of Ukraine itself and the whole region. The aim of the article is to answer the question of the direction of the redefinition of the European Union's foreign and security policy in its neighborhood, based on newly adopted strategic documents such as the 2016 Global Strategy of the European Union, its original version – European Security Strategy and closely related European Union Neighborhood Policy from 2015. This article will answer the basic research questions: To what extent has the European Union adopted the newly adopted Global Strategy to reformulate its role and identity in the world?, What are the bases, goals and scope of the EU’s policy change vis-à-vis its neighbourhood, both theoritical and practical?, Is the EU neighbourhood revision helpful in the context of the region’s changes?

The 2016 faces the adoption of the new security strategy of the European Union – the second in the Union’s history. Although the Common Security and Defence Policy is one of the youngest of the EU policies, its role rapidly intensifi es in the world of growing political and social instability in the EU’s neighbourhood. How does the EU defi ne the threats to its security and is it capable of preventing them? The European Security Strategy of 2003 both describes the threats and recommends the principles that should be implemented in the EU’s policies in order to raise their effectiveness. Thirteen years after the publication of the first security strategy and shortly before the second one is announced it is interesting to check, how much the fi rst strategy inspired the changes in the way of thinking about the European security and the economisation of the European defences. In the article, there are analysed both the political milestones leading to the establishment of the defence policy of the EU and the provisions of the new Global Strategy of the Union. What can be anticipated from the new strategy given the experience with the realisation of the previous one? Does the new security strategy fit well into the reality of the contemporary international relations? Is the new strategy possible to implement?

The objective of the article is to verify to what extent the European Union Global Strategy (EUGS) keeps up with the main global trends (at the level of international order as well as in relation to the global distribution of power) and the processes shaping the EU member states security environment of a regional scale which are perceptible from the perspective of five years following the EUGS adoption. This is also what the main research question concerns – to what extent do the diagnosis and postulates formulated inside the discussed document follow such processes in relation to the 2016–2021 period? For this reason too, the key research approach employed within the study is a critical analysis of source material. The EU Global Strategy mostly appropriately diagnoses and interprets the realities affecting the member states security – especially when it comes to enduring processes of a global scale regarding the erosion of the liberal international order as well as the roots of possible threats for international security in its military dimension – and formulates the postulates that are pragmatic and detailed. At the same time the document underestimates some of important occurrences or even does not refer to them at all. Examples of such omissions were given in the paper.
Celem niniejszego artykułu jest weryfikacja, w jakim stopniu treść Globalnej Strategii Unii Europejskiej (EUGS) obejmuje najważniejsze trendy globalne (na poziomie układu sił i porządku międzynarodowego) oraz zjawiska kształtujące środowisko bezpieczeństwa państw członkowskich w wymiarze regionalnym, dostrzegalne w perspektywie pięciu lat od jej przyjęcia. Tego dotyczy też główne pytanie badawcze – w jakim stopniu diagnozy i postulaty zawarte w EUGS pokrywają się z tymi procesami w odniesieniu do okresu lat 2016–2021. Z tego też względu kluczowe podejście badawcze zastosowane w ramach studium to krytyczna analiza materiałów źródłowych. Globalna Strategia UE co do zasady prawidłowo diagnozuje i interpretuje realia oddziałujące na bezpieczeństwo państw członkowskich – w szczególności w odniesieniu do niektórych procesów zachodzących w skali globalnej o trwałym charakterze, w tym erozji liberalnego porządku międzynarodowego oraz źródeł potencjalnych zagrożeń bezpieczeństwa militarnego – a zawarte w niej postulaty są pragmatyczne i zniuansowane. Jednocześnie w treści dokumentu pominięto lub potraktowano z niedostateczną uwagą pewne istotne zjawiska i okoliczności, na które wskazano w treści artykułu.
