Zapewnienie bezpieczeństwa cybernetycznego jest obecnie jednym z najistotniejszych zadań państwa. Specyfika zagrożeń w infosferze powoduje, że niemożliwa jest pełna ochrona zasobów cybernetycznych państwa i obywatela. Realne jest natomiast stworzenie systemu ochrony, skoncentrowanego na niwelowaniu możliwości skutecznego ataku na systemy i sieci IT. Przyjąć więc należy, że rozwiązania wdrażane przez państwa nie zapewniają pełnego bezpieczeństwa cybernetycznego, jednak decydują o jego poziomie. Zasadne jest zatem wskazanie cech charakterystycznych narodowych systemów ochrony cybernetycznej jako rozwiązań ukazujących sposób reakcji państwa na tego typu zagrożenia, zwłaszcza w kontekście uwarunkowań, jakie determinują sposób jego budowy i funkcjonowania.
Ensuring cybernetic security is currently one of the most crucial tasks of a state. The character of threats coming from the infosphere makes it impossible to fully protect the cybernetic resources of a state and a citizen. What is realistic, however, is the creation of a protection system, concentrated on eliminating the possibilities of an effective attack for IT systems and networks. Therefore, it should be assumed that the solutions implemented by states do not guarantee full cybernetic security, but they decide on its level. It is reasonable, then, to indicate the characteristic features of national systems of cybernetic protection as solutions that show the state’s way of reacting to this type of threats, especially in the context of conditions, which determine the way of its design and functioning.

We live in a time when artificial intelligence is being used in more and more areas of our lives. Its use in the sphere of management has become a big problem. Should we comply with the judgments of the cold rationality of artificial intelligence or, by contrast, are we able to realize the limits of its application? The question should be asked: why can good management not be limited to solutions presented by artificial intelligence? In order to answer this question, one should show what the difference is between artificial intelligence and moral intelligence, and what the use of moral intelligence in management is. The role of ethics in the decision-making process will be shown. The final conclusion is that artificial intelligence will never replace man in management.

The report describes mechanisms and condotions for information flow in the cybernetic system of the environment and society, as well as its importance for scientific process of the environment use in the knowledge-based economy and sustainable development. It has been agreed that a cybernetic system characteristic, apart from feed-back, is the analysis of cause-effect processes. It should contain environmental, social, economical, sociological and cultural problems. Its aim should be to establish models of sustainable development. Lack or insufficient knowledge of cause-effect relationships is still the primary source of negative results caused in the environment. This is also related to the fact that still not many ecological problems are analysed through systematic and cybernetic viewing of the environment. Therefore it is vital to constantly improve research methods and information analyses in the environment and processes of ecosystems analysis, which will create a common interface of the environment and society.

The following discussion is concerned with certain forms of poor practice in academic publishing that give rise to “academic urban legends.” It suggests that rather than simply consider phenomena such as poor citation practices and circular reporting as mistakes, misunderstandings, and evidence of lack of rigor, we might also read them as evidence of a particular kind of creativity-for which misunderstandings, assumptions, and failures of diligence are mechanisms by which potentially influential ideas manifest. Reflecting particularly on a critique of the debate surrounding pharmaceutical cognitive enhancement and its use by university staff and students, the following will argue that investigators within the disciplines concerned with the effects or development of these technologies are themselves implicated as potential subjects. Alongside reflections from science fiction studies that offer insights into the experiential dimension of reading and misreading, this paper offers some insights regarding how we might think of mistakes and misunderstandings as a form of bootstrapping and a source of creativity in scientific and technological development.

Praca przedstawia charakterystykę mikrobiologiczną osadu ściekowego kompostowanego w warunkach kontrolowanych wraz z bioodpadami (słoma, trociny, kora, konopie). Przeprowadzono doświadczenie, w którym wymieszano materiał w odpowiednim stosunku wagowym, a następnie umieszczono w komorach bioreaktora o stałym przepływie powietrza. Przeprowadzony proces kompostowania miał na celu określenie dynamiki rozwoju oraz przeżywalności drobnoustrojów chorobotwórczych w osadzie ściekowym kompostowanym z różnymi dodatkami w cybernetycznym bioreaktorze. Próbki kompostu pobierano do analizy laboratoryjnej, w odniesieniu do tej samej wartości temperaturowej. Analizy mikrobiologiczne przeprowadzano na wybiórczych podłożach, metodą płytkową, oznaczając liczebność bakterii chorobotwórczych z rodzaju Salmonella, Clostridium perfringens, jak również z rodziny Enterobacteriaceae. W doświadczeniach oznaczano również metodą flotacyjną obecność żywych jaj pasożytów jelitowych Ascaris ssp., Trichuris ssp., Toxocara ssp.. Uzyskane rezultaty badań wykazały, że osad ściekowy nie zawierał bakterii Salmonella ssp. oraz żywych jaj pasożytów jelitowych ATT. Proces kompostowania całkowicie zredukował liczebność bakterii z rodziny Enterobacteriaceae, natomiast nie przyczynił się do eliminacji bakterii Clostridium perfringens. Na podstawie uzyskanych wyników badań stwierdzono, że redukcja badanych grup mikroorganizmów we wszystkich kompostach następowała wraz ze wzrostem temperatury i była przesunięta w czasie. Uzyskane komposty spełniały normy sanitarne, zgodne z Przepisem komisji (EC) Nr 185/2007 z 20 lutego 2007 r. zmieniające rozporządzenia (WE) nr 809/2003 oraz (WE) nr 810/2003 w zakresie przedłużenia okresu obowiązywania środków przejściowych dla kompostowni i wytwórni biogazu na mocy rozporządzenia (WE) nr 1774/2002 Parlamentu Europejskiego i Rady oraz zgodne z Rozporządzeniem Ministra Rolnictwa i Rozwoju Wsi dla nawozów organicznych (2007).
The paper presents microbiological characteristics of the sewage sludge from the sewage treatment plant, in controlled conditions with biowastes (straw, sawdust, bark, hemp). In experiment the material was mixed in the appropriate weight proportions and located in bioreactor chambers with the constant air flow. The performed composting process aimed at the determination of the developement dynamics and survival of pathogenic microorganism in sewage sludge, composed with different additions in a cybernetic bioreactor. Compost samples were taken for laboratory analysis with reference to the same temperature value. Microbiological analyses were carried out on selective medium using the plate method, and the number of pathogenic bacteria from the Salmonella genus, the Clostridium perfringens and the Enterobacteriaceae family were determined. In additions, egg of Ascaris ssp., Trichuris ssp., Toxocara ssp., parasites were isolated using the floatation method. The results of both experiments have shown, that sewage sludge did not contain bacteria from Salmonella genus and ATT parasite eggs. The composting process entirely reduced the number of the Enterobacteriaceae bacteria, however it didn't contribute to the total elimination of the Clostridium perfringens bacteria. On the basis of presented analysis it was shown that reduction of the studies groups microorganisms was connected with temperature increase in all composts and it was shifted in time. The composts met the sanitary standards, according to Commision regulations (EC) No 185/2007, from 20 February 2007, amending Regulations (EC) No 809/2003 and (EC) No 110/2003 as regards extension of the validity of the transitional measures for composting and biogas plants under Regulation (EC) No 1774/2002 of the European Parliament and Council.

W artykule ukazano zmieniający się paradygmat słowa poetyckiego w dobie późnej nowoczesności. W obecnym momencie kulturowym, w rzeczywistości technocentrycznej słowo nie znaczy już tyle, ile znaczyło we wcześniejszym dziedzictwie humanistycznym, w kolosalnym dorobku myśli ludzkiej. Zmiana, którą tutaj uwyraźniam, zainicjowała poważny proces transfiguracji słowa (nie jego deprecjacji), którego różnoimiennych implikacji doświadcza dzisiejsza kultura. W niniejszym artykule namysł skierowano na ponowoczesną innowację lingwistyczną, której efektem jest poezja cybernetyczna. Uchwycono rozwój nowatorskiego projektu „słowa” cybernetycznego, wobec którego wyszła naprzeciw poezja tradycyjna. W związku z tym wyjaśniono kim jest dzisiaj poeta cybernetyczny i czym jest tworzona przez niego: wideopoezja, cyfrowa poezja konkretna i wizualna, poezja dźwiękowa oraz poezja hipertekstowa. Z osadzonych w tekście namysłów wyłania się nader intrygująca i pociągająca idea prekursorskiego i alternatywnego alfabetu cyfrowego jako kompozytu poezji ultranowoczesnej.
The article displays the changing paradigm of the poetic word in the era of late modernity. In the current cultural moment of the tech-centric era, the word is not as powerful as it was throughout the earlier humanistic heritage and throughout the colossal achievements of human thought. The change I have accentuated here has initiated a major process of transfiguration of the word (not of its depreciation), the multidirectional implication of which is experienced by today’s culture. This article directs thought towards the postmodern linguistic innovation, the effect of which is cybernetic poetry. It captures the development of the innovatory project of the cybernetic “word”, which has now been challenged by traditional poetry. In regard to this matter, today’s definition of a cybernetic poet was presented, along with the video poetry, tangible and visual digital poetry, audio poetry and hypertext poetry created by the poet. The thoughts included in the text erect a quite an intriguing and appealing idea of a precursory and alternative digital alphabet as a composite of ultra-modern poetry.

Ewolucja człowieka to ewolucja jego mózgu. Wykształcenie się umysłu pozwoliło na rozwój nauki i tworzenie wynalazków, które wpłynęły na samą ewolucję. Co więcej, rozwój techniki sprawił, że zachodzi integracja człowieka z maszyną. Wymaga to już integracji wiedzy z różnych gałęzi nauki. Rozwój techniki powinien uwzględniać sytuacje, kiedy może to być wpływ dwukierunkowy o skutkach niespodziewanych. Być może to jest jedno z największych wyzwań psychologii XXI wieku.
Evolution of the human is evolution of it’s brain. This development made possible the fact that is called evolution of the machine. This evolution requires integration of knowledge from different fields. Nowadays, the technique allows the integration of man and machine. Progress gives chance of bidirectional influence between machines and humans. It must be changed in future. Engineers have to begin a multi-level discussion on technology issues that are difficult to avoid in the near future, including artificial intelligence issues. Thus, at the design stage, the engineer has to take possibility of bilateral interaction.

Celem artykułu było zaprezentowanie problemów i terminologiczne uporządkowanie pojęcia „robot społeczny” oraz próba zdefiniowania cech reprezentatywnych dla tego typu urządzeń. Przyjęto tezę, że brak wyrazistej i rzetelnej definicji pojęcia „robot” prowadzi do chaosu terminologicznego i zamiennego używania różniących się znaczeniowo od siebie terminów („maszyna cybernetyczna”, „automat”, „robot społeczny”, „robot humanoidalny”, „android”). W artykule kolejno omówiono próby terminologicznego uporządkowania antropomorficznych maszyn, zaprezentowano definicję maszyny cybernetycznej oraz robota cybernetycznego. Poddano analizie etymologię oraz powszechnie funkcjonujące definicje terminu „robot”. Wyłoniono także cechy reprezentatywne dla maszyn nazywanych „robotami społecznymi”. Teza została potwierdzona. W artykule zastosowano metodę historyczną oraz analityczno-opisową.
The aim of the article has been to present terminological difficulties and terminologically define the term social robot, , as well as to enumerate representational features of this kind of machine. It has been assumed that the lack of terminological consistency in the very definition of robot causes terminological chaos and leads to the tendency to use interchangeably terms of disparate meanings (e.g. cybernetic machine, automation, social robot, humanoid robot, android). In the article, it has been discussed what attempts have been made to terminologically define anthropomorphic machines. The definitions of a cybernetic machine and a cybernetic robot have also been presented. The etymology and widely used definitions of the term robot have been analyzed. Representational features of social robots have been singled out. The assumption has been proven. In the article historical and analytically-descriptive methods have been used.

W artykule przedstawiono model stosunków międzynarodowych jako złożony system społeczno-polityczny, którego funkcjonowanie zostało zobrazowane za pomocą pewnego układu regulacji automatycznej z dodatnią pętlą sprzężenia zwrotnego. Zgodnie z założeniami teorii regulacji w modelu wyodrębniono układ regulowany S i regulator R. Architektura układu regulowanego S została odniesiona do kategorii względnie stałych czynników warunkujących utożsamianych ze zbiorem tzw. czynników geopolitycznych. Działanie regulatora R reprezentują w modelu dynamiczne czynniki realizacyjne, utożsamiane z czynnikami operacyjnymi. Dynamiczny regulator R, poprzez pętlę sprzężenia zwrotnego, wnosi do modelu poprawkę .Z, która steruje relacjami między wejściowym wektorem zagrożeń Z a wyjściowym wektorem bezpieczeństwa B. Zaprezentowany sposób modelowania stosunków międzynarodowych za pomocą aparatu teorii regulacji jest podejściem nowatorskim, bazującym na sprawdzonych podstawach teoretycznych z zakresu cybernetyki.
The paper presents a model of foreign relations as a complex socio-political system, whose functioning was illustrated by means of an automatic regulation system with an added loop of feedback. Following the assumptions of the regulation theory, two system were set apart within the model: regulated system S and regulating system R. The architecture of the regulated system S was referred to the category of relatively constant conditioning factors identified with the so called geopolitical factors. In the model the action of regulator R is represented by dynamic realization factors, identified with operational factors. The dynamic regulator R, through the loop of feedback, introduces to the model correction ÄZ which controls relations between the input threat vector T and the output security vector S. The presented way of modeling foreign relations by means of the regulation theory is a novel approach, based on proven theoretical basis in the field of cybernetics.

Popularność ilościowej teorii pieniądza sprawiła, że rozważania na temat jakości pieniądza, które wydają się niezbędne dla całościowej oceny efektywności funkcjonowania systemów pieniężnych, zostały w znacznym stopniu zmarginalizowane. W niniejszym artykule przedstawiono wybrane poglądy na temat wzajemnych relacji ilości i jakości pieniądza, a także podjęto próbę oszacowania wpływu jednoczesnego zwiększania podaży pieniądza i spadku siły nabywczej pieniądza na jego zdolność do obsługi procesów gospodarczych. Przeprowadzone rozważania pozwoliły na stwierdzenie, że nawet jeżeli tempo wzrostu podaży pieniądza jest szybsze niż tempo spadku jego siły nabywczej, to w pewnych warunkach zdolność pieniądza do obsługi procesów gospodarczych może zmaleć.
Because of the popularity of the quantity theory of money investigations in the quality of money (which seem to be indispensable to assess the global efficiency of monetary systems) have been marginalized. This article presents selected opinions on the relations between quantity and quality of money and tries to estimate the impact of simultaneous increases of the supply of money and erosion of its purchasing power. Conducted consideration allow to conclude that even if the rate of growth of supply of money is greater than the rate of decrease of its purchasing power, the ability of money to serve economic processes may (under certain conditions) diminish.

Opis:
In this paper, new media art, which is fundamentally associated with technology and science, will be discussed as a contemporary form of artistic avant-garde. In my argument, I will focus on its connections to earlier manifestations of avant-garde mindsets and attitudes, that is, to historical avant-garde and neo-avant-garde. I will also address the role of the art world and its institutions in establishing their mutual relationships.

Opis:
In the paper music therapy was briefly discussed, paying special attention to the state of art under the aspect of stimulation methods which are typically taken into consideration in this process. The purpose of the study is to discuss the possibility of proper defining of the crucial parameters for music therapy, depending on the unique determinants of the individual patient's character. It is pointed out, that in a therapy especially a metre and rhythm should be considered as the main elements of the generator for music stimulation.
