The article presents the results of measurements of selected thermal, moisture and mechanical properties of thermal insulating plaster, which is one of the alternatives to traditional methods of retrofitting the walls of buildings under conservation protection. An insulating plaster based on perlite was tested. Its thermal conductivity, vapor permeability and compression strength were determined. Images of the tested plaster under the microscope, at a magnification of 10-45x, were also taken. Through computer simulations, the possibility of improving the energy efficiency of an educational building by applying a layer of such plaster on external walls was determined. Changes in the heat loss structure were analyzed, and the obtained results were compared with the effectiveness of reducing heat loss through the walls using a traditional thermal insulation material. It turned out that the thermal conductivity coefficient of the tested plaster obtained by measurement was 0.0877 W/(m∙K), which confirmed the value declared by the manufacturer. Application of thermal insulating plaster with a thickness of 5 cm on the walls of the analyzed building, with other partitions of good thermal quality, reduced its energy demand by over 20%.

W publikacji autorka przedstawia problem ochrony konserwatorskiej na przykładzie budowli sakralnych wpisanych do rejestru zabytków. Autorka przeprowadziła kwerendę historyczną kaplic i prowadzonych w nich prac konserwatorskich oraz przedstawiła stan obecny każdej z nich. Na podstawie dokonanej analizy zebranego materiału wyciągnęła wnioski o różnym stopniu zachowania obiektów związanym z odmienną opieką i ochroną obiektów o podobnej skali i pierwotnej funkcji.
In the publication the author presents the problem of protection and conservation on the example of sacred objects entered in the register of monuments. The author conducted a query of historical chapels and the conducting of their restoration works and also presented the existing state of each of them. Based on the analysis of the collected material the author has learned of the varying degrees of preservation associated with different care and protection of objects of a similar scale and original function.

The intention of this article is to assess the state of the register of historical monuments, the role it plays in the domestic system of the protection of the cultural heritage as well as its character and representative nature. Should it be regarded as an important protection instrument, is it shaped in a planned manner, what sort of forms does it assume, and are they an effective element of the protection system? The present-day condition of the register of monuments is the outcome of a more than 90-years long process that essentially affected its shape. The reasons for the current problems tackled by the national system of the protection of monuments should be sought in the history of the formation of this most important tool applied by conservation protection. The Polish register of historical monuments dates back to a decree issued by the Regency Council in 1918. The necessity of differentiating the collection by means of a scientific assessment of its value and the application of a classification of the monuments was noticed soon afterwards. Although work on a complete inventory of monuments, interrupted by the war cataclysm, was never finished, conservation legislation from the interwar period, especially concerning the creation of a register of monuments, should be regarded as a modern and complex treatment of assorted questions relating to protection. The conservation views that assumed shape the 1930s and the conceptions of the creation and valorisation of an inventory of monuments were never developed during the post-war period. The introduction of a classification of immovable monuments was not finalised until 1964 and the preparation and publication of a complete list of the monuments of architecture and construction, divided into five categories. In the face of numerous later negative experiences and critical opinions stemming from daily praxis and, primarily, the destruction of a significant number of monuments from the lower groups, it would be difficult to find any arguments in favour of the categorisation launched at the time. Let us note, however, that it was carried it in a totally different political system and that the assumed objectives were quite dissimilar from the attained effect. In time, the absence of a firm coordination, including administrative, of the activity pursued by the voivodeship conservators of historical monuments upon a central level, i,e. the General Conservator of Historical Monuments, with the exception of the State Service for the Protection of Historical Monuments in 1991-1996, produced a further discernible erosion of uniform principles for classifying monuments for the register, and furthered the differences and divisions within the range of the already existing resources. Meanwhile, the register of historical monuments is one of the statutory forms of protection, and daily praxis confirms that an unregistered object is deprived of all chances for effective conservation protection or for benefitting from financial aid provided by public funds. In this way, the register plays the role of the most important and, as daily activity demonstrates, in many cases the sole instrument for shaping the conservation policy. Within this context special relevance is assumed by its contents, measured not with the number of the registered objects and regional statistics, or even the correctness of administrative documents, but with the contents and representativeness of a collection assessed from the vantage point of the dimension of the cultural heritage of the whole country. The extensive Polish cultural heritage resource protected by law is composed of several collections of immovable, movable and archaeological monuments. In the presence of an almost universal general definition of historical value, formulated in administrative decisions, effective protection is significantly restricted; this factor too hinders a definition of the range and character of the planned conservation undertakings and the financing of the protection of historical monuments. In practical terms, such a state of things gives rise to a number of potential conflicts between owners and conservation offices, and favours the relativism of the assessments of historical values and the principles of conservation activity, rendered dependent upon current pragmatic needs and investment pressure; it also hampers the propagation of knowledge about the actual resources of the protected heritage. Finally, it limits the possibility of winning allies involved in protection ventures. Despite the ostensibly considerable number of monuments listed in the register of immovable monuments, the content of this collection is far from complete. The elementary criteria of historical, scientific or artistic evaluation, determined by a general statutory definition and not modified for decades, are applied in totally arbitrary manner. As a result, numerous valuable monuments with distinctive historical values still remain outside the range of legal protection, while conservation is encompassing a growing number of examples of contemporary architecture. The great differentiation of the register of monuments can be perceived upon the basis of just several select instances. Its range also contains a number of inner divisions whose justification poses a difficult task. Alongside monuments possessing supreme values that do not require any validation, we come across buildings with highly doubtful features, at times giving rise to warranted reservations concerning the presence of even elementary cultural values. The register, a theoretically uniform collection of administrative decisions devoid of divisions into categories, remained unaltered, thus forcing the conservation services to treat equally all the components of this, after all, by no means uniform collection. The possibilities of an actual impact of the voivodeship conservators of monuments upon the contents of the register, in other words, the establishment of areas and objects to be subjected to legal conservation protection, are becoming more limited. It is also impossible to perceive features indicating an actual and well-conceived influence of the voivodeship conservator of monuments upon the ultimate contents of the register. Owing to a profound crisis of spatial planning and the absence of effective instruments shaping the landscape, the register has become the most prominent form of treating the cultural environment. Its representative nature should correspond to the richness and diversity of the Polish heritage. Imperfections and errors weaken the effectiveness of the whole national system of the protection of monuments. Due to the dynamic development of studies dealing with cultural heritage, the progress of scientific theories, and the almost total disappearance of the time barrier, which used to be one of the most important criteria for delineating historical value, the very concept of the object of the conservation protection is becoming increasingly capacious. True, the number of monuments listed in the register is constantly growing, but the needs are so considerable that the attainment of a state that would fully reflect the historical resources is becoming part of a distant future. Meanwhile, the lack of cohesive criteria for assessing values, whose outcome is the non-existence of a hierarchy of the monuments, makes it difficult to establish protection standards. Different ways of solving this problem should be sought in more profound reflections about the current state, function and directions of indispensable legislation changes concerning the register of monuments, with one of the key issues being a precise and, at the same time, modern definition of the object of protection. The principles and role of the register in the Polish system of the protection of monuments must be perceived in a way different from the applied one. The philosophy of transformations has to be based on a determined conviction that we are dealing with resources differentiated as regards their contents. A suitable solution would be to seek an alternative organisation of conservation administration, together with a conception of an intentional sharing of responsibility for the fate of the recorded monuments by the government administration and local self-governments. The favourable effects of the merely outlined but necessary directions of activity will involve the introduction of order into the register, the amassment of numerous scattered entries into a single cohesive register of information about historical resources, and the creation of a collection of the most valuable national heritage monuments. The ensuing outcome will make it possible to conceive of a uniform state policy in reference to monuments representing assorted values within a wide range of research and documentation, to define forms of protection, and to finance conservation undertaking, promotion and effective administration.

Mimo starań podejmowanych przez środowiska konserwatorów i architektów, społeczna świadomość wartości architektury modernistycznej jest bardzo niska, stąd jej niszczenie i żywiołowe przekształcenia Nie istnieją także mechanizmy prawne ani administracyjne, które mogłyby skutecznie przeciwdziałać tym procesom.
This paper discusses selected issues concerning protection and conservation of rendered surfaces in buildings erected during the mid-war period. The topic has previously been visited by scholars, however increased renovation work, new materials introduced to conservation practice and gradual degradation bring about a threat to this resource. Still, the Modernist architecture of the mid-war era has not been widely recognised. Uncontrolled adaptive use projects (such as the addition of thermal insulation, general renovation and the refreshing of façades) have caused irreversible damage to these historic structures. The area of research covers Cracow and buildings erected mainly during the 1930’s. Case studies and interviews with art restorers allow the presentation chief causes of damage, state of conservation along with core dilemmas and contemporary practice for conservation and renovation of Modernist stuccos. The need of overall protection of the resource is suggested in conclusion.

The paper presents a description of the technical condition of the Bunker building located at the port quay, which has been out of use for several decades. The direct reason for the cessation of exploitation was the deletion of Bunker from the Civil Defense records. The paper contains a detailed analysis of the Bunker's technical condition, also taking into account the national defense, functional and utility aspects and the issues of economics of carrying out renovation works. The paper shows that despite the location of the Bunker in the conservation protection zone, the optimal solution was its demolition and the final use of the area where the Bunker was located as a place for the construction of warehouse buildings with parameters adapted to the current needs and target transshipment capabilities of the port quay.

For centuries alleys have been one of the classical elements of shaping and outfitting open space as well as the cultural landscape and urban space. The problem of their preservation and, in particular, cultivation with due respect for the principles of conservation is, however, a relatively new topic. Due to the multiple different forms and arrangements which comprise an important and constant feature of forming gardens and garden interiors, the question of cultivating avenues calls for intensive conservation attention. Material gathered by the Working Group of Conservators of Historical Gardens at the Union of German National Conservators presents a wide range of conservation problems and possibilities, demonstrating with the assistance of assorted example the available princples of preservation, cultivation and repair. The presented publication is to assist conservation praxis.

The immediate reason for the cessation of operation was the change in the use profile of the port quay, which caused the handling of other goods at the quay than the bulk materials originally stored in Elewator Zbożowy. The work contains a detailed analysis of the technical condition of the building, also taking into account the functional and utility aspect as well as the economics of renovation works. The article showed that despite the location of the building in the conservation protection zone, the optimal solution was the demolition of Grain Elevator and its reconstruction of a new warehouse facility with parameters adapted to the current needs and target handling capacity of the port quay.

The aim of the article is to draw attention to the lack of institutional support for the development of the valued native historical health institutions against the background of the different situation of leading foreign hospitals. The author sees in the current urban and regional development plans of the Mazovian voivodeship poorly outlined actions towards the revitalization of the hospital heritage. The methodology of the work is based on queries of available resources online and in situ Mazovian Conservator of Monuments, EU, Mazovia Development Strategy 2030, as well as on the research of own selected historical hospitals.

Maroko posiada osiem obiektów wpisanych na listę Światowego Dziedzictwa UNESCO. Większość z nich to mediny – starówki miejskie centralnej i północnej części kraju. Część południowa, granicząca z terytoriami saharyjskimi budziła do niedawna mniejsze zainteresowanie badaczy. Ait-bin-Haddu, nieopodal Warzazat, to jedyny zespół architektoniczny na tej liście, choć podobnych mu wspaniałych zabytków na południu Maroka w dolinach Dra, Ziz i Tafilalt nie brakuje. Ich największą wartością, oprócz niespotykanej formy, jest przetrwały przez stulecia sposób budowania z tradycyjnych, pozornie nietrwałych materiałów. Czynniki atmosferyczne, ale również w coraz większej mierze działalność człowieka, wpływają destrukcyjnie na bezcenne budowle. W celu ich ratowania obecne władze kraju, przy współpracy z UNESCO, wprowadzają zakrojony na szeroką skalę interdyscyplinarny program konserwatorski.
Morocco boasts eight objects entered into the UNESCO World Heritage List. The majority of them are medina quarters – old town districts found in the central and northern part of the country. Until recently, the southern part bordering on the Saharan territories did not arouse much scientifi c interest. Ait-bin-Haddu, near Warzazat, is the only architectonic complex on the List, although similar magnifi cent monuments can be found in the south of Morocco, in the Dra, Ziz and Tafilalt valleys. Besides their unique form, their greatest value lies in the manner of their construction using traditional, seemingly impermanent materials which have survived for centuries. Weather conditions, but also man’s activity on an increasing scale, have a destructive infl uence on the priceless buildings. In order to preserve them, the current government with the help of the UNESCO, have introduced a large-scale interdisciplinary conservation programme.

Wiatraki są niezwykle ciekawym przykładem zabytków architektury i zabytków techniki. Przez lata obiekty zlokalizowane na terenie Polski były zaniedbywane, a ich degradacja postępowała szybko. Przyczyniło się do tego wiele czynników, m.in. nieopłacalność produkcji, starzenie się kadry pracowniczej i brak jej następców, niewystarczające środki finansowe wojewódzkich konserwatorów zabytków na dofinansowanie prac konserwatorskich i restauratorskich. W ciągu kilku ostatnich lat, na wzór działań zagranicznych, zaczyna pojawiać się coraz więcej inicjatyw, których celem jest zachowanie i ochrona jak największej liczby młynów wietrznych oraz ich popularyzacja. Częstym zjawiskiem jest aranżowanie wiatraków na hotele lub do celów mieszkalnych.
Windmills are extremely interesting examples of architectural and technological monuments. For years, the objects located in Poland were neglected and their degradation was very rapid. There were many factors that contributed to this situation including unprofitable production, the ageing of staff, lack of successors, and insufficient financial resources of provincial conservators for the co-funding of conservation and restoration projects. Over the past few years, the number of initiatives, patterned on foreign practices, have been growing. Their aim is to preserve and popularise windmills. In many cases, windmills are converted into hotels or apartments.

W związku z dwudziestoleciem obowiązywania Ustawy z dnia 23 lipca 2003 roku o ochronie zabytków i opiece nad zabytkami autor stawia zasadnicze pytania dotyczące przedmiotu ochrony prawnej, to jest rozumienia prawnej definicji zabytku, granicy oddzielającej zabytki od innych obiektów dawnych oraz kryteriów przesądzających o tym, który obiekt winien trafić do rejestru zabytków, a który – jedynie do wojewódzkiej lub gminnej ewidencji zabytków. W poszukiwaniu odpowiedzi w pierwszej kolejności prześledzono przepisy ustawy i przeanalizowano poszczególne kategorie zabytków w kontekście zakresu przyznanej ochrony prawnej oraz kryteria, na których podstawie dany obiekt ma być kwalifikowany do określonej kategorii. Następnie omówiono prowadzony w ostatnich latach dyskurs przedstawicieli środowiska konserwatorskiego, który dotyczył zagadnień związanych z wartościowaniem zabytków, w tym prac nad ujednolicaniem kryteriów waloryzacji. Przedstawiono także zróżnicowane stanowiska w kwestii kryteriów wpisania zabytku do rejestru, prezentowane w decyzjach organów ochrony zabytków oraz w orzecznictwie sądów administracyjnych. Rezultatem prowadzonej analizy są krytyczne wnioski dotyczące braku jednolitych i powszechnie zrozumiałych standardów oceny zasobu zabytkowego i sposobu interpretacji prawnego pojęcia zabytku oraz niejasnych kryteriów mających przesądzać o tym, który obiekt winien trafić do rejestru zabytków. Artykuł wieńczą refleksje na temat działań, które w ocenie autora winny zostać podjęte, by uporządkować proces wartościowania zabytków.
In conjunction with the twentieth anniversary of the Act of 23 July 2003 on the protection and care of historical monuments, the author raises some fundamental questions concerning the subject of legal protection, that is, the understanding of the legal definition of a monument, the borderline separating monuments from other historical objects, and the criteria determining which objects should be included in the central register of monuments, and which should only be included in voivodship or municipal records of monuments. In order to find an answer, first the provisions of the Act were examined, and the various categories of monuments analysed with regard to the scope of legal protection provided and the criteria for qualifying them to a particular category. Then the discourse that has been taking place in recent years among representatives of the conservation community is discussed; this concerns issues related to the valuation of monuments, including work on standardizing the criteria for their valorization. Also presented are the differing views on the issue of the criteria for entering a monument in the register, as expressed in the decisions of monument protection authorities and in the rulings of administrative courts. The result of the analysis is a critique of the lack of consistent and generally understood standards for the evaluation of historic monuments and how the legal concept of a monument should be interpreted, as well as vague criteria to determine which objects should be included in the register of monuments. The article concludes with reflections on actions which, in the author’s opinion, should be taken to organize the process of valuation of monuments.

The issue of permanence and transience in architecture has intrigued both the theorists and the practitioners dealing with the creation of buildings since antiquity. We construct buildings assuming their durability and long life. We give them the sense of timelessness. In point of fact, architecture undergoes permanent transformations which embrace both its significance and material dimension. Once built, architecture gradually loses its material value. It also ages in the moral sense, as the expectations towards the buildings constructed years ago change with time and are not met today. The assessment of the value of an architectural object is frequently the basis for the decisions concerning its survival, conversion or demolition. The article presents two cases, a negative one, where a building of unique architectural value was demolished, and a positive one, in which a structure intended for demolition was registered as an object of cultural heritage and protected by conservation due to an initiative of community and civic groups.
Problem trwałości i przemijalności w architekturze nurtował teoretyków i praktyków zajmujących się tworzeniem budowli już od starożytności. Budowle wznosimy z założeniem ich trwałości. Nadajemy im znamiona ponadczasowości. W rzeczywistości architektura ulega permanentnym przeobrażeniom, które obejmują jej wymiar materialny oraz znaczeniowy. Architektura zbudowana traci wartość materialną. Starzeje się również moralnie, bo oczekiwania w stosunku do budynków zmieniają się, bo obiekt zbudowany przed laty nie spełnia ich dzisiaj. Ocena wartości architektury jest często podstawą do podejmowania decyzji o jej przetrwaniu, przekształceniu lub likwidacji. W artykule przedstawiono dwa przypadki: negatywny, gdzie wyburzono budynek o unikalnych wartościach architektonicznych oraz pozytywny, w którym budowla przeznaczona do wyburzenia, dzięki ruchowi społecznemu, została wpisana do rejestru zabytków i objęty ochroną konserwatorską.

Opis:
The objective of this article is to present hitherto accomplishments in the area of protection of the mine understood as a monument in a legal sense. They are presented in reference to securing activities in the mine, effected throughout the history of its functioning. These issues have not been presented in a  synthetic manner so far. The basic source material for the study was information accumulated in the course of documentation work conducted by the employees of the Cracow Saltworks Museum Wieliczka (in cooperation with engineers and technical employees from the Bochnia Salt Mine) underground. The manner of presentation of issues discussed in the study derives from an analogous article pertaining to the Wieliczka Salt Mine, presented in volume XXIII of this yearbook. The necessity of securing the mining pits in the Bochnia Salt Mine has been apparent since the very beginning of its commercial operation. Various solutions were applied, frequently quite untypical, adjusted to the specific geological structure of the deposit. The basic material was wood, used to line the rising headings, as well as drifts in the weak rock mass. Extensive chambers were propped up with support columns, usually filled with mining spoil and contaminated salt types. The specific nature of the Bochnia Salt Mine was that the support columns were constructed of thin alder and birch trunks. Support columns made of thick pine, spruce or fir wood were rarely used. Some of the selected areas were liquidated by being completely filled with waste rocks and post-production waste. Smaller of them, left without any means of protection, were completely clamped after several centuries. The original form of securing the chambers from the progressing destruction was leaving them at the edge of a thin salt shell. Until the 18th century, transport routes were designated in some of them via lining or support columns, which connected exploitation areas located on various depths. Conservation work in the legal sense began only after inclusion of the mine in the list of monuments in 1981, even though some of the projects undertaken earlier had this objective in mind, especially in the underground chapels. Mining and conservation work is performed in a zone included under protection, i.e. on levels from I to IX, in most valuable mining pits, selected on the basis of substantive criteria with respect to the values of the mining pits. The selection was made by the employees of the Cracow Saltworks Museum Wieliczka on the basis of materials accumulated during the systematic scientific and technical stock-taking conducted in the 1970s and 1980s; the list was approved by the Małopolska Province Monument Conservator in Kraków. It includes 65 chambers, 112 drifts, 3 shafts and 4 fore-shafts. Furthermore, the most valuable regions of the mine with respect to natural assets were encompassed by a detailed stocktaking in 2005 and subjected to additional legal protection on the basis of the Nature Conservation Act in the form of 27 documentation sites. The conservation authorities have also formulated guidelines pertaining to the procedure of preparing and performing work in the historical pits. The starting point is preparation of a historical and conservation study and subsequently a technical design relying on its recommendations. On this basis, permits are issued for the conduct of work in protected shafts, chambers and drifts. Direct supervision over the performance of work until 1999 was the obligation of the Province Monument Conservator in Tarnów, and later the Małopolska Province Monument Conservator in Kraków and, since 2016, the Cracow Saltworks Museum Wieliczka. The basic source of financing for the conservation projects are funds deriving from the state budget, which may be formally assigned for such a purpose since 2000. Earlier (since 1991) they were fully assigned to liquidation work. As of 2000, funds assigned for specific projects from the National Environmental Protection and Water Management Fund constitute a significant supplement for the financing. Relatively small funds are also generated by the tourist and spa activities pursued since 1995. The majority of mining and conservation work was performed by the mining team of the Bochnia Salt Mine. Tasks calling for specialist equipment and special qualifications of employees were commissioned from external companies. The basic part of the work was concentrated on levels from I to IV, in mining pits that are the most valuable with respect to the presented historical values. The speed of work gained momentum after the mine was classified as the monument of history (2000). Initially, the work focused on securing pits that are assigned for being made available to tourists on level IV, i.e. the August Chamber, and on level VI: the Sienkiewicz Chamber and the Dobosz Inter-level. As a result of them, in 1995 the conditions in the mine allowed for admission of organised groups to the mine for the first time in history. Later, work was conducted in drifts and chambers assigned for thematically oriented exhibitions. In the first period, the greatest mining and conservation projects included securing the central part of the August Drift, along with adjoining corridors and the extensive Ważyn Chamber. Its adjustment to perform recreational and sanatorium-type functions required a lot of effort. In the second stage, work performed in the complex of mining pits called Zejście Kalwaria, spreading from level I Danielowiec to level IV August, was of great importance, as well as work at eleven sections of Regis Stairs connecting these levels. It is also necessary to mention professional conservation of the 18th century Passionis Chamber and opening the 17th century Krucyfiks Chamber for tourists. Performance of mining and conservation work has acquired a special rank and should be an absolute priority after inclusion of the Salt Mine in the UNESCO World Heritage List in 2013.
