The aim of the article was discuss the elections to the European Parliament in Poland in 2014, taking into consideration the political situation before the elections in particular. The influence of the parliamentary elections in 2011 on the Polish political scene, and the activity of governmental coalition of the Civic Platform and the Polish Peasant Party, as well as the emergence of new political entities actively participating in electoral competition, has been analysed. A detailed analysis was done regarding the course of election campaign, paying attention to the elements of negative campaigning as well as the course of the elections themselves. The final reflections were dedicated to the election results and their influence (consequences) on the Polish party system.

A study of the Euro-barometer performed at the end of January and beginning of February 2009 showed that not even 34% of the surveyed in all the 27 countries of the European Union declares the desire to cast their vote in the approaching election to the Euro-community. 15% of the respondents answered that they would de! nitely not vote in the coming election. The participation in the European Parliament Elections has fallen from election to election. This tendency persists and no signs of improvement of the situation can be seen. In 1994, 56.8% of the entitled to vote participated in the elections in all the member countries. Ten years later, only 45.6% of voters cast their votes. New member countries with low level of interest in European matters have considerably contributed to the fall in the level of legitimisation of the European Parliament.

In this paper we address the following question: Taking as decisional units national chapters of European political parties, is there a difference between a priori voting power of national groups in the case of "national" coordination of voting and in the case of "partisan" coordination of voting? By coordination of voting we mean two step process: in the first step there is an internal voting in the groups of units (national or partisan), in the second step there is a voting of aggregated groups (European political parties or national representations) in the EP. In both cases the voting has an ideological dimension (elementary unit is a party group), difference is only in dimension of aggregation (European parties versus national representations). Power indices methodology is used to evaluate voting power of national party groups in the cases of partisan and national coordination of voting behaviour.

Artykuł ma na celu przybliżenie instytucji petycji. Została ona stworzona, aby umożliwić nawet pojedynczemu obywatelowi Unii Europejskiej, skargę na postępowanie organów administracji publicznej, które mogą być niezgodne z prawem unijnym. Możliwość złożenia petycji do Komisji Petycji przy PE dało Polakom wstąpienie do Unii Europejskiej w 2004 roku. W pierwszej części artykułu przedstawiony jest sposób rozpatrywania petycji, czyli kto, gdzie i w jaki sposób może petycje złożyć, jak i skąd zasięgnąć informacji o składanych petycjach. Kolejna część to sposób rozpatrywania petycji, gdzie zawarte są informacje odnośnie dopuszczalności petycji, a także jakie działania może wykonać Komisja Petycji w sprawie złożonej już petycji, czyli między innymi możliwość przekazania petycji odpowiedniej Komisji, wydania opinii czy przeprowadzenia wizytacji w danym kraju, gdzie mogło dojść do naruszenia prawa unijnego. Dalej artykuł przybliża sprawy polskie, które rozpatrywała Komisja – jedną z pierwszych, dotyczącą podatku akcyzowego na sprowadzane spoza terytorium auta, jak i jedną z najnowszych, dotyczącą planów budowy odkrywkowej kopalni na Dolnym Śląsku. Podsumowanie artykułu to zwieńczenie informacji w nim zawartych, a także możliwości które daje złożenie petycji do Parlamentu Europejskiego, jak i rozwojowy charakter tej instytucji, wskazując jednocześnie na potrzebę rozpowszechniania możliwości złożenia petycji wśród obywateli Unii Europejskiej.
Petition to the European Parliament aims to introduce the institution of the petition that was created to enable even a single citizen of the European Union to make a claim against the proceedings of public administration authorities, which may have been incompatible with the European law. The accession of Poland to the European Union in 2004 gave the Poles the possibility of petition to the Committee on Petitions of the European Parliament. In the first part, the article presents the way of handling the petitions, i.e. who, where and how can submit the petition, also how and where the citizens can receive information on the submitted petitions. Then, the article presents the manner of handling petitions, where the information regarding the admissibility of petitions can be found, as well as possible actions of the Committee on Petitions regarding the submitted petition, i.e. the possibility of submitting a petition to the appropriate Committee, issuing an opinion or organizing a fact-finding visit in a particular country where the breach of the EU law could have occurred, among others. Furthermore, the article describes some Polish cases handled by the Committee - one of the first - on the excise duty levied on cars imported from outside the territory, and one of the newest - on the construction plans of a strip mine in Lower Silesia. The summary is the presentation of information gathered in the article, and the possibilities arising from the submission of the petition to the European Parliament, as well as a progressive nature of this institution, while simultaneously indicating the necessity of promulgating among the EU citizens the possibilities of submitting the petition.

The Liberals have forced their own beliefs through since European structures began to emerge, but their impact on the concept of integration was weaker than that voiced by the Christian Democrats and the Social Democrats. Factional activity in the European Parliament is another form of the operation of political parties, alongside traditional international party congresses. The paper presents the projects and views of liberal politicians on the process of European integration. Particular attention is paid to the opinions of Gaetano Martino, Cornelis Berkhouwer, Simone Veil, Pat Cox, Graham Watson and Andrew Duff.

Ensuring cyber security in scope of cyber defense is currently among the top priorities of the EU Common Security and Defense Policy (CSDP). Matters included in scope of cyber defense are a competence of the Member States and cooperation at EU level in this area is governed by decisions of the EU Council based on unanimity. This means that the European Parliament (EP) in the field of cyber defens acts only as an opinion-forming body expressing its position through the adoption of non-legislative resolutions. The aim of the article is to analyze the content of these resolutions and present the EP’s opinion on the challenges facing the EU in the field of cyber defense. It should be stressed that the EP is the EU body that strongly emphasizes the need for a common EU approach to these issues. Given that the area of cyber defence is subject to intergovernmental cooperation mechanisms, the EP considers that the EU needs to develop not only cooperation and coordination mechanisms at the level of its institutions, but also to take action to enhance the EU’s capability to counter cyber threats. These significant cyber defense capabilities should be essential elements of the CSDP and of the development of the European Defense Union, as it is becoming increasingly difficult to counter cyber attacks for the Member State level alone. The role of the CSDP should be to ensure that the EU, in cooperation with NATO, has an autonomous strategic capability to act in the field of cyber defense.

Ensuring the energy security is currently one of the EU’s top priorities. The EU energy policy, after the entry into force of the Treaty of Lisbon, is regulated by Article 194 TFEU, which guarantees a solid legal basis for European Union actions in this area on the basis of the Community method. The European Parliament, within the scope of its Community competences, as a participant in the decision-making process, contributes to shaping the face of the EU energy policy. Furthermore, by adopting nonlegislative resolutions, the EP expresses its position on the most crucial issues included in this policy and has an indirect influence on its shape. The aim of this article is the analysis of the content of these resolutions and presentation of the EP’s opinion on the challenges facing the EU in the field of energy. It should be highlighted that the European Parliament is the EU body with a strong emphasis on a supranational approach to energy security. The European Parliament prefers the view that all Member States, in a spirit of solidarity, must take actions to guarantee the EU’s common energy security. In favour of a common, integrated European energy market, the EP puts great emphasis on the necessity to implement ambitious climate policy objectives within its framework, the key element of which is the reduction of greenhouse gas emissions.

The article presents the determinants of creating candidate lists in European Parliament elections in Poland. Its subject context is the evaluation of importance of selected factors with reference to the effect obtained in the election. The main study hypothesis assumes different patterns of creating candidate lists in EP elections in comparison to parliamentary elections, involving the combined occurrence of several determinants. The first of them is the tendency to fill the highest positions in candidate lists with popular people well-known in the media, who have an advantage over anonymous ones. The second factor is territorial bonds connecting candidates with the electoral district where they stand for election. Another determinant taken into consideration is the territorial form of the candidate list. The last important element of analysis is the concentration of support, determined by the position on the candidate list.

European Parliamentary election 2014 were the third elections for countries that joined European Union in 2004, including Poland. As we may observe from the very beginning of the EP’s history, elections suffer constant drop in voter turnout, and since 1999 the turnout total for less than 50%. There are many theories explaining this state of affairs, with most notable “second-order elections” and democracy deficit theories. Polish profile of voter turnout in EP elections seems to fit into frameworks of these theories, and is positioned among EU’s members with the lowest turnout. What is specific for electoral behaviour in Poland is stability: the turnout and support for political parties seems to stable and even petrified. This assessment seems to be supported by the results of election within past four years, both on aggregate and individual levels of data.

The migrant crisis in Europe, which reached its zenith in 2015, made EU politicians realize the urgent need for a more effective migration policy that would rely more on supranational cooperation. Absence of this policy triggers migrant influx to Europe, in particular of unqualified labour force, and enhances illegal migration from which organized criminal groups profit enormously. Moreover, uncontrolled migration processes give rise to a number of social, economic, political and cultural problems all across the EU, and thus nurture the Eurosceptic mood. This leads to societal negation of the European integration project and provides fertile soil to the spread of radicalism and xenophobia. The aim of the study is to capture the position of European Parliament on recent migrant crisis. The Parliament, a democratically legitimate body, which claims the right to represent European societies, advocates adoption of systemic EU approach to migration which should be based on the respect of human rights and creation of legal migration pathways for refugees and workers needed by Europe. The solution of the present migrant crisis is sought by the EP in moving towards a common, comprehensive European immigration policy and enhanced solidarity of EU member states in response to increased influx of refugees from conflict zones.

The paper refers to the essential problem of the European political space, namely the insufficient implementation scale of accountability standards, which has a direct effect on the democratization of the European political system, specifically on the democracy deficit. The paper was presented the accountability standard on the background on the EP election in 2014, with the strong focus on the relations between the voters and the EP candidates. In the analyses the factors characterizing the quality of political discourse were considered taking into account both, the electorate political activity (principal – in the meaning Principal-Agent-Theory), as well as the offer of the running politicians (as the agents).

In 2004, Polish women took part in the elections to the European Parliament for the first time. It was a long road that led them to take seats there. The beginnings of the Polish women’s movement date back to the 19th century when it was closely connected with the struggle for the independence of Poland. It was then that the stereotype of the Polish Mother emerged, the guardian of the hearth and home, and promoter of patriotism. These, among other things, were the social, cultural and political stereotypes that women seeking to increase their presence in public life needed to face up to. Polish women obtained voting rights rela- tively early on, in 1918. Despite their political rights, they did not participate in the political life of interwar Poland on a larger scale. The women’s organizations that emerged after WWII implemented the ideology that was officially propagated in those times, and strictly followed the policies of the authorities. Significant changes in the women’s movement occurred in the 1980s when authentic women’s initiatives formed around the Solidarity movement. At pres- ent, approximately 300 women’s organizations operate in Poland. Polish accession to the European Union has given Polish women an opportunity to intensify their activities in supra- national politics. Polish women took seats in the European Parliament, although their numbers thus far have been relatively low. During the 6th parliamentary term, out of 54 Polish Members of the European Parliament, 7 were women. In the EP elections held in 2009, 11 Polish women were elected as MEPs. Regardless of this low level of representation, Polish women are very active and resilient and seriously committed to working in European Parlia- mentary structures.

According to Montesquieu tripartite system, formed in the European constitutionalism, the organs of authority, in a democratic state, affect each other in an inhibitory way, balancing mutually. Traditionally, it is understood that the executive power is performed by the Head of State (monarch, president) and government, legislative power belongs to the parliament, whereas the judicial power is exercised by independent courts. Analyzing the political reality of member states it is necessary to note, that the executive participates in the national legislative processes more actively, for example, through executing constitutionally granted right of legislative initiative (usually together with deputies), by issuing acts with the power of law, or incorporating Community directives into the internal legal order.
