    Opis:
    Ensuring a high level of internal security is an important element of the internal policy of the state. Internal security policy cannot be an individual and independent action, because it has to take into account the international environment. The emerging international order has a significant impact on the internal security of the state. Today's internal security and external security are closely linked. Threats from outside can be easily transformed into internal threats. Therefore, measures to ensure internal security have to be interdisciplinary.

    Inquiry into the origins, essence and meaning of the term strategy dates back to the sixth century BC. Since then there has been an attempt to understand and explain its meaning and specify the place in the system of concepts. History shows that views have changed with the development of social relations, economic development and technological progress. Strategy in its original meaning was the field of martial arts, superior to the others and one of the oldest. Over the decades, it has become a discipline or specialty of martial science, and military science later. The term strategy is currently used in many areas of political, social and economic life. A particular variation is its security strategy, which includes the creation, preparation and use of state capacity to counter any threat to its existence and development. The author analyzes the evolution of Polish strategic thought in shaping national security in turn of the XX and XXI century.

    The security of contemporary Europe is under a serious threat. The migration crisis has created a serious challenge for the cohesion of the European Union, causing divisions and tensions between the member states and within their societies. The EU’s passive policy deprived of a long-term strategy has proven to be ineffective. The crisis has shown the weakness of its institutions and member states in crisis situations. EU values have turned out to be inconsistent with the values of many member states, and they are the basis of a common migration and asylum policy. The author analyses the migration crisis and presents solutions for the EU to stop it.

    The implementation of national security policy objectives is to ensure the security of citizens, the rights and fundamental freedom, democratic order in the country, as well as to create uninterrupted conditions for civilization and economic development. Present international security environment is dynamic and often significantly affects, and even interferes with the constitutional order and security of citizens. The essence of changes involves shifting the focus from conventional threats to asymmetric threats. There are new threats in the region due to the Russian-Ukrainian conflict, a constant threat is international terrorism associated with cross-border crime, moreover, globalization has brought financial crisis. Poland is trying to accurately read these processes, interpret and react flexibly. This effort shall be borne by both the state and the nation.
    Realizacja założeń polityki bezpieczeństwa państwa służy zapewnieniu bezpieczeństwa obywatelom, praw i podstawowych wolności oraz demokratycznego porządku w kraju, stworzeniu niezakłóconych warunków do cywilizacyjnego i gospodarczego rozwoju. Współczesne środowisko bezpieczeństwa międzynarodowego jest dynamiczne i często w istotny sposób wpływa na porządek konstytucyjny i bezpieczeństwo obywateli, a nawet je zakłóca. Istota zmian polega na przesuwaniu się punktu ciężkości z zagrożeń klasycznych na zagrożenia asymetryczne. Pojawiają się nowe zagrożenia w regionie spowodowane konfliktem rosyjsko-ukraińskim, stałym zagrożeniem jest terroryzm międzynarodowy powiązany z przestępczością transgraniczną, a globalizacja przyniosła nam kryzys finansowy. Polska stara się procesy te trafnie odczytywać, interpretować i elastycznie na nie reagować. Ten wysiłek ponosi zarówno państwo, jak i naród.

    Modern threats are a multidimensional problem, in addition to the old and well-known, there are constantly new, dynamically changing security environments. The grounds for security threats are diverse and evolve along with the development of international relations, changes in the interests of the state and its position on the international arena. The aggressive, imperial policy of the Russian Federation is an example of this and contributes to instability in the region and seriously threatens the sovereignty of neighboring countries. Guaranteeing the security of the Polish border (especially the eastern – external of European Union) is a serious challenge and must be constantly adapted to the changing threats occurring in times of peace, crisis, and also in times of war. The author characterizes the contemporary security environment of Poland and the accompanying cross-border threats, presents the process of shaping the EU external border security system together with the current situation of the security management of the Polish state border. It also draws conclusions that the state border must still be in the center of interest of the state authorities and indicates that as a result of the current external threat to the state, there is a need to improve the cooperation of services and institutions responsible for the security of the state border in the national and international dimension.
    Современные угрозы представляют собой многоаспектную проблему, а кроме старых и хорошо известных, постоянно появляются новые, которые динамично изменяют среду безопасности. Почва этих угроз безопасности разнообразная и эволюционирует вместе с развитием международных отношений, изменением интересов государства и его позиции на международной арене. Примером этого является агрессивная, имперская политика Российской Федерации, которая способствует нестабильности в регионе и серьёзно угрожает суверенитету соседних стран. Гарантия безопасности польской границы (особенно восточной – внешней границы Европейского Союза) является серьёзной задачей и должна постоянно адаптироваться к изменяющимся угрозам, возникающим в мирное время, в ходе кризиса и во время войны. Автор характеризует современную среду безопасности Польши и сопровождающие трансграничные угрозы, представляет процесс формирования системы безопасности внешней границы ЕС вместе с текущим состоянием управления безопасностью польской государственной границы. Он также делает выводы о том, что государственная граница должна по-прежнему находиться в центре интересов органов государственной власти и указывает, что в результате сложившейся внешней угрозы государству необходимо улучшить взаимодействие служб и учреждений ответственных за безопасность государственной границы в национальном и международном измерении.
