    Opis:
    Celem artykułu jest wskazanie znaczenia i roli polityki rodzinnej dla solidarności rodzinnej i odpowiedź na pytanie: w jaki sposób polityka rodzinna uzupełnia solidarność rodzinną typu funkcjonalnego? Odwołując się do modeli idealnych polityki rodzinnej Singrid Leitner, do procesów familizacji–defamilizacji opieki oraz genderyzacji–degenderyzacji Stevena Saxonberga, omówiono instrumenty polskiej polityki rodzinnej. Próbowano wskazać, jak działania polityki rodzinnej uzupełniają solidarność rodzinną w odniesieniu do funkcjonującego modelu opieki. Odnosząc się wreszcie do analiz międzynarodowych, próbowano określić typ polskiej polityki rodzinnej w obszarze (de)familizacji–(de)genderyzacji.
    The purpose of this article is to indicate the importance and role of family policy for family solidarity and to answer the question of how family policy complements family-type solidarity of the functional type. The instruments of Polish family policy are discussed in reference to S. Leitner’s ideal models of family policies and to S. Saxonberg’s processes of familization–defamilization of care and genderization–egenderization. An attempt is made to indicate how family policy complements family solidarity with respect to the functioning care model and to determine the type of Polish family policy in the area of (de) familization–(de) genderization, in reference to international analyses.

    Współczesnym problemem społecznym jest proces starzenia się społeczeństwa i wzrastająca populacja osób starszych. Konsekwencje tych zjawisk mają charakter jednostkowy i społeczny. Wyznaczają obraz społeczeństwa polskiego (malejąca liczba ludności, malejąca dzietność, wzrost liczby osób starszych i sędziwych, malejąca liczba dzieci, młodzieży i osób w wieku produkcyjnym). Stanowią wyzwanie z jednej strony dla rządu – jak organizować pomoc i opiekę seniorom, z drugiej zaś dla samych seniorów i ich rodzin – jak podnosić jakość ich życia. W artykule omówiono proces starzenia się społeczeństwa, przedstawiono portret polskiego seniora oraz wskazano działania polityki rodzinnej w zakresie pomocy i aktywizacji osób starszych.
    Contemporary social problems include the aging process and the growing elderly population. The consequences of these phenomena are individual and social in nature. They define the image of Polish society (decreasing population, decreasing fertility rates, the increasing number of elderly people, the decreasing number of children, adolescents and people of working age). They present a challenge on the one hand to the government – how to organize help and care for seniors – and, on the other hand, to the seniors themselves and their families – how to improve the quality of their lives. The article discusses the aging process of the society, a description of a Polish senior citizen, and a family policy actions aiming at supporting and activation of the elderly.

    The demographic potential of Poland depends on two main processes: the ageing process of the Polish society and decline in fertility. Taking this into account, the demographic situation of contemporary Poland is described as dramatic. Therefore, it is necessary to create appropriate family policy which will prevent the negative consequences of these processes. The main aim of this article is to show the statistical data connected with these processes. The analysis will be focused only on these two issues (others are only mentioned) and it will be the basis for discussion about family policy and its actions. The article presents selected activities of Polish family policy which may reverse the negative demographic trends.

    Opis:
    Contemporary woman fulfils herself not only as a mother, but also as a professional worker. This causes a double burden on women and affects the perceived a life satisfaction. There are crucial interdependencies between family and work which awareness is important for creating optimal support instruments. The aim of an article is to present these bilateral relations, which are a point of departure for a discussion on the expectations of mothers (parents) for the actions of employers as one of the main actors support. This article also elaborates on family policy instruments introduced in Poland in the context of the idea of work-life balance. Achieving harmonious combining work and family responsibilities is possible thanks to the new legal rules on a parental leave, the development of childcare services, flexible forms of employment and working time as well as individualized actions employers. It is necessary to curry out more instruments to support parents-employees then a balance between those spheres will be possible to achieve.
    Współczesna kobieta realizuje się nie tylko w roli matki, ale również w roli pracownika. Skutkuje to zjawiskiem podwójnego obciążenia kobiet i rzutuje na odczuwaną satysfakcję życiową. Między rodziną a pracą istnieją istotne współzależności, których świadomość jest ważna dla tworzenia optymalnych instrumentów wsparcia. Celem artykułu jest przedstawienie owych obustronnych relacji, które stanowią punkt wyjścia dla omówienia oczekiwań matek (rodziców) odnośnie działań pracodawców jako jednego z głównych podmiotów wsparcia. Omówiono ponadto instrumenty polityki rodzinnej wprowadzone w Polsce w kontekście idei work-life balance. Harmonijnemu łączeniu obowiązków zawodowych z rodzinnymi sprzyjają nowe uregulowania prawne dotyczące urlopów rodzicielskich i możliwości rozwoju usług opiekuńczych, elastyczne formy zatrudnienia i czasu pracy oraz zindywidualizowane działania pracodawców. Konieczne jest wprowadzanie kolejnych instrumentów wsparcia rodziców-pracowników, aby równowaga między obiema sferami była możliwa do osiągnięcia.

    The major function of housing is to meet the basic needs of every person as well as provide the environment to help one fulfill his or her higher ambitions. Housing is a fundamental necessity indispensable for each family. It serves an essential social and economic function. It also determines, to a great extent, the material and social environment in which a particular person is to live and develop. Appropriate housing conditions for families contribute both to stabilizing the society as a whole and enabling its proper functioning and development. Therefore, the housing aspect is one of the major tasks of a state social policy. The shape of today’s housing policy in Poland was strongly affected by the political transformation taking place since 1989. Housing is currently functioning according to the laws of the market. The housing policy in our country poses a particular urgent problem due to the lack of sufficient number of flats available , difficulty in obtaining and maintaining a house and the negative issue of homelessness. Unfortunately, there has been the lack of a consistent approach in solving the housing problem in recent years. There is no clear strategy in the process of building new houses. As the basic housing needs have not been sufficiently fulfilled, this issue has become a considerable danger to the establishing and functioning of Polish families. The fundamental aim of this article is to show that it is appropriate to present the housing policy as a social problem. The first part is devoted to discussing the housing policy as a social issue. The second part deals with some legal solutions to the housing policy problems. It also presents the elderly and the handicapped as a special group of the flat users.

    Economic and political changes which took place in Poland at the beginning of 90s had a considerable influences on the Polish labour market. The unemployment was one of the many negative results. This phenomenon was a new and unfamiliar situation for majority of Polish society. The socialist society was free from the problem of unemployment. The situation changed dramatically at the beginning of 1990s, when the unemployment was increasing very fast. There are many types of unemployment, the worst of which is a long-term unemployment with its negative consequences for a given family. The consequences of unemployment are not only economic, but also social. It affects the realization of the basic functions of families. The lack of work influences the life of families, disturbing their functioning. As a result, there is a growing number of poor families and even chronic poverty. Therefore, the unemployment is defined as a present social matter, witch requires some solutions. The fundamental aim of this article is to discuss the social structure of Polish unemployment as well as the influence of the unemployment on the situation of Polish families. The issue was presented from the perspective of political and economic transformations occurring in Poland after 1989 and their influence on the shape of the labour market in Poland. The first part of the article deals with the problem – of the causes and the level the unemployment. The second part presents the social structure of Polish unemployment. The next part of the article discusses the implications of the unemployment for families, whereas in the last part there will be presented the governmental forms of supporting families and activating the unemployed.
