The research on competitiveness, derived from the theory of international exchange, is becoming increasingly important under the current conditions of internationalisation, integration and globalisation processes. Competitiveness, therefore, is understood as the ability to cope with international competition, manifesting itself by the acceptance of a country’s products by customers on foreign markets. Thus, it is defined as a country’s ability to maintain or increase market shares. A similar approach can also be used while analysing the food sector competitiveness. The aim of the article is to assess the competitiveness of the Polish food sector on foreign markets in a dynamic approach, i.e., in the years 2018–2022. The changes in the basic trade flows, i.e., goods export, import and trade balance, as well as their geographical structure, together with the external conditions affecting the Polish food trade are discussed in the article. The study also contains an assessment of the Polish food sector competitiveness on the world market, carried out on the basis of two competitiveness indicators, i.e., the index of revealed comparative advantages in exports according to B. Balassa (RCA) and the Lafay export-import relations index (LFI). Both indicators testify to the inter-industry specialisation in trade by a given group of products. The comparative advantages and specialisation level of the production and export of the analysed products are expressed, among others, by the growing trade surplus of the products under research. The analysis was carried out on the level of HS (Harmonized Commodity Description and Coding System) codes. The statistical data, analysed in the article, were taken from the World Integrated Trade Solutions (WITS-Comtrade) database and Statistics Poland, as well as the literature sources on the subject. The perspectives for the successful development of the food products trade, while maintaining Poland’s competitiveness in the said sector under the changing external conditions, were presented in the final part of the text.

This article aims at analysing the significance of the intra-industry trade in the Polish foreign trade in agri-food products and assessment of the competitiveness of the Polish food sector on this basis. The analysis uses, first of all, the index introduced by Grubel and Lloyd (hereinafter referred to as GL index), which is a commonly used indicator of intra-industry trade intensity and one of the measures of international competitiveness. The analysis showed that in the period of Poland’s membership in the European Union the foreign trade in agri-food products noted a significant boost and the competitive position of Polish food producers improved on the international scale. At the same time, the intensity level of intra-industry trade in these products increased considerably. In 2001-2011, the importance of intra-industry trade in the Polish agri-food trade increased by over 14 percentage points. Consequently, in 2011 almost 50% of the trade in agri-food products was intra-industry trade. A predominant part of this exchange was horizontal intra-industry trade, including trade in goods differentiated in respect to a given industry that were relatively highly processed and showed a high level of substitutability between each other. The intra-industry trade in differentiated products of lower level of processing was less intensive. These products included agricultural raw materials and homogeneous products. Moreover, as regards the food sector a quite significant part was played by vertical intra-industry trade, including re-export, i.e. export of finished goods manufactured form raw materials imported from other climate zones. The growing intensity level of intra-industry trade in agri-food products is one of the markers of high competitiveness of the Polish food producers.

Research background: Globalisation and economic integration are the reasons for which the competitiveness of economic entities is analysed more and more often in the context of their relations with the international market. One of the ways to assess the competitiveness of the Polish food sector is an analysis of comparative (relative) advantages in the export of this sector's products. Purpose of the article: The objective of this paper is to assess comparative advantages in Polish export of food products to the European Union against a background of selected groups of non-food products. Methods: The study used the B. Balassa?s revealed comparative advantage (RCA) index. The study is preceded by a brief review of foreign trade results. The source of data was the WITS-Comtrade commercial database. The analysis was carried out at the level of the HS sections (in commodity terms). The research period covered the years 2003-2015. Findings & Value added: In the years 2003-2015, export of food increased nearly six times and its import - more than 4.5 times. The major partners of Poland as regards trade in food were the EU countries. The food sector was one of few sectors of the economy with the positive trade balance. Polish export to the EU was characterised by a diversified level of comparative advantages. From among 20 HS sections, in 2015 Poland had comparative advantages in export to the EU countries for products from 10 sections (2 food and 8 non-food). Those products accounted for 11% and 70% of Polish export to the EU, respectively. The development of Polish foreign trade in food products during the Polish membership in the EU as well as fairly high comparative advantages in the export of these products to the EU indicate the competitiveness and significant importance of the Polish food sector for the national economy.

Research background: The period after Poland's accession to the European Union is a period of systematic development of Polish foreign trade in food products. Positive changes were visible already in the first year, but trade turnover and the balance of food exchange were even more dynamic in the subsequent years of Poland's membership in the EU. Purpose of the article: One way to assess the competitiveness of Polish food sector is the analysis of comparative advantages (relative) in the trade of products of this sector. So the aim of the presented research is to assess the comparative ad-vantages of the Polish food sector (including its most important chapters). Methods: The analysis of comparative advantages was based on relative trade advantage index (RTA) and the Lafay trade balance index (TBI). The analyses cover the years 2004?2017. The data source was the WITS-Comtrade trading database, in which trade flows are expressed in USD. The analysis was carried out at the HS chapter level. Findings & Value added: The analysis of comparative advantages in the Polish trade in food products showed that during the membership in the European Union Poland had relative comparative advantages in the food trade on the world market. In the years 2004?2017 Polish export in agri-food products increased more than 4.5 times and the positive balance of trade in these products increased more than 9.0 times. Products in trade of which Poland had comparative advantages in 2017 accounted for 55.5% of trade of the Polish agri-food sector in the global market, i.e. by 12.8% more than in the year of accession of Poland to the EU. The dynamic development of trade in food products after Poland's accession to the EU, as well as significant comparative advantages in trade in these products, testify to the competitiveness and high importance of the Polish food sector for the national economy.

The article provides an overview of the changes in agri-food trade conducted by the EU member states in the years 2004–2015. The paper begins with a presentation of the EU regulations on trade with the third countries and trade within the Single European Market. Next, the paper focuses on the changes in agri-food trade of the EU (as a whole) with the third countries, paying a special attention to the impact of the Russian ban on food imports. The final section gives a detailed analysis on the changes to the Polish agri-food trade, both with the EU and non-EU countries. The authors show that during the analyzed period agri-food trade was growing dynamically not just in Poland but also in the EU, however higher growth rates were recorded in Poland.

W artykule oceniono pozycję konkurencyjną Polski w handlu zagranicznym produktami przemysłu spożywczego z państwami UE (UE-28) w latach 2003-2013. Punktem wyjścia była analiza wyników handlu zagranicznego produktami przemysłu spożywczego. Następnie dokonano oceny pozycji konkurencyjnej w oparciu o sześć wskaźników: wskaźnik orientacji eksportowej (OE), wskaźnik specjalizacji w eksporcie (SI), wskaźnik pokrycia importu eksportem (TC), wskaźnik ujawnionych przewag komparatywnych Balassy (RCA), wskaźnik relacji eksportowo- -importowej Lafaya (LFI) oraz dodatkowo wskaźnik intensywności handlu wewnątrzgałęziowego (GL). Z przeprowadzonego badania wynika, że w okresie członkostwa w UE umocniła się pozycja konkurencyjna Polski w handlu produktami przemysłu spożywczego z państwami UE. Konkurencyjne na rynku unijnym były przede wszystkim produkty branży mięsnej, rybnej, owocowo-warzywnej, mleczarskiej, piekarskiej i napojów bezalkoholowych, a od 2006 także tytoniowej. Polska nie posiadała natomiast przewag konkurencyjnych w handlu produktami branż winiarskiej, spirytusowej, paszowej i zbożowej.
The article assesses Poland's competitive position in the food trade with the EU countries (EU-28) in the years 2003-2013. First, changes in the Polish food trade were presented. Next, six indicators, i.e. index of export orientation (OE), index of export specialisation (SI), index of trade coverage (TC), index of revealed comparative advantages (RCA), Lafay index (LFI), and index of intra-industry trade (GL) were used to analyse Poland's competitive position in trade. The obtained results show that in the first decade of EU membership Poland's position in the food trade with the EU countries strengthened. The competitive position on the EU markets was recorded mainly for meat products, fish, fruit and vegetables, dairy products, bakery products and soft beverages, and since 2006 also tobacco products. Poland did not have competitive advantages in trade for wine, spirits, fodder and milling industry products.

The aim of the article is to contribute to the discussion and research devoted to the evolution of the agri-food sector in the period of systemic transformation, Poland’s membership in the European Union, and globalization of the world economy. The evolution of the Polish agri-food sector, which started in the first years of systemic transformation, intensified in the period of preparations for accession to the European Union (EU), and then stimulated by the processes of deepening economic and trade integration with the EU Member States and the global market, proves that this sector has undergone profound transfor- mations. After joining the EU, the Polish food economy was co-financed with EU funds, which allowed for the acceleration of structural and moderniza- tion changes in the sector. Foreign direct investments also played a significant role in the process of strengthening the position of the Polish agri-food sector. However, the key factor in the sector’s development was the dynamic growth of agri-food exports, accompanied by the growing demand for food in the internal market. Due to changes in macroeconomic and market conditions, entities of the domestic agri-food sector will have to face new challenges in the future.
Celem artykułu jest wkład do dyskusji i badań poświęconych ewolucji sektora rolno-spożywczego w okresie transformacji systemowej, członkostwa Polski w Unii Europejskiej i globalizacji gospodarki światowej. Ewolucja polskiego sektora rolno-spożywczego, rozpoczęta w pierwszych latach transformacji systemowej, nasilona w okresie przygotowań do akcesji do Unii Europejskiej (UE), a następnie stymulowana procesami pogłębiającej się integracji gospodarczej i handlowej z państwami członkowskimi UE oraz z rynkiem globalnym dowodzi, że sektor ten przeszedł głębokie przeobrażenia. Po przystąpieniu do UE polska gospodarka żywnościowa objęta została wsparciem finansowym z funduszy unijnych, co pozwoliło na przyspieszenie zmian strukturalnych i modernizacyjnych w sektorze. Niebagatelną rolę w procesie wzmacniania pozycji polskiego sektora rolno-spożywczego odegrały także bezpośrednie inwestycje zagraniczne. Kluczowym czynnikiem rozwoju sektora pozostawał jednak dynamiczny wzrost eksportu rolno-spożywczego, któremu towarzyszył rosnący popyt na żywność na rynku wewnętrznym. Zmiany uwarunkowań makroekonomicznych i rynkowych powodują, że przed podmiotami krajowego sektora rolno-spożywczego stoją nowe wyzwania, którym będą musiały sprostać w przyszłości.
