In the middle of the XIX century the founders the Congregation of Resurrectionist Fathers started the effort to create the Polish college in Rome. Besides many obstacles, The Pope Pius IX with decree from 9 March 1866 Polish Pontifical College was established in Rome. In the same year the detailed regulation was officially established. The Polish Pontifical College, was the institution acting under the auspices of The Pope Pius IX. Its aim was to prepare the candidates for priestly ordinations and for working on the territory inhabited by the population of Polish nationality. These territories at those times were under the annexation of Russia, Prussia and Austria. The Cardinal Protector watched over the functioning of the College with the assistance of the two deputes, whose duties were caring, observing if the rules of discipline are obeyed and dealing with the current administration of the College. The Rector could be nominated from the group of the priests from the Congregation of Resurrectionist Fathers, which meant the appreciation of the effort put into establishing the college and the role of The Congregation of Resurrectionist Fathers in its creating. The Regulation assumed the possibility of employing the numerous staff, which hierarchically and legally was supervised by the Cardinal Protector and the two priests deputes. Alumni were obliged to study philosophy, theology and law. Regulation of the Polish Pontifical College in 1866 was created according to the pattern of the Papal Regulation of the College Urbano in Rome. The content of these documents was almost identical. The minor differences were connected with the different aims of these institutions as well as the different hierarchical and legal subordinations. It seems that during the time of applying the rules of the Regulation from 1866 Polish Pontifical College fulfilled well the assumed aims and the tasks.

Opis:
The Polish Pontifical College was founded in Rome by Pope Pius IX in 1866. In the same year, the broad Regulations were introduced in which the legal status of the college was established and the rules of the functioning of this institution were determined. In 1909, the amendments to the Regulations concerning alumni were added. The next official document defining the rules of the functioning of the college was ‘The Statute and the Regulation’ accepted by the Holy See in the end of 1960. In the Grant Regulations from 1963, Cardinal Stefan Wyszyński, Primate of Poland, established the rules of the distribution of the funds originating from the United States and The Catholic League Supporting the Church in Poland. The norms and the rules that the Regulations included contributed to the better functioning of the College and improved the use of the grant funds. In the second half of the XXth century, candidates preparing for the priesthood were not directed to the College any long. The College only accepted candidates that were priests sent by the Polish Bishops to Rome to study specialist fields. Throughout the years, the conditionings of the functioning of the church institutions have changed. The new specifics of the functioning of the College were taken into consideration in the Rules and Regulations published by The Polish Episcopate for the Polish Papal College in Rome in 1992, however, the previous Regulations were still valid.

The Polish Pontifical College in Rome is an institution of the church, which remains particularly dependent on the Holy See and at the same time, is subject to the authority and supervision of the Polish Episcopal Conference.Polish priests are admitted to the College after the completion of their studies and spiritual formation at the seminary. They are then directed by their bishop to pursue specialized studies at Roman ecclesiastical universities.The Polish Pontifical College is an institution with legal personality, under Canon Law. This legal personality is also recognized within the Italian legal system by the Italian Republic. The College’s rector is the legal representative. The Statutes and the Rules of the College emphasize the importance of spiritual and intellectual formation of student priests. The 1991, Principles of Life and Rules of the Papal Seminary Lombardo, Saint Ambrosio and St. Charles of Rome were used in developing the new Statutes and the Rules of the Polish Pontifical College.
