    Within the EU cohesion policy, better and worse developed regions are subcategorised, taking account of the GDP value per capita. Based on that, areas qualifying for obtaining support from aid programs from the EU budget are established. The purpose of the article is an attempt at specifying the co-dependencies between the EU fund absorption and the changes in the level of the socio-economic development in the regional dimension. The research was conducted at the level of 73 NUTS-3 units in Poland in three stages. At the first one, the level of the development of the subregions in Poland is exhibited, subcategorising the factors of that development: human capital, material capital, natural environment as well as entrepreneurship and innovativeness. At the second stage, variation in the EU fund absorption in the researched units is presented. At the third stage, interdependencies between the extent of the absorption and the changes in the level of development within the arrangement of the factors of that development are taken up.

    W artykule przedstawiono zróżnicowanie przestrzenne absorpcji funduszy unijnych okresu programowania 2007–2013 na poziomie województw. Wykorzystanie środków europejskich omówiono najpierw w układzie programów operacyjnych, a następnie przy zastosowaniu wielkości bezwzględnych (liczby projektów i wartości funduszy) oraz względnych (wartości funduszy na 1 mieszkańca i wartości funduszy na 1 km2). W artykule postanowiono zweryfikować hipotezę, według której w Polsce występują znaczne dysproporcje przestrzenne w wykorzystaniu funduszy unijnych perspektywy finansowej 2007–2013. Najwyższą kwotę funduszy oraz największą liczbę projektów zrealizowano w województwie mazowieckim. Z kolei najwyższą kwotę środków unijnych w przeliczeniu na 1 mieszkańca odnotowano w województwie warmińsko-mazurskim, a w przeliczeniu na 1 km2 – w województwie śląskim. Ponadto w opracowaniu zbadano i określono związek między kształtowaniem się koniunktury gospodarczej w województwach a kwotą wykorzystanych środków wspólnotowych w poszczególnych regionach. Wykorzystanie funduszy unijnych w poszczególnych regionach było istotnie dodatnio skorelowane ze stopą wzrostu PKB. Najwyższe tempo wzrostu PKB zaobserwowano w tych województwach, w których zostało zaangażowanych najwięcej funduszy unijnych, a najniższe tempo wzrostu PKB odnotowano w regionach o najmniejszej absorpcji środków europejskich. Dane statystyczne dotyczące PKB zaczerpnięto z Banku Danych Głównego Urzędu Statystycznego, natomiast dane dotyczące zaangażowania funduszy unijnych wygenerowano z Listy beneficjentów publikowanej przez Ministerstwo Rozwoju. Z kolei wszystkie opracowania graficzne przygotowano w programie GIS-owskim.
    The article presents the spatial differentiation of absorption of EU funds in financial framework 2007–2013 at the level of provinces. At first, the absorption of EU funds was discussed in the system of operational programs, and then – using absolute figures (number of projects and the value of funds) and relative terms (the fund per 1 inhabitant and the value of funds on 1 km2). The article includes the hypothesis that there are the significant spatial disproportions in the use of EU funds of the financial perspective 2007–2013 in Poland. The highest amount of funds and the largest number of projects were implemented in the Masovian province. In turn, the maximum amount of the EU funds per 1 inhabitant was recorded in the Warmia-Masuria province and per 1 km2 – in the Silesia province. In addition, the paper presents the relationship between the evolution of the economic situation in the provinces and the amount of EU funds used in the various regions of Poland. The absorption of EU funds in the particular regions was significantly positively correlated with the rate of growth of GDP. The highest GDP growth rate was seen in those provinces where there has been involved most of EU funds, and the lowest GDP growth recorded in the regions with the lowest absorption of EU funds. Statistical data on the GDP were taken from the Data Bank of the Central Statistical Office and the data on the involvement of EU funds were generated from the list of beneficiaries published by the Ministry of Development. On the other hand, all the graphics were prepared in the GIS program.

    Within the EU cohesion policy, higher and lower developed regions, taking into account only GDP per capita, are subcategorised. Based on that, areas qualifying for obtaining support from aid programs of the general EU budget are established. The aim of the article is to attempt to specify the co-dependency between the absorption of EU funds and the changes in the level of socio-ceonomic development in the regional dimension. The research was conducted at the level of 95 NUTS-3 units in Poland, the Czech Republic, and Slovakia in three stages. In the first stage, the level of the development of the subregions in Poland, the Czech Republic, and Slovakia is exhibited, subcategorising three factors of that growth based on 31 indicators: “the society”, “the economy”, or “the natural environment”. In the second stage, the variation in the absorption of EU funds in the researched units is demonstrated. In the third stage, the co-dependencies between the extent of the absorption and the changes in the development within the arrangement of the factors of that development are specified. In the article, a hypothesis is verified according to which the absorption of the EU funds impacted, above all, the development of “the economy” component. As a result of the examination conducted, it has been concluded that the absorption of EU funds impacted the changes in the level of the development of the “economy” sector to the largest extent. It confirms the proper direction of the EU fund intervention, which was made accessible above all to the benefit of the development of that factor.
    W ramach polityki spójności UE wyodrębnia się regiony lepiej i gorzej rozwinięte biorąc pod uwagę jedynie wartość PKB per capita. Na tej podstawie ustala się m.in. obszary kwalifikujące się do uzyskania wsparcia z programów pomocowych budżetu ogólnego UE. Celem artykułu jest próba określenia zależności pomiędzy absorpcją funduszy unijnych a zmianami poziomu rozwoju społeczno-gospodarczego w ujęciu regionalnym. Badania przeprowadzono na poziomie 95 jednostek NUTS-3 w Polsce, Czechach i Słowacji w trzech etapach. W pierwszym etapie określono poziom rozwoju podregionów w Polsce, Czechach i Słowacji, wyodrębniając na podstawie 31 wskaźników trzy czynniki tego rozwoju: „społeczeństwo”, „gospodarkę” oraz „środowisko naturalne”. W drugim etapie przedstawiono zróżnicowanie absorpcji funduszy unijnych w badanych jednostkach. W trzecim etapie określono zależności pomiędzy wielkością absorpcji a zmianami poziomu rozwoju w układzie czynników tego rozwoju. W artykule postanowiono zweryfikować hipotezę, według której absorpcja funduszy unijnych wpłynęła przede wszystkim na rozwój składowej „gospodarka”. W rezultacie przeprowadzonego badania stwierdzono, że absorpcja funduszy unijnych w największym stopniu wpłynęła na zmiany poziomu rozwoju „gospodarki”. Potwierdza to właściwy kierunek interwencji środków UE, które były udostępniane przede wszystkim na rozwój tego czynnika rozwoju.

    The purpose of the article is to specify the interdependencies between the absorption of EU funds and the changes in socio-economic development. The research was conducted on subregional level in three stages. At the first stage, the level of development of 380 districts in Poland was specified. At the second stage, the differentiation in EU fund absorption in those districts was shown. At the third stage, the interdependencies between the size of the absorption and the changes in the level of development in the arrangement of factors of the said development based on the analysis of regression was specified.
    Celem artykułu jest próba określenia zależności między absorpcją funduszy Unii Europejskiej a zmianami poziomu rozwoju społeczno-ekonomicznego w Polsce. Badania przeprowadzono na poziomie subregionalnym w trzech etapach. W pierwszym określono poziom rozwoju 380 powiatów w Polsce. W drugim etapie przedstawiono zróżnicowanie przestrzenne absorpcji środków unijnych w tych powiatach. W trzecim etapie badania określono zależności między wielkością tej absorpcji a zmianami poziomu rozwoju społecznoekonomicznego w układzie czynników tego rozwoju na podstawie analizy regresji.

    Purpose: The purpose of this article is to conduct an analysis of spatial differentiation of the EU fund absorption of the programming period of 2007-2013 as well as the period of 2014-2020 in its regional dimension, i.e. at the level of 380 districts in Poland. The article attempts to test a hypothesis according to which in Poland there exist significant spatial variations in using European funds. Design/methodology/approach: In order to specify the level of the socio-economic development of districts, the Hellwig method has been used, by means of which a synthetic measure of development has been construed. Moreover, the compilation has examined the correlation between the discrepancies between the socio-economic level in respective districts and the amount of the community funds used in specific regions. Findings: Based on the research conducted in this paper, one may conclude that the absorption of EU funds stemming from structural funds as well as the cohesion fund is highly spatially varied. In Poland, from the standpoint of districts, there are significant spatial discrepancies in the use of EU funds of the 2007-2013 as well as 2014-2020 financial perspective. Research limitations/implications: In the future, research can be extended to other countries. The research limitation may be, however, the availability of empirical data. Social implications: The results of the research may prove useful in the planning and redistribution of EU funds by central and local government in the new financial perspective 2021-2027 in Poland. Originality/value The article presents a new approach to research on the spatial differentiation of the absorption of EU funds using the Hellwig method and the relationship between the absorption of these funds and the change in the level of socio-economic development.
