Unemployed activation - Opis:
- For several years subsidies for the unemployed have been one of the main instruments adopted by institutions operating on labour market in Poland. At the same time, they are particularly popular among the unemployed. Nearly 265 000 people have used this form of vocational activation since 2007. Subsidies on starting business activity are specific tool. Their main aim is to promote self-employment and it is beyond any doubt that this objective has been accomplished as subsidies, along with refunds, are the only instruments characterized by 100% effectiveness as far as employment is concerned. Nevertheless, Labour Fund incurs considerable expenditure on subsidies on starting business activity, and spending per beneficiary is considered the form of assistance characterized by the highest cost-effectiveness. The article attempts to analyze the importance of subsidies in the system of labour market instruments used in Poland, both in a macro and mezoeconomic perspective, as well as analyze expenditures on this objective and their efficiency. The analysis covers the period from 2007 to 2011. Information was collected mainly from statistics and compilations published by the Ministry of Labour and Social Policy as well as report entitled "All-Poland survey on vocational activation designed for the unemployed, i.e. resources for starting business activity provided by Labour Fund".
