W artykule przedstawiono dotychczasowy dorobek Unii Europejskiej w zakresie
pomocy publicznej, ze szczególnym uwzględnieniem pomocy publicznej związanej
z inwestycjami w infrastrukturę portów morskich i dostępu do portów od strony
morza. Zaprezentowano w nim również teoretyczne aspekty związane ze zjawiskiem
konkurencji w funkcjonowaniu portów morskich. Na praktycznym przykładzie portu
morskiego Szczecin analizie poddano najważniejszy atrybut współczesnych portów
morski, tj. pozycję konkurencyjną. Przybliżono również przesłanki, cele i konsekwencje
zaangażowania środków UE w inwestycje poprawiające jakość infrastruktury portowej
i dostępu do portu w Szczecinie od strony morza. W ostatniej części artykułu
sformułowano argumenty do wykorzystania w procesie notyfikacji projektów infrastrukturalnych
planowanych do realizacji w szczecińskim porcie w perspektywie finansowej
2014–2020.
The article presents current achievements of the European Union with regard to state aid, including, in particular, state aid related to investments in the seaport infrastructure and access to the ports from the side of the sea. It also presents theoretical aspects in relation to the phenomenon of competition in the functioning of seaports. An analysis of the most important attribute of modern seaports, i.e. their competitive position, was based on the practical example of the port of Szczecin. The article also outlines reasons, objectives and consequences of allocating the EU resources in investments which improve the quality of the seaport infrastructure and access to the port of Szczecin from the side of the sea. The last part of the article includes arguments to be used in the notification process regarding infrastructural investments in the port of Szczecin due for completion in the financial perspective of 2014–2020. - Źródło:
