Opis:: This paper examines intersectorial partnerships (IPs) interpreting them through the prism of govemance. IPs are exemplified by area-based raral partnerships (Local Action Groups - LAGs) situated in the Sub-Carpathian region (Poland). Mechanisms of the IPs' creation and decisive factors of their activities are identified. An imperative role of the local authorities in establishing and managing the majority of the analysed LAGs was discovered. The utilitarian attitude of the stakeholders towards their IPs has been confirmed. It has been con-cluded that LAGs are run in the way typical of the representative democracy standing in contradiction to some basie tenets of the theory of governance; however, the partnership model of accomplishing common projects and the positive outeomes of the projects are likely to produce much added-value in the rural communities.

Opis:: This paper examines territorial partnerships (TPs) through the prism of neo-institutional theory and governance. As an example, it considers area-based rural partnerships (Local Action Groups-LAGs) situated in the Sub-Carpathian region of Poland. It identifies the mechanisms by which TPs are created and major aspects of their activities. An overview is given of the social-economic factors conditioning the implementation of TPs in the Sub-Carpathian region. The important role of local authorities in establishing and managing the majority of the LAGs under analysis is revealed. The analysis concludes that LAGs are run in a manner typical of representative democracy and that this manner is contrary to the basic tenets of heterarchic governance. However, the partnership model of accomplishing common projects and the positive outcomes of the projects are likely to produce considerable added value in rural communities.

Opis:: Przedmiotem artykułu są partnerstwa międzysektorowe przyjmujące formę Lokalnych Grup Działania. Analizie poddano: mechanizmy powstawania partnerstw w województwie podkarpackim, ze szczególnym uwzględnieniem motywów i podmiotów inicjujących oraz sposobów rekrutacji członków; relacje partnerstw z otoczeniem społecznym; decydowanie w partnerstwach oraz oczekiwania w stosunku do ich przyszłości. Ramę teoretyczną artykułu stanowi podejście neoinstytucjonalne, w szczególności jego cztery nurty: historyczny, normatywny, racjonalnego wyboru oraz sieci, będące podstawą sformułowania hipotez dotyczących: innowacyjnego charakteru partnerstw, dominacji przedstawicieli władz lokalnych nad pozostałymi partnerami, utylitarnego charakteru partnerstw oraz ich przyszłości. Hipotezy zweryfikowano na podstawie wyników badań ilościowych przeprowadzonych w Lokalnych Grupach Działania województwa podkarpackiego.
The article presents intersectoral partnerships forming Local Action Groups, and analyzes the mechanisms of emergence of such partnerships in the Podkarpackie region, particularly factors contributing to their emergence, their initiators and partner-recruitment methods, as well as the relations of partnerships with their social milieu, decision-making inside partnerships and expectations regarding their future. The theoretical framework of the study is rooted in the neoinstitutional theory with its historical, normative, rational-choice and network approaches. Based on them, the authors formulate some hypotheses referring to the innovativeness of the partnerships, the supremacy of local authorities over other partners, the utilitarian character of partnerships and the assumptions concerning their future. The hypotheses are then verified on the basis of the results of quantitative research of Local Action Groups in the Podkarpackie region.
