The paper presents problems of terrorism threats for transportation infrastructure. The range of transportation infrastructure has spread, and includes railway, inland waterways, road, maritime, air, intermodal transport infrastructure and intelligent transport systems (ITS). ITS means systems in which information and communication technologies are applied in the field of road transport, including infrastructure, vehicles and users, and in traffic management and mobility management, as well as for interfaces with other modes of transport. ITS application means an operational instrument for the application of ITS. ITS service is the provision of an ITS application through a welldefined organisational and operational framework with the aim of contributing to the user safety, efficiency, comfort and/or to facilitate or support transport and travel operations. Terrorism means acts of violence committed by groups that view themselves as victimized by some notable historical wrong. Although these groups have no formal connection with governments, they usually have the financial and moral backing of sympathetic governments. Typically, they stage unexpected attacks on civilian targets, including transport infrastructure, with the aim of sowing fear and confusion. Based on the analyses, transportation infrastructure is potentially threatened with terrorism attacks, especially road and rail infrastructure (about 23 %), and to a smaller degree the maritime and air transport infrastructure (about 2 %). Legal steps to fight terrorism have been taken on the international level; furthermore, some institutions have been established for this purpose at the UN, NATO and UE level as well as Poland too.

The paper presents implementation problems of Co-opeartive Intelligent Transport System (ITS) in Member States of European Union. ITS means systems in which information and communication technologies are applied in the field of road transport, including infrastructure, vehicles and users, and in traffic management and mobility management, as well as for interfaces with other modes of transport. Interoperability of ITS is the capacity of systems and the underlying business processes to exchange data and to share information and knowledge. ITS application means an operational instrument for the application of ITS. ITS service is the provision of an ITS application through a well-defined organisational and operational framework with the aim of contributing to the user safety, efficiency, comfort and/or to facilitate or support transport and travel operations. According to the European Commission the autonomous intelligent transport systems implemented in Member States of European Union are not interoperable due to some reasons, for instance discrepancies in the interpretation of laws, technology standards (specifications), especially lack of cooperation capability. European Commission has taken steps in mentioned issue (directive 2010/40/EU, mandate M/453, decision 2011/453/EU). The author has presented synthetically problems in mentioned area and determined resolutions of them on level of European Union and Poland. Furthermore the main results of research projects: The National Automatic Toll Collection System (NATCS) and Methodic of eCall automatically informing system of traffic accidents developed by Motor Transport Institute.

The paper presents some problems referring to transport infrastructure as a potential target of terrorism attacks. W artykule przedstawiono problemy dotyczące zagrożeń terrorystycznych dla infrastruktury transportowej. Zakres infrastruktury transportowej uległ rozszerzeniu, obejmuje infrastrukturę transportu kolejowego, śródlądowego, drogowego, morskiego, lotniczego, intermodalnego oraz inteligentne systemy transportowe (ITS). Na podstawie analiz należy stwierdzić, że na świecie infrastruktura transportowa jest zagrożona potencjalnymi atakami terrorystycznymi, w szczególności infrastruktura transportu drogowego i kolejowego (około 23%), w mniejszym stopniu infrastruktura transportu morskiego i powietrznego (około 2%). Kroki prawne, dotyczące zwalczania terroryzmu, zostały podjęte na poziomie międzynarodowym, ponadto powołano w tym zakresie instytucje na szczeblu ONZ, NATO oraz UE, a także w Polsce.

The paper refers to theoretical basis and history of transport telematics. The definition of transport telematics and its synonymous term - Intelligent Transportation Systems (ITS) were described. Furthermore the development of transport telematics has been presented, especially general policy of many ITS associations all over the world: ITSS, ERTICO, ITS America, Australia, Japan and Poland. Finally, the applications of transport telematics and basic standards have been characterized.

Opis:
The concept of eCall automatically informing system of traffic accidents is one of the key-points of the European initiative eSafety and aims to create a Pan-European system of quick notification of traffic accidents. The system will use the telephone 112 or E112. The accident data will be transferred to emergency points. The estimation of costs and profits of the eCall system within the E-MERGE project and research SeiSS6 shows a possibility of avoiding even 2500 deaths a year and diminishing the results of accidents by about 15% on European scale. This paper presents rules of the eCall system operation and introduces some problems associated with the system implementation. The paper includes the eCall infrastructure, legal problems and the data transmission from a vehicle to a PSAP centre. The following technical issues are being discussed as well: accidents detection, ICT communication and data transmission in the voice channel.

There were 90,3% of incidents involve land transport (74,5% – vehicles, 9,5% – buses, 6,3% - rail) covered the 41-year period 1967-2007 in the USA. Legal steps to fight terrorism have been taken on the international level, furthermore, some institutions have been established for this purpose.
