    We can identify positive and negative trends in the model of information democracy that associate with a new approach to understanding the importance of in- formation and power, especially when the information becomes a tool and method of information technology and democracy. This paper proves that the consultative model is based on the interaction between civil society and political system.

    The paper researches the optimization process of information democracy in Ukraine. The problems, which can be solved by information democracy include: increasing public confidence in the government, the legitimacy of the government and public understanding of power, the interests of citizens and public services, equal access to the political process, effective representation in the decision-making processes in political and administrative matters, and participation of citizens through their involvement in policy-making through public consultation and debate. The experience of implementing IT tools of democracy in Ukraine shows that through the use of Internet technology people gain new opportunities to participate in the political process, in particular, increasing their awareness on important political issues of the state and local authorities.

    У статті розглянуто завдання для органів влади та місцевого самоврядування на шляху добудови інформаційної демократії. Зазначено які першочергові кроки необхідно вжити. Серед них: надавати населенню інтегровані інформаційно-комунікаційні послуги; перебудувати відносини з громадськістю; побороти інформаційне відставання та цифрову нерівність; забезпечити громадянам можливість навчатися протягом усього життя; розробляти ефективні нормативно-правові акти; створити форми управління з активним залученням громадськості й ін.
    The article considers the problem of ensuring information democracy in Ukraine by both the government and local authorities. It is indicated that immediate steps should be taken. Among them: providing people with integrated information and communication services, rebuilding relations with the public, overcoming the backlog information and digital division, developing effective regulations.

    В статье поднимается проблема того, что ключевым в современной теории демократии должен стать вопрос о том, как с помощью современных информационно-коммуникационных технологий привлечь большинство граждан к решению политических проблем. Акцентировано внимание на мировом опыте, который предоставляет несколько моделей и механизмов внедрения и реализации информационной демократии, основанные, в первую очередь, на нормативно-правовой базе, состоящей из законодательства международного, национального и локального уровней. В процессе внедрения информационной демократии можно выделить несколько тенденций, как: рост роль СМИ, а особенно сети Интернет, для разнообразия форм политического участия граждан в политических процессах и выражения общественного мнения относительно событий в политической системе государства. Проанализировано, к каким результатам приведет внедрение технократической модели информационной демократии
    The article analyses the assertion in how far the main approach to a modern theory of democracy may be primarily result from a successful and attractive implementation of modern information and communication technologies to encourage the majority of a given population to an active participation in political problem solutions. The attention is focused on global experience, which provides several models and mechanisms for the introduction and implementation of information democracy, based primarily on the legal framework, the latter consisting of international law and the compliance with national and local jurisdiction. In the process of implementation of information democracy several trends are of key importance. Ranking first is media-growth, foremost the expansion and general accessibility of the Internet, which encourages various forms of the citizens’ active participation in the political process and facilitates the expression of public opinion regarding the events in the country’s political system. The author presents an analysis of the reasonably possible outcomes resulting from a successful implementation of a technocratic model of information democracy.

    This article presents tests of information democracy process model. Its basic forms were defined as – direct, semi-direct, open source democracy. Following subjects were analyzed: electronic voting, on-line election, on-line referendum, electronic parliament and other process models of information democracy.     В статье рассмотрена процессуальная модель информационной демократии. Определены основные ее формы – прямая, полупрямая, демократия с открытыми кодами. Проанализированы электронное голосование, э-выборы, референдумные голосования онлайн, э-парламент и другие виды процессуальной формы информационной демократии. Определены их особенности и преимущества, которые они предоставляют информационному гражданину в управление государственными делами и управлении политической системой.

    The article presents three key elements involved in е-participation of citizens in public affairs. Firstly, e-information – information on the government web sites that is of interest to the community. Secondly, e-consultation – mechanisms and tools of online discussion on socially significant problems. Thirdly, e-decision making – the consideration of the contribution of online citizens in the decision-making process, providing continuous feedback. Moreover, the article presents the challenges that rise from implementing them, as well as the benefits that they bring. The most important among these benefits are: strengthening the democratic legitimacy of the authorities, improving the regulations adopted by legislative bodies and decisions made by the executive, more efficient processing of documents and their distribution among the interested parties, and increasing the level of compliance with the established rules.

    The article analyzes the legal and regulatory framework of Ukraine, which confirms the existence in the state of a number of legislative and other normative legal acts aimed at the regulation, protection and development of the domestic information space. At the same time, it is noted that some unsystematic domestic legal policy in the information sphere remains as an important problem, in particular, in view of the fact that some legislative acts are adopted in order to solve tactical tasks, without taking into account strategic orientations and objective Ukrainian conditions. The information sovereignty and security of Ukraine as an internal state aspect of the country’s development are analyzed. It has been explored how the use of manipulative technologies, such as spin doctoring, threatens information security and prompts the protection of the information space from interference by foreign countries and the distortion of information. The factors that hinder the development of the information space are distinguished and characterized and the recommendations for the improvement of the information society in condition of information democracy formation are provided.
    W artykule dokonano analizy przestrzeni prawnej Ukrainy w zakresie prawodawczych i innych normatywno-prawnych aktów regulujących obronę i rozwój ojczystego obszaru informacyjnego. Jednocześnie zaznaczono, że ważnym problemem jest pewna chaotyczność ukraińskiej polityki prawnej w informacyjnym polu, w szczególności ze względu na to, że częściowo prawodawcze akty uchwalane są dla rozwiązania taktycznych zadań, bez uwzględnienia strategicznych orientacyjnych punktów i obiektywnych ukraińskich warunków. Przeanalizowano informacyjną suwerenność i bezpieczeństwo Ukrainy, jak i wewnątrzkrajowy aspekt rozwoju kraju. Zbadano, w jaki sposób użycie manipulacyjnych technologii, takich jak spindoktoring, zagraża informacyjnemu bezpieczeństwu i pobudza do obrony informacyjnego obszaru przed ingerencją obcych państw i aberracji informacji. Nazwano i scharakteryzowano czynniki, które przeszkadzają rozwojowi informacyjnego obszaru, i wskazano rekomendacje dla udoskonalenia informacyjnego społeczeństwa pod warunkiem kształtowania się informacyjnej demokracji.
