Rozwój regionalny odnosi się do pozytywnych zmian na płaszczyźnie społecznej, ekonomicznej, technologicznej i technicznej oraz ekologicznej, które przyczyniają się do wzrostu potencjału gospodarczego, pozycji konkurencyjnej oraz podniesienia poziomu jakości życia mieszkańców. Wskazują one na konieczność wprowadzania innowacji przy aktywnym działaniu instytucji władz publicznych, które zagwarantują ekonomiczny sukces. Pierwotne koncepcje rozwojowe zakładają konieczność oparcia głównych założeń na naturalnym i materialnym kapitale regionu, jednocześnie przypisując ogromne znaczenie wszelkim postaciom przedsiębiorczości. Biorąc pod uwagę wzajemną zależność występującą na płaszczyźnie przedsiębiorczość–region, otoczenie przedsiębiorczości jest jednym z kluczowych czynników aktywizowania regionu. Celem artykułu jest ocena procesów rozwojowych w obszarze przedsiębiorczości w latach 2010–2014 na przykładzie województwa świętokrzyskiego. W opracowaniu dokonano analizy i oceny poziomu przedsiębiorczości w województwie świętokrzyskim w badanym okresie, wykorzystując wskaźnik przedsiębiorczości, liczbę podmiotów zarejestrowanych i wyrejestrowanych oraz potencjał akademicki regionu.
The regional development refers to positive changes on the social, economic, technological, technical and ecological level, which contribute to the growth of the economic potential, the competitive position and they increase the level of quality of life. They point to the need to innovate with the active operation of the institutions of public authorities, which will guarantee economic success. The original concepts of development assume the need to support the main objectives for the natural and material capital of a region, while attributing great importance to all forms of entrepreneurship. Given the interdependence occurring at the level of entrepreneurship – the region surrounding entrepreneurship is one of the key factors activating the region. This article aims to assess development processes in the area of entrepreneurship in 2010–2014 on the example of the Świętokrzyskie voivodeship. In the article, analysis and the assessment of the level of the entrepreneurship in the Świętokrzyskie voivodeship in the period analysed were made, exploiting the rate of the entrepreneurship, the number of registered and de-registered entities and the academic potential of the region.

Research background: Social and economic development involves a broad spectrum of social, economic and spatial phenomena. The multi-faceted nature of regional development arises directly from the fact that it is shaped by multiple factors. Current discourse emphasises the role of endogenous factors, which indicate the specific nature and the distinctive features of the given territory. Mobilising the endogenous potential ensures stable regional development dynamics. At the moment, one of the fundamental economic problems are the increasing differences in the development of specific regions. Purpose of the article: The purpose of this study is to assess the differentiation of the social and economic level development of Polish Voivodeships, applying the selected assessment methods for the years 2010 and 2015, draw up a rank list of regional units according to their development levels, and identify the groups of Voivodeships sharing similar development levels. The indicators used in this study, characterising the level of the social and economic development, have been systematised according to the following areas: demographics and labour market, regional entrepreneurship, local economy structure, innovation and research & development activities, technical infrastructure, social infrastructure, and the condition and protection of the natural environment. Methods: The level of the social and economic development of Polish Voivodeships was assessed using Zdzisław Hellwig's development pattern method, which made it possible to rank them according to the level of development of Polish Voivodeship. The methodology is supplemented by Ward's agglomerative clustering method, which made it possible to distinguish other Voivodeships according to the analysed phenomenon. The Voivodeship clustering method used Jenks' natural breaks classification method. Findings & Value added: Pursuing the research aims, the authors focused in particular on clear spatial differences. Through the analysis we were able to identify the changes in the social and economic development processes of the Polish regions. The Voivodeships were divided into groups according to their development level: the highest, high, low and the lowest.

Purpose: The processes of socio-economic development always take place in a specific space and are not uniform. The modern conditions of regional development vary a lot with regard to the socio-economic development of the particular territorial entities. This is also true for Ukraine, the subject of this study and a current candidate for the European Union. This paper will assess the diversity of socio-economic development of the Ukrainian regions in 2020 and rank these entities according to the level of their development. Methodology: Z. Hellwig’s method of development pattern, which helps to order the regions in terms of their development, is applied to the evaluation of socio-economic development of the Ukrainian entities. The indicators adopted are systematised by the following areas: Demographics and job market, Structure of regional economies, Innovation, research and development activities, Technical infrastructure, Social infrastructure, and Condition and protection of the natural environment. Findings: The analysis helps to identify the levels of socio-economic development of Ukrainian regions and the region groups of the highest, high, low, and very low standards of development. The results suggest a great diversity of socio-economic development of these regions. Dnipropetrovsk, Zaporizhzhya, and Kharkiv experience the maximum, while Donetsk and Luhansk the minimum levels of development. Research limitations/implications: The data published by the State Statistics Service of Ukraine for 2020 are used, excluding those for the temporarily occupied area of the Autonomous Republic of Crimea, the city of Sevastopol, and parts of the temporarily occupied areas of Donetsk and Luhansk regions. Further comparative research should estimate the effects of the changes on socio-economic development following the end of the Russian Federation’s aggression against Ukraine. Continuing studies may also identify factors with a decisive impact on the regions’ attribution to the particular groupings. Social implications: The evaluation of the regional development levels may provide foundations for some strategies of socio-economic development, an explication of causes of regional variations, and a determination of potential for and ways of levelling down the existing inequalities. The diversity of development of the individual Ukrainian regions is important to its status of a candidate to the EU, granted on 23 June 2022. In connection with a closer cooperation between Ukraine and the EU, the results can provide knowledge about where to channel the EU funding aimed at the socio-economic development of the particular regions. Originality/value: The determination of the diversity of socio-economic development and positioning of the Ukrainian regions in this respect. The study can also be seen as a contribution to the existing research and serve the purpose of comparative analysis.

The economic development of Poland and its regions results from a complex interaction of many factors, which include regional innovation policy. The task of regional innovation policy is to identify and develop smart specialisations, which may offer an opportunity of building up sustained competitive advantage of Poland’s provinces. The identification of regional specialisations for the needs of regional policy carried out by Poland’s provinces is a complex process. It must be placed within the context of all other processes of territorial development. To formulate specialisations, it is necessary to perform a thorough analysis of regional economic structures, taking into account both resources of a given region and possibilities of generating revenue. One of the methods used to identify potential regional specialisations is the Krugman dissimilarity index. In the paper, it is employed to analyse dissimilarities between economic structures of Poland’s regions.

Research background: The development policy currently promoted by the European Union is focused on the use of the territory?s internal resources. Among the factors affecting regional development, by building its potential, infrastructure, being a basic necessity for developing activity in a given area, is of significant importance. Hence, investment in infrastructure is critical to stimulating economic dynamism, as it is the basis for supporting a variety of measures aimed at economic growth. Purpose of the article: This paper aims to evaluate the level of development of technical infrastructure and changes taking place in this field in Polish voivodeships in 2008 and 2020. Methods: The study was carried out using the Hellwig development pattern method and a comparative analysis of the technical infrastructure of Polish regions. The above approach makes it possible to measure the diversity of the state and availability of infrastructure for the communities of the regions. Findings & value added: While implementing the study aim, particular attention was paid to the spatial differences in the level of development of the technical infrastructure of Polish voivodeships. The analysis enabled to distinguish groups of voivodeships with the highest, high, low, and very low level of technical infrastructure development. From a long-term perspective, the conducted research can be seen as a contribution to existing research and serve to further compare the impact of technical infrastructure on the economic development of countries. The strength of the study is the adequately long time span of the analysis (2008 ? the period of the financial crisis and 2020 ? the COVID 2019 pandemic), which provides a basis for the formation of the infrastructure in question. The added value of the article is also a regional perspective on the level of development of technical infrastructure using multidimensional methods of statistical analysis. The results of the study can be used to make decisions at the national level regarding the retrofitting of infrastructure in regions with a low level of infrastructure development. For the European Union's decision-makers they can be a source of knowledge of where to direct EU funds the purpose of which is the infrastructural development of regions.

Procesy rozwoju społeczno-gospodarczego wyznaczają wyraźne zróżnicowania przestrzenne i strukturalne. W artykule przeprowadzono analizę i ocenę poziomu rozwoju społeczno-gospodarczego polskich regionów w 2009 i 2013 roku. Dla realizacji celu badań wykorzystano 38 cech diagnostycznych, które zostały usystematyzowane według następujących aspektów: demo-grafia i rynek pracy, poziom rozwoju społecznego, poziom rozwoju gospodarczego oraz poziom rozwoju infrastruktury technicznej. Przy wykorzystaniu metody taksonomicznej Z. Hellwiga dokonano grupowania województw, rozróżniając regiony o najwyższym, wysokim, niskim i najniższym poziomie rozwoju. Powyższe podejście pozwoliło na zidentyfikowanie zmian w proce-sach rozwoju społeczno-gospodarczego polskich województw w analizowanych latach.
The processes of socio-economic development appoint distinct spatial and structural diversities. The article presents analysis and evaluation of the socio-economic level of development of Polish regions in 2009 and 2013. For the realization of the purpose of research, 38 diagnostic features were used, which were systematized according to the following aspects: demography and the labour market, the level of social development, the level of economic development and the level of technical infrastructure development. By using the taxonomical Z. Hellwig method, prov-inces were grouped distinguishing regions of highest, high, low and lowest level of development. Adopting such an approach made it possible to identify changes, both negative and positive, in socio-economic development processes taking place in Polish provinces in the analysed years.
