    W artykule omówione są wyzwania stojące przed realizacją programu Ministra Nauki i Szkolnictwa Wyższego, czyli Narodowego Programu Rozwoju Humanistyki. Prezentowane zagadnienia odnoszą się do aktualnej edycji realizowanej w 2015 roku. Artykuł prezentuje trzy problematyczne kwestie, które wynikają z polityki naukowej realizowanej w Polsce: (1) sposób odróżniania dyscyplin humanistycznych od dyscyplin z nauk społecznych; (2) sposób oceny dorobku kierownika projektu w naukach humanistycznych oraz (3) interpretowanie terminu „narodowy” w nazwie ministerialnego programu. Zakończenie artykułu omawia konsekwencje polityki naukowej koncentrującej się na fi nansowaniu projektów a nie na fi nansowaniu długoletnich badań.
    The article discusses the challenges of the Ministry of Science and Higher Education’s programme in Poland, i.e. the National Programme for the Development of Humanities. It describes the regulations on the basis of which the programme has been conducted in 2015. In accord with the current form of the programme, the paper presents three issues that result from the research policy in Poland: (1) how disciplines in the humanities and in the social sciences can be differentiated, (2) how the output of the Principal Investigator in the humanities can be evaluated, and (3) how the term ‘national’ in the name of programme can be interpreted. The article concludes with a discussion of the consequences of fi nancing research in the form of research projects rather than in the 14form of scholarships for research.

    The article discusses the adequacy of using the ERIH lists (the European Reference Index for the Humanities) as a tool for categorizing the scientific units in Poland in 2013. Our study examines the international range of journals in which Polish humanists published their texts in 20092012. We examine the published articles through the category of an evaluated item (the indicator used in the Polish categorization of scientific units). The analyzed journals (N = 4274) were indexed on the C part of the Polish „List of Evaluated Journals” which is based on the ERIH lists. We divide journals into two categories: (1) journals (N = 620) with at least 1 publication taken into account in the categorization (128 Polish journals and 492 published outside of Poland), (2) journals (N = 3654) in which there were no publications from the Polish scientific units and no evaluated items. We found 7724 evaluated items which were attributed to the ERIH lists: 75.18% of these items were connected with articles published in the Polish journals which have a national range; 24.12% of these came from 10 Polish journals. Our findings show that the ERIH lists are not appropriate for assessing the internationalization of publications in the categorization of scientific units.

    W artykule omawiamy wzór na nowy polski wskaźnik bibliometryczny, tj. Polski Współczynnik Wpływu, z perspektywy nauk humanistycznych. Badaniom poddaliśmy dwa prestiżowe polskie czasopisma humanistyczne („Pamiętnik Literacki” i  „Diametros – An Online Journal of Philosophy”), aby sprawdzić poprawność założeń przyjętych dla Polskiego Współczynnika Wpływu. Przeanalizowaliśmy wszystkie artykuły opublikowane w latach 2004–2014 (odpowiednio: N = 850, N = 555) i wszystkie prace w nich zacytowane (odpowiednio: N = 21 805, N = 8 298). W interpretacji wyników przyjęliśmy założenie o odmiennej kulturze cytowań w różnych grupach nauk. Wyniki pokazują, że wzór na Polski Współczynnik Wpływu nie bierze pod uwagę najczęściej cytowanych źródeł w humanistyce, tj. książek i rozdziałów. Poza tym wiele cytowań nie zostanie uwzględnionych przy wyliczaniu Polskiego Współczynnika Wpływu ze względu na ich wiek, ponieważ będą brane pod uwagę prace co najwyżej pięcioletnie lub nowsze. Zbadaliśmy wiek cytowanych tekstów i pokazaliśmy, że większość z cytowań jest starsza niż 5 lat (odpowiednio: 84,2% oraz 73,2%). Nasza analiza pokazuje, że Polski Współczynnik Wpływu nie jest odpowiednim narzędziem do bibliometrycznej oceny czasopism humanistycznych w Polsce. Artykuł kończy dyskusja nad możliwościami ulepszenia tego nowego wskaźnika bibliometrycznego.
    The article discusses the formula for a new Polish bibliometric indicator, i.e., the Polish Impact Factor (Polski Współczynnik Wpływu) from the point of view of the humanities. Our study examines two prestigious Polish humanities journals (Pamiętnik Literacki and Diametros – An Online Journal of Philosophy) to evaluate the underlying assumptions of the Polish Impact Factor. We have analyzed all articles published from 2004 to 2014 (N = 850, N = 555, respectively) and all references included in these articles (N = 21,805, N = 8,298, respectively). When interpreting the findings, we have assumed that different groups of sciences are characterized by different citation cultures. Our findings show that the formula for the Polish Impact Factor does not take into account the most cited sources in the humanities, i.e., books and chapters. Moreover, many citations will not be included in the formula because of the citation age: the formula for the Polish Impact Factor is provided for the citations whose age is not higher than 5 years. We have analyzed the citation age of all citations and used Price’s Index to interpret the result. We have found out that most of citations are older than 5 years (84,2 percent and 73,2 percent, respectively). Our analysis shows that the Polish Impact Factor is not an adequate tool for a bibliometric evaluation of the journals in the humanities in Poland. The article concludes with a discussion of how the Polish Impact Factor could be improved.
