The article analyses key cybersecurity trends against the background of the COVID-19 pandemic, trends that could lead to an increase in cyber threats. It also looks at cyber threats related to remote work in this period. Foreign experience in counteracting the spread of disinformation online, about COVID-19, has been studied. A global trend for strengthening law enforcement control over cyberspace content, network traffic, and digital devices of users has been identified. It has been established that some states are finding it difficult to counteract the spread of coronavirus-related threats and are sometimes resorting to violating the traditional balance of rights and freedoms of citizens in cyberspace, in fact, legalising cyber-surveillance of citizens. The paper investigates the limits of state intervention in the lives of citizens in the face of a real threat to national security. In matters of cybersecurity in the medical sphere, a shift of emphasis from the problem of protection of personal data of patients to the protection of key functions of the medical sphere is revealed. Mechanisms for implementing cybersecurity to counter the spread of fake news (misinformation) on the internet, about COVID-19, are substantiated. Practical tools and cybersecurity measures used during the COVID-19 pandemic are recommended for Ukrainian authorities. The importance of creating appropriate conditions for ensuring the balance between the implementation of restrictive policies in the field of cybersecurity and ensuring freedom of speech and openness of the internet is proven.

The decommunization in Ukraine took place differently than in other post-communist countries. For many years after the collapse of the USSR, Ukrainian society tolerated the post-communist remnants. The conflict with Russia has fundamentally changed the narrative in relation to historical memory. Through the active toponymic policy of the central government in 2014–2016, it was possible to get rid of almost all communist symbols and names in public space. Nevertheless, a retreat in the matter of commemoration cannot be ruled out, as left-wing, and sometimes even pro-communist, views remain popular among a large part of the Ukrainian society.

W pierwszej części artykułu omówiono główne czynniki (wewnętrzne i zewnętrzne), które wpłynęły na procesy transformacji ustrojowej w europejskich i zakaukaskich krajach postkomunistycznych. W drugiej części artykułu skupiono się na czynnikach, które zadecydowały, że jak dotychczas proces transformacji ustrojowej na Ukrainie jest bardzo słabo zaawansowany.
After the fall of the Socialist system, processes of transformation began in them. These processes were influenced by factors of both the external and the internal nature. As a result of their impact, European and Transcaucasian post-communist countries are a very diverse group of countries. Some of them (such as the current member states of the European Union and NATO) took full advantage of the weakness of Russia and are now stable democracies with an average level of the inhabitants’ life. Others are still characterised by incomplete democracy and poor society. However, the period of free elections in the studied group of countries is already coming to an end due to neo- -imperial policy of W. Putin, which is best exemplified by Russian actions in Georgia and Ukraine. Ukraine belongs to the countries that for various reasons have not made use of a historic opportunity to build a democratic and prosperous society, although after Euromaidan the country's present authorities do their best to accelerate the process of transition. Unfortunately, the Russian actions (including military ones) effectively prevent this.

The article proposes a new unique approach to assessing the economic efficiency of national governments. The assessment is based on the indicator of gross free product per capita, which is a difference between GDP and government size per capita. This method was used to analyze the situation in two post-communist states – Poland and Ukraine. The author studied their economic development in 2009–2019, and the received data was used to draw conclusions about economic policies in the two countries in the period in question. A forecast has been made about the possible impact of the Covid-19 pandemic on economic processes from the perspective of changes in the gross free product per capita.

The article was tried to solve the dilemma of whether neighborhood inter-municipal cooperation in Ukraine is part of the European model of inter-municipal cooperation, or just another attempt to imitate it? The basis of the study is the work on the general theory of governance, territorial governance, inter-municipal cooperation, which provide a basis for understanding what the European model of neighborhood inter-municipal cooperation is. The research is based on an analysis of the legal framework governing inter-municipal cooperation in Ukraine, as well as official statistics on the practical implementation of the right to inter-municipal cooperation of neighboring territorial communities.

The article researches the development state of transport and transport infrastructure in Ukraine over last years. The research findings specify the topicality of the issue solution concerning the enhancement of transport and transport infrastructure in the conditions of structural, energy and financial crises, as well as considering a destructive influence of COVID-19 pandemic, occupation of Crimea, an anti-terrorist operation in East of Ukraine and a full-scale intervention of the Russian Federation started on February 24, 2022. Such methods of improving transport and transport infrastructure development in Ukraine have been offered under the research findings: the increase of public administration level with regard to all aspects of transport infrastructure; the use of proactive management; activation of searches and implementation of investment projects; introduction of an institute of public- private partnership on transport; partial and temporary decrease of tax burden; the development of complex solutions for transport services consumers under the infrastructure areas; optimization of transport pricing, etc.
