By the end of 1970s the villages’ self-governing system was very complicated. Its structure was made of several organizational forms which played different roles. Those institutions were divided into three main groups: the council of village inhabitants, agricultural council and cooperative council. After August 1980 breakthrough the attempts were made to modernize the system. An example of it was the resolution of the State Council from March 19th 1981 which gave more power to village inhabitants council, the draft law from March 23rd 1981 about the agricultural council, the new status of CZKiOR organization and other documents. However, the new law regulations and the proposals of reforms put forward by the then power centers were not accepted by the rural environment. In some places it resulted in radicalization of social moods. People accused the reforms of protecting bureaucratic business and wasting the opportunity to rebuild the authentic rural self-governing system. The later regulations, made in the atmosphere of martial law, which was characterized by too much belaying and legislative inconsistency, confirmed the validity of those accusations.

In the times of the “First Solidarity” (1980–1981), the idea of self-government was one of thekey fragments of the socio-political system change concept. The specific connection of thebottom-up activity of the working class with the activity of the political and intellectual elitesresulted in the appearance of numerous, different models and solutions, the culmination ofwhich was the concept of “Self-governing Republic”. The central category and basic way of itsrealization was in the mechanism of self-organization of the society, and its purpose was todemocratize the political system. The change of the political situation, started by introducingthe martial law caused the slow abandonment of the earlier suggested solutions. Among thecriticism directed towards the “Self-governing Republic” there were the accusations of itsutopianism and uselessness. The concept that seemed revelatory in its time, turned out to beuseless in the new reality, but its creator ideas survived.Key words: Self-governing Republic, NSZZ Solidarity, concepts of the governmentself-organization, utopia

System transformation processes in Poland have accelerated the modernization and evolution of the public administration model. As a result of the intensification of decentralization processes, the state lost its hegemonic position. In the public sector, a significant part of the powers were taken over by local government units, and institutions of the second and third sector have become an important partner in the implementation of tasks and the provision of public services. The activity of local governments to date, which is positively assessed by the public opinion, proves the great development potential of local and regional authorities. However, the experience of recent years shows that this potential has not always been properly assessed and utilized. Underestimation of the role of local governments is demonstrated by the actions of the rulers, and the failure to recognize the challenges ahead of him political programs of the opposition.

Opis:
A crisis of contemporary democracy, long proclaimed by political analysts, and the growing discontent with its practice have given a stimulus for various remedial actions. One of these actions is the idea of deliberative democracy. Deliberative democracy is not only a multi-facet theoretical project (outlined briefly in the present article) but also a practice of promoting community participation and of introducing various, even non-standard, methods of participation. Such was the idea behind a presidential initiative in 2010 for setting up a platform for public discussion, Forum for Public Debate. The aims and objectives of the platform, its focus, underlying principles, as well as procedures in place and the results of what has been undertaken within its framework – they all show that the initiative is a clear manifestation of what is called deliberative democracy.

Opis:
Public participation, understood as activity being aimed at involving citizens and nongovernmental organizations into the public life, into decision-making processes, the forming of public policies and into the performance of public tasks, is one of key elements of the Good Governance conception. Also in Poland it is possible to observe increasing an interest in solutions, having a positive effect on a quality and the effectiveness of governing the public sector in last years. Specially solutions based on increasing the level of efficient use the civil potential. Amongst numerous of legislative projects, such initiatives appear as: increasing the influence of citizens on using public funds; using available instruments of the participatory democracy (e.g. public consultation, referendum); creating forums of the public debate; increasing the access to public information; improving the information and the opinion exchange between citizens and the authorities; creating or bringing into play functioning of support units of the local self-government and the institution of the civil dialogue; and the like. However, implementing and practical using of proposed instruments of the public participation are coming across a number of problems: lack of interest, lack of the support or resistance of political environments; administrative barriers; imprecise rules of functioning of non-governmental organizations, financial-property condition of the NGO’s sector. It is main conditioning of the public participation and causes of delays and impediments in for her functioning and the development.

Rozpoczęte w 1989 roku przemiany ustrojowe, zwane często „Jesienią Narodów”, miały charakter bezprecedensowy. Przejście od komunizmu do demokracji, od gospodarki centralnie planowanej do gospodarki rynkowej wraz z transformacją państwa pociągnęło za sobą istotne zmiany w różnych aspektach życia społecznego, kulturalnego i moralnego. W tak krótkim artykule nie sposób w pełni przeanalizować złożoności i głębokości tych zmian. Warto jednak przyjrzeć się zmianom w poglądach i postawach ludzi dotyczących ogólnego postrzegania transformacji ustrojowej i przebiegu zmian ustrojowych. Pomoże to odpowiedzieć na pytanie: „Czy w opinii Polaków opłacało się zmieniać system polityczny?”.
The systemic transformations, which began in 1989, often referred to as “Autumn of Nations’’, were unprecedented in their character. The transition from communism to democracy, from centrally planned economy to market economy together with the transformation of the State were followed by considerable changes in various aspects of social, cultural and moral life. The complexity and depth of these changes cannot be fully analysed in such a short article. However, it is worth examining the changes in people’s views and attitudes concerning their general perception of systemic transformation and the course of systemic changes. This will help to answer the question: “Was the change of political system worthwhile, according to Polish people?’’.
