Opis:: The article presents the results of empirical research carried out at the Institute of Sociology of the University of Rzeszów in 2009 and in 2018. The research was conducted on representative samples of adults living in Rzeszów (more than 500 people in 2009 and more than 600 people in 2018). The article focuses on the analysis of factors that determine the rank of the city, its position as well as objective and subjective factors of the quality of urban life. An attempt was made to reflect on the most valuable capital determining the future of Rzeszów – its inhabitants. Therefore, their civic activity, social capital, the current perception of the city's problems, its strengths and disadvantages and the various elements that make up the assessment of the quality of life in the city were analyzed. The main focus was on examining selected subjective aspects of the quality of life based on the opinions of the inhabitants of Rzeszów. Therefore, the overall level of satisfaction with the life in the city and the feeling of being able to meet the specific needs of the inhabitants of Rzeszów, the conditions and opportunities offered by the city, the sense of security, the quality assessment of – among others – cultural and educational offer, medical care, and the public transport were all examined. Altogether, these aspects undoubtedly constitute useful material for local governments managing a city which aims to be a metropolis, not only regionally or nationally, and can also serve as useful material for showing the diversity of research subjects and research approaches regarding local government units.

Opis:: Polityka miejska coraz powszechniej uważana jest za jedną z dynamiczniej rozwijających się polityk publicznych. Dalszy rozwój społeczeństw pod względem przestrzennym odbywać się będzie w dużym stopniu dzięki rozwojowi miast. Globalne i regionalne metropolie zaczynają przypominać minipaństwa z własną – municypalną – władzą wykonawczą i ustawodawczą. Artykuł będzie próbą teoretycznej refleksji nad współczesnym kształtem polityki miejskiej połączoną z analizą wyników dwóch edycji badania Rzeszowska diagnoza społeczna. Głównym celem analizy jest odpowiedź na pytanie, czy jakość życia mieszkańców ma istotny wpływ na kształtowanie celów polityki miejskiej.
Municipal policy is increasingly considered one of the most dynamically developing public policies. Contemporary development of societies in the spatial field will take place to a large extent based on the development of the city, and global and regional metropolises are beginning to resemble state “mini organisms” with their own, municipal executive and legislative power. The paper will be an attempt at theoretical reflection on the contemporary shape of municipal policy, combined with the analysis of the results of two editions of the Rzeszów Social Diagnosis study. The main objective of the analysis, referring to the results of the research, will be to answer the question whether the quality of life of residents has a significant impact on the shaping of municipal policy objectives, on the example of Rzeszów.

Opis:: This article presents the results of a study carried out as part of the project ‘City Observatory – a platform for cooperation between the academic community and the surrounding area’, in six cities of three voivodeships of Eastern Poland – Białystok, Lublin, Rzeszów, Suwałki, Biała Podlaska and Krosno. The three capitals of the Podlaskie, Lubelskie and Podkarpackie Voivodeships and three cities from these voivodeships, which lost the status of voivodeship cities as a result of the administrative reform of 1999, were selected for the study. The study involved 11,397 respondents, from three groups of respondents: parents/guardians of primary and lower secondary school pupils, secondary school pupils and students. The main aim of the article is to determine the level of residents’ bond with the city in retrospect, based on a set of statements (items) built on a five-point Likert scale, and to identify variables that differentiate the respondents’ bond with the city in a statistically significant way. The research showed that the strength of residents’ bond with the city influences their assessment of the quality of life in the city and the changes taking place in it. The level of residents’ bond with the city is influenced by the gender of the respondents, membership of the research group – parents, students, pupils and the fact of being a city resident or city user.
Niniejszy artykuł prezentuje wyniki badania przeprowadzonego w ramach projektu „Obserwatorium miejskie – platforma współpracy środowiska akademickiego z otoczeniem”, w sześciu miastach trzech województw Polski Wschodniej – Białymstoku, Lublinie, Rzeszowie, Suwałkach, Białej Podlaskiej i Krośnie. Do badania wybrano trzy stolice województw podlaskiego, lubelskiego i podkarpackiego oraz trzy miasta z województw, których ośrodki miejskie utraciły status miast wojewódzkich w wyniku reformy administracyjnej z 1999 roku. W badaniu wzięło udział 11 397 osób z trzech grup osób: rodziców/opiekunów uczniów szkół podstawowych i gimnazjów, uczniów szkół ponadgimnazjalnych oraz studentów. Głównym celem artykułu jest określenie poziomu więzi mieszkańców z miastem z perspektywy czasu, w oparciu o zestaw stwierdzeń (itemów) zbudowanych na pięciostopniowej skali Likerta oraz identyfikacja zmiennych różnicujących w sposób istotny statystycznie więź respondentów z miastem. Badania wykazały, że siła więzi mieszkańców z miastem wpływa na ich ocenę jakości życia w mieście i zachodzących w nim zmian. Na poziom więzi mieszkańców z miastem wpływa płeć respondentów, przynależność do grupy badawczej – rodzice, studenci, uczniowie oraz fakt bycia mieszkańcem lub użytkownikiem miasta.
