    The subject of the analysis is the attitude of the People’s Republic of China towards the crisis in Libya in 2011. The problem is considered taking into account both the bilateral China-Libya and multilateral situation at the time. The paper discusses issues such as China’s cooperation with Libya before the crisis and Beijing’s actions at consecutive stages of the crisis, focusing mainly on the evolution of China’s position towards the question of imposing and implementing sanctions against Libya as well as towards the political representation of the Libyan rebel groups. The discussion is presented in the context of Beijing’s compliance with its traditionally professed foreign policy principles and its attitude towards the concept of “Responsibility to Protect”. The case of the Libyan crisis has shown that China does not have a coherent strategy for dealing with internal military conflicts that generate humanitarian disasters in foreign states.

    The analysis is based on theoretical assumptions characteristic of the multi-order world by Trine Flockhart concept. The main factor influencing the situation in the Indo-Pacific region is the conflict between two international orders, Chinese-led and American-led, which is economic but may take a military form in the future. The practical limitations of the article result from the complex process of analyzing and forecasting political phenomena in statu nascendi. The analysis contributes to the scientific discussion on the future of international relations in the Indo-Pacific region. The American-led order in the Indo-Pacific region is based on the institutionalized forms of cooperation involving Anglo-Saxon states based on identity factors determining their effectiveness. The US strategy for the Indo-Pacific is mainly based on the network of partnerships with the region’s countries and countries from other parts of the world supporting the American-led order in the region, especially the Anglo-Saxon countries. In addition to identity factors, the positive long-term experience of military cooperation between the Anglo-Saxon countries is significant. The escalation of the global conflict between the US and China will be conducive to further tightening this cooperation.

    Przedmiotem analizy są strategiczne uwarunkowania australijsko-chińskich stosunków gospodarczych w drugiej dekadzie XXI wieku. Celem artykułu jest przedstawienie i ocena tych stosunków w perspektywie strategicznych priorytetów Australii w zakresie bezpieczeństwa i rozwoju. W artykule omówiono australijsko-chińską współpracę handlową, postawę rządu Australii wobec kluczowych międzynarodowych projektów prezydenta Xi Jinpinga, inwestycje bezpośrednie chińskich przedsiębiorstw w Australii oraz inne aspekty współpracy gospodarczej między państwami. Zagadnienia te analizowane są w kontekście bezpieczeństwa ekonomicznego Australii. Główną tezą artykułu jest stwierdzenie, że w drugiej dekadzie XXI wieku Chiny są dla Australii głównym partnerem gospodarczym i w kolejnych latach nie powinno dojść do zmiany tej sytuacji. Australijsko-chińskie stosunki gospodarcze dynamicznie się rozwijają mimo wzrastających obaw rządu i społeczeństwa Australii o szczerość intencji w polityce rosnącego w siłę Państwa Środka. Canberra zacieśnia współpracę gospodarczą z Chinami również mimo narastających napięć między Pekinem a Waszyngtonem, z którym związana jest sojuszem wojskowym. Australii zależy, aby zelżały napięcia w regionie Azji i Pacyfiku, ponieważ stabilność regionu jest szczególnie ważna z punktu widzenia jej długofalowego rozwoju gospodarczego. Australia powinna jednak w większym stopniu rozwijać współpracę gospodarczą również z innymi partnerami, aby nie uzależniać się ekonomicznie od Chin, których polityka nie jest w pełni transparentna.  
    The subject of the analysis are the strategic conditions of Australian-Chinese economic relations in the second decade of the 21st century. The aim of the article is to present and evaluate these relations in the perspective of Australia's strategic priorities in the field of security and development. The article discusses the Australian-Chinese trade cooperation, the attitude of the Australian government towards the key international projects of President Xi Jinping, the direct investments of Chinese enterprises in Australia and other aspects of economic cooperation between states. These issues are analyzed in the context of economic security of Australia. The main thesis of the article is the statement that in the second decade of the XXI century, China is the main economic partner for Australia and in subsequent years, this situation should not change. Australian-Chinese economic relations are developing dynamically despite the increasing concerns of the Australian government and society about the sincerity of intentions in the policy of growing in strength Middle Kingdom. Canberra strengthens its economic cooperation with China despite rising tensions between Beijing and Washington, which is its ally. Australia wants to ease tensions in the Asia-Pacific region, because the stability of the region is particularly important from the point of view of its long-term economic development. However, Australia should further develop economic cooperation also with other partners, so as not to become economically dependent on China, which policy is not fully transparent.

    Abstract: The aim of this article is to present and analyze the problem of the rivalry between People’s Republic of China and the United States of America in the politico-military dimension in the twentieth and twenty-first century. The text focuses on the main areas of this rivalry. During the Cold War, US -China relations have evolved from hostility to tactical rapprochement directed against a common threat, the Soviet Union. After its end the PRC is contesting American hegemonic leadership, which is the main barrier to expanding its influence. So far, these countries competed mainly in East Asia and Southeast Asia, but with the development of the power status of China, this area extends to other regions of Asia and other continents. The main thesis of the article assumes that currently in China's interest is the formation of a multipolar international system. In the 50-year term, however, they will outdistance the US and other competitors, achieving a dominant position in the world. The main paradigm adopted in the research is the offensive type of the structural realism.
    Celem artykułu jest przedstawienie i analiza problematyki rywalizacji Chińskiej Republiki Ludowej ze Stanami Zjednoczonymi Ameryki w wymiarze polityczno-militarnym w XX i XXI wieku. W tekście skupiono się na głównych obszarach tej rywalizacji. W okresie zimnej wojny relacje ChRL i USA ewoluowały od wrogości do taktycznego zbliżenia, skierowanego przeciwko wspólnemu zagrożeniu w postaci ZSRR . Po jej zakończeniu Chiny kontestują amerykańskie przywództwo hegemoniczne, które jest główną barierą dla rozszerzania przez nie wpływów. Dotychczas państwa te konkurowały głównie w A zji Wschodniej i A zji Południowo-Wschodniej, jednak wraz z rozwojem mocarstwowości Chin obszar ten rozszerza się na pozostałe regiony Azji i inne kontynenty. Główna teza artykułu zakłada, że obecnie w interesie Chin leży ukształtowanie wielobiegunowego układu międzynarodowego. W około 50-letniej perspektywie zdystansują one jednak USA i innych konkurentów, osiągając dominującą pozycję na świecie. Podstawowym paradygmatem przyjętym podczas badań jest realizm strukturalny ofensywny.

    Celem artykułu jest prezentacja wyników analizy i ocena polityki gospodarczej Chińskiej Republiki Ludowej wobec Kenii w drugiej dekadzie XXI w. We wstępie omówiono podstawowe założenia metodologiczne artykułu. W pierwszej części artykułu syntetycznie przedstawiono tło historyczne stosunków gospodarczych między Kenią a ChRL, a w drugiej części zaprezentowano przegląd literatury przedmiotu. W trzeciej części artykułu ukazano Kenię jako jednego z partnerów gospodarczych Chin w Afryce. W głównej części artykułu przeanalizowano inwestycje i projekty rozwojowe realizowane w Kenii przez chińskie przedsiębiorstwa. Problem badawczy polega na tym, czy polityka gospodarcza Chin wobec Kenii jest korzystna z punktu widzenia rozwoju gospodarczego państw? Główna teza zakłada, że polityka ta zwiększa możliwości rozwojowe państw. Jest ona jednak niezrównoważona i niesie ze sobą poważne ryzyko, zwłaszcza dla bezpieczeństwa gospodarczego Kenii.
    The aim of the paper is to present the results of the analysis and evaluation of the economic policy of the People's Republic of China towards Kenya in the second decade of the 21st century. The introduction discusses the basic methodological assumptions of the paper. The first section of the paper synthetically outlines the historical background of economic relations between Kenya and the PRC, and the second section presents a field-specific literature review. The third section of the paper presents Kenya as one of China's economic partners in Africa. The main section of the paper analyses investments and development projects implemented in Kenya by Chinese companies. The core research problem concerns the question whether China's economic policy towards Kenya is beneficial from the point of view of the economic development of the countries involved? The main thesis assumes that this policy increases the development opportunities of all the states. However, it is unsustainable and carries serious risks, especially for Kenya's economic security.

    Celem artykułu jest prezentacja i ocena wsparcia rozwojowego udzielanego przez rząd Chińskiej Republiki Ludowej Afganistanowi oraz współpracy gospodarczej między tymi państwami. Autor przedstawia motywy, okoliczności i perspektywy tych działań. W artykule postawiono dwie główne tezy. Po pierwsze, wsparcie rozwojowe udzielane przez rząd ChRL Afganistanowi jest bardzo ograniczone. Wynika to głównie z faktu, że władze w Pekinie nie chcą wspierać działającej pod amerykańskim przywództwem koalicji międzynarodowej w Afganistanie. Po drugie, współpraca gospodarcza między państwami także jest ograniczona, co jest konsekwencją przede wszystkim niestabilnej sytuacji w kraju. Odstępstwem od tej reguły są relatywnie duże inwestycje chińskich przedsiębiorstw w sektor wydobywczy Afganistanu.
    The aim of the article is to present and assess the development assistance provided by the Government of the People’s Republic of China to Afghanistan and the economic cooperation between these states. It presents the motives, circumstances and prospects of these activities. This article has two main theses. Firstly, the development assistance provided by the PRC Government to Afghanistan is very limited. This is mainly due to the fact that the Beijing authorities do not want to support the actions of the United States-led international coalition in Afghanistan. Secondly, also the economic cooperation between states is limited, which is primarily a consequence of the fragile security situation in the country. Derogations from this rule are relatively high investments of Chinese companies in the Afghan mining sector.

W czwartej części zaprezentowano działania chińskiego kontyngentu wojskowego w ramach misji w Mali. W zakończeniu zamieszczono najważniejsze wnioski i podsumowania oraz perspektywy dalszego zaangażowania ChRL w misję pokojową w Mali.
    The subject of the paper is the involvement of the People’s Republic of China in the United Nations’ Multidimensional Integrated Stabilization Mission in Mali. The paper consists of an introduction, four parts and a conclusion. The introduction discusses the methodological assumptions of the paper. The first part presents the cooperation of the People’s Republic of China with Mali. The second is devoted to security and the UN missions in Mali. The third part examines the reasons for China’s involvement in UN peacekeeping missions and the mission in Mali, whilst the fourth presents the activities of the Chinese military contingent as part of the mission in Mali. The most important conclusions and summaries, as well as the prospects for the further involvement of the PRC in the peacekeeping mission in Mali, are included in the final section.

Druga część została poświęcona kwestiom budowy i rozwoju bazy. W trzeciej części przeanalizowano konsekwencje umiejscowienia chińskiej bazy w Dżibuti dla strategicznej rywalizacji między panstwami. Badania uwzględniają zarówno perspektywę lokalną, regionalną, jak i globalną. W zakończeniu zamieszczono najważniejsze wnioski i podsumowania oraz perspektywy rozwoju bazy w Dżibuti i dalszych działań ChRL w zakresie morskiej ekspansji.
    The subject of the article is the conditions for the construction and development of the People’s Republic of China’s naval base in Djibouti. It consists of an introduction, three parts and conclusion. The introduction discusses the methodological assumptions of the article. The first part presents the reasons for the location of China’s first foreign naval base in Djibouti. The second part is devoted to issues concerning the base’s construction and development. The third part examines the consequences of locating a Chinese base in Djibouti for the purpose of strategic rivalry between states. The research takes into account both the local, regional and global perspective. The most important conclusions and summaries, as well as prospects for the development of the base in Djibouti and further activities of the PRC in the field of maritime expansion, are presented at the end.

    The purpose of the paper is to analyze and assess the determinants of the participation of the People’s Republic of China in the United Nations Mission in South Sudan. The first part of the paper presents the background of the Chinese army’s involvement in the Sudanese states, and the second part shows the specificity of its involvement in UNMISS. The next two parts deal, respectively, with political, military and strategic, and economic determinants of China’s involvement in this mission. The research problem is contained in the question what were the most important determinants of China’s involvement in the UN Mission in South Sudan? The hypothesis of the paper assumes that the main deterimnant of the involvement was the protection of China’s economic interests in South Sudan and East Africa. In addition, by being active in UN peacekeeping missions, China wants to strengthen this organization and create the image of the state responsible for maintaining international peace and security. The Chinese army is also interested in gaining experience in expeditionary mission to increase the ability of military operations in distant theaters. The method of text source analysis was used in the paper.
    Celem artykułu jest analiza i ocena determinantów udziału Chińskiej Republiki Ludowej w Misji Narodów Zjednoczonych w Sudanie Południowym. Pierwsza część artykułu ukazuje tło zaangażowania chińskiej armii w państwach sudańskich, a druga część specyfikę jej zaangażowania w UNMISS. Dwie kolejne części dotyczą odpowiednio politycznych, militarnych i strategicznych oraz gospodarczych powodów zaangażowania się Chin w tę misję. Problem badawczy zawiera się w pytaniu jakie były najważniejsze determinanty zaangażowania Chin w misję ONZ w Sudanie Południowym? Hipoteza artykułu zakłada, że główną determinantą z angażowania była ochrona interesów gospodarczych Chin w Sudanie Południowym i w Afryce Wschodniej. Ponadto, poprzez aktywność w misjach pokojowych ONZ Chiny chcą wzmacniać tę organizację i kreować wizerunek państwa odpowiedzialnego za utrzymanie międzynarodowego pokoju i bezpieczeństwa. Chińskiej armii zależy również na zdobywaniu doświadczeń w misjach ekspedycyjnych, aby zwiększać zdolność działań militarnych na odległych teatrach. W artykule skorzystano z metody analizy źródeł tekstowych.

Główną tezą artykułu jest stwierdzenie, że znaczenie broni jądrowej systematycznie wzrastało w kontekście potrzeby zapewnienia Chinom większej zdolności obrony i odstraszania. Modernizowany arsenał jądrowy i rozbudowywane systemy jego przenoszenia są obecnie bardzo ważnymi faktorami awansu Chin w międzynarodowym systemie bezpieczeństwa. Dają one ChRL przewagę psychologiczną w sporach i konfliktach z sąsiadami, jak również stanowią czynnik odstraszania wobec konkurencyjnych Stanów Zjednoczonych.
    The subject of the analysis is the location of nuclear weapons in the strategy and security policy of the People’s Republic of China. The aim of the article is to present and evaluate the importance of nuclear weapons to ensure China’s deterrence and defense ability against military threats. It discusses the evolution of the Chinese communist authorities’ approaches to nuclear weapons and the perception of its essence in modern times. This issue was considered in the strategic, political and theoretical dimension. The main thesis of the article is the statement that the importance of nuclear weapons has been systematically growing in the context of the need to provide China with greater defense and deterrence capabilities. The modernized nuclear arsenal and extended delivery systems are now very important factors in the promotion of China in the international security system. They give the PRC a psychological advantage in disputes and conflicts with its neighbors, as well as deterrent against the competitive United States.

    Przedmiotem analizy są międzynarodowe uwarunkowanie postawy ChRL wobec programu nuklearnego KRLD w XXI wieku. Kwestie te rozpatrywane są w trzech zasadniczych aspektach: politycznym, strategiczno-wojskowym i gospodarczym. Chinom zależy na rozwiązaniu kwestii programu jądrowego Korei Północnej, ponieważ powoduje ona wiele negatywnych następstw dla Państwa Środka. Gotowe są one do międzynarodowej współpracy w tym zakresie ze społecznością międzynarodową. Aktywnie angażują się w rozmowy wielostronne, jak również uczestniczą w systemie sankcji międzynarodowych. Czynniki zewnętrzne, w tym działania KRLD, państw regionu i USA mają istotny wpływ na postawę Chin wobec Korei Północnej. W Pekinie rozważane są różne strategie działania wobec Pjongjangu, jednak zasadniczo wykluczają one zastosowanie rozwiązań militarnych. Dla Pekinu istotnym jest, aby ewolucja sytuacji na Półwyspie Koreańskim nie przełożyła się negatywnie na polityczne, militarne i gospodarcze interesy Chin w regionie i na świecie, a szczególnie na ich pozycję w strategicznej rywalizacji ze Stanami Zjednoczonymi.
    The subject of the analysis are the international conditions of the PRC’s attitude towards the nuclear program of the DPRK in the 21st century. These issues are considered in three main aspects: political, strategic-military, and economic. China wants to solve the North Korean nuclear program because it causes many negative consequences for the Middle Kingdom. It is ready for international cooperation in this field with the international community. It actively engages in multilateral talks as well as participates in the international sanctions system. External factors, including activities of the DPRK, countries of the region and the US have a significant impact on China’s attitude towards North Korea. In Beijing, various strategies for action towards Pyongyang are being considered, but in principle they exclude the use of military power. For Beijing, it is important that the evolution of the situation on the Korean Peninsula does not have a negative impact on the political, military and economic interests of China in the region and the world, and especially its position in strategic rivalry with the United States.
