Centralne instytucje Unii Europejskiej i środowiska naukowe w niektórych krajach unijnych rozpoczęły prace, które pozwalają wstępnie zarysować kształt wspólnej polityki rolnej na kolejną unijną perspektywę finansową. Na podstawie analizy oficjalnych dokumentów polskich i unijnych oraz opracowań powstałych w środowiskach naukowych w artykule sformułowany został pogląd, że wspólna polityka rolna w następnej unijnej perspektywie finansowej nie będzie tylko nieco skorygowaną wersją polityki realizowanej obecnie. Okoliczności wymuszają bowiem wprowadzenie głębszych zmian, ale nie należy oczekiwać całkowitego zerwania z dotychczasową praktyką. Prace nad sformułowaniem wspólnej polityki rolnej na następną perspektywę finansową będą najprawdopodobniej wymagać od polskiego rządu szukania rozwiązań kompromisowych, a więc także ustępstw. Przewidywanie zakresu tych działań jest jednak niemożliwe przed poznaniem stanowisk innych krajów ugrupowania unijnego w przedmiotowej sprawie i bez oceny ich skłonności do kompromisu.
Central institutions of the European Union and academic circles in some of the EU countries have launched works that enable to outline the Common Agricultural Policy for the next EU financial perspective. Based on analyses of the official Polish and EU documents and studies prepared by academicians, the paper formulates a view that the Common Agricultural Policy in the next EU financial perspective will not be only a slightly corrected version of the policy implemented today. The circumstances force more profound changes, but a full break from the existing political practice should not be expected. The works on the development of the Common Agricultural Policy for the next financial perspective will, most probably, require the Polish government to seek compromise solutions. However, it is impossible to predict the extent of these activities before getting to know the positions of other EU countries on the subject matter and without assessing their tendency to seek compromise solutions.

Opis:
The article indicates the solutions which improve the competitiveness of Polish agriculture, through the increase of the share of farms with the potential for development. It was assumed that the growth should be achieved by a directed support of investment activities of farmers, provided in draft regulations of the European Agricultural Fund for Rural Development for the 2014-2020 perspective. To increase the efficiency of support, the article presents the way of funds distribution for the purpose of the investment growth. The method presented limits the scope of the support. It will be limited to the farms which achieve good economic results and are interested in investing, yet lack funds to do so. Farms with too small scale of production and those which have adequate financing of investments should be excluded from the scheme. Support criteria for agricultural farms are also listed.

On the basis of literature, the paper describes changes observed in Polish agriculture in 2004 and the following years, against the background of the situation in previous years. On the grounds of the above, eight theses have been formulated: on doubling agricultural income, on years needed for reestablishing economical balance disturbed by change of conditions, on increase of property size and modernization on farms of 16 and more ESU, on low profitability of equity capital in farms basing on high labour input and high capital resources, on growing range of agricultural producers who combine farm income with other incomes, on permanent deficit of part of farms of at least 100 hectares of cropland – in effect of legal regulations, incorrect definition of the areas with disadvantageous farming conditions and highly competitive potential of farms in Poland in comparison to the selected EU countries. The above theses require to be confirmed or rejected on the basis of analyses carried out in a long term (i.e. in the years 2005-2007), after Poland’s accession to European Union.

The effect of soil drought on leaf water content, proline content, and the activity of guaiacol (GuPX) and ascorbate (APX) peroxidases as well as the level of lipid peroxidation were investigated in leaves of drought resistant red fescue (Festuca rubra) and drought sensitive perennial ryegrass (Lolium perenne). Plants were grown under glasshouse conditions in soil pot culture. 26 day-old grasses were exposed to drought by withholding irrigation for 18 days. Water content in leaves of perennial ryegrass decreased more than in red fescue throughout the experimental period. On the other hand, proline content (PC) was higher in red fescue. The activity of APX and GuPX increased in leaves of red fescue, while it did not change in perennial ryegrass. Our data demonstrate that both red fescue and perennial ryegrass were able to survive applied drought, as shown by a lack of stress-induced lipid peroxidation and hence no evidence of oxidative damage. We speculate, that the observed drought stress tolerance at cellular level was associated with the ability to accumulate proline, and to maintain high activity of APX and GuPX, resulting in protection against oxidative damage and lipid peroxidation. It seems that this mechanism works better in red fescue.

W opracowaniu przedstawiono sytuację gospodarstw rolnych funkcjonujących na obszarach narażonych na susze, z podkreśleniem sytuacji tych z glebami gorszej jakości. Badaniami objęto 296 gospodarstw prowadzących w sposób ciągły rachunkowość rolną w ramach Polskiego FADN w latach 2006-2013 na terenie 96 gmin dotkniętych szczególnie suszami z województw: wielkopolskiego, lubuskiego, kujawsko-pomorskiego, łódzkiego i dolnośląskiego. Podstawą odniesienia były 4294 gospodarstwa położone na terenie pozostałych gmin kraju. Analiza wykazała, że gospodarstwa z rejonów częstego występowania susz uzyskiwały gorsze wyniki produkcyjne i ekonomiczne, a czynnikiem pogłębiającym skutki suszy była zła jakość gleb. Inne czynniki, które o tym przesądzały, wskazano tylko wstępnie z uwagi na małą liczebność analizowanej próby.
The paper presents the situation of farms located in areas exposed to droughts, emphasising the situation of those having poor quality soils. The research covered 296 farms keeping uninterrupted accounts under the Polish FADN over the period of 2006-2013, in the area of 96 gminas especially affected by droughts, which are situated in the following voivodeships: Wielkopolskie, Lubuskie, Kujawsko-Pomorskie, Łódzkie and Dolnośląskie. As a point of reference the research used 4294 farms located in the area of other gminas countrywide. The analysis demonstrated that farms situated in the region frequently affected by droughts had worse production and economic results and a factor intensifying the effects of droughts was poor soil quality. Other factors determining the case were only preliminarily indicated, given small number of the analysed sample.

Opis:
In forest research and nursery practice there is often a need to monitor the condition and responses of trees to different stressors. Chlorophyll content in leaf is a good indicator of plant health and can be measured rapidly in many repetitions using the chlorophyll meter SPAD-502Plus. This practical tool provides the values of chlorophyll content in relative units (SPAD values), therefore it should be calibrated for each species to determine chlorophyll content in physiological units. In this study, the chlorophyll meter SPAD-502Plus was calibrated to be used for total chlorophyll (Chl), chlorophyll a (Chl a), chlorophyll b (Chl b) and carotenoids (Car) contents determination in leaves of Quercus petraea and Prunus serotina seedlings growing in different light environments. In the same leaf, SPAD values were measured with the Chl meter, and then photosynthetic pigments content (PP; chlorophyll and carotenoids) was consistently assessed using a conventional extraction method. The measurements were conducted once a month from May to November in three light treatments to obtain the widest possible range of the PP content values. To estimate total Chl content in leaves using the chlorophyll meter the quadratic polynomial functions: y = 0.0374x2 + 0.5345x + 0.5137 and y = 0.024x2 + 2.1998x – 32.7866 were obtained from the relationship between the Chl meter SPAD readings and total Chl determined spectrophotometrically for P. serotina and Q. petraea, respectively. Chl was higher under shade compared with full light regime and Car were linearly correlated with Chl. PP content was positively correlated with air temperature except for Car in P. serotina leaves. It was concluded that at the same soil conditions chlorophyll content in leaves of Q. petraea and P. serotina depended on species, light regimes and temperature of growth. The chlorophyll meter can be used as a practical tool to monitor and compare photosynthetic pigments content in leaves between tree species or populations acclimated to different environments together with a control of abiotic and biotic factors affecting pigments content and leaf optical properties.

After the accession as compared to the pre-accession period Polish agriculture witnessed a growth in the volume of products produced with the resources spent under intermediate consumption. Diffusion of innovations and progress related thereto were among the significant reasons of the productivity growth. The phenomenon of growth in the volume of products produced with the resources spent under intermediate consumption overlapped with the effects of the accession, which brought, inter alia, a considerable increase in subsidies.This was the most important factor of improving the competitiveness of the Polish agri- culture. If before 2004 only about 25 thousand farms showed any features pointing to competitive capabilities, in 2007 there were already 290-300 thousand farms of natural and legal persons, which demonstrated competitive capabilities or any prospects to achieve them. It is estimated that they produced 50-60% of the national value of agricultural production. The impact of innovations on the progress taking place in Polish agriculture could have been greater if there were less farms failing to implement innovations. These were mainly smaller farms, but this group also included about 1/3 of farms with an area of 8 or more ESU.
